The current environmental crisis calls for a sustainable style of development and draws attention to a new ecological dimension in social life that poses hitherto unforeseen challenges to the social sciences and to the everyday concerns of citizens, governments and private interests. Consequently, it is appropriate to attempt a critical overview of governance issues around the formation and implementation of environmental policies designed under the framework of sustainable development. After a brief introduction on how global perceptions about sustainable development have evolved, this article subsequently focuses attention on the main thrust of the emerging international environmental regime, and the multilateral environmental treaties embodied in it. Specific governance issues pertaining to environmental policies are also critically reviewed, particularly interrelations with the trade regime. The article concludes by spelling out some comments on research issues for the future, with a view to charting the environmental governance agenda lying ahead of us.  相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance.  相似文献

Local governments represent an important moving force in promoting sustainable development policies as they make up the level of governance closest to the citizens. The aim of this article is to examine whether Italian local governments exercise de facto their vital role in fostering sustainable development policies. In particular, we analyzed municipality behavior about adopting “green management strategies.” We investigated the main factors identified in management literature which might boost the adoption of these strategies. Several implications ensue from our findings. In particular, the research provides information to improve local government attitudes toward the sustainable development challenge.  相似文献

Abstract

In line with the global trend of “reinventing governance” based on market‐driven policies and structures, South Asian countries have adopted some major reforms in governance during the recent two decades. While this market‐led shift in governance is largely intended to enhance its performance in terms of greater efficiency and quality, there is a tendency to overlook its implications for the rights and entitlements of citizens in these countries. The article examines the basic tenets or features of this transition in governance, encompassing the replacement of public sector by private sector and the transformation of public management based on business principles. The main objective, however, is to examine the critical impacts of this new mode of governance on the political and social rights of citizens in South Asia. The article concludes by stressing the need for paying adequate attention to citizenship rights in pursuing such reforms in governance.  相似文献

Meta‐governance – or governance of governance – is a concept that raises questions regarding how values, norms and principles underpin governance systems and governing approaches. Values, norms and principles pertain both to substantive governance issues, for instance, related to sustainable resource use, and to governance system issues in themselves, for instance, regarding their institutional design. This article deals primarily with the latter. Thus the interactive perspective serves as basis for developing a coherent set of meta‐governance principles. We argue that an explicit, deliberated and decided upon set of meta‐governance principles as an integral part of governance can help in making hard substantive governance choices easier. Interactive learning plays a key role in governance processes when public and private governing actors have to make such hard choices. In the article, examples from natural resource governance will serve as illustrations for the more conceptual argumentation and reasoning.  相似文献

ABSTRACT

In the context of widespread criticisms to good governance, sound governance is proposed to be a viable alternative. This study examines the effect of sound governance on citizens’ satisfaction with the mediating role of citizens’ trust in the context of Ethiopia. Using a concurrent mixed method design, data were collected from eight key informant interviews besides 175 respondents through questionnaire. The results show the positive link between sound governance, citizens’ trust, and satisfaction. It also reports a partial mediating role of trust into the relationship between sound governance and citizens’ satisfaction.  相似文献

This article contributes to our understanding of whether democratic governance can be achieved in post-revolution Egypt. It explores the status of three key pillars of democratic governance in the context of the January 2011 People’s Revolution and subsequent political developments through August 2013: (1) inclusive participation, (2) responsive institutions, and (3) adherence to international practices and principles. Available evidence suggests that none of the democratic governance pillars has been realized so far as a result of political instability in Egypt. The article argues that the current political environment is not favorable to achieving democratic governance in Egypt.  相似文献

Open source represents a model generally known for its success in software production. The objective of this article is to establish a new strategic approach of using open source development principles for managing collaborative arrangements between citizens and public administration. The identity of open source governance is developed by highlighting how it is different from its main “competitor”—collaborative governance, and from other two popular concepts—open government and e-democracy. The other sections are designed to answer to public managers regarding why and what to adopt from this governance model for public sector services.  相似文献

This article presents a case study of a cross-sectoral organizational network created to promote sustainable tourism in Rio de Janeiro. We briefly introduce the topics of collaborative governance and sustainable tourism, and then describe the focal network and the methods used for the research. Findings are discussed in terms of three themes: 1) key elements of collaborative governance; 2) aspects of the network formation and development process; and 3) features of the Brazilian context that may influence the network's likelihood of success. ABSTRACT

Currently, interactive forms of democracy that bring local politicians into dialogue and collaboration with relevant and affected citizens are mushrooming. While some research has investigated how interactive democracy affects citizens and politicians, we know little about what interactive democracy means for public administrators. This article presents the results of a case study of role perceptions and coping strategies among public administrators assisting a new type of interactive political committee in two Nordic municipalities. Guided by a multi-paradigmatic conceptual framework featuring public administrators’ roles and coping strategies in interactive governance, the study shows that individual public administrators identify with different administrative roles, and that political and administrative leadership sentiments condition their choice of coping strategies. Moreover, the coping strategy that public administrators select to handle intra- and inter-paradigmatic role dilemmas can have dire consequences for the interplay between interactive democracy and local representative government.  相似文献

This article explores contrasting conceptions of the essentially contested concept obshchestvennyi kontrol’, as understood by the anti-systemic opposition and the Kremlin. It shows that the period of contention accompanying the 2011–2012 elections allowed competing narratives of this concept to emerge. First, the opposition presented it as a means for citizens to hold corrupt authorities accountable to the law; second, the Kremlin promoted it as a means to enhance government efficiency. The article shows that the Kremlin has co-opted the counter-hegemonic discourse into a new law which delimits the possibilities for enacting this concept in a fashion that recalls Soviet governance practices.  相似文献

This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process.  相似文献

One of the aims of this special issue is to 'decentre' a key facet of governance, namely networks. This article considers in particular the concept 'networked community governance', a key part of New Labour's reforms in local governance and, in particular, around neighbourhood-based working. This article draws on interpretive methods and analysis to explore the everyday work of front-line workers in contemporary local governance through their own stories. The article is based on empirical work in the neighbourhood management system developed in Salford, a local authority in the North West of England. Key to facilitating 'networked community governance', is front-line workers' own 'local knowledge', understood as the mundane, yet expert, understanding front-line workers develop from their own contextual experiences. The article explores the difficulties that front-line workers perceive themselves to face in their everyday work and how they use their 'local knowledge' to develop responsive, entrepreneurial strategies.  相似文献

Abstract

The elites of Western Europe prefer social security for all citizens as the major aim of the EU, while the preference of Central and Eastern European elites is for a more globally competitive European economy. This disparity between elite preferences may be accounted for by the distinct electorates and elites’ responsive strategic calculations, or by the process of socialisation Central and Eastern European elites undergo during exposure to the EU. This article argues that the predominant reason for the difference in elite attitudes towards economic competition is the lasting effect of state socialism in Central and Eastern European countries.  相似文献

Recent years have seen a “wave” of national climate assemblies, which bring together randomly-selected citizens to deliberate and make recommendations on aspects of the climate crisis. Assessments of the legitimacy of these interventions and their capacity to improve climate governance have focused on their internal design characteristics, but the fundamental question of how they are integrated into complex constellations of political and policy institutions is underexplored. This article constructs a framework for understanding their integrative design characteristics, drawing on recent work on “robust governance.” The framework is used to explore the connection of six national-level climate assemblies with political institutions, public debate, and civil society. Our findings highlight significant variety in the integrative design of these climate assemblies. This variety challenges the view of assemblies as a standardized object with predictable effects on legitimacy and governance capacity, while also refining deliberative systems theory's highly abstracted conceptions of integration and impact.  相似文献

The government of Bangladesh has introduced several initiatives seeking to develop participatory governance at the local level in order to maximise the outcomes of aid-assisted development projects. This article examines the impact of these initiatives and demonstrates that participatory local governance faces a number of challenges in Bangladesh, in particular, absence of democratic culture and tradition and disengagement of citizens, asymmetric distribution of patronage and weak institutions. In theory, political elites and bureaucrats in Bangladesh advocate democracy, accountability and local-level participation, but in practice, they have an affinity for power and centralised authority. Their reform initiatives seem half-hearted and disjointed restricting the growth of democratic culture and participatory local governance at the local level in Bangladesh.  相似文献

ABSTRACT

This paper tests whether the improvement of democratic local governance (DLG) positively impacts local economic development (LED). Based on a nationally representative citizen perception survey of 3,024 households across 56 Union Parishads (UPs) in Bangladesh, the results suggest that, although the UP governance program (UPGP) has improved the administrative governance of UPs, functional governance involving citizens remains weak. Thus, due to partial improvement of DLG, UPGP does not appear to have a significant impact on the overall local economic development and service delivery of UPs. A significant gap can be seen to exist between the claims of UPs and the perceptions of citizens around UPs’ governance performance, which may result from the poor awareness building structures of the UPGP. However, our results suggest that providing training to UP officials can partially offset the shortfalls of DLG in its pursuit of LED.  相似文献

Participatory governance is a concept that is receiving increasing prominence. However, more empirical research is needed to clarify whether participatory governance is beneficial or detrimental to democracy. The local level is a dynamic field for participatory experiments and, therefore, particularly rewarding for researchers interested in scrutinizing the impacts of participatory governance empirically. In this article, Local Agenda 21 serves as an example to discuss both hypotheses. The study, conducted predominantly in Germany, shows that neither the supporters nor the sceptics of participatory governance are completely right. The findings about Local Agenda 21 demonstrate that this form of participatory governance can improve civic skills and social capital, but has little impact on input-legitimacy and is barely effective, i.e. reaches the goal of enforcing sustainable development only to a limited degree.  相似文献

Abstract

In the modern age, although East Asia represents some of the most successful economies such as Japan, Taiwan, Hong Kong, South Korea, and (now) China, the level of political and administrative development in the region remains controversial. One of the major indicators of such politico‐administrative development is the extent of citizen participation in governance through various democratic means, including the formation and expression of public opinion, people's involvement in government decisions and deliberations, and direct representation of citizens in governing institutions. However, the direct representation of citizens is considered one of the most effective modes of participation in institutions such as legislature, cabinet, and bureaucracy. In this regard, although the representation of women in these governing institutions has gained global significance, it still remains relatively weak in most East Asian cases. This article evaluates the extent of such women's participation in governance through representation in East Asia, examines the major factors constraining this representation, and suggests remedial alternatives to improve the situation.  相似文献

Stemming from different theoretical perspectives the article examines the conflicts of interest arising among the actors (citizens, local governments, private shareholders, service providers) that at various levels are involved in local public utilities governance systems. The main results of a multiple case study analysis on 10 Italian listed local public utilities are summarized. Different and coexisting situations of conflicts of interest among multiple principals and agents are identified. In this context, governance mechanisms (e.g., the board of directors) have different roles and functions and may prevent and mitigate such conflicts. However, our findings suggest that the ownership structure influences board composition and functioning and that higher numbers of independent directors do not necessarily mean “actual” board independence. The article contributes to the debate on conflicts of interest and governance mechanisms in local public utilities.  相似文献
