This article critically examines strategies used by boundary spanners to align the institutional logics of bureaucracy, management and networks in citizen-state interactions. In-depth interviews conducted within the Dutch municipality of Rotterdam reveal that boundary spanners use entrepreneurial, mediation, and hierarchical strategies to align institutional logics. By providing insight into the strategic toolbox of boundary spanners and the perceived effectiveness of these tools, this article enhances empirical understanding of how the interplay between older and newer institutional logics within public organisations takes shape and how boundary spanners make strategic use of hierarchy to overcome institutional barriers.  相似文献

There has been significant scholarly interest in organizational hybridity, the combination of multiple institutional logics in one entity. However, the extant research has mainly studied the implications for organizations and individuals, neglecting the challenges for organizational members as a collective. To mitigate, this article examines how members of a British institutionalized public–private partnership grapple with the question of what their organization may be, highlighting the confusion they are experiencing and their attempts to overcome it. Drawing on the concept of organizational identity (theorized as the outcome of collective sensemaking), the analysis identifies two mechanisms that recursively connect the organization and its members. Relational positioning draws on possible configurations of institutional logics and associated identity resources while discursive framing captures members’ hopes and expectations. The main contribution of this article is a better understanding of collective sensemaking in hybrid organizations in the light of institutional complexity.  相似文献

New institutional theory suggests that radical organizational change is guided by a logic of appropriateness in which organizations change their structures and processes in response to changes in prevailing notions of how best to organize. Contingency theories suggests, by contrast, that organizations pursue a logic of consequentiality, trying to maximize performance by adjusting structures and processes in response to relatively tangible things like the demand for services and the state of technology. Increasingly, commentators acknowledge the importance of both logics, but how do the two fit together? This paper considers this question through an analysis of 15 cases of radical change observed in four English local authorities. While much of the existing literature seeks to theorize the circumstances in which different logics will predominate, the cases considered here suggest a need to acknowledge the intermingling of logics.  相似文献

When a policy sector is confronted with a relatively strong and steep decline in legitimacy, we speak of an institutional crisis. We know little about the causes or consequences of these crises. This article explores how institutional crises are managed. It focuses on the effects of management strategies observed in a case study of an institutional crisis in the Netherlands. While we found that policy elites displayed a tendency to maintain the status quo of a policy sector, we also found that the effectiveness of their response strategies was negated by the counter‐response it evoked among freshly energized interest, advocacy and citizen groups. We conclude that the resolution of an institutional crisis is inherently contested. Based on our case study, we develop a theoretical model and formulate propositions that may help to improve our understanding of institutional crisis management.  相似文献

Are sectorally dependent states destined to regime instability as a result of chornic fiscal crisis? Literature emphasizing the importance of a country’s sectoral endowment suggests that oil exporters in particular should exhibit similar policy stagnation and regime decay as a result of fiscal crisis. The cases of Kuwait, Qatar, and Bahrain in the 1980s and 1990s demonstrate that fiscal crisis outcomes are not uniform. This article develops the critique that structuralist assumptions about what drives business-state relations during crisis are flawed. Abstract logics typing exogenous price sifts to the character of business-state interaction neglect the historical and instituional grounding of those relations. It is variation in the historical and institutional crafting of business-state relations that best explains how these relations shape reform under crisis and how regime stability is affected.  相似文献

In this article, we call for more attention to the national and local politics of climate change in developing countries, and contribute to this through a study of climate change adaptation interventions in Zambia. We show how such interventions form part of central state efforts to extend authority and control over natural resources, and how competing institutional actors such as local governments and chiefs seek to counter this. The article thereby shows how climate change adaptation is emerging as a new arena for deep-seated political and institutional struggles over issues such as authority, land control and devolution in development.  相似文献

ABSTRACT

During the last couple of decades, we have witnessed a proliferation of the project as an organizational solution in sectors as diverse as IT, housing, social services, education and culture. Despite a growing interest in the phenomenon, we know surprisingly little of how processes of public sector projectification unfold in practice, especially at local government level. This article uses an institutional logic perspective to illustrate and argue that public sector projectification can be understood and conceptualized as the enactment of multiple, co-existing institutional logics, but where one particular logic is of growing importance – the project logic. It is argued that even though the project form is often perceived as more flexible than that of the bureaucracy, the practical outcome seldom represents a radical break with traditional, bureaucratic management models. Rather, it appears to aid a rediscovery and reuse of central bureaucratic practices and procedures such as reporting, documentation and standardization.  相似文献

The migration policy field is a multilayered and fragmented area still lacking a strong global and European regime. Nonetheless, different initiatives and fora have been promoted in the last decade to increase the international dialogue on migration, with the active participation of non-state actors, and particularly civil society organisations (CSOs). The article reviews selected initiatives undertaken at the UN and European level, whereby institutional representatives engage with CSOs in furthering migration policies. These initiatives and platforms may constitute transnational policy networks (TPNs). It explores signals towards the consolidation of more structured and ‘hard’ forms of participatory policy-making on migration issues, as well as obstacles present in this engagement dynamic. The key question addressed in this study is whether and how European institutions have engaged with the TPNs in the field of migration. The article also explores how some of the TPNs influence institutional policy-making at the EU level.  相似文献

Since the 1980s, regulated markets and New Public Management have been introduced in the public sector across the world. How they have affected existing governance mechanisms such as self‐regulation and state regulation has remained largely unexplored, however. This article examines the origins and consequences of institutional layering in governing healthcare quality. Dutch health care, where a market‐based system has been introduced, is used as a case study. The results show that this market‐based system did not replace but modified existing institutional arrangements. As a result, hospitals have to deal with the fragmentation of quality demands. Using the concept of institutional layering, this study shows how different arrangements interact. As a consequence, the introduction of a certain policy reform will work out differently in different countries and policy sectors. Our ‘archaeological’ study in this layering can be seen as an example of how such incremental change can be studied in detail.  相似文献

Based on extensive field research in the Democratic Republic of the Congo (DR Congo), this article elucidates the logics, processes and readings surrounding certain ‘extra-military’ practices enacted by the Congolese army, namely the processing of various types of disputes between civilians. Exceeding the boundaries of the domain of ‘public security’, such activities are commonly categorised as ‘corruption’. Yet such labelling, founded on a supposed clear-cut public–private divide, obscures the underlying processes and logics, in particular the fact that these practices are located on a blurred public–private spectrum and result from both civilian demand and military imposition. Furthermore, popular readings of military involvement in civilian disputes are highly ambiguous, simultaneously representing it as ‘abnormal’ and ‘harmful’, and normalising it as ‘making sense’ – reflecting the militarised institutional environment and the weakness of civilian authorities in the eastern DR Congo. Strengthening these authorities will be vital for reducing this practice, which has an enkindling effect on the dynamics of conflict and violence.  相似文献

Accountability relations in modern-day welfare states have multiplied due to the complex interaction of institutional and sectoral logics. Against this backdrop, this article seeks to unravel complexities which surround accountability relations in hybrid healthcare arrangements. For this purpose, a framework of multi-faceted identity is suggested in order to theoretically grasp multiple accountabilities of healthcare professionals. Accordingly, healthcare professionals have a cross-cutting identity (being a professional) that is fortified with nested identities such as the one of partner, citizen and manager. Each identity facet is attached to a specific accountability form such as professional and civic society accountability. By focusing on three settings of healthcare provision—hospital, outpatient and integrated care—the usefulness of a multi-faceted identity framework will be illustrated. It is concluded that developing a more nuanced understanding of healthcare professionals’ multiple identities and attached accountabilities might be a good starting point for planning healthcare redesign.  相似文献

Since the 1980s, there has been renewed interest among political scientists in the role of institutions. An important strand of this ‘new institutionalism’ is historical institutionalism. Recent theoretical developments have sought to address the most obvious criticisms of the historical institutionalist approach, particularly the critique relating to its tendency to focus on explanations of stability. However, the institutional histories under consideration are generally incomplete as they do not include the entire life of the institution. Drawing on the history of collective wheat marketing in Australia, this article seeks to address this gap by considering a case in which strategies of institutional reproduction initially appeared to have managed change successfully but ultimately sowed the seeds of institutional demise. By considering the death as well as the life of an institution, we can gain a clearer picture of the effectiveness of institutional strategies of adaptation and change.  相似文献

This article examines how the power relationships between Malta and the Republic of Cyprus, on the one hand, and the European Union, on the other, shape irregular immigration policies in these two sovereign outpost island states in the Mediterranean. As member states on the EU's southern periphery, Malta and Cyprus have faced new institutional structures since their accession in 2004 within which they now construct their migration policies. Here, I examine how the new structures influence the discourse and logic of migration policies and politics and also how the seemingly small and powerless states affect regional policies. My contention is that, within this EU framework and with limited material power, the two outpost states have developed strategies based on nonmaterial power in order to defend and promote their interests. Such strategies have resulted in treating irregular immigration as a crisis in order to attract support. The new dynamics have thus resulted in more barriers to migration, and in negative consequences for the individual migrants and refugees on the islands. Although the strategies of Malta and Cyprus have been surprisingly successful in influencing regional migration governance, their long-term effectiveness is questionable, and their effects on the migrant and local population problematic.  相似文献

In these turbulent times of increased frequency and magnitude of emergencies caused by climate change, pandemics, and other public safety hazards, there has been a growing interest in the question of how to enhance the robustness of emergency management systems. Recent research points to integrated networks of public and non-profit actors as a superior strategy for developing robust governance responses to turbulent problems. This article suggests that institutionally conditioned trust between professionals and volunteers is key to robust emergency management. Based on institutional trust theory and the findings of an empirical case study of local emergency management in Denmark and Norway, it shows how six institutional sources of trust condition the scalable use of organized emergency management volunteers. The study contributes with a theoretical argument and empirical insights on how institutional trust strengthens the robust governance and management of emergencies.  相似文献

This paper explains the reason why the hitherto statist country, Korea, has carried out significant decentralization since the 2000s. In explaining the motivation for decentralization, extant literature has focused on the role of parties, bureaucratic politics, democratization, or territorial interests. Yet there is still limited explanation of how the decentralization laws in Korea could be successfully passed in the 2000s, while cental stakeholders still persisted. By tracing the process of decentralization reform in the 2000s, this article demonstrates how structural factors created favourable circumstances and discursive background for institutional change, and how the idea of decentralization, through the idea diffusion mechanism, gave directions for central decision makers to produce a specific path of reform strategies. It also pays attention to the formation of ‘practical authority’ for reform politicians that made it possible to overcome obdurate resistance from central bureaucrats and politicians.  相似文献

Theory‐independent measures of institutional change can be developed by identifying and tracking changes in institutional reproduction mechanisms. Such measures can then be used to assess the empirical validity of theoretical models of institutional change. This article performs an analysis of reproduction mechanisms in a case study of a Swedish institution for emission control during the period 1960–2000. The analysis reveals the existence of a highly path dependent institutional development, powerful enough to withstand a wide‐ranging institutional reform implemented in the late 1990s. The case study supports a gradualist model over a punctuated equilibrium model of institutional change, but the analysis also demonstrates the need for path dependency theory to pay greater attention to the question of how micro‐level institutional interaction generates aggregate patterns of change and stability.  相似文献

Abstract

Resource management is essential for any organisation’s success. For non-profit organisations (NPOs) volunteers are a key resource. In this article, we examine how NPOs recruit, mobilise and manage volunteers in a challenging institutional and operational context. By drawing on a qualitative study of Russian health NPOs, our study highlights that the operational and institutional environment encountered by Russian NPOs leads to ‘management by network’ to acquire necessary volunteer resources. This pragmatic approach, whilst ensuring an organisation’s short-term survival, ultimately limits the type of volunteer recruited by Russian NPOs. This article aims to move beyond the public-private dichotomy in studying public service motivation (PSM) by showing how organizational logics matter for the type of PSM (instrumental, normative, or affective) that employees express. Using data from 50 interviews in police stations, prisons, hospitals, municipalities, and schools, we show that differences in service logic (the user's feeling of the desirability of a service) and user logic (people-changing or people-processing services) matter for employees’ expressions of PSM in that this results in different emphases within public service motivation. We conclude that institutions such as organizational logics matter for PSM expressions and that research on PSM should account for differences between public service-providing organizations.  相似文献

This article analyzes how the idea of “innovationism” in Sweden has generated a new kind of idea-driven policy around the creation of innovative regional policy. In contrast to similar policies in this area, this policy does not manifest itself through traditional instruments, but evolves through symbolic and ritual performances, in particular through events and conferences. The article asks how this emerging idea has changed the existing institutional formation of sponsoring industrially relevant research. The vision of concerted action between decision-makers within modern innovationism reinforces territorial identity, but it also tends to devolve responsibility to the regional level since concerted action on the national level is hard to obtain. What emerges is a system of governing at a distance where different actors perform their roles according to often academic ideas of innovationism. The study is based on two qualitative studies in Sweden entailing both documentary sources and semi-structured interviews.  相似文献

ABSTRACT

This study explores how public sector reform discourses are reflected in Russian central government budgeting. Through the lenses of institutional logics, Russian central government budgeting is considered to be a social institution that is influenced by rivaling reform paradigms: Public Administration, New Public Management (NPM), the Neo-Weberian State, and New Public Governance. Although NPM has dominated the agenda during the last decade, all four have been presented in “talks” and “decisions” regarding government budgeting. The empirical evidence illustrates that the implementation of management accounting techniques in the Russian public sector has coincided with and contradicted the construction of the Russian version of bureaucratic governance, which is referred to as the vertical of power. Having been accompanied by participatory mechanisms and a re-evaluation of the Soviet legacy, the reforms have created prerequisites for various outcomes at the level of budgeting practices: conflicts, as in the UK, and hybridization, as in Finland.  相似文献
