Chinese reformers wish through their economic programme to create a new form of developmental state in China and a new relationship between state and economy. This paper examines these issues through a study of the impact of Chinese economic reforms on the structure and behaviour of local government, focusing on urban government at the district level. It looks at three aspects of the issue—the trend towards financial decentralization, institutional changes in district administration and changes in the relationship between local government and the urban economy. It concludes (contrary to arguments which regard bureaucratic response to the reforms as one of pure inertia and obstruction) that urban local government has changed in several major ways, the most obvious being a trend towards institutional expansion and proliferation. From the point of view of the reform process, some institutional changes have been positive, others negative, resulting in a ‘dualistic’ state which contains elements of both old and new forms of developmental state. There is a need for systematic analysis of the specific future needs and evolution of China's urban government which would guide a process of politico-administrative reform comparable to the current economic reform.  相似文献

In the current political climate, it seems likely that a "New Regulatory Federalism" will push for deregulation at the federal level, with more regulatory responsibilities for the states. During the 1930s, economic regulatory responsibilities were assumed by the federal government. Protective regulation moved to the federal level in the 1960s. Dissatisfaction with centralized regulation has led to attempts at regulatory reform and decentralization. It is expected that these reforms will lead to greater flexibility, and responsiveness to regional differences.  相似文献

Though the literature on decentralization has clarified some issues, it has left unsettled the question of the administrative structure for its implementation: who should take what decisions, and at what level? There are limits to the conventional methods of classification. where answers have been sought in terms of Western experience, participation and management. and a legal perspective has been adopted with decentralization seen in terms of fully elected local governments. semi-autonomous local governments. or coordinating committees. Rather than stress procedures of participation. the substantive content of decision-making needs to he analysed. A classification of rural development programmes provides an alternative model for the reallocation of functions within the system of government to meet development needs. The case of district planning in Agra District. India. illustrates the process of decentralization. underlines its composite character. and shows the importance of the budget in initiating reform in the political-administrative system. Since decentralization is now motivated by different factors than in the past. the requirements of the anti-poverty programmes will move the decision-making process closer to the cutting edge of the village level, with even greater responsiveness to demands from below.  相似文献

One of the most important dimensions of rural development policy in Zimbabwe since independence has been rural local government reform, in particular decentralization policy. Evidence from a number of recent studies is used to present a comprehensive review of Zimbabwe's experience of local government decentralization during the first eight years of independence, 1980 to 1988. Section 2 presents a brief outline of some basic concepts on decentralization which have guided the discussion. Section 3 contains a short account of the local government system inherited from the colonial era. Section 4 outlines the major post-independence reforms, that is: the 1980 District Councils Act; the 1984-85 Prime Minister's Directive on Decentralization; the 1985 Provincial Councils and Administration Act; and the 1988 Rural District Councils Act. Section 5 presents an assessment of these reforms, paying particular attention to organizational, financial and planning issues. While some important improvements have been achieved in rural Communal Areas-in particular the extension of services and increases in local revenues and popular participation-the system of local government and administration remains a dual one. Other problems include the gap between the planning and budgeting processes, continued financial dependence of district councils on central government, and a lack of serious effort by central government to make use of provincial and district development plans.  相似文献

The continuing interest of governments around the world in privatizing state-owned enterprises (SOEs) is making privatization policy an important instrument for promoting market-oriented approaches to economic development. Privatization has become an integral part of administrative reform in former centrally planned socialist economies, developing countries, and post-industrial societies. More than a decade of experience with privatization provides lessons that can help governments to plan, implement and manage the process more efficiently, effectively, and responsively. The framework for managing privatization described here draws from lessons of that experience to define the forms, scope and pace of privatization, choose organizational structures for management, identify macropolicy and institutional reforms necessary to facilitate privatization, and develop management procedures for implementing privatization programmes successfully.  相似文献

The article discusses the major events and debates that have taken place during the reform and democratization of subnational government in Nicaragua from the overthrow of the Somoza dictatorship to late 1984. Developments during this period highlight five distinct areas of reform that must be addressed as part of any process of state democratization: (a) selection and maintenance of local officials; (b) integration of popular participation; (c) definition of the range of local authority; (d) resources for local development; and (e) relation to other levels of government. These issues are addressed through a discussion focusing heavily on local government during the first 3 years, then on the experience of the newly created regional governments and decentralization beginning in mid—1982, and finally on the early—and quite divergent—experience with the development of zonal government between the municipal and regional levels. The specific resolution of these five sets of issues is part of the development of the revolutionary process in Nicaragua, and will strongly shape the political and developmental significance of the resulting local government.  相似文献

Rural development management in Nepal has been criticized for more than a decade now on the grounds of the country's weak aid-absorbing capacity, administrative slowness and poor project management. Though several reforms of the rural development planning and management systems have been staged, at present coordination in integrated rural development projects remains weak. The paper reports on the empirical findings of research on mechanisms, procedures, organizational arrangements and problems of coordination. Although the country's environment, and its socioeconomic and cultural constraints, may negatively influence smooth operations in implementing integrated programmes, several policy considerations for improvement may be formulated. Among these, organizational reform with decentralization and reduction of the number of offices involved, strengthening the resource management system, especially budget release and personnel motivation, and a more integrated method of policy, programme and project formulation are the issues considered most important by the government officers themselves. Part II will appear in vol. 7, no. 3 of this journal, and examines the implementation and management of rural development in the Karnali and Bheri districts of the Mid-Western Development Region of Nepal.  相似文献

In many ways the autonomy of local government in Kenya has declined in the last twenty years. After reviewing the various tendencies towards centralization which can be observed and looking at some of the reforms which have occurred, the current district planning approach, known as the District Focus for Rural Development Strategy, is analysed in order to explore the roles played within it by local government. Policy documents and other official statements are discussed, as are the attitudes of political and administrative leaders. Whilst the new strategy is supposed to bring about greater decentralization, it has led to a continuing reduction of local government autonomy especially for the county councils. However, pessimistic conclusions can not be easily drawn. Local government is not likely to be abolished, the new approach may enable it to play a more effective planning role—even if a less autonomous one—and there are other forms of local participation (especially through community development) which partly compensate for the erosion of formal local government.  相似文献

After ratification of the European Charter of Local Self‐Government in 1993, Turkey has witnessed major local government reform efforts in 2000s. The policy objectives of these reforms were granting more political, administrative and fiscal discretion to local governments along the principles of democratic decentralization and strengthening accountability linkages between citizens and local governments. We employ a diagnostic framework to analyse the impact of these reforms. Decentralization has been a common aim in administrative reform and this article points to common themes in the decentralization programmes of Tanzania, Zambia and Papua New Guinea. The programmes involve both developing field administrative structures on an area basis in which horizontal links between the field staff of different ministries are at least as important as the vertical lines of authority linking field staff with headquarters' departments, and also decentralizing authority over planning and implementing development programmes to local decision making bodies. The impact of these decentralization programmes has not hitherto been adequately monitored or evaluated, and experience of attempts at doing this in Tanzania emphasizes the importance of building into a decentralization programme a method of monitoring it which produces usable information. The article points to the plans for monitoring to be pursued in Zambia.  相似文献

People's participation is both a method and an objective of rural development programmes in Nepal. The government has adopted decentralization measures to facilitate this. As the subject of decentralization involves new roles and responsibilities for both people and government officials, designing viable training programmes has been emphasized. Commensurate with this, a pilot training programme has been conducted in the Tanahun District for two years. The objective of this programme was to produce a decentralized planning training module which could be replicated elsewhere. This paper deals with the content of this programme and highlights the lessons learnt.  相似文献

Aid donors are increasingly seeking to link assistance to sustainable reform, including the provision of a responsible and responsive political and legal framework, the improvement of recipient countries' social, health and educational prospects, and the promotion of economic development and liberalization. Much attention is given to the first of these because of the size and cost to the state and the perceived constraints it exercises on the longer-term changes to the economy and society; in general terms, good government is an essential precondition for good governance and economic development. Increasingly donors have focused on corruption, both as a core obstacle to the encouragement of good government, and on the steps taken to dealing with it as evidence of commitment and the will of recipient countries to their introduction. While the types of activity associated with corruption are readily identifiable, as are the means to attempt to deal with it, it is usually much more difficult to determine effective implementation, particularly with limited resources at a time when longer-term political and economic reforms are also being promoted. It is therefore especially important that, in relation to corruption and good government, a practicable, effective and sustainable means is available to deal with corruption from preventative, investigative and reform perspectives.  相似文献

This study contributes to the growing literature on differences in attitudes between public and private sector employees, particularly with respect to their receptivity or resistance to public management reforms. We begin by asking the question: to what degree does perceived self-interest play a role in accounting for attitudes toward public management reforms such as downsizing, privatization, and public spending? Using attitudinal data from Sweden, a social welfare state with a large public bureaucracy, a tension is observed both among public employees in different levels of government and between public and private sector employees. In the context of public management reforms, national government employees emerge as more right-leaning politically and more supportive of public management reforms than those working in local government. The analysis finds, particularly among national government employees, that while interest as measured here is strongly related to attitudes toward reform, status as a public employee and status as a public bureaucrat are not as significant as other components of interest in accounting for attitudes toward public management reform.  相似文献

This article examines the consequences of the decentralization process that is under way in Costa Rica and which may undermine, rather than bolster, democracy in that country. I first outline three key contextual variables relating to the reform process: existing sociopolitical realities (constructing local legitimacy), the dynamics of the reform process (bottom-up versus top-down), and the timing or sequencing of the proposed reforms (what is being decentralized and when). Though I focus here on Costa Rica, these three variables are generally applicable in any case of decentralization. After considering these contextual factors, I evaluate the likelihood of four negative side effects arising from the ongoing decentralization process: party-system fragmentation, reinforced or mutated clientelism, intermunicipal conflict and polarization, and local government instability. Early evidence suggests that some of these effects, particularly party-system fragmentation and municipal instability, have begun to manifest themselves.  相似文献

Decentralization is a common public sector reform in developing countries. Its basic rationale is that local governments have an informational advantage regarding the needs and preferences of consumers. However, decentralization also has drawbacks. Foremost is the efficiency advantage of the central government in providing public services because of economies of scale and better access to resources. This study looked at the relationship between decentralization and poverty using data from Philippine cities and municipalities. Results suggest that decentralization, as represented by fiscal independence and measured by the share of locally sourced revenues to total local government revenues, is indeed associated with lower poverty. However, this effect is not linear—the marginal effect of decentralization on poverty diminishes as decentralization increases. Moreover, decentralization moderates the positive effect of good governance on poverty reduction and the magnitude of the relationship between poverty and decentralization is stronger in poorer municipalities than in richer ones.  相似文献

ABSTRACT

The UK government under the Thatcher administration was one of the first to launch NPM-type reforms. Since then, several generations of reform initiatives can be identified in the UK—including the “quality” initiative under Major, the Blair administration's early emphasis on “Best Value,” followed by its emphasis on targets and inspection, and its recent reconversion to public governance concerns. The UK, then, represents an interesting test case for studying how several generations of reforms co-exist and inter-relate. This article examines the imprint of past reforms in the current drive towards contestability and choice in local government modernization. It argues that coercive isomorphism has been evident in local government but that resistance has been successfully mounted against each generation of reforms, that these resistance efforts have themselves displayed isomorphic tendencies but that, nevertheless, a gradual move towards a mixed economy of provision has emerged in many local authorities.  相似文献

Tanzania for a long time refused to reform its economic policies along the lines recommended by the World Bank and IMF. Eventually the foreign exchange crisis forced the government to make the changes advocated by its own pragmatic economists and the Western donor community. The reforms were necessary, but not a panacea for all the problems which had plagued rural development programmes over the past decade. Three big problems still face basic-needs programmes: the government administration has very little capacity to manage or back up programmes; neither the national nor district governments can afford them; and rural residents have not compensated for either of these deficiencies through their own participation and contributions. This article looks at two basic-needs programmes in the rural water supply sector to illustrate how these long-standing problems continue to affect implementation. Both programmes are funded and implemented by donors. The conclusion is that donors have not been sufficiently self-conscious and innovative in grappling with the more intractable problems facing rural programme assistance in Tanzania.  相似文献

This article considers the levelling-up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short-lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments’—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system-wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the ‘power-hoarding’ tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling-up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short-termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government.  相似文献

Brazil became a highly decentralized country following democratization and the 1988 Constitution. The consequences of decentralization at the federal level are quite clear: the federal government is facing financial constraints and difficulties in building governing coalitions, allowing the Presidents to govern and to implement public policies, especially those concerning fiscal control. At the level of the states, however, the results of decentralization are quite heterogeneous given the country's high degree of regional inequality. The article identifies the cleavages and tensions surrounding federal–state relations, as well as the mutual dependency of the states and the federal government. It argues that the Brazilian experience of political and financial decentralization has contributed to the prospects of democratic consolidation and has forced the federal government to negotiate and compromise with subnational governments the implementation of national policies. On the other hand, the Brazilian experience highlights the constraints of decentralization in countries with deep‐rooted regional disparities. Furthermore, the financial weakness of the federal government which has been brought about by decentralization and by fiscal control brings new tensions to the federal arrangements and to public policies. For over fifty years, efforts have been made to measure the results of government activities. Most recently, performance measurement and evaluation have been key components of government reforms in many countries in reaction to loss of confidence in governments and budget stringency. Emphasis is on measuring outcomes or results within a general framework of strategic planning and objective setting, and in a context of devolution, managerial decentralization, and privatization. While it seems reasonable that governments should justify their use of public funds by demonstrating the effectiveness of their programs and activities, performance measurement in practice is by no means straightforward and demands considerable thought in its design and implementation.  相似文献
