The ideas of the new generation of religious intellectuals in Iran have been the main engine for the call for reform. These intellectuals have attempted to locate their views about the way women are and should be treated in Islamic societies in their much broader—and to them more significant—attempt to offer a modernist religious understanding and a more democratic reading of the role of religion in modern polity. Iranian feminists, on the other hand, have begun to insist that the particular situation of women in Iran is in need of more attention. Religious intellectuals have responded by engaging in reluctant analysis of the way the woman question poses itself in the Iranian context. So far, their analyses fail to take into account the gender implications of the struggle against absolutism and traditional authority. However, the dynamic interaction of the reform project with demands and aspirations of various sectors of Iranian public life will not allow the issue to rest here. Religious intellectuals, in their attempt to recreate essential religious truth in the form of new intellectual concepts and systems, will increasingly have to deal with systemic gender inequalities in a more systematic manner.  相似文献

Advances in artificial intelligence (AI) have attracted great attention from researchers and practitioners and have opened up a broad range of beneficial opportunities for AI usage in the public sector. Against this background, there is an emerging need for a holistic understanding of the range and impact of AI-based applications and associated challenges. However, previous research considers AI applications and challenges only in isolation and fragmentarily. Given the lack of a comprehensive overview of AI-based applications and challenges for the public sector, our conceptual approach analyzes and compiles relevant insights from scientific literature to provide an integrative overview of AI applications and related challenges. Our results suggest 10 AI application areas, describing their value creation and functioning as well as specific public use cases. In addition, we identify four major dimensions of AI challenges. We finally discuss our findings, deriving implications for theory and practice and providing suggestions for future research.  相似文献

Public value is a concept used to evaluate government acts and social affairs and is especially useful for evaluating ethical issues from a non-economical perspective. This article reviews the public values of China’s public policies related to human organ procurement and distribution, with the assistance of case and survey studies, and summarizes the value hierarchy or value tendency that the Chinese government wants to express through its policy design and practice. Austerity strained the financial sustainability of governments and ability of policy-makers to address policy challenges, and so having appropriate accountability and transparency arrangements to assure the public they were getting value for money took on renewed urgency. Comparing and contrasting findings from a critical review of policy developments in English Local Government during the Conservative led coalition central government 2010–2015 with those from related studies on accountability and transparency more generally, the article offers key themes for practitioners and policy-makers seeking to build stronger democratic systems of governance that go well beyond the UK jurisdiction.  相似文献

Existing studies find positive associations between transformational leadership and public service motivation (PSM), but value conflict may moderate the relationship. This is investigated for Danish University Colleges using a mixed-methods design. These colleges educate future teachers, pedagogues, nurses, and social workers, and their strong public service-oriented missions and potentially conflicting public values make this sector a well-suited case to test whether consensus on public values is a precondition for a positive association between transformational leadership and employee PSM. Based on a survey of 968 employees combined with qualitative interviews concerning specific public values, we find that the less value conflict, the stronger the positive relationship between the direct managers’ level of transformational leadership and the employees’ PSM. This is also the case for the top management. This implies that transformational leadership might be a way for managers to enhance employee PSM, but only if there is no severe value conflict.  相似文献

This study analyzes the renegotiations that take place between institutionalized public–private partnerships (PPPs) and their public clients drawing on survey data on the PPPs of the German Federal Armed Forces. Generally, both the party that initiates such renegotiations and the time at which renegotiations are launched determine the outcome of the PPP’s renegotiated remuneration. This effect is moderated by the degree of contract specificity and by a decrease in demand. Specifically, when the public client initiates the renegotiation of an incomplete contractual agreement due to a decrease in demand, it can successfully reduce the remuneration of the PPP.  相似文献

Recent attention to local government finance in England has focused on the substantial cuts in grant funding during the 2010–15 Parliament. However, the newly introduced Business Rates Retention Scheme, which links the distribution of central funding to business rate revenue raised in each local area, constitutes a historically significant disjuncture in the funding of English local authorities. Since the nineteenth century, with the exception of one short period, funding of English local government has followed statutory duties set by Parliament, a principle which underlay a variety of central control and audit regimes throughout the twentieth century. The new system breaks that link, implying a rejection of responsibility for local services by central government. This plays into demands for greater ‘autonomy’ currently emanating from local authorities, but this may not be a panacea for the stretched financial situation that many of them are experiencing at present.  相似文献

About 90 countries have adopted Freedom of Information (FOI) laws with the objective of facilitating citizens’ right to access information on government activities expeditiously. It is argued that FOI laws increase transparency and fix accountability of the government. We provide quantitative evidence on the impact of FOI laws on perceived government corruption. Using panel data for 132 countries over the 1990–2011 period, we find that adopting FOI laws after controlling for self-section bias, is associated with an increase in perceived government corruption driven by an increase in detection of corrupt acts. In fact, FOI laws appear to increase the perception of government corruption if combined with a higher degree of media freedom, presence of NGO activism and political competition. However, the perception of government corruption tends to decline with the duration of FOI law adoption. These findings are robust to controlling for endogeneity using instrumental variables, alternative samples and estimation methods.  相似文献

The authors explored the characteristics of individuals that affect their attitudes toward restorative justice-—in which offenders, victims, and communities meet to redress the damage the offence had caused. Across three studies, participants completed questionnaires that assessed whether they believe that people in general, or offenders in particular, can change fundamentally as well as attitudes toward restorative justice, rehabilitation, and punishment. In one study, the questionnaire also included measures of social dominance orientation, goal orientation, and future clarity. Generally, participants who believed that offenders can change fundamentally were more likely to agree to participate in restorative justice meetings and endorse rehabilitation over punishment. Yet, the belief that individuals in general can change fundamentally was not significantly associated with these attitudes toward alternative responses to crime. Social dominance orientation was inversely, and a learning orientation and future clarity were positively, associated with this belief that offenders can change. Thus, interventions that diminish inequality in income, privileges, and influence—and thus curb a social dominance orientation—may foster an openness toward restorative justice. Initiatives that continually reward people who gradually develop their expertise, and thus promote a learning orientation, should also foster this openness toward alternatives to custodial sentences.  相似文献

An important challenge for public organizations is to attract and retain skilled managers. The present study explores how profiles of psychosocial working conditions, assessed by the combination of managerial-specific job demands and job resources, longitudinally predict managers’ turnover intentions and actual turnover in Swedish municipalities. Considerable effects of managers’ psychosocial working conditions on turnover intentions but not on actual turnover were found. Thus, poor working conditions may result in psychologically detached managers in public organizations, which may have considerable and costly effects on both the organizations and the managers, in terms of decreased commitment, performance, and impaired health.  相似文献

Technology development and democratization have been identified as the general drivers of the worldwide thrust in transparency. But what transparency regimes do these drivers generate in different countries? This mixed method study indicates that national regimes are different due to pre-existing institutional differences and critical junctures in the historical development of transparency regimes. Our analysis shows that the U.S. transparency regime can be characterized as a rules-based approach while a principles-based transparency regime prevails in the Netherlands. This article nuances the debate about the global character of transparency and highlights two different outcomes of the push for transparency.  相似文献

The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

This study contributes to an understanding of teachers, as street-level bureaucrats in South Africa, and their relative discretion and autonomy in the implementation of public policies. We adopted a mixed-method approach that included in-depth interviews (5), observation (65 days), survey (26), and detailed fieldnotes (25 pages). Our findings demonstrate that teachers exercise discretion and autonomy in areas such as ignoring assessment protocols, following school rules and procedures, rescheduling concepts to be taught, and giving little attention to certain policy requirements. These results offer insights for the exercise of discretion and autonomy by teachers and other street-level bureaucrats.  相似文献

The quality of democracy depends on both politicians and citizens. While most attention has focused on politicians, this paper looks at citizens. There has been some scepticism about whether the postcommunist public is prepared to rule their countries. The legacies of communism and the rigours of the transition may have produced citizens whose opinions are unstable and ill-informed and therefore a poor basis for democratic policy making. This paper tests this proposition by considering the nature of public opinion in the Czech Republic. Its main conclusion is that postcommunist public opinion is more reasonable than conventional wisdom suggests. Opinions on most policies change slowly if at all and when they do change the changes are prompted more by gradual shifts in mores than by political manipulation. This suggests that citizens in the region are prepared to have a significant voice in policy making.  相似文献

[Taylor &; Francis Online], [Web of Science ®] [Google Scholar]) to encompass responsiveness, and the main argument is that the combination of employee motivation, user capacity, and models of public service provision potentially has serious implications for responsiveness across service areas. Although research on employee motivation thrives, especially in the public service motivation (PSM) literature, few studies have investigated user capacity empirically, and we know little about the combination of PSM, user capacity and models of service provision. Analyzing four central service areas (day care, schools, hospitals, and universities), we find variations in both user capacity and PSM. Taking this variation as a point of departure we discuss what implications different combinations of employee motivation, user capacity, and models of public service provision may have for responsiveness.  相似文献

New regulations and policies can hardly change the attitude of people in former communist countries as fast as a law can be passed, but they can certainly have some influence on the development of the political culture of the society. Bad laws and policies can preserve long-standing tendencies of state secrecy, undue political influence in media, lack of civic courage, and fear of speaking really freely. Good laws and policies can have the opposite result. This article will analyze how international and national legislation and their application influence the development of fundamental elements of a constitutional democracy in newer democracies. I will provide a typology of how law can influence the cultural environment necessary for a well-functioning constitutional democracy, assuming that such a democracy is the best possible framework for human communities.  相似文献

Turkey is often perceived as a country with low bureaucratic capacity and prone to political manipulation and ‘pork-barrel’. This article tests whether this is the case, by analysing the extent to which politics, rather than equity and efficiency criteria, have determined the geographical allocation of public investment across the 81 provinces of Turkey between 2005 and 2012. The results show that although the Turkish government has indeed channelled public expenditures to reward its core constituencies, socioeconomic factors remained the most relevant predictors of investment. Moreover, in contrast to official regional development policy principles, we uncover the concentration of public investment in areas with comparatively higher levels of development. We interpret this as the state bureaucracy’s intentional strategy of focussing on efficiency by concentrating resources on ‘the better off among the most in need’.  相似文献

A proud public servant is defined as someone who works honorably, conscientiously, and with dedication. Although professional pride has several positive effects on the performances of public servants, it is not instantly apparent which instruments help to stimulate pride. This study combines the Job Demands-Resources model and the High Performance Work Practices taxonomy to analyze the determinants of pride. The analysis of a large dataset of Dutch public servants shows that their professional pride can barely be influenced by High-Performance Work Practices but is in particular determined by the work environment and personal experiences related to the work.  相似文献
