Abstract

The definition of the women's movement has caused a certain degree of confusion in the women's studies community in Taiwan. Before 1986 it was debated whether there was or had ever been a women's movement at all on the island, for gender equality had been guaranteed by the 1947 Constitution, and hence some people questioned the desirability and potential impact of such a movement. Afterwards, as social movements collected momentum and popular support, the tendency has been to define the women's movement broadly to include all types of women's group activities.  相似文献

ABSTRACT

This article was developed from a paper presented at a seminar at the Africa Institute of South Africa in Pretoria in 2006 while the author was an Archie Mafeje Fellow. It argues the urgent need for the construction and consolidation of gender-inclusive democratic developmental states as central to grounding the concept of an African Renaissance, for an effective transformation of the human condition, and for ensuring that this renaissance does not become romanticised and meaningless. While the notion of developmental states has gained currency in recent years, very little, if at all, has been said about gender in relation to these debates – despite the United Nations warning that ‘without engendering development, development itself is endangered.’ In other words, formulating and implementing development policies with gender lenses are crucial for development.  相似文献

ABSTRACT

Based on archival and interview research in the US and South Africa, this paper examines two moments of public debate around access to the space of department stores in Johannesburg and in Baltimore in the 1960s. In Baltimore, African American students organized a sit-in protest at lunch counters and restaurants of major department stores to contest not being served. In Johannesburg, the National Union of Distributive Workers (NUDW), campaigned against job reservation in service and clerical work in stores in Johannesburg to argue for black workers’ access to employment. The paper contends that as “intimate publics,” department stores offer a site to compare the affective articulations of race, class, and gender in both places, which track differing political imaginaries at a moment when consumption was expanding and workforces were changing.  相似文献

This article sheds new light on Cuba's urban insurrection to oust Fulgencio Batista by focusing on two all‐women's anti‐Batista groups. It charts the origins and developments of the groups, explores their conceptions about the importance of women's political action and examines the impact that participating in the insurrection had on group members. The article complicates long‐standing assumptions about women's low levels of participation in the insurrection and the absence of demands for gender equity among those who did participate by noting that some older women militants had histories with the feminist movement of the 1930s, and that many younger women were forced by the circumstances of the insurrection to confront and challenge contemporary gender norms.  相似文献

South African dominance of trade in Africa as well as its position as a regional hegemon was entrenched by the Trade, Development and Cooperation Agreement (TDCA) with the European Union in 1999. South Africa's full-blown integration into the BRICS (Brazil, Russia, India, China, South Africa) formation since 2011 has brought new dynamics, however, as South Africa now has a marked BRICS orientation. Although the European Union (EU) as a bloc is still South Africa's largest trading partner, China has become South Africa's largest single-country trading partner. The question arises as to whether this new found loyalty makes sense in terms of South Africa's regional position and its trade prospects. Against the background of more intra-industry trade with the EU and the new and growing inter-industry trade with the other BRICS economies, South Africa's trade share of African trade has been in relative decline. This study uses an international political economy framework to analyse South African trade hegemony based on the TDCA and the possible effects of a shift towards BRICS. The conclusion is that, although the shift towards BRICS can politically be justified, economically it should not be at the expense of the benefits of the more advantageous relationship with the EU.  相似文献

ABSTRACT

This article examines a likely South African hegemony in Africa between 1999 and 2008. Hegemony is admittedly difficult to define in African regionalism studies, as it is counter intuitive to Pan-Africanism discourse. However, this article aims to show that hegemony can be a credible argument in explaining the South African driven changes that occurred in African regionalism between 1999 and 2008. The article locates key characteristics which underpin arguments of South African hegemony during the study timeline. It argues that Thabo Mbeki's governance philosophy of African renaissance was the central piece of South African Africa foreign policy that distinguishes this period from any other before or after it. By establishing hegemonic credibility in South Africa's interaction with Africa in this period, the article demonstrates how South Africa was able to contribute to transformational governance changes in Africa. This also holds lessons for South African regional ascendancy in the future.  相似文献

Former South African Prime Minister Jan Smuts’s 1930 European and North American tour included a series of interactions with diasporic African and African American activists and intelligentsia. Among Smuts’s many remarks stands a particular speech he delivered in New York City, when he called Africans “the most patient of all animals, next to the ass.” Naturally, this and other comments touched off a firestorm of controversy surrounding Smuts, his visit, and segregationist South Africa’s laws. Utilizing news coverage, correspondence, and recollections of the trip, this article uses his visit as a lens into both African American relations with Africa and white American foundation work toward the continent and, especially, South Africa. It argues that the 1930 visit represents an early example of black internationalism and solidarity, reflecting a shift from sociocultural connections between Africa and the diaspora to creating political movements on behalf of African people. To contextualize this visit, we assess events surrounding a meeting that the Phelps-Stokes Fund organized for Smuts at Howard University, using this as a lens into the two disparate, yet interlocked, communities.  相似文献

ABSTRACT

Franz Fanon, the Algerian revolutionary of African descent, once declared: ‘Each generation must, out of relative obscurity, discover its mission, fulfil it or betray it.’ The challenge confronting African researchers on matters related to the Afro-Arab borderlands – regions spanning Tchad, Niger, Mali, Mauritania and the Sudan where the African and Arab worlds meet – centre on resolving, reversing and undoing historical denials and inaccuracies. This article critically reviews the falsification of history in this part of Africa, in the Sudan in particular, and the role of the Arab League, the Organisation of the Islamic Conference, the Organisation of African Unity and its successor the African Union, in addressing the plight of its inhabitants. The article concludes with the recommendation of the creation of a new, culturally based Pan-African organisation able to fill a void and offer redress.  相似文献

Diplomatic relations between Russia and South Africa were established in 1992, before South Africa's transition to democracy was completed. This move was perceived as a betrayal by many in both countries and beyond. For many decades the Soviet Union supported the African National Congress in its fight against the apartheid regime. South Africa's National Party government, in its turn, presented the USSR as the main force behind the ‘total onslaught’ – an all-out war purportedly waged against South Africa by international communism. Yet it was with the National Party government that the Russians established diplomatic relations. This article looks into the reasons for this change of heart in Moscow and Pretoria, discusses the political forces behind the decision to establish diplomatic relations, and analyses the process that led to this event and the results of establishing diplomatic relations the way it happened and at the time it happened for both countries.  相似文献

Abstract

This paper examines the ideology of Cecilia Lillian Tshabalala who spent 18 years in the United States from 1912 to 1930. Within two years of returning to South Africa, she founded the self-help group, the Daughters of Africa in 1932. Tshabalala used the Daughters and the widely read newspapers—Bantu World and Ilanga laseNatal—to define, construct, and diagnose the African nation she found materially and socially wanting upon her return. Tshabalala’s experience abroad and her exposure to African-American women’s clubs and her participation at the annual Chautauqua conferences in upstate New York provided the platform for her to conduct her own social service gospel in segregated South Africa. This essay, which argues that religion served as Tshabalala’s antidote to all the social ills plaguing the African nation, traces the evolution of her ideology by discussing how she was in conversation with African-American and South African male movements, and also women on the African continent.  相似文献

What role do regional powers Brazil and South Africa play in democracy promotion in their respective regions, South America and Africa? While both Brazil and South Africa played an important role in building regional institutions’ normative frameworks for democracy promotion, most notably within the Union of South American Nations and the African Union, their leadership applying these frameworks within regional organisations is inconsistent. South Africa is trapped between regional and global expectations; Brazil’s leadership lacks commitment. The interplay of domestic, regional and international politics needs to be scrutinised to explain why South African and Brazilian regional leadership falls behind expectations.  相似文献

Germany has created one of the world's largest women's policy infrastructures. But the scope as well as the effect of institutionalising women's policy agencies is contested. Even committed proponents of gender equality note the agencies’ limited influence in important policy arenas. Critics of institutionalisation have used the fiscal crisis of the past decade to push efforts to downsize or diversify the mission of women's policy agencies. Building on theories of new institutionalism, this article attributes recent challenges to the institutionalisation of gender politics in Germany to three sets of factors: First, to tensions between strong formal gender equality rules and weak informal equality norms; second, to powerful internal and external veto players who use their leverage to prevent gender equality legislation; and, third, to a shifting policy discourse that has reframed gender equality language in gender mainstreaming terms and might lead to significant changes in the institutional gender equality architecture.  相似文献

As part of its strategy to win African votes for election to the UN Security Council (2008–12), Canberra sought to leverage its soft power potential by presenting Australia as having “no colonial baggage” in Africa while framing Australia as “a country from the Global North, located in the Global South,” and one that would “work with other small and middle powers.” Ultimately, the campaign was successful, including up to 50 of Africa's 54 countries voting for Australia. This paper considers this framing in the context of a shared but differentiated colonial history, including its contradictions, given that Australians fought several wars on African soil on behalf of the British Empire, supported white minority regimes and anti-communist movements on the continent, and maintained the white Australia policy until the 1970s. The paper deploys decoloniality theory to engage Australia's lack of a neat fit within a historicised articulation of a “coloniser-colonised” relationship between Europe and Africa. We show that, despite this lack of fit, Australia's relations with the countries of Africa reinforce long-standing of patterns of knowledge, power, and being associated with colonialism. Accordingly, the paper makes three recommendations for cooperation and innovative thinking in foreign policy and diaspora diplomacy between Africa and a more independent and multicultural Australia based on the “equality of being.”  相似文献

IsiXhosa literary critics have not yet interrogated literature that was produced during and after the tenure of Thabo Mvuyelwa Mbeki as deputy president and president of the Republic of South Africa in order to study the impact of his African Renaissance doctrine. This article analyses poetry that was produced from 2005 to 2011. The content of the isiXhosa written poetry is profoundly influenced by the context of former President Mbeki's African Renaissance philosophy, its implementation structures and philosophy of self-confidence and self-reliance. The selected poems analysed and interpreted in this article suggest that Mbeki's legacy of the African Renaissance empowered poets to develop a narrative that advances the building of a regenerated South African nation and the African continent. Selected poetry of the period is contextualised, and the findings reveal that the poets have a dialectical relationship with historical developments of the time, and that they demonstrate acquiescence to the African Renaissance ideology, and support the operational structures created; namely African Union, Pan-African Parliament and the Vuk’uzenzele programme.  相似文献

ABSTRACT

Drawing on poststructuralist discourse analysis and Hall's (1990) notion of diaspora cultural identities, this article explores the discontinuation and maintenance of Yoruba identity options by students at three Western Cape Province universities. Interviews and observations data are used to consider how different forms of representations and cultural practices associated with Yoruba in Nigeria lead to equally fragmented and hybrid lifestyles and identity options in the Diaspora due to the changed socio-cultural conditions. The argument shows the ruptures and fragmentation of Yoruba cultural elements as students try to fit into the South African socio-cultural contexts while trying to live ‘home’ life away from home. It also shows cultural appropriation by local South Africans who claim Nigerian [Yoruba] affiliation through wearing Yoruba attire and partaking in Nigerian [Yoruba] cuisine. The authors argue that identities are produced across national and ethnic boundaries not only through language choices, but also through dress, food and other semiotic resources, and that to promote the ideals of an African renaissance, there is need to recognise that Africa is a consequence of not just similarities, but more so of various critical points of profound difference and discontinuity. The article concludes that African renaissance entails embracing shared African cultural heritage and differences as the norm; and transnational competition, interdependency and interconnectedness are critical ingredients for the technological and socio- economic development of Africa.  相似文献

The article explores the relationship between the legal principles of general interest and gender equality, both consecrated in Colombia's 1991 Constitution. Through an analysis of the precedents set by the Constitutional Court, the article provides a hermeneutical approximation of the behaviour of jurisprudence concerning the general interest. It demonstrates how this principle could be used to foster a more encompassing definition of gender equality. The precedents set by the Constitutional Court have opened up the spectrum of women's rights so as to grasp their relation to the principle of general interest as well as their basis as fundamental rights.  相似文献

Abstract

Under article 3(q) (Objectives) of the Protocol on Amendments to the Constitutive Act of the African Union, we read the following: ‘invite and encourage the full participation of the African Diaspora as an important part of our continent, in building the African Union (AU)’. According to the AU, ‘The African Diaspora are peoples of African descent and heritage outside the continent, irrespective of their citizenship and who remain committed to contribute to the development of the continent and the building of the African Union’. Not only is this posture entirely consistent with the African development agenda and Renaissance, but it is also congruent with the recent and first-ever AU African Diaspora Summit which was convened on Friday, 25 May 2012, at the Sandton Convention Centre, Johannesburg. This is so because the Summit provided us with an excellent opportunity to continue to reflect on, and engage with, issues relevant to the development of the continent and, by extension, its multilingual and globally dispersed Diaspora. In this public lecture, it is argued that the current Amendment to the Constitutive Act of the AU in which the African Diaspora is now considered the sixth Region of the AU – an Amendment which has not yet been ratified by the requisite number of African states and one which might still be in need of some degree of disambiguation – provides the framework within which some fundamental and reciprocal benefits can be derived from an ongoing interaction between Africa and its Diaspora – especially its Older or Historic Diaspora. In essence, it is my contention that the principal reciprocal benefits that can accrue from this interaction between Africa and its Diaspora might best be captured in the language of pan-Africanisation and re-Africanisation respectively.  相似文献

The Provisional Irish Republican Army's announcement of a ceasefire at the end of August 1994 prompted widespread comment around the world. A notable feature of the commentaries was the frequency with which reference was made to the transition in South Africa and the peace process in the Middle East. The South African analogy derived additional credibility from the fact that nationalist leaders in Ireland themselves made constant reference to it, both at the time of the ceasefire and in the months leading up to it. Comparison with South Africa became a major theme of Sinn Fein's rhetoric during the 1980s, when comparison with the African National Congress (ANC) was used to legitimise the IRA's ‘armed struggle’. It is argued that the analogy itself became an influence on developments in Northern Ireland in the mid‐1990s, when South Africa underwent fundamental change, putting pressure on Sinn Fein leaders either to drop the comparison or to justify it through establishing an Irish peace process.  相似文献

Japan's economic and political relationship with South Africa has been characterised historically by ambiguity. Throughout the twentieth century, economic ties were underpinned by mercantilist and strategic considerations. During apartheid, this placed Japan in an uneasy position as it sought to balance a relationship of expediency with wider foreign policy objectives in the rest of Africa and beyond. The demise of apartheid created the space for new forms of engagement centred on the pursuit of cognate goals. This has seen the intensification and deepening of economic ties in particular. Yet relations, especially at the political and diplomatic levels, have also been more complex than anticipated, and in recent years, the rise in Africa of other players from Asia and the Global South has had a bearing on South Africa–Japan ties. In this paper, it is argued that two related dynamics pivoting on policy elites’ changing conceptions (or self-view) of the nature of the state they are running and its place in the wider world order help explain the post-apartheid evolution of the South Africa–Japan relationship. First, there has been an apparent shift in South African foreign policy elites’ self-view, mediated by a changing systemic context. The development and manifestation over time of a stronger Global South self-conception in South African foreign policy, fashioned in juxtaposition to what have been considered in the past key Global North relationships, had direct consequences for South Africa–Japan ties. Second, meso- and micro-level dynamics – the role of the general operations in the diplomatic (i.e. bureaucratic) arena, and the personalities and shifting political preferences of individual executive leaders – had major impacts on how South Africa engaged with Japan in the past two decades.  相似文献
