This article argues that although there is no contradiction as such between radical commitment and practical politics, the demands of modern party and electoral politics present a challenge to radical parties. The case of the German Greens, Europe's most successful ecology party, is examined in this context, as they have faced this dilemma since their take-off into mainstream politics in the 1980s. This article assesses their response to the radicalism versus realism challenge over the past two decades, as well as considering its impact on the organizational structure of the party, its electoral strategy, ideology and policy agenda.  相似文献

This article traces the evolution of center-periphery relations between the Russian federal government and the Republic of Sakha (Yakutia) using an institutional framework. During each of three stages the author identifies a distinct set of institutional parameters that, to varying degrees, determined the powers of federal and regional institutions. Each stage is also identified with a unique central institutional conflict that helped shape the rules of the political games played during that period. From this perspective, institutional change is seen as a major determinant of Russian center-periphery relations. The article concludes that Sakha has had remarkable success in extracting budgetary concessions from the federal government. However, Sakha has been unable to force the federal government to implement all the promises it has made.

Nonetheless, the concessions that Sakha and others have received are significant, and prompt the conclusion that Russia has become a federal state. However, Russia is far from an equal federation.  相似文献

This article explores changes in political allegiances within the South African labour movement, drawing on the findings of a nation-wide survey of members of the Congress of South African Trade Unions (COSATU). Recent research shows that the Tripartite Alliance between the ANC, COSATU and the South African Communist Party remains overwhelmingly popular amongst COSATU members. This article shows that this appears to be both a product of South Africa's recent past and a reflection of a lack of credible alternatives.  相似文献

As previously, the 2005 election in Poland saw the defeat of the incumbent government, but unlike previous elections, it marked the end of the Solidarity – successor party divide that had characterised Polish politics since 1989. The near simultaneity of parliamentary and presidential election campaigns made the campaigns indistinguishable, and each interacted with the other. Party programmes were similar; transition-related issues dominated the election. Its unexpected victor was Law and Justice (PiS), which sought a radical break with the trajectory of post-communist development and a moral revolution in a new ‘Fourth Republic’. PiS successfully appropriated the welfare mantle of the discredited social democrats and mobilised traditional conservative and religious values. Despite formal plans for a PiS coalition with Civic Platform, the election resulted unexpectedly in PiS's coalition with the radical parties Self-Defence and the League of Polish Families.  相似文献

Armed conflict facilitates corruption and Angola presents a dramatic case study of this process. This article explores why the political context represents the key impediment to sustainable development. Solve the political problems and the gates are open for the Angolan people to reap the benefits of an abundant natural resource base with a low population density. The country has been trying to undergo three transitions simultaneously, that from war to peace, from single-party rule to multiparty democracy and from a commandbased to a free-market economy. This article examines socioeconomic foundations of leftist politics in post-Soviet Russia. It is often argued that the reemergence of left politics is the result of contingent factors connected to transitional crises. While this is one source of strength for the left, there are two more important and enduring sources: a “socialist value culture” among a large majority of Russians, and an emerging pseudo-capitalist system that is creating “traditional” class-based and left-leaning attitudes and affiliations among particular social groups. The article examines the extent of this value culture and the emergence of these attitudes and affiliations through an analysis of statistical data and interviews conducted with Russian workers and intelligentsia figures from 1994–1997.  相似文献

Whilst most of the literature focusing on the Korean peninsula has concentrated on how to achieve unification through confidence-building measures, dialogues, negotiation and diplomacy, little attention has been paid to how a unified Korean identity, a core component of any potential reunification scheme could develop and be sustained. The paper addresses this gap by: (1) defining what national identity is, and how Korean identities have been formed, (2) outlining how both South and North Korea have understood and used the concept of national identity, (3) suggesting possible grounds on which the two Koreas could build a new, common national identity.  相似文献

In the past decade, studies of thestate in Africa have either suggested its pervasiveness in both political and economic life or have concentrated on its nonrepresentative (i.e., undemocratic) nature and its dependence on foreign capital for its survival. This study adopts a different reasoning. It suggests that thestate in African countries should be viewed as grappling with problems of managing society within the context of underdevelopment, a task that is increasingly becoming more difficult given the recurring economic crises on the continent. Politics ofcorporatist organization thus become an attractive option for the state to express its authority and attempt to legitimize its existence.  相似文献
