Researchers have long recognized administrative reform as a constant feature of American public administration. The employee engagement initiative of the U.S. Office of Personnel Management (OPM) has become one of the most prominent administrative reforms underway in the federal government. Like many reforms, the veracity of claims about this reform have gone untested. This article addresses this gap by testing the relationship between the OPM's employee engagement initiative and agency performance. After establishing the psychometric validity of the OPM's Employment Engagement Index, the authors use a five‐year panel data set of federal agencies and two‐way fixed‐effects regression to test the efficacy of this prominent reform. The analysis shows that efforts to encourage employee engagement generally have the expected relationship with performance, but the relationship varies according to the components that make up the index and the organizational level at which these efforts are expended.  相似文献

The Cape York Welfare Reform (CYWR) initiative aims to reduce ‘passive dependence’ on welfare and restore ‘positive social norms’ to revitalise cultural and social networks and support economic engagement in Indigenous communities in the Cape York Region of Australia. Critics of the initiative and, in particular, its income management (IM) policies have associated it with a broader neoliberal reform agenda that delineates social ‘problems’ from their historical and structural context. This paper discusses key qualitative findings from a strategic review of CYWR, paying particular attention to the ways in which Cape York IM (CYIM) straddles both Indigenous and settler social norms, while perpetuating neoliberal conceptualisations of welfare ‘dependency’. We situate these findings within the existing literature on Australia's other IM models and also consider them in relation to subsequent government responses to the review and associated policies. We argue that CYIM represents a unique initiative, the subtle nuances of which have been largely ignored or misunderstood by critics. Further, we conclude that any extension or revision of this initiative should be considered with respect to deep and wide-ranging consultation of the Indigenous communities subject to CYWR. However, such consultation has not been the standard practice in Australian contexts.  相似文献

Newly elected presidents oftentimes set out to reform the executive branch. This has been the norm for more than 100 years, and indications are that the next president will follow this pattern. The authors have had firsthand experience over the past 15 years with White House–led government reform efforts. They provide their insights on President Bill Clinton’s reinventing government initiative and President George W. Bush’s management agenda efforts. Based on their experience, they offer lessons to the next president’s team on what they might do to get a reform effort started successfully and how to get reform initiatives implemented and sustained.  相似文献

This article explores public sector responsiveness to voter‐led initiatives, specifically, the degree to which public managers attempt to lock in resources before they are constrained by a particular initiative. The authors posit that such behavior, which they term “beating the clock,” is a function of the potential impact of the proposed initiative, the degree to which managers can react to the initiative's central issues, and the perceived likelihood of passage. Although scholars have explored different responses to voter‐led initiatives, this particular form of strategic behavior has yet to be studied. Using longitudinal data on public debt issuance, hypotheses are tested in the context of a reform proposed through the initiative process in Colorado in 2010. Results show that the number of debt issues increased by roughly 150 percent in advance of a potentially binding election, indicating the ability to preempt formal initiative efforts in certain policy areas.  相似文献

The study reviews the politics underlying the 2004 referendum in Hungary on whether the country should offer extraterritorial, non-resident citizenship to ethnic Hungarians living in the neighboring states of Romania, Slovakia, Serbia-Montenegro and the Ukraine. The study argues that the issue of dual citizenship for ethnic minorities and kin-states in Central and Eastern Europe is quite distinct from the issue of dual citizenship in West European immigration countries. Transborder ethnic relatives make up large proportions of some of the contiguous countries with whom Hungary has a long history of border disputes which is why the Hungarian reform initiative touched upon sensitive issues connected to the sovereignty of these states. In addition, the large size of the non-resident Hungarian population means that their potential Hungarian citizenship would have serious consequences for the Hungarian welfare state, and the determination of the political future of Hungary, where even much smaller numbers of voting non-residents might swing the vote. The article outlines the arguments that were made in favor of the reform by the political right and those against the reform by the left. It examines the initiative from the European Union's perspective and compares the Hungarian case to cases of dual citizenship in other countries of Europe. The article also raises questions about the long-term implications of this form of dual citizenship for the “re-ethnicization” of citizenship.  相似文献

This paper seeks to contribute to the debate over the efficacy of voluntary agreements versus regulation, and uses a study of the Livable Housing Design initiative to deliver voluntarily new‐built accessible housing in Australia. We first probe why regulation has become such a significant component of government policy making, and then ask why political campaigns focus on this issue as a strategy for reform. We refer to research by disability activists, which claims that the voluntary approach has failed and regulation is necessary. Amongst our conclusions are: (1) that the disjuncture between policy rhetoric and outcome can be attributed to the power of lobbyists, reliance on the private market to address inequality, and antipathy to regulatory enforcement; and (2) that there is a need for greater interrogation of the language deployed in policy texts to identify whether they are crafted to maintain the government's legitimacy or to deliver purposeful change.  相似文献

By neglecting institutional and capacity considerations, medium-term expenditure framework (MTEF) introduction has produced in most developing countries elaborate facades of fiscal reform at high transaction costs without improving budgetary outcomes. There have been positive impacts: awareness of the need to look beyond the immediate urgencies; some encouragement of intragovernmental coordination; and initial orientation toward results. Negative impacts have been much heavier: little local ownership; distraction from basic budgeting problems; and severe strain on limited capacity. Unbundling "the" MTEF permits identifying the variant suitable to the specific country and the steps to gradually develop it: unlike a "programmatic MTEF," a simple "forecasting MTEF" is both feasible and useful.  相似文献

This Viewpoint presents a typology of options for future government reformers to help guide the design and implementation of a reform initiative, based on the author's experiences and observations over the past 45 years. Successful reformers need to be clear up front about what they are attempting to achieve and frame their efforts in ways that maximize the success and sustainability of the effort. ABSTRACT

The UK government under the Thatcher administration was one of the first to launch NPM-type reforms. Since then, several generations of reform initiatives can be identified in the UK—including the “quality” initiative under Major, the Blair administration's early emphasis on “Best Value,” followed by its emphasis on targets and inspection, and its recent reconversion to public governance concerns. The UK, then, represents an interesting test case for studying how several generations of reforms co-exist and inter-relate. This article examines the imprint of past reforms in the current drive towards contestability and choice in local government modernization. It argues that coercive isomorphism has been evident in local government but that resistance has been successfully mounted against each generation of reforms, that these resistance efforts have themselves displayed isomorphic tendencies but that, nevertheless, a gradual move towards a mixed economy of provision has emerged in many local authorities.  相似文献

The public sector in Africa is riddled with widespread ineffectiveness. Although some countries have implemented various reform programmes with the support of international development agencies, the results so far have been disappointing. One reason for the failure is that the policies have focussed more on achieving macroeconomic stability than making the organisations effective. This article explores a fundamental problem of the policies—the need to focus on the human component of organisational performance. Using education and health organisations in Ghana as examples, the article advances a hypothesis that the livelihood strategies of public sector employees and the performance of their organisations are interconnected. Specifically, it is argued that as public sector employees have become more dependent on multiple sources of income, they have developed multiple social identities, which influence the culture of their organisations. The organisational culture may have encouraged employee effectiveness in some cases, but for most organisations, it has resulted in practices that perpetuate inefficiency and poor performance. To be successful, public sector reform policies must therefore involve deliberate efforts to change organisational cultures. Copyright © 2005 John Wiley & Sons, Ltd.  相似文献

Given that a majority of states have had some sort of performance‐budgeting initiative on the books for several years, how has implementation of such reform progressed? To answer this question, we surveyed legislative and executive budgeters from the 50 states, asking them for their impressions of performance‐budgeting implementation in their state. Specifically, we asked these budget officers about the reasons for introducing performance budgeting in their state; the types of activities required of their system; responsible oversight bodies; extent of application across state agencies and departments; and perceived levels of effectiveness and problems experienced with implementation of the budget reform. Our findings indicate that implementation of performance‐based budgeting systems is proceeding slowly. While there are some benefits to highlight, results show that implementing performance budgeting is not without problems—perhaps the greatest being differing perceptions of use and success among budget players, particularly across branches of government.  相似文献

Abstract: Sweeping changes in administrative review legislation and procedures have occurred in Australian Federal government very quickly and with little debate. There have been several assumptions underlying the proposals for administrative law reform, including the notions that government has expanded greatly, that it has intruded into citizens' lives, that it is scarcely restrained by parliament, and that the specialist administrative tribunals established at various times are only partly effective. While these assumptions are all correct in certain respects, they do not necessarily support the demands for administrative law reform in the manner and to the extent that has generally been proposed. Closer examination of these assumptions suggests that comprehensive administrative review might itself lead to further expansion of government; that political decisions will have to be made about degrees of intrusion by government; that political avenues for redress of grievances should not be ignored, and could possibly be developed further; and that the need to prevent administrative errors is at least as great as the need to correct them after they have occurred. There is a good case for comprehensive administration review, but it needs to be examined more closely so that future problems can be anticipated and avoided.  相似文献

Licensing of businesses by local governments is a common practice in many countries. While business licensing has its origins in regulation, it is often seen as little more than a revenue source for local government. This article reviews the potentially conflicting objectives of regulation and revenue generation, and outlines the various forms which local taxation of business has taken in a number of countries. In practice, the regulatory aspects of local business licensing in many developing countries are ineffective at best and counterproductive at worst, and there are pressures to sweep away most local business licences as part of deregulatory reform. Yet local governments in many countries are in dire need of revenue sources in order to finance local service provision. The article analyses the reforms that have been introduced to business licensing in Kenya. There, traditional business licences have been replaced with a Single Business Permit, with the twin objectives of increasing local revenues and reducing regulatory compliance costs on businesses. The base erosion and profit shifting (BEPS) initiative of the Organisation for Economic Co-operation and Development (OECD) and G20 countries marks an important development in the reform of the international taxation regime. In this paper I argue that the initiative nevertheless fails to provide a coherent account of what global justice requires in the realm of fiscal policy. While the OECD’s ostensible aim to increase and protect the tax sovereignty of states is commendable, there is insufficient attention for the distribution of relative tax sovereignty. I show that current global income inequality is correlated with significant inequality of tax sovereignty, that this inequality is unjust on a plausible conception of what global justice requires, and that the BEPS initiative is unlikely to meaningfully address this injustice. I close by suggesting that an internationalist conception of justice concerned with securing the tax sovereignty of independent polities may need to prescribe the creation of globally redistributive institutions.  相似文献

There have been growing calls for reform of the United Nations Framework Convention on Climate Change (UNFCCC). How have governments met the demand for action on climate change despite the lagging pace of UNFCCC reform? New qualitative data demonstrate that the institutional, sectoral, and technical characteristics of multilateral institutions have guided government choices in managing climate change issues. Institutional resources and sectoral participation in multilateral institutions have enabled governments to handle climate change issues outside the UNFCCC, reducing the need to invest in its reform as demand for action has grown. These specialized institutions are able to mitigate political disputes and facilitate greater efficacy in handling specific issues such as financing and emissions mitigation. They have mandates that overlap with the cross‐cutting nature of climate change, requiring no new mandates, which mitigates political disputes in managing specific climate issues.  相似文献

Chinese reformers wish through their economic programme to create a new form of developmental state in China and a new relationship between state and economy. This paper examines these issues through a study of the impact of Chinese economic reforms on the structure and behaviour of local government, focusing on urban government at the district level. It looks at three aspects of the issue—the trend towards financial decentralization, institutional changes in district administration and changes in the relationship between local government and the urban economy. It concludes (contrary to arguments which regard bureaucratic response to the reforms as one of pure inertia and obstruction) that urban local government has changed in several major ways, the most obvious being a trend towards institutional expansion and proliferation. From the point of view of the reform process, some institutional changes have been positive, others negative, resulting in a ‘dualistic’ state which contains elements of both old and new forms of developmental state. There is a need for systematic analysis of the specific future needs and evolution of China's urban government which would guide a process of politico-administrative reform comparable to the current economic reform.  相似文献

The article aims at an evaluation of the New Public Management-inspired reform in German local governments which under the heading of the “New Steering Model (NSM)” spread over the municipalities like a “bush fire”. Since the research on Public Sector Reforms has so far largely been concentrated on institutional and instrumental change in Public Administrations there is now as ever only little empirical evidence concerning the actual changes and results of reform initiatives. Against this background, in the following article the attempt will finally be made to focus on results and effects of the local governments’ reform activities which have been achieved after 10 years of NSM-modernization and, thus, to outline perspectives for institutional-ortiented evaluations in the future.  相似文献
