The 11 September terrorist attacks have led the United States to reassess its foreign policy. The overwhelming priority is the defeat of terrorism and to further this end the United States is prepared to engage with states, regardless of their democratic credentials, willing and able to help the United States on the terrorist front. There is little sign, however, that the new-found interest in promoting multilateral co-operation to deal with terrorism is spilling over into other policy areas. The United States shows no sign of modifying its opposition to a number of international treaties and agreements – such as Kyoto, CTBT or the ICC – all of which its closest allies support. The US approach may be described as 'utilitarian multilateralism'.  相似文献

Assuming that migration threat is multi-dimensional, this article seeks to investigate how various types of threats associated with immigration affect attitudes towards immigration and civil liberties. Through experimentation, the study unpacks the ??securitization of migration?? discourse by disaggregating the nature of immigration threat, and its impact on policy positions and ideological patterns at the individual level. Based on framing and attitudinal analysis, we argue that physical security in distinction from cultural insecurity is enough to generate important ideological variations stemming from strategic input (such as framing and issue-linkage). We expect then that as immigration shifts from a cultural to a physical threat, immigration issues may become more politically salient but less politicized and subject to consensus. Interestingly, however, the findings reveal that the effects of threat framing are not ubiquitous, and may be conditional upon ideology. Liberals were much more susceptible to the frames than were conservatives. Potential explanations for the ideological effects of framing, as well as their implications, are explored.  相似文献

There is a curiously subtle relationship between the public affairs function and the political world which it seeks to influence. A shock to the political system of the magnitude of the attack on the World Trade Center has effects on the practice of public affairs. Some of these impacts are obvious. Others will only become apparent with the passage of time. In its 15 years of existence the European Centre for Public Affairs has sought to be a ‘safe space’ in which the elements of the political world could meet and discuss in an independent manner and with a degree of academic rigour. From the moment of our founding, we rejected the idea of a world divided between government and lobbyists. It has always been our view that journalists and the media, lobbyists, both from civil society and from the corporate sector, and ministers, members of parliament and civil servants all form part of one seamless political world. They have the same fascination with power and with process. They are intimately and umbilically linked. With this holistic view of the political world, it is natural for the ECPA to be interested in assessing the impact of the events of 11 September on the practice of public affairs. In the tradition of research on political tolerance and democratic rights in context, this study uses a national survey of Americans conducted shortly after the September 11, 2001 attack on America to investigate people's willingness to trade off civil liberties for greater personal safety and security. We find that the greater people's sense of threat, the lower their support for civil liberties. This effect interacts, however, with trust in government. The lower people's trust in government, the less willing they are to trade off civil liberties for security, regardless of their level of threat. African Americans are much less willing to trade civil liberties for security than whites or Latinos, even with other factors taken into account. This may reflect their long-standing commitment to the struggle for rights. Liberals are less willing to trade off civil liberties than moderates or conservatives, but liberals converge toward the position taken by conservatives when their sense of the threat of terrorism is high. While not a forecast of the future, the results indicate that Americans' commitment to democratic values is highly contingent on other concerns and that the context of a large-scale threat to national or personal security can induce a substantial willingness to give up rights.  相似文献

The explosive growth of civil aviation is among the most difficult issues in transportation policy, and nowhere are the fundamental economic and environmental challenges it poses more apparent than in airport expansion. Conventional policy analyses have ineffectively handled these problems, characterized by uncertainty, complexity, and polarization. Increasingly, policy analysts and public managers depend on stakeholder involvement to recast intractable issues into a more tractable format. This article describes a method that supports this recasting process through analysis of stakeholders' policy arguments; and in so doing contributes to the increasing literature on recasting intractable policy issues and to the recent discussion of Q‐methodology in the Journal of Policy Analysis and Management. The method is applied in a policy analysis of the controversy over the expansion of Amsterdam's Schiphol Airport. The analysis, which was under‐taken on behalf of the Dutch government and which has wider implications, leads to a new agenda for transportation policy by uncovering and addressing a fuller range of alternatives that move beyond the current polarization and allow the problem to be redefined more tractably. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

The 1990s witnessed extensive promotion of volunteerism and the creation of a federal and state infrastructure to support government voluntary activities. What has been the impact on local governments? This article reports on a 2003 survey of volunteer involvement in Georgia local government, which followed a similar 1990 study and provides a rare opportunity to examine long‐term trends in public volunteerism. Volunteerism in Georgia cities and counties has increased during the past decade, with 81 percent of all jurisdictions now reporting some volunteer engagement. The events of September 11, 2001, have had a small but generally positive effect on volunteer utilization. However, political and labor resistance to government volunteers has not been resolved. And the increase in public managers' concerns that they lack the funding or staff to utilize volunteers suggests that governmental capacity remains the principal obstacle to greater volunteer involvement in local governments.  相似文献

Terrorism studies is one of the fastest-growing areas of social scientific research in the English-speaking world. This article examines some of the main challenges, problems and future developments facing the wider terrorism studies field through a review of seven recently published books. It argues that while a great deal of the current research is characterised by a persistent set of weaknesses, an increasing number of theoretically rigorous and critically oriented studies that challenge established views suggest genuine reasons for optimism about the future of terrorism research.  相似文献
