This article traces the emergence of federal citizen involvement policy during the past 34 years which is described as emerging in an incremental and disjointed manner since World War II. Berry examines alternative regulatory reform proposals which could lead to greater citizens group control over regulatory policy making. Citizens groups have been handicapped by problems of maintaining large-scale lobbying efforts, seeing little in the way of long-term rewards for accomplishing deregulation, being unwilling to play the Congressional logrolling game, and simultaneously favoring regulation in one area and deregulation in another. The costs and benefits to citizen group organizations are emphasized in considering the alternatives they advocate. Citizen participation programs are seen as the most likely to expand in the future.  相似文献

Though many studies have provided only limited support for the idea of policymaker "responsiveness," the present study indicates that constituents do have some impact on public policy decisions, though not directly. With the aid of data on decisionmaking of country property appraisers in Florida, I was able to demonstrate that constituency preferences affect policy decisions indirectly through the effect of decisionmaker attitudes, thus suggesting an intervening model of decisionmaking.
Specifically, I found that constituency tax preferences impacted on property appraiser tax attitude and through it on the property assessment ratio. More importantly, I was able to isolate some of the potential factors which accentuate those relationships posited by an intervening model of decisionmaking. In particular, I found that the more policymakers (the property appraisers) were immersed into their social and political context or engaged in "social interaction" activities the more likely they and their own attitudes were to be influenced by prevailing constituency tax sentiment.  相似文献

The Administration appointed to take over the Gold Coast City Council was constituted as follows. An Administrator was appointed by the Governor in Council on 4 March 1978. He became Administrator and Chairman of the Executive Committee. The Administrator thus became the Council of the City of Gold Coast. Two Members of the Executive Committee were appointed on the same date by the Minister for Local Government and Main Roads to assist the Administrator. The initial term of appointment was to 30 June 1978, later extended to 30 September 1978, and finally extended to 31 March 1979 to coincide with the Triennial Local Government elections in the State of Queensland. In each case it was the Governor in Council who extended the term of the Administrator and the Minister who extended the terms of the Committee Members.  相似文献

The increasing pace of globalization is impacting numerous cities across the United States. The imperatives of complex interdependence and the progressive internationalization of production have been particularly important stimuli. Moreover, the increasing professionalization of local governments makes them better equipped to handle an active international role. As the forces of globalization penetrate deeper into communities, local leaders find themselves resorting to symbolic or “conscious‐raising” measures designed to heighten international sensitivities and awareness. Economic interests are also pivotal in forging bilateral foreign contacts and accords initiated at the local level. Of particular significance is the horizontal restructuring of private‐public sector relationships. Finally, a case study of Charlotte illustrates both the variety of forces pushing cities to respond to globalization and the considerable constraints that still exist upon such efforts.  相似文献
