This article begins with Ruth's teaching at Durham and Dar es Salaam and teaching and research at the Centro de Estudos Africanos in Maputo. It discusses Ruth's research on how white farmers and mining houses in South Africa addressed their common problem of finding labour that was ‘abundant and … cheap’. She wrote about migrant workers to the South African mines from the South African end in ‘The gold of migrant labour’ and from the Mozambican end in Black Gold: the Mozambican miner. The address examines her analysis of the ‘power elite’ in Barrel of a Gun. It concludes with the threat that new legislation makes to investigative journalism in South Africa.  相似文献

ABSTRACT

In China extensive, co-ordinated strikes such as those that have taken place in Cambodia in recent years remain rare, with most protests initiated by Chinese workers contained inside single factories or industrial zones. Also, while Cambodian workers often mobilise for their interests and broader policy issues, such as the determination of the minimum wage, Chinese workers largely limit themselves to protests against violations of their legal rights. How can these different patterns of labour activism be explained? Through factory gate surveys and interviews conducted during the summer of 2016 in a sample of Hong Kong-owned garment factories in Dongguan and Phnom Penh, this study provides a comparative analysis of the root causes of labour activism in China and Cambodia. In particular, the article focuses on three elements that play an important role in determining labour activism: the expectations of the workers regarding wages; the workers’ perception of the labour law and the legal system; and trade union pluralism.  相似文献

The advance of globalisation depends in fundamental ways on the continued flows of transnational labour it has stimulated. For semi-skilled and unskilled service workers these flows are managed through numerous controls imposed by states, employers, labour brokers and even by the expectations of their families and communities of origin. This article concentrates on female service labour originating in Indonesia and the Philippines, destined for Hong Kong and Taiwan. It emphasises the collective (family and community-based) nature of the worker's entry into this type of work. It looks at multiple intersecting discourses that shape, construct and attempt to manage the worker's behaviour at different stages of the migration cycle. It gives particular attention to the receiving workplace: the household, and in some instances, the household-based enterprise. The article shows that workers placed in these households are simultaneously governed by contractual relationships and by historically and culturally derived rules reflecting the household's functions as a property-holding, administrative and patriarchal kinship unit. Globalisation has brought far-reaching changes to patterns of labour migration, but the household as a workplace retains important vestiges of these older patriarchal discourses, and ambiguities remain about the emergence of free labour in domestic work.  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

This article analyses the repertoire of individual strategies utilised by domestic workers to resist routinised workplace violence in the cities of São Paulo and Ilhéus, Brazil. Findings suggest that domestic workers favour two strategies of resistance: exit (quitting work without prior notice) and voice (negotiating workplace conditions). The latter strategy is divided into two subtypes: voice-pleading (appealing to decency) and voice-confrontation (warning and rights-claiming). Voice strategies appear more effective than exit in ameliorating patterns of chronic workplace violence, particularly when they incorporate labour rights claims and when emotional ties exist between workers and employers.  相似文献

Women's participation in the labour market is on the rise, and employment opportunities available to working women have increased greatly. However, working women in Hong Kong are still disproportionately underrepresented in higher status occupations. Despite general improvement in their educational attainment, women are still unequally paid. Their role in the workplace is still very much constrained and impeded by their familial role. Hong Kong women's continuing subordination in the workplace lies in the domination of the Chinese patriarchal family in industrial Hong Kong. Women experience institutional discrimination insofar as other institutions and the public at large also subscribe to culturally entrenched prejudices and discriminatory practices against women. It appears that women's subordinate status will not change in the foreseeable future.  相似文献

Since 2005, NGO activism, calling for greater legal protection for contract migrant workers has been the most concerted challenge to Singapore’s migrant labour regime. Despite a severely restricted civil society space, migrant labour advocacy has delivered small but significant reforms to laws covering migrant labour. The existing literature on migrant labour advocacy focuses on the importance of civil society space in determining the outcomes of organised contention. In the Singapore context, the limitations of advocacy are emphasised and explained in terms of the illiberal nature of the People’s Action Party-state and the strategies deployed by non-governmental organisations. Such an approach is limited in its explanatory potential as it only states what political spaces are not available without examining how spaces for contention are created. In contrast, this article identifies the production politics between migrant workers and their employers as crucial in influencing the extent to which spaces for non-governmental organisation contention can be carved out. Accordingly, this article argues that forms of production politics leading to worker desertion from the workplace, rather than tactical accommodation, have provided non-governmental organisations with the impetus to push forward reform agendas within an authoritarian political environment.  相似文献

The trade unions’ instrumental role in four decades of successful popular resistance against subsidy removals is widely recognised, but insufficiently understood due to inadequate consideration of the particularities of labour. The subsidy contestations are considered a barometer of Nigerian politics, and the 2012 subsidy protests – often referred as Occupy Nigeria – was one of the largest popular mobilisations in Nigerian history. Whereas unionists described the outcome as a successful demonstration of popular sovereignty, other protesters blamed the unions for unfulfilled democratic opportunities and for succumbing to bribery. With labour theoretical perspectives, this article critically examines the trade unions’ positions, actions and relations during those protests. The article demonstrates, in practice, not only how the unions’ capacities to mobilise, strike and negotiate, were instrumental to the reinstatement of the subsidy, but also how trade unions’ agency is both enabled and constrained by labour's multiple embeddedness in state, civil society and the market.  相似文献

Informal workers in Mexico, the majority of the country's workforce, have organised to demand rights, but with varying results. In this article, we contrast recent organising by Mexico's domestic workers and informal construction workers. Household worker movements have succeeded in institutionalising significant new organisations and raising public awareness. Construction workers, despite earlier militant counterexamples, have remained trapped by corporatist structures, and their organising capacity has atrophied. We place these outcomes in the context of the overall decline of labour, suggesting conclusions for the limits and possibilities of contemporary Mexican labour mobilisation.  相似文献

The study of migrant workers in Hong Kong has given attention to Filipinas. There has been just one published study of Thais in Hong Kong, despite the fact that they are a significant minority, and about half of them are domestic workers. This article presents the results of a survey of Thai workers, assessing a range of issues: scale of migration for work, remittances, roles and aspirations in Hong Kong, and perceptions of work. The survey indicated that the Thais interviewed were reasonably satisfied with their life in Hong Kong. While most are involved in “low status” activities, Thais appear to do better than Indonesian migrant workers in terms of the wages and conditions they achieve, and report less abuse. This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted public employees to develop an image of themselves based on the concept of their honourability as competent and honest workers.  相似文献

ABSTRACT

Scholarly discussions of precarious work have identified and analysed the conditions and structures that produce precarity, the contextual nuances that characterise worker relations across a range of sites and sectors and the possibilities of resistance by the precariat. In these studies, workers are often discussed with inadequate attention to their social embeddedness. Taking workers’ embeddedness in social relations and norms as a starting point for analysis, this article explores a secondary aspect of precarity amongst families of exploited workers. This aspect is analysed according to three registers of vulnerability and risk: economic (household and livelihood), intimate (anxiety and negative emotional relations) and physical (mobility and movement). The article outlines this framework through a case study of trafficked fishers and their families from Cambodia and the Philippines. Human trafficking is an extreme form of precarious labour, characterised by unfreedom and hyper-exploitation. The article contributes to the understanding of the trafficking of migrant fishers, which has not seen rigorous academic documentation and is relatively poorly understood in comparison to other forms of trafficking.  相似文献

By analysing the 2013 Hong Kong dockworkers’ strike, this article explores how workers, precariously situated in the world’s freest economy, fight for decent wages with the support of civil society. It is argued that the trade union movement in Hong Kong, a Special Administration Region of the People’s Republic of China, is a typical example of social movement unionism. It suggests that the rise of social movement unionism in Hong Kong was a practical strategy of social activists to support labour rights under the specific context of vulnerable structural power, weak institutional power, failed political unionism and a vibrant civil society. Social movement unionism has a “double-edged sword” effect on workers’ power: on the one hand, it has the potential to create societal power and strengthen associational power; on the other hand, it may compromise workers’ militancy and the possibility of stronger workplace bargaining power during workers’ struggle.  相似文献

ABSTRACT

Over the past few decades, Japan’s labour market has faced substantial changes, represented by flexibility, an increase in the proportion of the non-regular workforce and rising inequality. Under the intense pressure of fluctuating business environments and protracted recession, Japan’s policy-makers have sought to resuscitate the troubled economy by further liberalising the relationship between capital and labour while also seeking to reduce widening inequality by providing social safety nets and protection for workers. This article examines the government’s labour market reforms since the late 2000s in response to these challenges. It argues that patterns of policy-making – centralised versus decentralised – have determined the political dynamics of labour market reform. More specifically, three aspects of decision-making – the role of the centralised policy-making agency, party-cabinet relations and legislative control in Diet – have explained the scope of the reform, although the reform target along the lines of employment status has affected the political process and outcome to some extent.  相似文献

In the course of the general trend of economic flexibilization, temporary agency work (TAW) has become an increasingly important form of employment in Germany and is often associated with precariousness. Previous research has not yet regarded TAW in connection with private life. The article investigates the influence of TAW on young adults’ relationships and fertility decisions. For this purpose, 13 qualitative problem-centered interviews were conducted with German male and female temporary agency workers, aged 21–35 years. Results indicate that the characteristics of TAW are preponderantly estimated negatively, but effects on relationship quality differed according to the position in the social strata: Interviewees with higher educational degrees appraise TAW as largely beneficial to their partnerships, whereas low-skilled workers’ relationships are influenced detrimentally by a lack of recognition at the workplace and material deprivation. Both groups evaluate job insecurity, low remuneration, and geographical mobility as obstacles to parenthood.  相似文献

This article examines the social impact of the 1997 financial crisis in South Korea. Although the crisis was short-lived, it has created major ripples all across the country, profoundly affecting the Koreans' lifestyle and family life as well as their values and worldview. In spite of the magnitude of the financial crisis and its social impact, scant scholarly attention has been paid to the issue, although the causes and economic impact of the crisis have been amply discussed. In view of this, the article examines major social changes brought upon by the financial crisis. The article probes, for example, how employment patterns have been deeply affected, whereby a majority of workers are now irregular workers or are underemployed. The article also demonstrates how the people's perception of work has changed and how the income gap between the rich and the poor has widened. Also discussed are, among others, the continuing discrimination against women in the workplace, rising divorce rate, increase in immigration and value conflicts over the relevance of Confucianism in contemporary Korea. In addition, the article examines the agency of the Korean people in reacting to or coping with the changing circumstances.  相似文献

This article explores how the labour practices of sex workers in Mexico City have been affected by Covid-19. More specifically, it analyses (a) how the pandemic increases the stigmatisation of sex workers; (b) the causes that prompted Mexican sex workers to resort to erotic online platforms; (c) the advantages and disadvantages of online sex work; (d) the forms of mutual support sex workers in Mexico City offer each other in order to familiarise themselves with this new modality of work. Thus, this study provides the basis for analysis of sex work, stigma and desire in the context of Covid-19 in Mexico.  相似文献

During the era of globalization, while international capital and world market factories are shaping the course of industrialization and “development” in many countries, it remains to be seen how far such “development” is conducive to increasing and improving women's paid work specifically, and labour rights, and empowerment in general. Using my research in Bangladesh, I juxtapose garment workers' experience to assess the implications of world market factories on women workers, their wages, work conditions, skill development, organizational links, and empowerment. In this article, I argue that women's multiple responsibilities and specific social locations as women and paid workers create distinctive form of activism and political consciousness. In addition, I suggest that the intersections of women's lives in the family and the workplace and their networks with other women create what Morgan and Bookman (1988) call “double consciousness” as women and as workers. This double consciousness generates multiple forms of resistance and social movements against the nexus between the state, multinational and local entrepreneurs.  相似文献

This study examines the development of labour organisation and industrial action among workers in government enterprises in the late Qing (1860-1912). Because these were the largest industrial enterprises using the most advanced machinery, one expects that the workers in them would play the leading role in labour organisation. Further, during the centuries-long gestation period, the period of embryonic capitalism, workers in traditional enterprises had already developed a tradition of industrial action. Yet this tradition of protest did not appear to have contributed much to labour activism in the modern government works. Quite the contrary, it was in private industries, whether Chinese- or foreign-owned, that we find a higher level of labour organisation and activism. This is an unexpected discovery, for which an explanation is attempted.  相似文献

This article analyzes the developmental impact of two of the earliest investments made by Chinese companies in South America, the Shougang Corporation's mining activities in Peru and Andes Petroleum's oil extraction operations in Ecuador. The article draws attention to the importance of contextualizing and disaggregating instances of Chinese resource‐based investment in order to adequately grasp the complexity of processes that are contingent to particular regimes of natural resource governance, companies' backgrounds, and the strength and nature of local reactions, among other factors. It thereby encourages a critical examination of Chinese investment in South America that explores how the characteristics of that investment are reshaped by the long and contested histories of resource extraction in the region, the promotion of and resistance to particular visions of development, the agency of multiply situated and complex actors, and the wider transnational production networks in which resource extraction processes are embedded.  相似文献
