The major development agencies have ex cathedra 'Official Views' (with varying degrees of explicitness) on the complex and controversial questions of development. At the same time, knowledge is now more than ever recognised as key to development--in the idea of a 'knowledge bank' or knowledge-based development assistance. The author argues that these two practices are in direct conflict. When an agency attaches its 'brand name' to certain Official Views, then it becomes very difficult for the agency also to be a learning organisation or to foster genuine learning in its clients. A model of a development agency as an open learning organisation, which is in sharp contrast to other organisational models such as the Church or the party, is outlined. That, in turn, allows the agency to take a more autonomycompatible approach to development assistance with the assisted country 'in the driver's seat' of a learning process rather than as the passive recipient of aid-sweetened policies from the agency.  相似文献

Development NGOs are in crisis. They are losing their capacity to engage in critical analysis and propose global solutions; to react to or seize the political initiative; or to situate themselves on the cutting edge of those social and political processes in which new approaches and potential solutions might be found. While some NGOs have sought to accommodate themselves around donors' policies and projects that focus on reducing the negative effects of structural adjustment, the raison d'être of NGOs is to have the autonomy, initiative, and flexibility that non-governmental status confers upon them. A growing split between NGOs' capacity to lobby and do research and their grassroots work reflects a deeper division that exists-- both practical and theoretical --between the concept and process of development and the concept and process of democratisation. The author argues that human development and participatory and representative democracy are both mutually reinforcing and indivisible and that the challenge the NGOs face is to link--theoretically and practically--democracy with development.  相似文献

Where does ‘the international’ come from? What accounts for its existence as a dimension of the human world? This article attempts an answer, in three steps, using the idea of ‘uneven and combined development’ (U&CD). First, a depth model is constructed, comparing different ways of linking uneven development with international relations. Thus far, it turns out, these ways have all presupposed the fact of political multiplicity, rather than explaining it. In search of explanation, the article turns, secondly, to the compelling historical sociological argument of Barry Buzan and Richard Little. This locates the origins of geopolitics in the late prehistoric shift from hunter-gatherer to settled agricultural existence, together with associated processes of social differentiation and proto-state formation. Buzan and Little's explanation appears at first to pre-empt the need for the concept of U&CD. Yet closer inspection reveals that unevenness and combination play a key role in their empirical account without, however, being theorized. The third step of the argument therefore seeks to show how these are necessary parts of the process of social change which Buzan and Little describe. And in this way it emerges that the origins of ‘the international’ do indeed lie in the uneven and combined character of historical development.  相似文献

Analysis     
At the end of the Cold War, the new-world order promised a liberal peace. Instead, there were new wars and failing states. Since 11 September 2001, these are now being scrutinised as potential threats to international security. In late 2001, Somalia emerged as a potential target of the Western military alliance in an expanded 'war on terror'. Military action in Somalia was not carried out and attention has refocused on rebuilding the state through diplomacy and development. For the past ten years, conventional approaches to diplomacy and development have been unable to restore the state and place the country on the road to liberal democracy. Renewed diplomatic and development efforts to resurrect the Somali state are likely to prove equally problematic if the existing processes of development in Somalia are ignored. These processes need to be assessed not as a failure of development, but as a response to, and reflection of, existing global development policies and processes. In this sense, it may be better to understand state collapse and statelessness not as a 'failure', but as something strived for.  相似文献

The article examines the considerable literature on the relationship between sustainable development and democracy beginning with an exploration of the concepts. Various models have been put forward to describe this relationship and these can be viewed as various pathologies of development that may trap the unwary. Participation and empowerment are seen as a key to sustainable development by many authors, although there are widely differing interpretations of what this should mean. The search for people's empowerment has centred on moves towards decentralization and the strengthening of civil society. Decentralization has proved extremely difficult to implement in practice and having civil society act as a balancing mechanism to the power of the political elite has often proved to be no less illusory. Political participation is no guarantee of sustainable development as local and national elites will inevitably try to hijack the process. Whilst there is no strict correlation between democracy and sustainable development some items in the democratic package are capable of being prioritized and can help build sustainable development, in particular transparency in the management of resources, protecting human rights and encouraging social participation.  相似文献

This paper maps the difficulties with operationalising the gender discourse described in the peace accord and post-conflict documents, which guide Burundi's peace-building process, through local women's narratives from the security forces. The author claims that due to limited international and local investment, the local women involved in the security forces initiate small practical changes by referring to their vision of femininity, while theoretically legitimising these demands by linking them to the international human rights discourse in order to survive in an overwhelmingly masculine arena. International organisations and donors’ focus on traditionally feminine and softer areas, such as reconciliation and reintegration programmes, together with local elites’ tendency to view gender as an ‘add-on’ contribute to this development.  相似文献

Many readers will be familiar with the work of Robert Chambers, including his six 'biases' of the development professional--namely spatial, project, person, seasonal, diplomatic, and professional--and with his suggestions for overcoming them. Many will also be familiar with the challenge of putting his advice into practice, notably on short-term assignments. The question asked here is whether the consultant can do anything constructive about those who are 'last' on the development ladder; and in so doing render the invisible just a bit more visible. This article provides four illustrations taken from the author's experiences in Mozambique, Malawi, Bangladesh, and Zimbabwe. All involve attempts to partially apply Chambers' ideas. All are modest in ambition, scale, and scope. The main purpose of describing these cases is to stimulate discussion of the possibilities of incorporating the ideas of participatory and inclusive development processes within the unpromising confines of the two- or three-week assignment.  相似文献

The role of organising and disseminating knowledge as a global public good has become a major preoccupation of international development organisations. One area in which they are particularly active is support for microfinance programmes in developing countries. More recently, the microfinance 'best practices' deposited in, and disseminated by, these international organisations have been associated with social capital. This paper examines the ways in which the notion of social capital is employed to explain the success of microfinance programmes. It argues that various types of social interactions that are generated around successful microfinance operations are randomly called 'social capital'. This means that the presence of social capital does not tell us much about what sort of microfinance programmes, in terms of design and implementation, should be regarded as good practice.  相似文献

Learning and knowledge management are crucial capacities for many NGOs. This article attempts to answer such questions as: why is learning seen as so important for NGOs? How do successful NGOs actually learn? And what role do key individuals or leaders play in this process? The article draws heavily on the findings of a study of South Asian NGOs, which suggests that an NGO's ability to learn is dependent on its organisational culture and in particular the development of an internal culture of learning. The case studies from South Asia reveal that the creation of this 'learning culture' derives primarily from the attitude of the leadership towards learning: at the heart of a learning organisation is a 'learning leader'.  相似文献

Reporting on a large gathering of international and Cuban NGOs and other agencies, this article explores the issues faced by Cuban society in undergoing rapid economic change; and examines why the New World Order has not led to any significant involvement with Cuba, either by the inter-governmental agencies or by independent NGOs. It describes the roles of State-sponsored bodies in maintaining the major development gains of the last 30 years; and argues that NGOs which see their role as promoting 'democratisation' must avoid falling into simplistic and inappropriate assumptions about the distinction between the State and 'civil society'.  相似文献

This article focuses on the nature of Islamic fundamentalism in Israel. The interplay of Islamic fundamentalism's attitude toward the Israeli‐Palestinian conflict and the extent of the movement's integration into Israeli political life is explored. In addressing these themes, the history of Israeli Islamic fundamentalism is reviewed from the pre‐state period through the present, as are effects of both internal and external factors on the movement's development. In general, the movement has followed a pragmatic line, although its future endeavors and nature will undoubtedly be influenced by the continuing peace process.  相似文献

This article argues that 'Meciarism' represented an inevitable phase on Slovakia's way towards democracy and a market economy - it was the 'Slovak must'. 'Meciarism' as a distinct phase of development was determined by the fact that state-building and democratic transition took place at the same time and were fostered by peculiar traditional features of Slovak political culture. The first substantive section of the article introduces the theory and practice of 'Meciarism'. The attempt to clarify core features and their ideological roots is illustrated by a selection of examples that depict the reality of 'Meciarist rule' and the coalition government's political style. The second section investigates the political environment on the civic level, which was favourable to the emergence of 'Meciarism', and argues that 'civic incompetence' was the main reason for Prime Minister Meciar's political success. Finally, the third section explores the historic origins of 'Meciarism'. It shows how distinctive historical conditions and constellations shaped Slovak society's political culture to such an extent that 'Meciarism' was an inevitable feature of the first years of national independence.  相似文献

In part one of this article it was posited that the Pinochet case was best understood not as a harbinger of a borderless world of eroded state sovereignty and universal rights, but rather as an indication that those distanced from popular sovereignty and citizenship by the deals struck in a pacted democratic transition may have found their most potent means of forcing a reopening of the particularist national debate on who belongs to, and in, 'the nation'. Here, two phases of the Pinochet case are examined through this prism. The extradition attempt saw Pinochet's victims 'escape' the legalized confines of domestic space only to shape the understanding of national citizenship from afar. The case's surprising development after repatriation revealed the potential coercive power of the cosmopolitan liberal consensus on 'deserving sovereignty' similar to the conditionality associated with the neo-liberal 'Washington consensus' on economic reform. Three primary lessons are drawn: cosmopolitanism may have to be coerced; pacts are not forever; and place and belonging still matter even as justice is 'globalized'.  相似文献

An Action Learning process integrated with Sen's Capability Approach can support development agencies to formulate interventions that enhance freedom. The authors show that putting this approach into practice has important implications for the manner in which ‘development’ is undertaken as an ideological project. It may help to examine and challenge those who hold power in development: the guardians. This finding is the result of an emergent Action Learning process that was initiated by applying Sen's principles to focus-group interviews with women who care for people affected by HIV and AIDS. One of the findings of these focus groups was that the participants valued the process because it opened a space for them to influence the work of the implementing NGO. Essentially, they could hold the implementing agency to account. Reflection on this outcome by the agency led to important shifts in processes that are more supportive of freedom.  相似文献

This article analyses the acquisition and application of new cotton spinning technologies in Japan in the early Meiji period, and the ways in which this knowledge helped to mobilise existing resources of human and financial capital. It focusses on the early development of three pioneering firms, the Hirano, Amagasaki and Settsu companies, all of which after 1918 became part of Dainihon Spinning, one of the ‘Big Three’ textile firms of prewar Japan. By looking at the ways in which these companies diffused technical and other expertise, secured finance, and addressed the problems that had confounded earlier initiatives, it shows how technological knowhow from outside the Osaka region was a key factor that enabled the mobilisation of the capital and expertise of business and personal networks in Kansai, and in the process rebuilt the region's traditional predominance in cotton production, laying the foundations for the industry's global competitiveness.  相似文献

The article investigates the impact of anthropology consultancy activities in the UK university sector and the role of the UK Department for International Development (DfID) as a major provider of consultancy work. DfID and other donors see anthropology consultancy as useful primarily in the delivery of technical assistance to Third World projects with a community or social development dimension. The article points to tensions both between UK-based consultancy and 'grassroots' development in the Third World, and between applied anthropology and the relative autonomy of anthropology as an academic discipline. The author suggests that a necessary precondition for understanding the contribution of anthropology to policy is the need to overcome the unwillingness by practitioners to question politically the power relationships within which the social sciences, anthropology, and commissioned activities themselves are located. The primary purpose of the paper is to open up a debate on the relationship between power, knowledge, empowerment, and consultancy work.  相似文献

Learning organisations and their focus on fundamental change have been seen as having considerable potential for making organisations more gender equitable and improving their capacity to undertake development or human rights work that is not gender biased. This article, developed by the Gender at Work Collaborative, explores the usefulness of ideas related to learning organisations in changing institutions for gender equality. While this collection of ideas and practice are seen as helpful, a deconstruction of organisational learning points out some difficulties with this body of work and proposes an enhanced toolbox, which would pay attention to such factors as power relations, the spiritual basis of the work, and the gendered 'deep structure' of organisations.  相似文献

There is a recognised tension between the development practitioner's need for timely intelligence on key topics, and the normal routines of academic development studies. Closing that gap involves, among other things, elaborating new ways of organising and doing research. This article, by an academic, is concerned especially with how to combine interactive rapid-appraisal methods with inputs from more conventional styles of research in ways that bridge the 'macro'-'micro' divide and shed light on national policy trends by exploring community and household responses. It describes two pieces of team research carried out in Tanzania and Zambia at the instigation of the Swedish official agency, SIDA.  相似文献

With its emphasis on target-setting and performance measures, the New Public Management (NPM) appears to offer a coherent and 'no-nonsense' approach to public sector reform and the public management task. This article suggests that three questions require further thought: 'Management of what?', 'Management by whom?', and 'How to manage?' It considers these questions using the case of Community Based Health Care (CBHC) and its promotion by NGOs in Tanzania. The article argues that the task of public management is one of managing an arena of public action which includes (and excludes) a range of actors and agendas. Once this is taken into account, it becomes clear that the challenge to all development managers is how to manage more effective interdependence.  相似文献

While global problems of poverty, inequality, and social upheaval are on the increase, the language used by development agencies and development experts sounds increasingly radical and idealistic. New socio-political conditions have been borrowed from real contexts in the South, only to be re-imposed on Southern 'partners'. Notions like empowerment, participation, and governance are paradoxically enforced through top-down, external intervention. Hans Christian Andersen's parable of the Emperor's new clothes highlights the illusory nature of this re-packaging of development policies in the 1990s. One major difficulty is that micro- and meso-level socio-political conditionalities remain subordinated to macro-level economic liberalisation. They look participatory from a distance, but at close quarters these measures have effectively become new forms of management and control, which are just as costly [as the old methods] but do not result in great benefits to project participants. (Craig and Porter 1997:50, commenting on the current vogue for mainstreaming of participation in development projects) Beautiful images of the high goals of the official development discourse and deep internal turbulence were clearly interdependent [but] contradictions between the discourse of goals and means and what is actually being achieved may not be visible any more.
