In the aftermath of the First World War, constitutions of European states were widely democratized and parliamentarized, and similar turns were expected in international relations as a consequence of the creation of the League of Nations. This comparative analysis of Swedish and Finnish parliamentary debates on the League membership focusing on conceptualizations of the national versus international demonstrates how democratization and internationalization merged discursively. This happened to a greater extent than in the British parliament or the First Assembly of the League. Such entanglements followed from the interconnectedness of constitutional and foreign policy questions during preceding disputes on constitutional reform when Britain and Germany had provided competing models, the determination of the ministries to reconfirm national constitutional compromises by joining an international organization of democratic nations, an exceptional possibility for parliamentarians to debate foreign policy and willingness among the leftist oppositions to extend the democratization and parliamentarization of the constitutions to the field of foreign policy. After a turn from German to British political models and under a Bolshevik threat, British internationalist arguments found a positive reception among the Swedish Liberal–Social Democratic coalition and the Finnish bourgeois coalition as well as half of the redefined Finnish Social Democratic Party. Rightist and far-leftist opponents of the League were left to the margins as the membership was used to redefine the polities as internationally oriented democracies.  相似文献

Political power in contemporary sub-Saharan Africa is often portrayed as being highly informal and heavily personalised. The assumption that personalised politics is how ‘Africa works’ has led to the neglect of the study of Africa's formal institutions, including parliaments. This article assesses the position of the Parliament of Ghana under the Fourth Republic. It displays evidence suggesting that over successive parliamentary terms parliamentary committees became increasingly adept at handling legislation, and inputting into the policy process. It also shows that the parliament was increasingly able to oversee the implementation of legislation. Although the findings of hitherto undocumented progress represent a valuable nuance, the argument that the parliament became increasingly able to input into the legislative process says exactly that; while the parliament became increasingly capable of amending legislation rarely was this witnessed. The article argues that parliamentary development in Ghana has been a function of three interacting structural factors: the constitution; unified government since 1992; and political party unity. The strong partisan identities of legislators from the two major political parties – the New Patriotic Party (NPP) and National Democratic Congress (NDC) – provide the executive with extra leverage to control the parliament. Throughout the Ghanaian parliament is juxtaposed with the Kenyan National Assembly. More substantially, the article seeks to force a revision of the dominant narrative that generalises African party systems as fluid and fragmented, and African political parties as lacking any recognisable internal cohesion or ideology.  相似文献

Analyzing ethno-national conflicts is usually not easy in that not all quantitative scientific tools are useful to the student of a conflict based on primordial elements. The burden of studying the outcome of a conflict is all the more complex given that the two conflicting groups might be at two different stages of their political development at any given time during the course of the conflict. In the case of the fate of the [Eastern Christian] Assyrian community in early independent Iraq, the political rationale for decisions taken by each party was drawn from different sociological, historical and political realms. Decisions in times of conflict and their political and historical ramifications are not always rational, since they draw upon primordial/communal considerations rather than the accurate reading of the overall true strategic scene.

The violence was an outcome of a combination of primordial differences and rational choice. The Iraqis sought to establish a new sovereign state with minimal disturbances from its Christian minority that they perceived as not belonging to the new nation. As for the Assyrians, they chose violence believing that at least some superpowers would support them. Historically, this rational decision based upon a primordial dispute turned out to be a mistake primarily because of lack of external support, weak internal cohesion of the group, and feeble leadership.  相似文献

This paper analyses the impact of intersectionality and multiple identities on women's political citizenship in Mauritius. Mauritius is commonly known as a ‘rainbow nation’ with its multiethnic population marked by ethnic or communal divisions. Communalism dominates the Mauritian political system and institutions, intensifying during elections when the different communal groups compete for representation in parliament. The paper argues that the strong emphasis attributed to ethnic and communal representation by the Mauritian political system and structures marginalises women's political citizenship. Political candidates are often sponsored by religious and sociocultural organisations that are male dominated whereas the women's lobby is weak in comparison to the communal lobby. The paper thus contends that the communal dimension in Mauritian politics carries a significant gendered dimension. Communalism has made the political system very resistant to change, despite the fact that it marginalises women.  相似文献

This article aims to understand the recent heightened levels of mobilization and unconventional political participation in Turkey. We use a political psychology model that highlights the impact of civic engagement, political sophistication, and values on conventional and unconventional participation. We argue that these factors will be significant predictors of unconventional participation setting it apart from conventional political behaviour, which will be driven by simpler considerations. We expect these qualitative differences in the drivers of conventional and unconventional participation to go beyond age and gender differences and highlight the complexity of political decision-making in Turkey’s electoral authoritarian system. We use the 2012 World Value Survey to test our hypotheses, with a nationally representative sample of Turkish citizens. We find significant variations in the role of values, sophistication and levels of civic engagement for conventional and unconventional participation when controlling for age, gender and left–right ideological orientations. Our findings confirm the complex considerations that drive citizens’ engagement with politics and can be useful to explaining recent political developments in Turkey involving youth, public mobilization and protests, but also mainstream voting choices.  相似文献

This paper analyses the growth and decline of Taiwan's first significant third party, the New Party (NP). The NP won numerous seats in the national parliaments in the mid-1990s and received extensive media attention. However, it has shown a steady electoral decline since the late 1990s. Despite its poor recent election performance, the NP should not be regarded as a failure, as it has actually been remarkably successful at achieving its original objectives. By 2004, the KMT's policy positions had become so close to those of the NP that the NP was prepared to promote a party merger and allow its politicians to stand for election under a KMT banner. I challenge the most common explanation that the NP rose when united and fell when divided by bitter factional struggles. Instead a framework incorporating ideology, resources and political opportunity structure is employed to explain the rise and fall of the NP. I argue that when the NP faced a benign political environment in the mid-1990s, its moderate political message and rich human resources enabled the party to grow rapidly. However, after March 1996, the political environment became progressively more hostile, and as the NP's resources were eroded and wasted and the party moved towards a narrow and extremist political project, the party began its terminal decline. The space for the NP became even more limited after 2000, when party had to face intense competition from a powerful new KMT splinter party, the PFP, and a rejuvenated, united and orthodox KMT.  相似文献

This article is the first to explore and compare the dynamics of party-building between the three main political forces that competed for power during the last decade in Ukraine – Viktor Yushchenko's Nasha Ukrayina (Our Ukraine), Yulia Tymoshenko's Batkivshchyna (Fatherland), and Viktor Yanukovych's Partiya Rehioniv (Party of Regions). We show that their political trajectories can be explained by differences in their organizational structure and distribution of resources within the party's leadership. When a party depends on resources linked primarily to one individual, it will develop a personalized decision-making structure advantaging its leader, and the party's fortunes will be tied to the popularity (or lack of same) of the leader. By contrast, when a party relies equally on resources from several groups, a more consociational style of decision-making is likely to emerge. Using Ukraine as a case study, the article shows that personality-led parties will be more vulnerable to defections and less capable of absorbing potential competitors. On the other hand, coalition-led parties are better capable of surviving defeats, maintaining internal cohesion, and merging with like-minded parties.  相似文献

This article deals with the political manipulation of symbolic landscape, using post-Soviet Azerbaijan as a case study. In particular, it looks at the practice of toponym changes as an element of political legitimization and national identity-making. The political use and manipulation of place-names and symbolic landscape is a relatively recent phenomenon that became particularly widespread in the twentieth century. It is widely used for ideological or nationalist purposes throughout the world – from Iran to Israel, from former Yugoslavia to the USSR. However, I argue that post-Soviet Azerbaijan represents an unusual case where one can clearly see strikingly different patterns of place-name manipulation in the pursuit of political legitimacy. It argues that while questions of political legitimacy and nationalism found their reflection in the policy of place-name manipulation, their uses followed clearly different routes and were confined to separate areas.  相似文献

ABSTRACT

Since Weber’s articulate conceptualisation of the nexus between religion and economics, these phenomena have been examined through various academic viewpoints. While some take religion as a determining factor of economic performance, others argue that it is the economy that influences religiosity. This paper focuses on the manifestation of religion and economics in the political sphere regarding the case of Turkey’s Justice and Development Party (AKP). After discussing the literature on the relations between religion and economics, it scrutinises the AKP period, considering three specific pillars: (a) the early years of the AKP in which Western economic policies were implemented as a continuation of the Kemal Dervi? period; (b) between 2008 and 2015, when the idea ‘we can do as well’ maintained the centre stage; and (c) 2015 and onwards, when the Islamist influence on economic policy became highly apparent, particularly regarding interest rates. This study argues that the AKP changed politically in terms of Islamic influence upon the economic sphere, however this remains at the discursive level for the time being.  相似文献

This article discusses the emergence of active citizenship in Turkey in the light of two working definitions that provide different outcomes in terms of research objectives and aims. On the one side, we define active citizenship as a practice stimulated by public institutions through public policy with the aim of promoting civic and political engagement in order to shape participatory policy processes and ultimately improve the democratic bases of policy-making. On the other side, we define active citizenship as a demand, which becomes particularly important where the civil society expresses certain claims through different means using both traditional and alternative channels of mobilization. In our discussion, we have examined different macro-processes and macro-events that have been key in bringing about different formulations of active citizenship. Using a case study method – where we overview different contextual elements/dynamics that bring to the fore various elements of civic and political engagement and civic and political participation during the past 15 years – we argue that, in a context where the expression of active citizenship is volatile and constrained, further research should take into account different top-down and bottom-up dynamics that bring about different challenges for the study of this subject in Turkey.  相似文献

Political advisors to heads of government occupy such a privileged sphere of influence that their role is a source of consternation among democratic idealists. Interviews with advisors to prime ministers of Australia, Canada, New Zealand and the UK inform a small body of comparative literature about political advising in the Commonwealth. The authors find that first ministers consider input from many advisors and therefore the counsel of any one advisor is of limited impact. Further research is needed to understand the extent to which these agents project the power of the executive office and make decisions on the principal's behalf.  相似文献

ABSTRACT

The sweeping political transition from the Soviet Union to independence in Tajikistan was accompanied by a devastating civil war. Social, economic, and demographic change followed. This research examines a critical indicator of human welfare and stability at the micro- and macro-levels: educational attainment and mobility. Using the 2007 Tajik Living Standards Survey, I compare cohorts educated before, during, and after the civil war. I examine the impact of the war and the political transition on educational attainment and mobility. The findings suggest that the consequences of civil war and political transition in Tajikistan were gendered: boys’ attainment was disrupted when they lived in a conflict-affected area and were 16-to-17 years old when the war began; girls’ attainment decline was more widespread. This research contributes to our understanding of the long-term consequences of political events on human capital accumulation over the life course.  相似文献

This article provides an overview of the life of the European Union over a period that has witnessed a number of historical international and institutional developments, and provides a politico-juridico-historical perspective on its growth. The article aims to examine the role of national parliaments in relation to increasing European legislative powers. The European Union is using these powers to ensure that non-European-Union states accept its rules as universal standards. At the same time, European foreign policy has expanded remarkably, reflecting its more prominent international role. The European Parliament is the world's first directly elected transnational parliament. In recent decades, the principles of human rights, peace, and democracy have reflected the deeply embedded values at the core of European integration since its inception, determining the evolution of the European Union from international actor to a model of democratization: a model promoting not only respect for human rights, but also democracy and peace, which have become concrete goals steering the European Union foreign policy.  相似文献

The comparative study of electioneering is an emerging field. One of its driving concerns has been to chart the Americanisation or convergence of campaigning methods employed in very different settings. Sometimes the assumption is made that this convergence began with the recognition - first in the USA - that winning elections demands the skilful use of television. A comparison of the early use of radio in election campaigns in Australia and Canada demonstrates that the Americanisation of campaigning pre-dates the advent of television. There are clearly gaps in what is known about the early use of the wireless for political broadcasting in Australia. However in 1923-24 E.R. Voigt visited the US and, on his return, urged the NSW Trades Hall to establish 2KY for propaganda purposes. In the 1930s the NSW Labor leader Jack Lang was quick to adopt the fire-side chat formula devised for Franklin Roosevelt. In the 1940s R.G. Menzies, the founder of the Liberal Party, also came to see radio as a powerful weapon after observing its political use in USA. Not surprisingly the 1949 Liberal campaign which returned Menzies to power made extensive use of radio. It is often remembered for its John Henry Austral radio ads which are claimed as a breakthrough, but which appear to imitate earlier US and Canadian election campaigns - notably the Canadian Tories Mr Sage broadcasts of 1935.  相似文献

ABSTRACT

This article seeks to contribute to the literature centred on the principle of subsidiarity by highlighting the way in which political actors apply different dimensions of subsidiarity, horizontal versus vertical, in the field of labour market policy. It compares labour market reforms in Britain and Italy in the wake of international economic crises, shedding light on the role of subsidiarity dimensions. It shows that Britain applied the principle of horizontal subsidiarity in quasi-market mechanisms while Italy chiefly resorted to the vertical dimension that helped shifting labour market policies from income replacement to welfare-to-work. Additionally, the article explores how the principle of subsidiarity may affect the relationships between the European Union on one side and Britain and Italy on the other in the field of labour market policies.  相似文献

This article studies the networks of intermunicipal cooperation that occur through a process of subnational regionalization. It analyses data from two Regional Communities in the Province of Córdoba, Argentina. The results show that interlocal subjective interdependence and strong relationships between actors, results in greater inter‐municipal cooperation Furthermore, the results of the analysis suggest that interpersonal trust does not necessarily result in institutional coordination. While the local political parties are not a significant variable in this study, geographic distance does seem to play a role in the larger process of intergovernmental coordination.  相似文献

In Latin America, rural and indigenous women have mobilised in defence of their territories and built strategic alliances with urban and mestiza feminist movements. This paper focuses on how these processes have played out in Peru, tracing the development of the discourse on ‘body as territory’, which articulates sexual and reproductive rights with territorial autonomy. It discusses the ‘cosmopolitics’ of translating the distinct concerns and worldviews of the women involved, arguing that this discourse has enabled partial recognition and strategic equivalencing but that it has failed to fundamentally transform the underlying asymmetric relations of power and privilege.  相似文献

The question of institutional reform in small island developing states (SIDS) has so far attracted two general perspectives. The predominant approach prescribes neo-Weberian principles such as de-politicisation, neutrality, ‘professionalism', continuity and anonymity, and rational-bureaucratic structures. Critics highlight contextual specificities and maintain that Weberian principles are not plausible amid key constraints in SIDS including low human and logistical capacity, pervasive inter-personal and cross-cutting relations, and difficulty in attaining anonymity in public affairs. This debate remains largely intuitive, without the requisite empirical insights about the peculiar institutional trajectories and incentive structures driving change and continuity within SIDS. This paper provides a critical examination of the enduring quagmire of institutional development in SIDS based on a comprehensive account of the experience of Tuvalu.  相似文献

This paper attempts to vindicate the part played by certain Spanish aristocratic women in the management, conservation, and transmission of their artistic patrimony in the decades around the turn of the twentieth century by creating art collections and displaying them in their own homes. The works were exhibited in rooms that were decorated and furnished to suggest historical ambiences in which French trends rubbed shoulders with styles that had been developed in Spain throughout its history, turning their homes into devices that recreated past times. Similarly, retrospective views of Spanish art were the focus of leisure and entertainment activities driven by ladies from the upper echelons of society through the performance of tableaux vivants.
