There have always been debates about the methods that should be used to inform and assess development programmes. Experimental methods have become highly advocated as agencies seek rigorous ways to show programme value. However, the benefits and appropriateness of these methods are frequently overstated. We use the Aga Khan Development Network's Quality of Life studies to show that periodic mixed methods approaches are useful to analyse programme contributions and inform area development. We argue that experimental methods should not be idealised, and that research questions and organisational learning should guide pragmatic methodological choices to inform development intervention in real-life contexts.

Une taille unique ne convient pas toujours : comment choisir des méthodes pour éclairer le développement des régions

Il y a toujours eu des débats sur les méthodes qui devraient être employées pour éclairer et évaluer les programmes de développement. Les méthodes expérimentales sont devenues très préconisées dans le cadre de la quête par les organisations de manières rigoureuses de démontrer la valeur de leurs programmes. Cependant, les avantages et le caractère approprié de ces méthodes sont souvent exagérés. Nous utilisons les études sur la qualité de la vie de l'Aga Khan Development Network pour montrer que les approches périodiques basées sur des méthodes mixtes sont utiles pour analyser les contributions des programmes et éclairer le développement des régions. Nous soutenons que les méthodes expérimentales ne devraient pas être idéalisées, et que les questions des recherches et l'apprentissage organisationnel devraient orienter des choix méthodologiques pragmatiques afin d'éclairer les interventions en matière de développement dans les contextes réels.

La unitalla no le queda a todos: seleccionando métodos que informen el desarrollo de áreas

Siempre han existido debates en torno a los métodos que deben usarse para fundamentar los programas de desarrollo y valorarlos. A medida que las agencias han buscado métodos rigurosos para demostrar el valor de sus programas, ciertos métodos experimentales han sido altamente promovidos. Sin embargo, los beneficios y lo apropiado de tales métodos a menudo se ha exagerado. En el presente artículo, los autores utilizan los estudios sobre la Calidad de Vida realizados por la Red de Desarrollo Aga Khan, con el fin de mostrar que los enfoques de métodos mixtos aplicados periódicamente resultan útiles para analizar los aportes de los programas y para potenciar el área de desarrollo. Asimismo, sostienen que no deben idealizarse los métodos experimentales y que las inquietudes de investigación y el aprendizaje organizacional deberán guiar las opciones metodológicas pragmáticas orientadas a fundamentar las acciones de desarrollo en la vida cotidiana.

Tem havido frequentemente debates sobre os métodos que deveriam ser utilizados para informar e avaliar programas de desenvolvimento. Métodos experimentais têm sido altamente defendidos quando as agências buscam formas rigorosas de mostrar o valor do programa. Porém, os benefícios e adequação destes métodos são frequentemente superestimados. Utilizamos os estudos sobre Qualidade de Vida da Aga Khan Development Network para mostrar que abordagens de métodos mistos periódicos são úteis para analisar as contribuições dos programas e informar o desenvolvimento de área. Argumentamos que métodos experimentais não devem ser idealizados e que questões de pesquisa e aprendizado organizacional devem orientar escolhas metodológicas pragmáticas para fornecer informações à intervenção de desenvolvimento em contextos da vida real.  相似文献

This article addresses normative ideas around the role of journalism and the news media's links to the democratic process in South Africa and many other post-colonial societies in the Global South. In particular, the article addresses questions around the news media's role as the Fourth Estate and its claims to public representation, as well as the role that new media and social media in particular play in the media-politics nexus and in the strengthening of democracy (in its many guises). The article assesses the contextual factors that need to be considered in the analysis of media development and the roles and functions ascribed to the news media from within the context of the post-colony and young democracies in the Global South.  相似文献

The traditional explanations for the survival of democratic systems mostly include economic and cultural variables. Only rarely has attention been given to the age structure of a society. This article introduces a hypothesis involving the ‘youth bulge’ concept popular in conflict studies. It is hypothesized that democratic countries with proportionally large male youth cohorts are more likely to become dictatorships than societies with a smaller share of young men. A causal link between demography and democracy is assumed to exist because young men are the protagonists of virtually all violent political action as well as political extremism with a potential to threaten democracy. Strong evidence supporting the hypothesis is found using data for 110 countries in the period from 1972–2009.  相似文献

This article raises some methodological issues concerning the Eubank and Weinberg analysis of democracy and terrorism. A case is made for the use of events data rather than the presence of terrorist groups. Eubank and Weinberg's classification of countries, as having or not having terrorist groups, is questioned. Further details of their criteria of classification are requested. Some alternative tests are indicated, which can be done when data become available.  相似文献

This article reports on an investigation into the events surrounding the State of the Nation Address in 2015 (SONA2015), during which opposition party members interrupted proceedings to raise questions about the controversial R208-million security upgrade to South African President Jacob Zuma's personal homestead, Nkandla, in KwaZulu-Natal, using public funds. The event raised issues about the constitutionality of the use of police in the National Assembly; the use of cell phone blocking devices; and the fact that television broadcasters were not allowed to broadcast the events as they happened. The investigation drew on a quantitative content analysis of print media coverage of SONA2015, as well as qualitative interviews with members of the Right2Know (R2 K) campaign in Cape Town and Durban. It explored their activities to “take back Parliament” and calling for a “people's Parliament”. At the core of the investigation was the role of civil society in the media-politics nexus with regard to strengthening democracy and democratic participation in South Africa, through an exploration of the case study.  相似文献

It has been well acknowledged by historians of South African media that the country had a vibrant grassroots community press under apartheid, which declined with the advent of democracy. The ruling African National Congress (ANC) has supported media diversity in its media policy and has also criticised the supposedly anti-transformative nature of mainstream agenda-setting press. It has called for a range of measures to counteract this problem, including media diversity and intensified support for community media. However, apart from the establishment of the Media Development and Diversity Agency (MDDA), in its practices in government, the ANC has adopted a market-driven approach to the development of the sector, leaving questions of market structure to the Competition Commission and Tribunal. Evidence from the community press suggests that this approach, which amounts to an adaptation to neoliberalism, but with a public service top-up, is inadequate to the task of realising diversity. As a result, the community press is facing deep crisis. The article will then consider why the ANC has adopted an incoherent, even contradictory approach to press diversity, and what policy measures are needed to encourage the sorts of vibrant community press that a democratic South Africa needs.  相似文献

Apart from the studies that focus on public attitudes toward higher courts in advanced democracies, we know little about the factors that can explain public confidence in the judiciary in a comparative setting. In this regard, the goal of this study is to explain whether, and to what extent, the country's level of democracy moderates the impact of political awareness on public confidence in the judiciary. This study uses hierarchical linear models to analyse the interaction between individual and country level factors by using the World Values Survey (2005–2009) data for 49 countries and various other data sources. Our empirical results show that in advanced democracies political awareness variables like education and political participation have a positive impact on public confidence in the judiciary, whereas in countries with weak levels of democracy higher political awareness leads to increased cynicism about the judiciary. These results suggest that a one-size-fits-all approach to explain confidence in the judiciary is not possible when we are dealing with a wide range of societies that vary in terms of many characteristics, both institutional and cultural.  相似文献

With governments increasingly contracting private military and security companies (PMSCs) to perform military and police-related tasks, international relations scholars have made attempts to better understand PMSCs and to investigate the reasons for the boom of private security. Rather than focusing on the services these companies offer, which has been a common approach, we offer an identity-based explanation for their surge. We show that PMSCs eclectically assume identities related to the military, business managers and humanitarians, independent of the services they perform, their market segment or their location on the battlefield. This finding points to an important yet little-noted dimension in the private security industry. Although companies are heterogeneous, they also appear increasingly homogeneous because they incorporate a similar set of identities. On the one hand, this enables PMSCs to adapt to any context, client or employee, and, on the other hand, it has constitutive qualities, contributing to an important source of power for the respective companies. These multiple identities contribute to a norm of what a superior security provider should look like.  相似文献

It is generally accepted that there is a relationship between economic development and democracy which can be demonstrated by quantitative empirical evidence. The difficulties of validating the empirical claims derive not so much from the measures of economic development as from the measures of democracy itself. Our inquiry deepens the investigation of the relationship by 'unpacking' the dependent variable into separate measures of eight core values of liberal democratic government for 40 countries over the period 1970-1998. Our model assumes that the quality of liberal democratic government is not one-dimensional but can be measured across this range of values, so creating 'performance profiles' and demonstrating the likely trade-offs across distinct democratic values. The results of the analysis confirm that economic development has positive effects on democratic performance, but these effects vary across diverse aspects of performance and also across regions.  相似文献

NGOs have traditionally had little scope to bring about political reform in developing countries. This was certainly true of French development NGOs (NGDOs) operating in Cameroon during the early post-colonial decades. This situation changed in 2002 when French NGDOs, with support from the French state and Cameroonian civil society, initiated a multi-actor consultative programme (the PCPA), aiming to build democracy in Cameroon. This article traces the origins of the PCPA, assesses its achievements, and explains why the programme failed. It then identifies key lessons and asks whether the PCPA represents a useful model for French NGOs and donor states.  相似文献

Abstract

In this paper we empirically reexamine the debate over the conflict reducing properties of inclusive political institutions. We examine the purported violence reducing effects of proportional representation (PR) electoral systems, parliamentarism, and federalism, conditioning their effects on ethnic fractionalization and whether a country is conflict prone. In other words, are these institutions more effective in countries that have already experienced major conflict or are they more effective in preventing conflict in countries that have not experienced major conflict? Using a data set that includes a sample of 81 countries and 2488 observations from 1973 to 2018, we test the conditional effects of proportional representation electoral systems, parliamentarism and federalism conditioning these by ethnicity and whether the country has experienced a major conflict (i.e., civil war). We find that these institutions have little effect on reducing the number of riots or political deaths, but PR electoral systems reduces ethnic violence when ethnic fractionalization is high. On the other hand PR electoral systems and parliamentarism reduce ethnic violence in conflict prone countries, but federalism increases the likelihood of ethnic violence. We discuss the implications of these findings with regard to arguments regarding inclusive power sharing arrangements and violence in post conflict environments.  相似文献

The relation between democracy and culture is a long-lasting subject of interest in political science. In the contemporary approach to cultural analysis, value orientations are studied as fundamental manifestations of culture. The mainstream research has focused on finding a relation between the quality of a democratic system and the existence of essential values in a society. There is, however, an understudied question as to what the relation between cultural values and models of democracy in different countries exactly is. We know that there are different models or patterns of democracy (for example, majoritarian versus consensus and participatory versus spectator democracy) discernible in various countries. But what is the reason that a particular country, or set of countries, appreciates and accepts one type of democracy, while suspecting and discrediting other types? This article aims to find an answer to this question from the perspective of cultural differences. Using the empirical data derived from the operationalization of dimensions of democracy and dimensions of culture at the national level, we examine hypotheses regarding the relation between societal cultural values and the practice of different models of democracy in various countries.  相似文献

The purpose of this essay is to consider the probable impact of issues related to ethnic and cultural identity on democratization in Estonia, Latvia, and Lithuania. Particular attention will be given to the demographic make‐up of the Baltic states, which are home to a high percentage of Slavs (mostly Russians but also Belarusians, Poles, and Ukrainians), and to those factors which affect how these Slavs and the majority Baits: (1) identify themselves; and (2) identify with the new states in which they find themselves. The key question is the degree to which civic democracy can prosper in a newly emerging multi‐ethnic state. The answer is important not only for the Baltic states but also for the other new multinational states that have emerged from the former Soviet Union and Central and Eastern Europe in the past few years.  相似文献

In contrasting UN with EU democracy promotion discourses, the article contributes to the debate on the substance of EU democracy promotion by approaching the question of ‘democratic substance’ from the vantage point of sovereignty. For its analytical framing, it draws on relevant aspects of Foucault's work on power. The article suggests that, due to their diverging obligations to sovereignty, the substance of democracy promotion in UN discourses revolves around an institutional-centric understanding, whereas in EU discourses we see a significant reconceptualization of democracy as a norms-based concept. The latter does not aim at the government of society but the ethical self-governance of socially embedded individuals. It is argued that, with the decreasing purchase of democracy as a universal political project and the growing concern with local contexts, the EU's norms-based conception emerges as better equipped to adapt to contemporary challenges of governing. The article concludes with raising some doubts about the democratic promise and potential of the democratic rationality underpinning EU discourses. Democracy, participation and political change are no longer conceived in terms of shaping and influencing public agenda but refer to socially shaping and influencing subjective perceptions and behaviours.  相似文献

Conflict between dominant and subordinate ethnic groups in eastern Europe has greatly complicated efforts to build stable and just democratic systems in the region. Leaders of new states as well as rulers whose authority extends from the communist era have attempted to create political systems where competition is clearly along ethnic lines. Polarisation and violence have resulted from the manipulation of ethnic feeling, but there are also a range of factors which have encouraged majority and minority representatives to show mutual restraint at crucial moments.

The internationalisation of East European nationality disputes and the gradual acceptance by a number of states of group rights to stand alongside individual ones, have cooled down a number of disputes and possibly forestalled new ones. But the national question will be a troubling one for many still‐fragile democracies unless strong external incentives are offered which encourage states to conciliate internal minorities and estranged neighbours.  相似文献

International relations scholars do not adequately conceptualize or measure economic interdependence, a crucial variable in studies of trade and conflict, economic sanctions, and globalization. Most studies conflate vulnerability with sensitivity and confuse interconnectedness with genuine interdependence by relying on inadequate indices of interdependence such as unadjusted trade as a percentage of GDP. Such measures fail to capture the true cost to states of a termination of normal trading relations and ignore completely interstate financial and monetary ties. In this article, we offer a new method, the Contextual Sensitivity Estimator (CSE), for gauging sensitivity interdependence. The CSE addresses existing shortcomings in several noteworthy ways. First, it takes into account the strategic and domestic economic context of external economic linkages. Second, it assesses the composition of trade and the uses of trade proceeds. Third, it provides a detailed conceptualization of critical channels of sensitivity like foreign investment and exchange rate ties. Using Arab‐Canadian economic relations in 1979, after a threatened boycott of Canada, as a case study, we show that our CSE yields a more accurate assessment of sensitivity interdependence than traditional measures.  相似文献

Although citizen participation is regarded widely as vital to democracy, some wariness may also be observed towards it in cases where democracy is equated with representative democracy. This article investigates the dominant view of the Dutch political–administrative and academic elites on the meaning of participation with respect to the quality of democracy. The analysis shows that various forms of participation that might improve the quality of democracy have been discussed in recent years, without, however, subjecting either the existing political institutions or the traditional hierarchical approach to policymaking to any form of critical review. Citizen participation is seen mainly as an instrument to strengthen and support the way representative democracy now works. Although citizen participation is thought to encompass more than merely voting in elections, participation is not seen as an essential feature of democracy, but at best, as an instrument to improve the current functioning of representative democracy.  相似文献
