Participatory approaches to sustainable development have become increasingly popular world‐wide. In Australia, participatory approaches such as landcare and regional catchment management form the basis of rural environmental policy and practice. At the same time, neoliberalist reforms such as market deregulation and withdrawal of state assistance from agriculture have been implemented. Various commentators have suggested that local participatory practices can enable neoliberal reforms by depoliticising rural environmental problems and fragmenting action. This paper explores the intersection of these participatory policy developments and neoliberal reforms through two case studies on the government of salinity in the Hunter Valley, New South Wales. From this work, it is apparent that neoliberal reforms result in competition for resources within the state, the projectisation of environmental action, and a hesistance of the state to allocate resources for broader environmental monitoring. This work demonstrates how the contradictions in these developments can create a chaotic and irrational environmental politics that can result in a repoliticisation of rural environments and opportunities for a more rational and democratic sustainable development practice.  相似文献

It is widely argued that increased community participation in government decision making produces many important benefits. Dissent is rare: It is difficult to envision anything but positive outcomes from citizens joining the policy process, collaborating with others and reaching consensus to bring about positive social and environmental change. This article, motivated by contextual problems encountered in a participatory watershed management initiative, reviews the citizen-participation literature and analyzes key considerations in determining whether community participation is an effective policy-making tool. We list conditions under which community participation may be costly and ineffective and when it can thrive and produce the greatest gains in effective citizen governance. From the detritus of an unsuccessful citizen-participation effort, we arrive at a more informed approach to guide policy makers in choosing a decision-making process that is appropriate for a community's particular needs.  相似文献

The organizational resistance of public agencies to participatory approaches is analyzed by means of a case study involving the implementation of community-based forest management (CBFM) in India. Both exogenous and endogenous causes of resistance are identified, and a theoretical model proposed. The model consists of two dimensions of resistance to change (structural resistance and cultural resistance) and three categories of causal factors (organizational, personal, and environmental factors). The model is empirically tested using the perceptions of senior and middle management level members of the state Forest Departments (FDs) of four states in India, collected through a questionnaire survey. The empirical findings are used to suggest strengthening of public management theories on four aspects: the distinction between structural and cultural resistance; inclusion of extra-organizational processes; the distinction between individual and organizational learning; and the need to differentiate between the impacts of the legislative and executive wings on public agencies' organizational resistance. The results are used to suggest some specific measures to deal with the organizational inertia in public agencies.  相似文献

In an extension of the situational theory of publics, we tested a situational engagement model to answer how situational factors affect public engagement via both communication behaviors and the use of social media and organizational media. As part of the evaluation of a collaborative stormwater outreach and education campaign, a campus‐wide survey, assisted by a large public university's public affairs office, was conducted to identify key predictors of public engagement in a watershed protection program. A path analysis for the proposed situation engagement model revealed that problem recognition was the key to predicting both information seeking and sharing. The path analysis also yielded a significant association between communication behaviors and public engagement, mediated by the use of organizational media in seeking information on the issue. Further, the analysis showed a significant direct effect of involvement on engagement. The current study provided a preliminary framework that explains individuals' environmental behaviors in today's participatory and user‐generating media environment. In the current context of globalization and technological spread, the role of knowledge as an organizational resource is phenomenal. Knowledge management can be seen as an add-on to reform paradigms such as new public management, good governance, and smart government, which has generated significant interest for public sector reformists in recent years. The amount of literature on knowledge management in public the sector of the United Arab Emirates is relatively scanty. In the Government of Dubai (1 of 7 Emirates in the UAE), the journey towards knowledge management has started 2 decades or so ago and now has begun to take structural roots in many organizations. This study examines the relationship between organizational culture elements (i.e., trust, communication between employees, reward, leadership, and learning and development), organizational socialization, and knowledge transfer in the government organizations in Dubai. Based on a theoretical framework to measure the influence, this study conducted a questionnaire survey in the Government of Dubai entities. From 811 respondents representing these organizations, the survey results unfold positive relationship between knowledge transfer and the 4 selected organizational cultural elements (i.e., trust, communication between employees, reward, and leadership). Socialization is found to play a moderating role in all the hypothesized relationships except between reward and knowledge transfer. It also examines further research implications to support knowledge transfer processes and practices in the public sector of Dubai and the UAE.  相似文献

The wide range of management training programmes for public servants in the Philippines is closely integrated into career development plans and involves practical work by trainees at village level. Trainees are required to reside in a village for varying periods of time to familiarize themselves with life among the rural poor. The aim is to train local people in self-reliant project management as well as to train civil servants in rural development. Close relations with villagers provides an invaluable experience for city-based officials. However, little effort is made to identify the needs of the rural poor. Client groups are selected at meetings dominated by local officials. Officials tend to be “hosted” by relatively wealthy families. Linkages with government agencies at the local level are not made and there is little organizational development among the rural poor to ensure the continuation of projects after the withdrawal of trainees. Nevertheless, the “barangay immersion” approach to management training for rural development has considerable potential.  相似文献

The focus of this article is on managing networks. A network knowledge base is developed from the authors' studies of city government involvement in economic development, management within rural enterprises and the evaluation of a rural strategic planning project. Other public management network analyses are also incorporated. Management in network settings is not based on central authority and cannot be guided by a single organizational goal as is the case in the classical management approach. Management involves managing flexible structures toward collective efficiency. The ability to manage is related to the internal condition of the manager's primary organization. It involves technical, legal, political and cost dimensions. It requires different capacities, skills and knowledge from that of single organization management. The next steps in the research would include the development of the skills needed, an analysis of the role of organizational power and the operational variables of networks, the issue of network cohesion, and the question of loss of control or difficulty in assessing network accountability.  相似文献

The performance of irrigation schemes in sub-Saharan Africa has generally been discouraging. This has been particularly true of large-scale formal smallholder developments. Recently attention has been turning increasingly to small-scale farmer-managed irrigation, generally utilizing simple, low-cost methods of water control. While not yet very prominent in Government planning and policy statements, small-scale irrigation has been espoused enthusiastically by farmers, non-governmental organizations and some international agencies. In this approach to rural development external agencies act as catalysts of change, technical advisors, channels for capital funding and intermediaries between farmer groups and other organizations. Although generally limited in physical size and sophistication of technology, small-scale irrigation nevertheless experiences the complexities inherent in the management of land and water, and of social, political and economic change. Research and development needs are wide-ranging, and attention to them is likely to be fruitful in terms of increasingly effective rural development strategies.  相似文献

This paper contrasts the recent experiences of two different institutions in providing credit and savings facilities in the countryside of Tamil Nadu, southern India. Ever since the late-1960s, there has been a rising demand for credit to finance investment in agriculture. This has been reinforced by Government policy over the last two decades, and especially since 1980, to provide credit both to priority activities, including agriculture, and to disadvantaged rural groups. Part of that policy has been to encourage the commercial banks to offer services in the countryside, alongside the previously well-developed network of cooperatives offering formal rural credit. The commercial banks have had considerable success in expanding their network of branches, and in increasing bank deposits and loans in rural areas. Operating as corporate bureaucracies, the banks have been able to expand without being crippled in the process. On the other hand, their institutional strength has meant that Government credit policy has been implemented cautiously. The agricultural credit cooperatives, no newcomers to the countryside, have still to fulfil their long-declared function of providing short-term credit for crop production to the majority of agricultural households. Loan recovery by the cooperatives has been weak. The cooperatives have suffered partly from the internal contradictions inherent in any cooperative structure imposed upon the peasantry, from major flaws in the organizational structure of Tamil Nadu cooperatives, as well as from the increasing appropiation of the cooperatives for party political ends. The contrasting experiences of the two different institutions in providing rural credit illustrate how policy applied through different institutions can produce quite different outcomes. They also demonstrate how changes in the socio-political environment, neither immediately obvious nor predictable, can critically affect policy results.  相似文献

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.  相似文献

This article describes and analyses data on perceptions of leadership and management, generated by a study of managerial behaviour, organizational functioning and performance in the Ministry of Local Government, Lands and Housing (MLGLH) in Botswana. The study was commissioned by the Swedish International Development Agency (Sida). The findings indicate that the managers in the investigation did not generally recognize the distinction between organizational leadership and management that is postulated in the predominant current western view. The perceived ideal leader who emerges from the investigation is kindly and supportive and provides clear directions; the western ideal of the ‘corporate hero’ did not emerge from the findings. Further, the Tswana managers emphasize the reaction of the boss as a major factor in judging their own performance. This finding of the acceptance of hierarchical authority and accompanying dependency supports evidence from the few empirical studies undertaken previously in Africa, and has implications for the current plan to implant elements of the ‘Singaporean model’ in Botswana.  相似文献

One of the central claims of public administration is that management matters for the performance of public entities. Quantifying the impact of organizational management is thus central to the empirical evaluation of this claim. Utilizing novel features of the Government Performance Project (GPP), we assess the impact of state‐level management practices on the credit quality of US states. The central challenge—that both the GPP data and bond ratings take the form of ordinal grades—suggests a common solution utilizing multiple indicators of a latent construct (management capacity and credit quality) with appropriate measurement models. After describing the characteristics of the measurement approach, we derive management capacity scores from the GPP data and credit quality scores using bond ratings from the three rating agencies. These derived scores then allow us to test linkages between credit quality of the US states and broad aspects of their relative management capacity. On the whole, we show that financial management capacity influences credit quality, while the evidence is less clear that other forms of management capacity matter.  相似文献

It has been argued that environmental management is in an administrative trap. Numerous factors leading to this trapped situation have already been identified in the literature: institutional rigidity, lack of co-ordination, formalization, non-accountability and political interference. This study focusses on the organizational, cultural dimension of the administrative trap and argues that in order to reform administrative structures, the organizational culture must also be reformed. On the basis of several face-to-face interviews with street-level environmental regulators in Hong Kong, the study claims that a role-oriented, hierarchical culture exists. While such an organizational culture is in perfect agreement with existing administrative arrangements, it may, in the end, hamper the effectiveness of environmental management.  相似文献

Environmental and social initiatives taken by organizations under corporate social responsibility (CSR) have attracted stakeholder's attention and global resonance in the recent times. Alike Western countries, the concept of corporate social responsibility is not new in India rather it has been imbibed in the tradition of Indian society to donate voluntarily for social causes. As a result, a paradigm shift has been noticed where “voluntarism” in CSR has got replaced with a mandatory obligation. This has been made mandatory through an amendment of new Companies Act, 2013. The current study through empirical observations emphases on examining the impact of CSR related activities on the organizational performance with the moderating effect of organizational ownership. A model is proposed and tested using SEM through AMOS. Data were collected from 265 respondents including senior CSR managers and other working professionals of select organizations. The results show a significant and positive relationship between CSR activities and organizational performance. It is also found that organizational ownership has no moderating effect on the relationship between activities conducted under CSR and the performance of the organizations. The analytical finding of the study has a practical implication for the managers of various organizations in the Sonbhadra district of Uttar Pradesh, India.  相似文献

Employees’ organizational commitment is associated with a number of positive outcomes, such as employee motivation, job satisfaction, productivity, and retention. But previous research has suggested that there may be important sector differences in both commitment and its explanations, yet results are very mixed. We study sector differences in affective organizational commitment among 1,043 public and private office workers who perform very similar tasks across sectors, testing the influence of factors thought to explain commitment and expected to vary between the sectors. We propose that the mixed results are due to different variables mediating the relationship between sector and organizational commitment. Conducting a multiple mediation analysis, we find that more hierarchy negatively mediates the relationship between public sector employment and organizational commitment. On the other hand, the relationship between public sector employment and organizational commitment is positively mediated by public service motivation and participatory management. This highlights the importance of not only studying simple sector differences, but also including relevant individual and organizational-level variables that can explain the mechanisms behind such differences.  相似文献

Knowledge uptake, having decision makers assimilate the ideas of experts, is recognized as an important stimulus to bringing about policy change. This is particularly true in the realm of environmental policymaking, which is characterized by knowledge intensity, complexity, and multifaceted concerns. Using examples from an innovative watershed management organization, this article presents a heuristic for understanding how knowledge uptake occurs within a cycle of organizational reasoning. This cycle is driven by activities that transform data, information, and knowledge and that link specialists with decision makers. The heuristic can be used as a diagnostic tool to identify breaks in the transformation process that impede mandate fulfillment and impair capacity building. Lack of appreciation of the dynamic relationship between data, information and knowledge leads to mistimed and ineffective policy interventions that do not result in the hoped for progress in science intended to underpin policy advances.  相似文献

This article provides a summary of the major challenges currently facing participatory rural appraisal (PRA), as well as the changes implied by some of these challenges. These challenges are considered at six different levels, namely the individual, community, organizational, project and programme, donor and policy levels. The challenges identified are drawn from the literature on PRA, as well as from a recent series of workshops held by the author with the staff of six NGOs that are promoting PRA in South Asia. Growing dissatisfaction with representative democracy and concomitantly, the increasing expectation that citizens assert more influence over public policy have seen the emergence of more participatory and deliberative forms of governance in public management practice. This article explores the attempt of the state government of Victoria, Australia to legislate for mandatory deliberative engagement as part of its local government strategic planning instruments. The ambition of the reform was significant; however, it was almost unanimously rejected by the local government sector. Based on analysis of the key themes that emerged from the submissions made during the 3-year Victorian Local Government Act Review process, we explore the limitations and barriers to implementing deliberative engagement practice at a local government level. We demonstrate that whilst the promise of participatory democracy might have been compelling, in the case of Victoria there were a series of contextual and capacity considerations that needed to be taken into account before the implementation of such reforms were pursued.  相似文献
