Tokarska-Bakir’s paper considers the deep-rooted cognitive habits among informers and reporters belonging to the Polish post-war, anti-Communist underground organization Wolno?? i Niezawis?o?? (Freedom and Independence) with regard to their perception of Polish Jews. The organization's archive is preserved in the National Archives in Krakow in Poland, and it thoroughly documents its members' social beliefs and fears. A theory of pogroms formulated by Senechal de la Roche understands the pogrom as an act of social control. Using the archival documents with that theory in mind, Tokarska-Bakir analyses Wolno?? i Niezawis?o?? in relation to the anti-Jewish pogroms that took place in Rzeszów, Krakow and Kielce in the years immediately following the Second World War.  相似文献

The efficiency of ??quasimarkets????decentralized public goods provision subjected to Tiebout competition??is a staple of public choice conventional wisdom. Yet in the 1990s a countermovement called ??neoconsolidationism?? began to challenge this wisdom. The neoconsolidationists use the logic of government failure to argue that quasimarkets fail and that jurisdictional consolidation is a superior way to supply public goods and services in metropolitan areas. Public choice scholars have largely ignored the neoconsolidationists?? challenge. This paper brings that challenge to public choice scholars?? attention with the hope of encouraging responses. Abstract

Classic street-level bureaucracy literature has suggested that individual bureaucrats are shaped by their work group. Work group colleagues can impact how bureaucrats perceive clients and how they behave toward them. Building on theories of work group socialization, social representation, and social identification, we investigate if and how the attitude of individual street-level bureaucrats toward clients is shaped by the client-attitude of the bureaucrat’s work group colleagues. We also test whether this relation is dependent on conditions of attitudinal homogeneity and perceived cohesion of the work group. Results of a survey among street-level bureaucrats in the Dutch and Belgian tax administration (1245 respondents from 210 work groups) suggest that different mechanisms underlie the work group’s impact on the individual street-level bureaucrat in this specific attitude. The analysis furthermore reveals that work groups have a limited impact on the individual’s client-attitude. Theoretical and practical implications of these findings are discussed.  相似文献

This article explores the potential for government agencies to move into new kinds of relationships or ‘social partnerships’ with the community sector and business to address social problems. Through an analysis of documented examples of partnerships at the local level it examines how Centrelink, the Common wealth Service Delivery Agency, is using its considerable resources, human and physical, to work with others to improve accessibility of services, address service gaps and to actively create opportunities for participation. It proposes a tentative framework for understanding partnerships in terms of their value for ‘customers’ and the potential that such partnerships have to create opportunities that would not exist in a silo driven service delivery model. This article has relevance across all in human services who are interested in how the rhetoric of social partnerships translates into day to day service delivery.  相似文献

This article presents findings from an interview study of human rights practitioners who assist relatives of the disappeared from Chechnya with their complaints before the European Court of Human Rights (ECtHR). These practitioners work for nongovernmental organizations (NGOs). The study contributes to the scant literature on NGO litigation before the ECtHR and to the social scientific literature on how human rights are actively practiced. It investigates the NGOs?? intermediary position between the ECtHR and the relatives of the disappeared in Chechnya. Consequently, this article asserts that a significant aspect of this position lies in the practitioner??s capacity to mediate between an ambition to externalize local grievances to the ECtHR and the relatives?? hopes that the ECtHR can bring certainty to the uncertain loss of their disappeared relatives. From this position, several dilemmas emerge as to how international legal mechanisms can provide remedies following disappearances.  相似文献

In the 1960s, various social programs were started (like Head Start) or dramatically expanded (like AFDC). Loosely, this period of expansion is called the Great Society. Too many Great Society social programs, unfortunately, have been disappointments—at least when compared to the high hopes of the '60s. Even if they “work,” most of us wish that they worked much better. Some people take such statements to mean that the Great Society's social programs should be defunded. Most Great Society programs, however, are surely here to stay, for they serve important social functions. How many of us really think there could be an America without a social safety net? It is now time to do the difficult and unglamorous work of systematic program improvement. Instead of testing program efficacy over and over again, we should engage in ongoing and evidence‐based efforts to increase program effectiveness (in both large and small ways). © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Reexamining the relationship between the on-line and memory-based information processing models, this study presents a theoretical basis for the co-occurrence of on-line and memory-based processes and proposes a hybrid model. The study empirically tests the hybrid model by employing real-time tracking of participants?? reactions to two candidates in a US presidential primary election debate. The findings confirm an independent, but complementary relationship between on-line and memory-based information processing in an individual??s candidate evaluation and vote choice. The co-occurrence of the two modes applies to an individual??s comparison of candidates as well. The implications of the hybrid model for the functioning of democracy are discussed.  相似文献

This paper explores empirically the relation between special-interest groups and economic growth. Our analysis exploits new data on the number of groups observed across countries and time, in order to mitigate the identification problems associated with earlier studies. Also in contrast to earlier work, we examine the impact of groups on two sources of growth??capital accumulation and technological change??in addition to the impact of groups on output growth. The findings are consistent with Olson??s (The rise and decline of nations: the political economy of economic growth, stagflation, and social rigidities. New Haven, Yale, 1982) claim that societies with greater numbers of interest groups grow slower, accumulate less capital, and experience reduced productivity growth relative to others.  相似文献

My purpose in this essay is to show that the enduring value of Alexis de Tocqueville's work is rooted in his philosophical anthropology, or view of human nature. In Democracy in America, Tocqueville reveals his view of human nature as he treats the relationship between religion and politics in the democratic social state. His political science remains valuable because he understands human beings as creatures distinguished by their desire for the infinite and immortal. In sum, for Tocqueville, religion is an essential support of liberty in the democratic social state because it answers the soul's desire for the infinite and immortal, and provides the foundations for personal and political justice.  相似文献

As China??s comprehensive national power grows, its efforts to reduce the ??China threat?? perception have become more challenging. In line with the Chinese leadership??s current theme of peace and harmony in China??s foreign policy line, Chinese scholars have been highlighting the same theme in their research on China??s traditional strategic culture. Their research criticizes Western cosmopolitanism and praises the peaceful nature of China??s traditional ??tianxia?? concept. The exploitation of traditional strategic culture to provide re-assurance to the international community has now been raised to the official level, as reflected by the White Paper on ??China??s Peaceful Development?? released by the State Council??s Information Office on September 6, 2011. This probably means that it will be a major element of China??s public diplomacy for the foreseeable future. These efforts, however, may not have a significant impact because of rising nationalism in the region and the moderate escalation of existing territorial disputes involving China and its neighbors.  相似文献

This article poses questions of power to social services provided by voluntary organizations. In particular, it examines the assumption that voluntary and local organizations represent ‘containers’ for a radically different social work rationality, where the marginalized are met in a more equal and attentive fashion, ‘on their own terms’. Thus, the world of volunteering and ‘friendly amateurism’ has been seen as a source of instructive ethics from which government policies should take their lead. While recognizing that this discourse on voluntary rationality has had a number of positive effects, it has almost completely blocked discussions of the forms of power exercised in voluntary services. It is suggested that questions of power, rationality and organized welfare can be fruitfully re-formulated within a Foucauldian register. Applying Foucault's concept of ‘dispositif’ to services for the homeless, the article demonstrates that social work rationality is not linked to the public/private divide but rather to a specific service domain. The article questions the widespread belief that public social services are always permeated by power, whereas those of civil society provide a more power-free domain where ‘genuine human’ meetings may take place.  相似文献

Recent discussions of social capital within the public choice literature have tended to focus on its role in solving collective action problems and promoting political accountability. Consequently, two areas of inquiry remain underexplored: (1) the role social capital plays in facilitating lobbying and rent seeking, and (2) the possibility that the availability of government resources can cause community-based groups to re-orient their stocks of social capital away from mutual assistance and toward lobbying and rent seeking. The Mythology of Privatization in Contracting for Social Services   总被引:5,自引:2,他引:5  
States and municipalities have privatized services in an effort to improve their cost‐effectiveness and quality. Competition provides the logical foundation for an expectation of cost savings and quality improvements, but competition does not exist in many local marketplaces—especially in the social services, where governments contract primarily with nonprofit organizations. As government increases its use of contracting, it simultaneously reduces its own public‐management capacity, imperiling its ability to be a smart buyer of contracted goods and services. This article examines two questions about the privatization of social services based on interviews conducted with public and nonprofit managers in New York state: Does social services contracting exist in a competitive environment? And do county governments have enough public‐management capacity to contract effectively for social services? The findings suggest an absence of competition and public‐management capacity, raising the question of why governments contract when these conditions are not met.  相似文献

Why did Mitt Romney face antagonism toward his Mormon religion in the 2008 election? Using experiments conducted in the real time of the campaign, we test voters?? reactions to information about Romney??s religious background. We find that voters were concerned specifically with Romney??s religious affiliation, not simply with the fact that he is religious. Furthermore, concern over Romney??s Mormonism dwarfed concerns about the religious backgrounds of Hillary Clinton and Mike Huckabee. We find evidence for a curvilinear hypothesis linking social contact with Mormons and reaction to information about Romney??s Mormonism. Voters who have no personal exposure to Mormons are most likely to be persuaded by both negative and positive information about the Mormon faith, while voters who have sustained personal contact with Mormons are the least likely to be persuaded either way. Voters with moderate contact, however, react strongly to negative information about the religion but are not persuaded by countervailing positive information.  相似文献

The objective of this article is to outline approaches taken by civil society organizations (CSOs) in order to advance their work in social development given the changes in the aid architecture. It focuses on the Latin American region, particularly Andean countries, but many of the challenges and opportunities in a “post‐aid world” are insights that might prove helpful to other regions as well. The article provides a comprehensive outline of approaches that CSOs are taking given the changes in aid grouped into three categories: aid models, organizational considerations and revenue sources and modes of fundraising. Many of these have been in practice for sometime but might need to be more strategically used as CSOs manage the changing contexts. CSOs in Latin America and the Andes are considering a multitude of options, and while the approaches considered in the article are not an exhaustive list, they provide an overview of viable directions, which might positively influence CSOs' sustainability and continued provision and promotion of a myriad of public goods and services. American observation has shaped Australian social analysis for most of the 20th century. The high point in American influence on Australia was arguably between the 1940s and the 1980s. Its influence in Australian political science can be traced through the work of an insightful interpreter of the Australian polity and its bureaucratic practices, A.F. Davies (1924-87). The tensions between 'knowledge criteria' and 'political criteria', between bureaucracy as a 'stain' and the best means of delivering equalising outcomes, between the necessary skills of 'program professionals' and the demands of broad participation were at the core of his work. Testing his propositions 10 years after his final work shows Davies accurately foreshadowed the essentials of what he designated 'the steady evaporation of politics'. Davies's reflection on Australia was productively shaped by dialogue with America as the metropolitan culture. His insistence that the comparative framework, the bureaucratic imperative of complex organisation, and an interpretative sense of political cultures should inform political analysis remains an important message as we address the problems of the 1990s.  相似文献

The now much debated role of nongovernmental organizations (NGOs) in the ongoing democratization of Mexico involves global issues such as trust, social capital, and volunteerism. How applicable the work of Robert Putnam on civil society is to Latin America, and how central associationalism will be to Mexico's future are a focus of this study of the policies that may promote democratic consolidation and ameliorate Mexico's “civic deficit” in a time when the place of the state in Mexican society is being reexamined.  相似文献

Most policy-relevant work on climate change in the social sciences either analyzes costs and benefits of particular policy options against important but often narrow sets of objectives or attempts to explain past successes or failures. We argue that an ??applied forward reasoning?? approach is better suited for social scientists seeking to address climate change, which we characterize as a ??super wicked?? problem comprising four key features: time is running out; those who cause the problem also seek to provide a solution; the central authority needed to address it is weak or non-existent; and, partly as a result, policy responses discount the future irrationally. These four features combine to create a policy-making ??tragedy?? where traditional analytical techniques are ill equipped to identify solutions, even when it is well recognized that actions must take place soon to avoid catastrophic future impacts. To overcome this tragedy, greater attention must be given to the generation of path-dependent policy interventions that can ??constrain our future collective selves.?? Three diagnostic questions result that orient policy analysis toward understanding how to trigger sticky interventions that, through progressive incremental trajectories, entrench support over time while expanding the populations they cover. Drawing especially from the literature on path dependency, but inverting it to develop policy responses going forward, we illustrate the plausibility of our framework for identifying new areas of research and new ways to think about policy interventions to address super wicked problems.  相似文献

The emergence of a more elusive and uncertain threat environment has transformed the nature of intelligence, increasing its reliance on civil society partners. Once the work of an insular and carefully select few, intelligence production is now a networked, partially open and extensively public–private enterprise. Most poignantly, new practices of public–private ‘collection’ face Western intelligence services with novel questions about control and accountability – questions to which the services have responded with hopes that by standardizing ‘methodologies’, central command may be retained. Suggesting a more complex picture, this article argues that ‘managing uncertainty’ imply forms of interpretation and choices which cannot be pre-empted by rule-regulation: more than Weber’s ideal of the procedural and rule-bound, it may be his (once central, yet largely marginalized) emphasis on institutional and individual capacities for critical ‘judgment’ that is of relevance today.  相似文献
