The relations of the Bedouins with the Jewish population during the War of Independence were very complex. The Bedouins were both opponents and friends. Bedouin groups helped the Jews in their struggle against the Palestinian national movement and against the Arab armies like Arab-al-Hib. Before the foundation of the state, these Bedouins had already participated in the protection of the security of the Jewish population. They supplied intelligence on events of the Arab and Palestinian sides, and also fought by the side of the Jews in the War of Independence, but at that time other groups joined the Palestinian national movement and took part in the struggle against the Jewish population, more so after the declaration of the partition plan in the United Nations. Subsequently, Bedouin fighting gangs were established and they joined the Palestinian struggle with the Jewish population.

The Bedouin positions during the war had implications for their fate in the State of Israel. The War of Independence allowed a significant part of the Bedouin tribes to escape to the neighbouring Arab states – Lebanon, Syria, and Jordan. Many of the Bedouin tribes that escaped did so as they were connected with fighting with the Arab gangs and the Arab Liberation Army. The Bedouins who were in the Zionist camp during the war or who adopted a neutral position stayed in the territory of the borders of the State of Israel.  相似文献

As the regionalism in East Asia has largely been characterized by networks of bilateral relations, the linkages between regional factors and bilateral relations in East Asia were clearly witnessed in the Cold War and the post-Cold War period. As a new period of regional cooperation has been ushered in under the so-called “East Asian Community” framework, it is essential to note that such interplay continues to be one of the most prominent characteristics in East Asia. The case study analysis of bilateral relations between Vietnam, a developing member in the Association for Southeast Asian Nations (ASEAN), and Japan, the region's leading economic power in Northeast Asia, provides an insightful look at the positive relationship between the regional conditions and bilateral relations in the new East Asia context. More importantly, bilateral relations can make significant contribution to shaping the regional setting, instead of being passively affected as in the past.  相似文献

Contrary to popular belief, the conclusion of the 1951 ANZUS Treaty did little to encourage an immediate closer political relationship between Australia and New Zealand. The Tasman powers disagreed on major strategic issues and cooperation was minimal (and in some cases entirely absent). Focusing on the development of trans-Tasman relations between 1951 and 1955, this article examines Australian and New Zealand views pertaining to the scope and implementation of the ANZUS Treaty, proposals for the Five Power Staff Agency in Southeast Asia, the “United Action” proposal during the 1954 Indochina Crisis and the “Operation Oracle” project during the 1954–1955 Quemoy–Matsu Crisis. This article advances the conclusion that Australia and New Zealand mainly disagreed on these issues due to competing views about their respective political relationships with the United States and Britain. In other words, in the immediate post-treaty period, closer trans-Tasman political relations were ultimately hindered by strong divisions over accepting the United States instead of Britain as the cornerstone of their respective foreign policies.  相似文献

Discussions surrounding sectarian relations in Iraq have often been reduced to extremes of either overemphasising the Sunni-Shiʿa divide to a near Manichean level or, the other extreme, reducing them to the point of irrelevance in Iraqi history and society. This paper challenges both views and attempts an examination of the dynamics of Sunni-Shiʿa relations in Arab Iraq and how these interact with Iraqi nationalism. As will be shown, sectarian identity advances and recedes depending on wider circumstances, often at the expense, but not to the exclusion, of national identity.

The post-2003 period in general and the civil war of 2006–2007 in particular offer us a wealth of highly charged sectarian discourse in the form of songs, poems, speeches and publications. I have relied on a considerable sample of such forms of public discourse to analyse the rising salience of sectarian identity in the period under consideration in a broader attempt at analysing the dynamics of Sunni-Shi‘a relations in Arab Iraq generally. It will be seen that sectarian relations are dynamic and responsive and that civil wars are not necessarily the end of the process; rather, in some cases, sectarian civil wars are merely a violent stage which many mixed communities around the world — including Iraq perhaps — have unfortunately gone through.  相似文献

Abstract

In the Philippines, the armed forces have played a major role in the country's authoritarian past. Yet despite the advent of democracy, vestiges of authoritarianism have continued to linger. This article analyzes the successes and failures in the efforts of Philippine civilians to gain authority over their military in five areas of political decision making, with the objective of achieving consolidated democratic rule. The article argues that in the Philippines, civilians have made genuine progress in curtailing the influence of military in certain areas, while in others, the armed forces continue to challenge civilian prerogatives. The article concludes that the ability of the Philippine military to continue acting in breach of civilian supremacy in certain areas reflects an impediment to democratically elected authorities' power to govern effectively.  相似文献

The article examines the size, structure, composition and modi operandi of the Arab military forces which fought the Jews in the 1948 war, before the invasion of the Arab regular armies, based first and foremost on the Arab sources themselves. An attempt is made to assess the substantial reasons behind the Arab defeat in the first ‘civil war’ phase of the campaign, including a comparison of the number of combatants, which also explains the outcome.  相似文献

The popular mass uprisings in the Middle East and North Africa (MENA) call into question the assumption, widespread prior to the “Arab Spring”, that militaries in these countries were subservient to civilianized and consolidated authoritarian regime incumbents. In most countries militaries have stepped in to suppress uprisings, replace incumbents, or cause civil wars. The analysis of political-military relations explains the immediate outcome of popular mass mobilization in the MENA region and helps re-conceptualize coup-proofing as an important authoritarian survival strategy. Accounting for variation in the degree of officers' loyalty toward incumbents provides an opportunity to test the efficacy of coup-proofing. The article accounts for questions largely ignored in the theoretical literature: which coup-proofing mechanisms work best, and under which circumstances? In a qualitative comparison of Egypt and Syria, the article illustrates that authoritarian regimes have applied fundamentally different coup-proofing strategies. The Syrian regime has engineered integrative strategies to tie officers closer to the incumbent, provoking a greater degree of loyalty during regime crisis than in Egypt where officers were excluded from politics.  相似文献

Abstract

This paper examines the changing nature of twenty-first century Philippine–US security relations. It notes that the alliance is against a non-state actor, and raises the possibility that this security arrangement might be difficult to maintain given its prohibitive governance cost and the systemic nature of the threat. It also observes that the alliance has been plagued by dissension between the two countries. In conclusion, the article maintains that these two allies have compelling reasons to revitalize and maintain their security ties. They have also developed forms of cooperation to reduce the alliance’s governance costs, iron out their differences, limitations and conflicting interests, and ensure that the partnership will remain functional in the face of new and long-term security challenges posed by international terrorism.  相似文献

In this article, I address two salient issues in IR trust research: first, I introduce a longitudinal, content analysis to measure foreign policy trust. Second, I provide an in-depth analysis of how recent crises affected German political elites’ trust of the United States. I begin with a brief conceptual sketch of foreign policy trust and argue that treating it as a trusting discourse is a useful way to bridge the micro–macro gap. Next, I introduce a content analysis to measure trust, present coding rules and discuss advantages and problems of the approach. The empirical section consists of data generated from coding German Bundestag speeches and newspaper op-eds from 2000 through 2014. By disaggregating the data to specify who trusts whom and regarding which issues, I propose the following: First, there is a significant decline in trust among the traditionally pro-American German center-right politicians. Second, there is a steady decline in trust in the United States as a state entity, as opposed to strongly fluctuating trust in different U.S. presidents. Third, the NSA crisis directly affected German elites’ trust in the bilateral security partnership, an area where trust was stable even during the Bush presidency.  相似文献

This article first examines Turkish foreign policy shortly prior to and following the nation's military coup in 1960 in the context of its relations with the superpowers of the time, particularly with the USA, and in the face of the Cuban Missile Crisis of October 1962. It then discusses the Menderes administration's search for a multilateral foreign policy and the American response. Focusing on the question of why Turkey was so eager to receive the Jupiter missiles, even though it was already known shortly prior to installation that these missiles constituted a surplus, the article examines the factors shaping Turkey's approach to the missile crisis.  相似文献

This article examines the introduction of municipal elections in Saudi Arabia during the reign of King Sa?ud. The elections from 1954 to the early 1960s constituted important political arenas that have hitherto been overlooked in scholarship on Saudi Arabia. Grievances and political aspirations of the Saudi population were publicly voiced during these elections, which coincided with an emerging radical press and a labour movement at the ARAMCO oil company. Though these elections were limited in scope, marred by procedural flaws and ultimately failed on the institutional level, they nevertheless had a lasting impact on people in the Eastern Province―especially the Shia― and their subsequent political mobilisation outside state structures. As such the municipal elections represent a failed attempt to co-opt local elites and to broaden the popular base of the centre in the periphery. The failure of the municipal elections contributed to the tense relationship between the Saudi centre and the peripheries, which culminated in the 1979 uprising in the Eastern Province.  相似文献
