The following Symposium on Australia's national integrity systems, drawn from an Australian Research Council‐funded project conducted in 2002‐2004 by researchers from Griffith University, Charles Sturt University, University of Sydney, RMIT University, Monash University and the Australian National University, together with Transparency International Australia. The first three papers examine the public integrity regimes at federal, state (NSW) and local levels. The remaining four papers develop three themes as a framework for assessing strengths and weaknesses in Australia's major integrity regimes: consequences, capacity and coherence. The papers were originally presented in sessions of the Australasian Political Studies Association (University of Adelaide, September 2004) and the 5th National Investigation Symposium (NSW Ombudsman, Independent Commission Against Corruption and Institute of Public Administration Australia NSW, Sydney, November 2004).  相似文献

This special issue of Citizenship Studies brings the meaning of citizenship into dialogue with recent work on the body and with practices of contemporary slavery. In bringing the concepts of citizenship, bodies and slavery into collision, we highlight the need to couple slavery with possibilities of citizenship as an alternative to the way in which, as Paddy McQueen below puts it, ‘citizenship and slavery are mutually exclusive: one can be either a citizen or a slave, not both’. Recent ideas about the body as a site for politics, where the body is understood in terms of embodied relationality in a situation – a necessarily social category – are a means for bringing about a richer encounter between the concepts of citizenship understood as political subjectivity (as developed in the work of Engin Isin), bodies and slavery. Practices of slavery deny relationality, based instead on a binary master/slave logic of power relations. This introduction connects citizenship with slavery, by identifying citizenship as embodied political subjectivity and slavery as one of the conditions in which the very possibility of this is denied. Taking embodied relationality into account, recognising the necessarily social embodiment of concepts and abjuring an abstract, disembodied sphere of concepts, thus disrupts the standard understanding of slavery as rights violations.  相似文献

This article introduces the special issue on “Assessing the Effects of Immigration and Diversity in Europe” to the JEPOP readers. The article starts with a summary of the controversy generated by Putnam's 2007 article “E pluribus unum”. Next, it provides a brief account of the state of the art in the scholarship analysing the link between diversity, trust, social capital and social cohesion. The article continues with a discussion of a number of key problems that affect the existing scholarship, and highlights how the contributions to this special issue overcome some of these limitations. After this, the article considers the implications of this debate for the study of elections and public opinion. It concludes with a succinct overview of the contributions to the special issue and a discussion of how they help move forward the scholarship in this area.  相似文献

Migrant workers claims for greater protection in a globalized world are typically expressed either in the idiom of international human rights or citizenship. Instead of contrasting these two normative frames, the paper explores the extent to which human rights and citizenship discourses intersect when it comes to claims by migrant workers. An analysis of the international human and labour rights instruments that are specifically designed for migrant workers reveals how neither discourse questions the assumption of territorial state sovereignty. Drawing upon sociological and political approaches to human rights claims, I evaluate the Arendtian-inspired critique of international human rights, which is that they ignore the very basis ‘right to have rights’. In doing so, I discuss the different dimensions of citizenship and conclude that international rights can be used by migrant workers to assert right claims that reinforce a conception of citizenship that, although different from national citizenship, has the potential to address their distinctive social location.  相似文献

Abstract. 'Deregulation' is best conceived as covering two separate sets of processes: changes to the structure of rules embodied in regulatory systems; and disturbances to the stability of those systems due to the inability of system 'governors' to function effectively. The most striking feature of deregulation is variety - in incidence, form and extent. This variety is a function of three broad sets of variables: place, notably national setting; time, notably the historical epoch and the stage in a regulatory cycle when deregulation happens; and arena, notably the economic arena and policy networks where deregulation takes place.  相似文献

This paper focuses on the experience of one specific group of Taiwanese women married to Chinese Malaysian men to examine the contestational process of bidding for citizenship status in an ethnicized polity. Positioned within a trajectory of transnational linkages between origin and host countries, they achieve success through making use of networking links with co-ethnic Chinese Malaysian women who are well-positioned within government bureaucracy, while forwarding an argument based on familial ideology and the (reproductive) citizenship rights of their Malaysian husbands. As noncitizens, they nevertheless engage in socially contributive ‘acts of citizenship’ that signify their suitability as citizens, nonthreatening to social cohesion. Furthermore, they enhance their strategy by ethnic boundary-making efforts aimed at distancing themselves from People's Republic of China wives who constitute a stereotyped and stigmatized ‘other.’ The discussion makes a contribution to the literature on ethnicity, citizenship, and gender.  相似文献

Rail safety has emerged as a significant issue in the past two years as a result of two major factors: a statistical lack of improvement in rail safety in the past decade, and a catalytic event in the form of a major derailment involving loss of life at Graniteville, South Carolina, in January 2005. The convergence of long-term leveling of rail safety indicators and the shock of a major rail accident prompted the Senate Appropriations Committee to ask the Government Accountability Office to assess the oversight role of the Federal Railroad Administration, the modal agency of the U.S. Department of Transportation charged with overseeing rail safety. The report is a reminder of the continuing importance of regulatory activities and the general movement in federal management toward greater use of data and performance measures since the Government Performance and Results Act of 1993.  相似文献

Theseprograms support access to and mobility within specific locations,but the benefits do not uniquely belong to any one politicaljurisdiction. This article explores how fear contributes to empowerment and citizenship practices among youth who choose alternative lifestyles. Fear is conceived in a threefold manner: (1) as a manipulated resource in the political process, (2) as energy to be tamed through individual will, and (3) as radiating from actors and flowing through situations of action. Through an examination of how ‘risk-taking’ youths play with fear, the article critically reflects on the modern and advanced modern conceptualizations of the political ‘heroic’ actor and its articulation with an understanding of political action as decentered from human actors. Citizenship practices, it is argued, operate on five distinct levels of political engagement ranging from an awareness of the world outside of oneself to empathy for others and activism. Rather than being state-centered, the article develops an understanding of intersubjective citizenship based on affective memory.  相似文献
