America's farmers are facing difficult financial times, andtheir problems are spilling over to rural local governments.Declining farm incomes and farm property values erode the localtax base. At the same time, demand for publicly provided servicesmay increase, creating a squeeze between falling revenues andhigher costs. This article documents the impact the farm crisishas had on local government tax bases in eight multi-countyregions in the Midwest. The impacts found, while severe, wouldgenerally be manageable in the absence of other shocks. However,when changes in the intergovernmental aid system–suchas the elimination of General Revenue Sharing and other cutsin federal aid—are factored in, local governments in agriculturallydependent areas can encounter financial stress. Higher taxesand lower service levels may permanently change the qualityof life in rural America.  相似文献

A series of Special Premiers' Conferences begun in 1990, andthe establishment of the Council of Australian Governments in1992, signaled a phase of "cooperative federalism" in Australia.Joint schemes of policy and legislation and new national intergovernmentalbodies were made by a series of formal agreements. The conditionsand circumstances are appraised in a discussion of the natureof intergovernmental coordination and cooperation, and fromthe critical perspective of a model of competitive federalism.It is concluded that the initiatives, largely, did not representa centralizing process, nor did they override strongly articulatedclaims for diversity. This is made clear following an analysisof the processes occurring in the newly established federalinstitutions and from a series of brief case studies. They expressedthe continuing interdependency and underlying autonomy of stateand Commonwealth governments through schemes that promised tobring agreed, joint benefits through federal solutions.  相似文献

Local government is often characterised as being well-placed to enact a successful agenda for environmental sustainability because of its closeness to both people and the environment. The purpose of this article is to examine the extent to which this assumption is correct in terms of local government environmental policies and programs in rural Australia. Using case studies with eight local government authorities in Queensland and New South Wales, the article documents three different positions on a continuum of environmental engagement. These are 'disengaged', 'moving towards engagement' and 'engaged'. The article concludes by arguing that the resource constraints facing rural local councils limit their capacity to engage with environmental management.  相似文献

经验表明,20世纪90年代以来,社会转型带来的权威危机和管理性危机对中国地方政府公共权力结构与功能等方面形成了严峻的挑战。面对危机情势,各级地方政府在公共管理的权力结构、制度与技术安排上进行了多项治理创新,通过对地方政府的治理创新的比较分析,笔者认为,中国地方政府的创新实践推动了地方治理变迁,地方治理正趋于取代地方管理。但是,这种可选择性替代路径仍然是地方政府主导型的,最终起作用的仍然是地方政府。地方政府的创新符合整体性改革的发展方向,并将有力地推动改革向纵深发展。  相似文献

20世纪80年代,席卷欧美的行政改革以公共管理民营化为主要特征。这场改革几乎触及公共服务的各个领域,大到铁路运输,小到垃圾处理,其宏观的政治、经济背景已为许多学者所分析和研究,而对其微观的操作层面的介绍却比较少。本文以垃圾处理为例,分析了英国地方政府通过竞标的方式将公共服务民营化是有效的。该文论据充分、条理分明,并且运用了比较和回归分析的方法,值得中国的研究者借鉴。(译成中文后有删节)  相似文献

地方政府开展效能建设活动过程中,政府组织的微观个体——公务员既是高效能的最终输出载体,也是效能建设的核心要素,因此从公务员个体的角度去开展政府组织的效能训练,是一个比较有效的途径。"自我效能"理论已经发展成一个比较成熟的理论体系,它启示在公务员的考录中要选拔那些自我效能高的公务员,而在公务员培训中,应从内部强化、外部强化、归因训练和不断学习等层面去加强公务员培训,不断去提高公务员的个体效能,进而提高整个政府的组织效能。  相似文献

The first part of the paper briefly describesinstitutional aspects of the German federal system andexamines the economic and fiscal performance of theGerman Laender since 1970. Taking into account theinstitutional settings, especially the fact that theGerman Laender cannot set tax rates individually, wedevelop a highly stylized model of subnationalgovernments that do not have access to the tax rateinstrument and thus have to use expenditures as apolicy variable. The model implies an expendituresmoothing policy of subnational governments andcomplements the famous tax smoothing model. Theempirical section examines whether governments ofvarious ideology show significant differences infiscal stabilization policy. Our results indicatethat regional differences in public debt accumulationand public expenditure policy in general is largelydetermined by interregional differences in economicperformance, whereas we do not find any significantimpact on the ideological composition of the Laendergovernments.  相似文献

We estimated the optimal size of the most significant functions performed by Tasmanian councils between 1999 and 2008 using a non‐parametric technique based on the shared input data envelopment analysis model. The principal advantage of this technique is that it not only provides an overall estimate of efficiency but it also allows for the estimation of ‘partial efficiencies’ and ‘cost shares’ when one input is shared among multiple outputs. Our results indicate that water supply and sewerage services, on average, were more efficient, whereas activities related to community health and safety and information systems warrant improvement. However, because the costs associated with water supply and sewerage services are considerably higher than the costs related to community health and safety and information systems, the elimination of these inefficiencies would result in greater cost savings for the Tasmanian local government sector.  相似文献

Ohio is one of several states that has instituted a Budget Stabilization Fund to serve as a tool to fight the impacts of economic fluctuations on state finances. The optimal size and rate of contribution to the fund are explored in this study. A widely accepted target of 5 percent of general fund revenue for the budget stabilization fund is found inadequate to provide any degree of normalization of state general fund revenue when Ohio's recent fiscal experiences are examined. An optimal size of close to 13 percent emerges as a more likely target for Ohio along with an annual contribution rate approaching 4 percent of revenues in average non-contractionary years.  相似文献

In this work, we established a procedure for evaluation of the efficiency of the water supply. This procedure has allowed us to find that the proposed indicators have a discriminating capability in the analysis of the service, and to reject criticisms traditionally assigned to the sensitivity of the data envelopment analysis (DEA) technique in relation to degrees of freedom. The results obtained show that the population density, as a factor that defines one of the particular characteristics of the surroundings of each municipality, has a statistically significant impact on the indexes of efficiency, this affirmation not being extended to the public or private ownership of the service. The scale inefficiency is higher than the technical inefficiency. These typologies of efficiency are, principally, motivated by the supply side of the service, which is specially linked with the necessary infrastructure. The demand of the citizens is satisfied with a behavior close to optimal.  相似文献

For 30 years successive Commonwealth governments have offered grants to encourage marginal farmers to quit farming. The grants have increased in generosity over time but there has only ever been a limited uptake of the program. This paper considers the assumptions policy-makers have made about farmers' behaviour in formulating these programs and compares these with sociological evidence about farmers' incentive structures. This case study provides an example of how the failure to take account of a sufficiently broad range of values when formulating policy can undermine policy objectives from the outset.  相似文献

The areas of Public Finance and Financial Management present potential problems for small and rural local governments. Responses from a survey of West Virginia local public officials were used to examine the severity of these two issues. Both issues were thought to be of equal importance Instead, the findings showed that Public Finance issues rated very high while Financial Management issues rated very low. Potential influences, such as type of locality, professionalism, and metropolitan area status, fail to explain the differences. Thus, it is concluded that for small and rural localities, Public Finance issues are more important than Financial Management issues  相似文献

The three Scandinavian countries have been able to radically decentralize their public sectors without losing the ability to control macroeconomic performance. The explanation of this puzzle is that, in all three countries, institutions have been established to coordinate economic activity levels at the local level with macroeconomic policy goals at the central level. The article investigates how these institutions were established, and pays special attention to the precise nature of these institutions since they show interesting differences among the otherwise very similar Scandinavian countries. The article pursues the thesis that institutional legacies in intergovernmental relations shape institutions like these, unless decision makers face an institutional tabula rasa. Alternative explanations are briefly considered, but the article concludes by supporting the historical approach to politics.  相似文献

This article summarises the results so far of an international investigation aimed at identifying political strategies that make it easier for national governments to take more effective action against climate change while avoiding significant political damage. The numerous strategic options identified included strategies involving unilateral action by governments, strategies of persuasion, damage limitation strategies, strategies that can be used in political exchange with other political actors, and strategies designed to improve the bargaining position of governments by altering the terms of political exchange. Australian local government has experienced a series of reforms directed at increasing economic efficiency. An important element in the reform program has been the development of a number of partial indicators of local government service delivery in the states and territories. This paper attempts to augment this literature on performance measurement in Australian local government by using data envelopment analysis (DEA) with holistic indices of allocative and technical efficiency in New South Wales (NSW) municipal water services. It also seeks to incorporate qualitative indicators into efficiency measures. “Best-practice” councils are identified and the underlying causes of municipal water service efficiency are analyzed.  相似文献
