Putin and the Public Chamber

In 2004, Putin created a Public Chamber to enhance state-society dialogue and civilian oversight of the state system. Drawing on interviews with individuals active in Russian civil society or the foreign donor community, this article investigates the Public Chamber's role in legitimating Putin's regime. It examines the vision of state and civil society in the doctrine of "sovereign democracy"; Kremlin strategies for enforcing the narrow parameters this vision gives the public sphere; the model of civil society the Chamber provides, and its actual workings. The Public Chamber's ability to legitimate the regime is considered in the context of civil society's status in Russia.

作为一种新的外交形式,公共外交在国际关系中发挥着越来越重要的作用。新加坡自独立以来,在对外关系方面取得了显著的成果,近年来更是重视公共外交,使公共外交在其对外战略中发挥着特殊作用。通过开展公共外交,新加坡这一小国的国际形象进一步得到改善,国际影响力也得到提升。但也由于小国的限制,新加坡的公共外交也存在着巨大局限。     

Marongiu and the Parliament of Sardinia1

I Parlamenti di Sardegna nella storia e nel diritto pubblico comparato (Sardinian Parliaments in History and in Comparative Public Law) was the first important scientific work written by Antonio Marongiu (1902–89) and was published in 1931 in the series of the studies of the Institute of Public Law and Social Legislation of the Faculty of Political Sciences of the University of Rome ‘La Sapienza’ (Istituto di Diritto Pubblico e Legislazione Sociale della Facoltà di Scienze Politiche dell'Università ‘La Sapienza’ di Roma). The facsimile reprint of the text was promoted in 2009 by Marongiu's family as a tribute to the memory of its great ancestor on the twentieth anniversary of his death. Maria Sofia Corciulo's article reproduces the preface to this reprint and is prefaced by a short note about Marongiu and his work.     

Value-oriented public management in vulnerable societies: assessing the impact of Public Value Management practices in three Caribbean countries

Innovative public management practices can greatly benefit citizens, but often fail due to a mismatch with the societal context. Public Value Management was developed in North America and Western Europe, emphasising public leadership, stakeholder involvement, and information sharing. This article examines whether these practices advocated in resilient societies which are large, egalitarian, and high trust also work in vulnerable societies which are small, hierarchical, and low trust. The article compares management practices at 16 public utilities in 3 Caribbean societies, concluding that Public Value Management can improve outcomes when applied comprehensively. Partial implementation, however, leads to worse outcomes instead.     

Institutional Change in Swiss Cantons: A Contribution to Describing and Explaining Institutional Reforms

Most accounts of Swiss federal institutions are unable to explain institutional change. In this contribution the authors trace change in Cantonal reforms and then use multivariate explanation models to account for institutional reforms such as New Public Management reforms. The multivariate analyses used rely on an “event count model” to explain the frequency of institutional reforms and a “binary response model” to explain why Cantons adopt New Public Management reforms. This research demonstrates that policy research as well as innovation and diffusion theories can contribute to explaining institutional reform.

具有地缘政治学上特殊关系的韩中日三国，在核安全及应对核灾难时，不该仅仅从本国利益出发，而应该从区域公共财产的层面考虑问题。福岛核辐射事件呼吁三国加强区域合作的紧急需要。应对核灾难的东北亚地区合作，不是仅从简单的多变合作关系框架出发，而是为了保证作为地区公共财产安全的核安全，作为地区形势认识模式，提出了系统而具体的核灾难应对模式，提出了将制度性框架和具体合作方案进行系统联结的理论模式。基于Endsely的地区形势认识模式，地区形势认识模式由认识-理解-预测这三个阶段组成。在实践层面，地区形势认识模式可以被应用为建设系统而具体的东北亚应对核灾难的合作机制。为了构筑基于地区形势认识的东北亚合作体系，首先要在保证三国合作连续性的政治意志，其实要设定围绕地区合作方向性的竞争结构及与其他地区的关系，最后，为确保三国合作的有效性，有必要设立更加具体而有约束力的制度措施。

Inequality,Distributive Justice and Political Participation: An Analysis of the Case of Chile

Political participation has frequently been associated with individual resources; that is, individuals with higher incomes, higher educational levels and more time tend to participate in the political process to a greater extent than other individuals do. The present study suggests that in addition to resources, an individual's beliefs about economic distribution are an important determinant of participation both in elections and in protests. Based on the analysis of the Chilean data from the Latin American Public Opinion Project (LAPOP) 2012, the results suggest that distributive beliefs are associated primarily with participation in protests.

‘Fonder la République’. The French National Convention and the revolutionary government (1793–94)

SUMMARY

The article discusses the leading role played by the French National Convention in the process of nation-building, especially through the study of the main legislation adopted by the revolutionary government that was established during Year II of the French Republic. This article focuses on the acts and measures that led to the creation of a revolutionary government characterized by a strong ‘confusion of powers’, with the National Convention invested with both legislative and executive powers. More specifically, attention is paid to the Committee of Public Safety. This was established as a committee of the National Convention and, as a consequence of the influence of the most important political leaders of the Revolution – such as George Danton (1759–94), Maximilien Robespierre (1758–94) and Louis Antoine de Saint-Just (1767–94) – it ended up becoming the key institution in the intricate constitutional framework that was established to save France and the Revolution from domestic and external enemies. In this line of research, this article first of all outlines the premises that led to the creation of the revolutionary government. Secondly, it outlines the main political events that made it possible to introduce important legislation, such as the so-called Code of 14 Frimaire. This law accorded extensive powers to the Committee of Public Safety, thereby eventually facilitating the establishment of the Reign of Terror, until the Thermidorian Reaction brought both the Reign of Terror and the revolutionary government to an end.

Economic inequality in satisfaction with healthcare in the Baltic countries during and after the economic crisis (2008–2014)

ABSTRACT

Public satisfaction with healthcare systems is an important dimension of healthcare legitimacy. The paper analyzes how satisfaction with healthcare systems depended upon the economic situation of our respondents during and after the economic recession in the Baltic states. The results show that there were no differences in public satisfaction with healthcare between better and worse off people in Estonia (except in 2009). In Lithuania, however, satisfaction among the economically better off was higher compared to other groups between 2008 and 2014. In Latvia, inequality in satisfaction between groups in different economic situations became significant from 2010.
