Violent and persistent inter-group conflict often results from antagonisms that arise between minority groups and central governments over the oppressive treatment of the minority group and over efforts by the minority group to secede from the parent state. The legal principles that have guided international involvement in these secession crises, namely self-determination of peoples and territorial integrity of the state, have not been effective or consistent inducements for resolution or prevention of the outbreak of conflict. This paper considers how international recognition of secessionist claims could be made dependent on whether the relevant minority group or central government lays out the most convincing plans for enhancing the welfare of the population, avoiding exclusionary policies, and promoting inter-group cooperation and stability rather than inter-group conflict and disorder. The authors urge policy makers to develop judgment criteria that reflect knowledge of these concerns to induce conditions more favourable for stability and peace.  相似文献

In examining constructive responses to the problems caused by violent ethnic conflict a distinction is often made between the ‘management’ and ‘resolution’ approaches. Indeed, they are often defined so as to make them incompatible with each other. The basic assumptions upon which the differences between these two approaches are based are analysed, and the weaknesses of each are explored. Finally, the assumption of basic incompatibility is questioned, because it is generally unhelpful in promoting conflict resolution; and an attempt is made to show how the two approaches can be combined by introducing the concept of peace‐keeping (management) and peace‐making and peace‐building (resolution).  相似文献

Almost a decade ago one of the authors introduced the concepts of “opportunity” and “willingness” in this journal (Starr, 1978). We have since devoted considerable attention to clarifying these concepts and their relationship to international conflict. In a series of recent articles we have focused on the micro/decision making/willingness level. In the present discussion we expand more fully on the macro/system/opportunity level, demonstrating through the use of logic and simulation that such decision processes operate within structures which appear logically to set limits, ceilings or constraints on the amount of conflict which is possible. We do so by using the different positions regarding polarity and conflict, and the parity vs. preponderance debate as starting points; (and come to some non‐obvious conclusions on the roles of power and system structure).  相似文献

The ongoing conflict in Afghanistan presents a paradox. While international efforts to stabilise the country have been steadily increasing since 2001, the same period has been marked by a return to violence and constant escalation of the conflict. The Taliban's growing strength is often attributed to the weakness of the Afghan state in extending authority and delivering public goods. Less attention has been paid to the ways in which power and authority are exercised and experienced in Afghanistan. In the current system of governance, abuse of power has become endemic and has emerged as a major driver of persistent conflict. This paper examines some of the key actors and forms of abuse and identifies a set of mechanisms by which abuse of power stimulates conflict persistence.  相似文献

Conclusion The Cyprus situation is an example of a protracted social conflict now frozen in time with a ceasefire but no long-term resolution. Many current violent conflicts, such as those in the former Yugoslavia, may soon enter such a phase, and intervenors will be looking for appropriate methodologies to help move them toward resolution. In that vein, both projects described here are relevant and useful interventions in their own right. However, the interface between them demonstrates a greater potential for effective collaboration and synergy which can bring added value to the parties in conflict.A collaborative approach to interventions can be part of a powerful model of a systems approach to peace. Thus, collaboration is enhanced among different external intervenors, among official and unofficial actors, and among external and internal change agents. To increase coordination and usefulness, it is incumbent upon external intervenors to build collaboration into their planning and funding proposals. There is much potential for more systematic and sophisticated integration of different methods than exists at present in the field of conflict resolution.  相似文献

Climate change is emerging as one of the primary geopolitical challenges of the early twenty-first century, one that will likely involve military engagements and deployments in both traditional and non-traditional missions. Unlike mass casualty terrorism, climate change does not have a single galvanising event that can encourage collective mitigation efforts by both developed and developing states. International efforts to counter putative climate change causes have, thus far, been only marginally successful. Consequently, some of the more pernicious effects of climate change—extreme weather, heat waves, droughts and floods—will likely continue to manifest in the years and decades ahead. From a geopolitical perspective, climate change may influence the trajectory of rising or declining states in an increasingly multipolar world. It may also induce or exacerbate resource competition between states, particularly with regard to energy resources, water and food. Climate change may also exert a general weakening effect on lesser developed countries, thus necessitating increasingly intrusive and costly humanitarian assistance and disaster response (HADR) missions, some of which may be conducted by military agencies. Overall, these trends suggest that climate change will continue to emerge as a significant factor that shapes and defines future military missions and deployments.  相似文献
