Questions of gender equity and the underrepresentation of women in the science, technology, engineering, and mathematics (STEM) professoriate in U.S. institutions of higher education have become central issues in debates on the role and makeup of the STEM workforce in today's innovation‐driven economy. In response, policy makers, advocacy groups, academics, and other stakeholders have called for the dedicated enforcement of Title IX of the Education Amendments of 1972 as a tool for combating gender inequities in the academic workforce. Although previously applied primarily to gender bias in athletic programs and participation, Title IX was created to address myriad aspects of gender equity in educational institutions and, as such, currently is being invoked in the realm of STEM academic employment. Accordingly, we analyze Title IX relative to categories of potential regulatory development in light of the policy environment and related dynamics. Providing an historical overview of Title IX and its associated regulations as background, we characterize and delineate its relevance to gender disparities in the STEM professoriate, identifying areas for policy consideration and future application.  相似文献

Nearly 70 years ago, Dahl noted the difficulty of constructing a science of public administration that was plagued by three interrelated problems: values, behavior, and culture. Underlying all three problems was the presumption that public administration could establish a set of universal principles independent of moral or political ends, individual human differences, or social influences. In discussing these three broad and easily accessible themes, Dahl did more than identify and critique the field's problems and presumptions. He also provided a road map to move the field forward and establish a science of public administration. Drawing on the framework provided by Dahl, this article argues that the field has made considerable progress in recognizing, if not addressing, each problem raised by Dahl. Even so, several current presumptions or omissions are also identified that, if challenged, can provide additional possibilities to advance the science of public administration.  相似文献

During ASPA's first fifty years (1939–1989), the role of women in the Society evolved from virtual invisibility, to token representation, to major participation. In the 1990s, women's role in ASPA continued to expand. They achieved just about full partnership with male colleagues in the organization's governance and they increased their contributions to ASPA's efforts to support the improvement of theory and practice in public administration through research and scholarship. However, women have not yet achieved parity with their male colleagues in scholarly output. For women to achieve full equality with men in ASPA, they must be better represented in contributions to literature and knowledge in the profession.  相似文献

Rule evasion and avoidance can have a significant impact on policy outcomes, and therefore on the design, implementation, and enforcement of policies. The purposes of this paper is to assess the causes and consequences of evasion and avoidance in general settings, including their implications for policy reform. Evasion of rules often serves a socially useful role, and can promote efficient policies. Small-scale evasion typically provokes one of three responses: it is either effectively ignored, enforcement is increased, or the rule is revised. Large-scale evasion, alternatively, tends to meet with major policy shifts. Avoidance and evasion frequently temper the anticipated impacts of policy reforms, but are unlikely to render reform futile. Indeed, ongoing processes of reform might be required to maintain effective policies.  相似文献

A previous paper showed that a simple prospective model of voting and party identification subsumed much of the social-psychological and retrospective voting literatures, in the sense that it rigorously implied their key findings and added many new ones as well. This paper extends the argument by showing that the same prospective voting model has drastic implications for conventional statistical specifications in voting research. First, linear models should be discarded in favor of a particular nonlinear specification. Second, demographics should be dropped from the list of independent variables.  相似文献

The return of 101 Labour women MPs in 1997 generated an expectation that their presence would enhance women's substantive representation. And many of Labour's new women MPs claim to have acted for women since their election. Yet demonstrating the difference that MPs make is not easy. Much of what goes on in the chamber of the Commons reflects party identity, and much of what goes on elsewhere in parliament is hidden. Studying sex differences in the signing of early day motions (EDMs) provides one way of testing whether Labour's women MPs are acting for women. Analysis of all the EDMs in the 1997 parliament, some 5,000 motions, establishes that they are more likely than Labour's men to sign 'women's' and especially feminist 'women's' EDMs. There is clear evidence of behavioural differences between Labour's women and men MPs, strengthening arguments that women's political presence is important because of the substantive difference they can make.  相似文献
