Abstract

Environmental protection and conservation efforts pose a major challenge the world over, more so for newly industrialising countries that need to strike the precise balance between environmental preservation and future economic development. An arduous challenge for business and the government is the reconciliation of economic growth, development and natural resources conservation. Biodiversity conservation is no longer the preserve of national organisations or state bodies. Companies as users of biodiversity and contributors to its degradation and loss should be a part of the solution as well. The general business world has since entered a new era in terms of its role in aiding and disabling the move towards sustainable development. This is partly attributed to an evolution in policy making from treating the corporation as a problem to perceiving it as a vehicle for economic development and, in this context, integral to the concept of an African renaissance. It is against this backdrop that the article takes stock of the manner with which the corporate sector is conserving and preserving biodiversity as well as methods and modes that are used to do this. It also highlights some of the theories that have been posited to do this which in turn can assist in mapping future engagement. This article aims to present a case for further including the private sector in conserving and preserving biodiversity as a sub stream of environmental issues facing the world today.  相似文献

Abstract

The role of good governance underpinned by human rights, sound ethical principles and values has been identified as an appropriate pillar necessary for to improve the living conditions of the citizens in the current information age and knowledge economies. This article argues that to get the right people to practise good governance requires periodic democratic elections. The article contends that credible and legitimate electoral results are the necessary, if not sufficient conditions for good governance and attendant development. Effectively, the two are mutually inclusive and not exclusive. It concludes that history attests that their coexistence has in the main yielded success and development wherever they jointly obtain.  相似文献

Abstract

While the arguments in favour of a green economy often rest on the need to reduce environmental damage, mitigate climate change and create environmentally friendly jobs, this article argues that the inevitable and possibly imminent peak and decline in world oil production provides another strong rationale for green economy policies and investments in South Africa. The South African economy has a high degree of reliance on imported petroleum fuels and evidence suggests that oil price and supply shocks – resulting from diminishing world oil exports and a decline in the energy return on investment for oil globally – are likely to have a debilitating socioeconomic impact under business-as-usual policies and behaviour patterns. Two broad strategies for mitigating the impact of increasing world oil scarcity and oil price shocks are considered. The first evaluates the prospects for developing indigenous sources of liquid fuels, including coal-to-liquids, gas-to-liquids and biofuels, and finds that there are significant resource and environmental risks associated with these options. The second strategy involves short-term measures to reduce demand for liquid transport fuels together with a long-term shift toward electrified mass transport, supported by accelerated investments in renewable energy. The latter strategy is argued to be compatible with and necessary for a societal transition towards a green economy.  相似文献

Abstract

This article ascertains the underlying causes of the persistence of unsustainable settlement patterns and trends in post-apartheid South Africa. Despite positive development planning policy intentions in the post-apartheid South Africa, glaring deprivation and spatial inequality has persisted. The article is grounded in a chronological analysis of demographic, functional and regional economic dynamics at the different epochs of South Africa's history as well as the settlement policy and planning intentions. Its main finding is that the persistence of unsustainable settlement patterns and trends in post-apartheid South Africa is largely a result of misplaced settlement policies and strategies. They give knee-jerk responses to global, regional, national and local dynamics shaping settlement patterns and trends. The recommendation is that development planning initiatives should be informed by the dialectics of settlement facets at local, regional, national and global levels for them to deal decisively with the historical problem of unsustainable patterns and trends.  相似文献

South African dominance of trade in Africa as well as its position as a regional hegemon was entrenched by the Trade, Development and Cooperation Agreement (TDCA) with the European Union in 1999. South Africa's full-blown integration into the BRICS (Brazil, Russia, India, China, South Africa) formation since 2011 has brought new dynamics, however, as South Africa now has a marked BRICS orientation. Although the European Union (EU) as a bloc is still South Africa's largest trading partner, China has become South Africa's largest single-country trading partner. The question arises as to whether this new found loyalty makes sense in terms of South Africa's regional position and its trade prospects. Against the background of more intra-industry trade with the EU and the new and growing inter-industry trade with the other BRICS economies, South Africa's trade share of African trade has been in relative decline. This study uses an international political economy framework to analyse South African trade hegemony based on the TDCA and the possible effects of a shift towards BRICS. The conclusion is that, although the shift towards BRICS can politically be justified, economically it should not be at the expense of the benefits of the more advantageous relationship with the EU.  相似文献

ABSTRACT

Education for sustainable development allows all to acquire the skills, attitudes, knowledge and values essential for a sustainable future. This article argues that there is an urgent need to include sustainable development aspects in teaching and learning at all levels of education. Implementing Education for Sustainable Development (ESD) poses a new challenge for teachers and teacher educators. The role of international collaboration, partnerships and networking is increasingly becoming important in creating sustainable solutions towards green economies and programmes. The post-2015 global agenda for sustainable development should recognise the need for regional and international collaborations in forging lasting strategies for a sustainable future where education for all is relevant, reliable and accessible.

This article proposes a model for collaboration based on analyses conducted on a project on education for sustainable development programme involving key success factors for collaboration and focussing on the local and global stakeholders and their role in enhancing ESD among teachers. For this purpose, the four partner countries: South Africa, India, Mexico and India were examined to understand how ESD is implemented; how experiences are shared; and best practices incorporated into the programme. Local and global experts (ESD-Expert-net members) who developed an international core curriculum for teachers were involved. From the pilot, four country programmes, a conceptual model of seven levels of collaboration and partnerships for education for sustainable development to enhance teacher development among local and international partners was developed. This model is proposed to serve as a framework for education for sustainable development implementation in multinational collaborations and is discussed in relation to the post-2015 sustainable development perspective.  相似文献

The article is a consideration of the question of identity in South Africa, and also in a global context. Just as South Africa has looked to the world in order to understand its place, so too the world might look to South Africa to illuminate patterns less immediately visible elsewhere. Far from being unrepresentative in the apartheid period, South Africa was the ‘state of exception’ that incarnated and concentrated global realities; equally in the current era the reciprocal relations between the South African and the global evoke haunting concerns. The article begins with a consideration of the ‘classic’ generation of anti-apartheid activists, including figures such as Nelson Mandela and Bram Fischer, as they fashioned a new sense of South African identity. Yet it goes on to consider what happens when the classic period is over, and older definitions and oppositions are no longer available. Here the navigations of fiction, both in South Africa and elsewhere, become significant, and the article examines the work of writers from Gordimer, Coetzee and Ndebele, to Caryl Phillips and W. G. Sebald. It ends with a contemplation of the current period, nearly twenty years after the democratic transition in South Africa. In the era of the Marikana massacre and other pressing developments, both music and fiction open up some of the ambiguities and obligations. Drawing on Agamben, I suggest the intrinsic mutuality of the ‘home’ and the ‘foreign’ in establishing a more promising—and challenging—sense of belonging and identity both in South Africa and the world.  相似文献

The service sector increasingly has become the cornerstone of a great number of economies in both the developed and developing world. The main barrier to trade in services is the imposition of domestic regulations which are aimed at ensuring the affordability, availability and efficiency of services. Such domestic regulations are important for services and the General Agreement on Trade in Services (GATS) consequently recognises the right of countries to regulate in order to achieve these goals. The GATS, however, also seeks to discipline such regulations to ensure that they do not hinder trade in services. This article seeks to assess these seemingly competing interests in the context of South Africa's history and its burgeoning telecommunications sector.  相似文献
