Why Do Municipalities Cooperate to Provide Local Public Services? An Empirical Analysis

Intermunicipal cooperation is being increasingly adopted in various countries as a part of local service delivery reforms. This article draws on survey data from Spain's municipalities to examine the reasons underpinning the decisions of local governments to engage in intermunicipal cooperation and privatisation. Our empirical analysis indicates that small municipalities prefer to rely on cooperation for reducing costs, while their larger counterparts prefer to privatise the delivery of services. By cooperating, scale economies can be achieved with lower transaction costs and fewer concerns for competition than is the case via private production.     

Financial Intelligence: A Price Worth Paying?

The harvesting of financial intelligence by law enforcement and intelligence services through various forms of surveillance is now so prevalent that it has become a core feature of contemporary security practice. Not surprisingly, concerns have been raised regarding the intrusive nature of financial intelligence collection and the emerging challenges posed to liberty. This article, whilst written primarily from a UK perspective, considers the trade-offs that inevitably emerge when liberty and security collide. Above all it argues that such measures are a necessary consequence of a changing security environment and that effective counter measures inevitably come at a price. The value added from data surveillance by the state, when lawfully sanctioned, audited and regulated are in the interests of public safety and national security, deemed a price worth paying.     

Al Qaeda's Operational Intelligence—A Key Prerequisite to Action

For Al Qaeda, intelligence is a critical operational resource. Its vigorous collection, scrutiny, and dissemination within the organization have proven fundamental to its capacity to engage in carefully crafted acts of terrorism. In addition to its operational utility, intelligence fulfills a range of other functions, including an ability to contribute to Al Qaeda's symbolic goals and elevate the confidence of operatives and leadership alike. Ultimately, however, Al Qaeda's collection and use of detailed intelligence reveals a capacity to calculate the consequences of alternative courses of action, thereby helping to dispel notions of an irrationality or fanaticism in which decision making is somehow removed from reality.     

Healthcare,Policy Implementation,and Culture: What Cultural Values Influence Unpaid Primary Caregivers to Provide Care to Older Adults?

This research examines home healthcare programs implemented in Puerto Rico and Indiana. Puerto Rico is primarily a Hispanic territory of the United States, while Indiana is a culturally Anglo Midwestern state. This study explores the cultural values that influence unpaid care of older adults in these two settings. I hypothesize that dissimilar cultural values will influence care of unpaid primary caregivers (UPCs) in both jurisdictions. Results supported the hypothesis: UPCs emphasized different cultural values in caregiving. The study recommends that the federal government support families with essential services to enable them render badly-needed care to their elderly family members.
