What affects public support for electoral reform? How does experience with different electoral systems affect people's willingness to support electoral reform? Given the salience of changes to election rules even when they are passed via the legislature and the increasing use of referenda as alternative mechanisms for change, these questions are critical to understanding when electoral reform will occur. I argue that experience (specifically, with an electoral system similar to that under consideration) affects public opinion by reducing uncertainty about the likely effects of reform and thus affects support for reform (although the direction of the effect depends on partisan bias). Moreover, I argue that experience is most important in the absence of strong party cues. I leverage subnational electoral system variation in the United Kingdom and find that experience does affect support for reform — negative experiences decrease support for reform. The results have implications for the possibility of electoral reform in the UK and beyond.  相似文献

A central tenet in the electoral systems subfield is that parties, when in power and motivated by partisan interest, seek desired outcomes via the strategic adoption of electoral rules. Such a focus, however, omits a key point: electoral rules also distribute power among geographic units. If, within a party, the partisan and geographic interests of some members conflict, then the canonical relationship between partisanship and rule choice may be conditional. The U.S. electoral college provides an opportunity to test for such intra-party variation, because it advantages some states over others and thus makes salient geographic allegiances. Using an original dataset on one reform proposal—the National Popular Vote Interstate Compact (NPVIC)—I find evidence of competing loyalties. Although NPVIC advances furthest when Democrats control state lawmaking, a state's status as a swing—but not as an overrepresented—state weakens the relationship to the point where even Democrats are unlikely to aid NPVIC.  相似文献

The UK's second nationwide referendum, held in May 2011, offers rich opportunities for analysing the dynamics of a referendum campaign. The articles gathered together in this symposium address three themes. The first concerns the determinants and dynamics of public opinion during a referendum campaign, the second relates to the potential for interaction between the referendum and simultaneous elections, and the third focuses on coverage of the referendum in the media. Following a brief outline of the background to the referendum, this paper introduces the contribution that each article makes to these themes.  相似文献

Researchers have paid little attention to the way citizens evaluate different electoral systems. This reflects the limited knowledge citizens are presumed to have about alternative electoral arrangements. However, the establishment of a legislature under new electoral rules creates conditions in which citizens can make more informed judgements. Such a situation occurred with the establishment of the Scottish Parliament in 1999, elected under the Additional Member system. Using data collected in 1999 and 2003, we consider Scottish voters’ reactions to the new electoral rules. We examine how voters evaluated various features and outcomes of the rules, the structure of voters’ attitudes, and which features and outcomes of the rules were decisive in shaping overall support for plurality and proportional voting systems.  相似文献

This paper explores the dynamics of the highly fluid Italian legislative party system. It uses the same theoretical approach as the paper by Laver and Kato (this issue) to explore the making and breaking of governments in Italy following electoral reform. Under office-seeking motivational assumptions, the electoral system provides incentives for parties to band together into cartels in order to fight elections, with the winning cartel forming a government coalition. Inter-electoral legislative party competition, however, within a structure of permissive rules on the formation of legislative party groups, provides incentives for at least some members of the winning cartel to defect. The facility with which legislative parties can split and combine in Italy creates a highly dynamic decisive structure underpinning the making and breaking of governments. This cannot usefully be analysed with traditional models that take parties as unitary actors and assume that the party system is essentially fixed for the entire inter-electoral period.  相似文献

Many electoral systems constrain voters to one or two votes at election time. Reformers often see this as a failing because voters' preferences are both broader and more varied than the number of choices allowed. New electoral systems therefore often permit more preferences to be expressed. In this paper we examine what happens when cumulative voting is introduced in two German states. Even when we allow for tactical considerations, we find that the principle of unconstrained choice is not widely embraced by voters, although in practice, too, many seem to have preferences for more than just one party. This finding has implications for arguments relating to electoral reform as well as how to conceive of party affiliations in multi-party systems.  相似文献

Recent elections in Europe have shown that a context of increasing citizen distrust towards democratic institutions may lead to very high levels of electoral volatility and to the emergence of new parties. On the other hand, institutional reforms are sometimes presented as a solution to citizens’ discontent with political institutions. Focusing on a specific type of political institution ? electoral systems ? the question addressed in this study is whether high levels of electoral volatility may trigger electoral reforms. The article investigates the conditions under which reforms affecting the electoral system’s degree of openness to new parties were enacted in 25 European countries between 1945 and 2012. The findings demonstrate that volatility due to the emergence of new parties is the most powerful explanation to account for the introduction of electoral reforms, particularly those that hinder the entry of new parties into the system.  相似文献

Several democracies are currently debating whether to lower their legal voting age to 16, but relatively little is known about the long-term consequences of such reforms. We contribute to this debate by studying electoral habit formation among 16-year-old voters in Austria, where the national-level voting age was decreased in 2007. We employ eligibility-based regression discontinuities to evaluate two consequences of the reform. First, we show that eligible 16-year-olds are more likely to vote in future elections. Second, we demonstrate that the political consequences of this reform were not neutral. Newly eligible young voters are more likely to place themselves towards the extremes of the ideological spectrum. We also simulate the cumulative long-term impact on electoral outcomes and argue that the reform was costly for the centrist government parties that initially adopted it.  相似文献

It is widely assumed that electoral institutions shape politicians' incentive for personal vote-seeking, with important behavioral and policy consequences. Yet, there is a surprising lack of consensus on how to compare real-world electoral institutions. Using new data this paper examines how legislators' own perception of their electoral incentives in fifteen democracies correspond to some of the most seminal classification schemes in political science. Our survey of 2326 legislators – the empirically broadest study of personal vote orientation so far conducted – demonstrates that legislators do not always understand electoral incentives in the same way scholarly rankings do, highlighting the need for scholars of political institutions to justify their choice of classification scheme. This paper analyses the quality of debate surrounding the UK's 2011 electoral reform referendum as represented in the print media. It first considers how debate quality in the context of a referendum campaign may best be conceptualized. It then uses content analysis of media coverage to investigate three aspects of that debate: its quantity; the balance between Yes and No arguments; and the quality of reason-giving. It finds that the quantity of debate was comparable to other recent electoral reform referendums. Coverage was predominantly, but not overwhelmingly, hostile to change. The different indicators of the quality of reason-giving present a mixed picture. The paper concludes by considering how the analysis could be extended through further comparison with other cases.  相似文献

Do electoral rules affect the progress of economic reforms? The students of economic reform have examined the effects of inter-party competition, partly shaped by electoral rules, on economic reform, but have neglected the more direct effects of electoral rules, namely the extent to which they encourage the personal vote. More broadly, studies of the effect of electoral rules on economic policy have relied on the simplistic SMD/PR distinction and have neglected features of electoral institutions that affect the level of intra-party competition. Building on the personal vote literature, we argue that electoral institutions that encourage the personal vote are not conducive to reform progress. We provide the first systematic multivariate cross-country test of the implications of the personal vote literature for economic reform in the context of the post-communist countries from 1990 to 2006. We find that, in line with our theory, countries where electoral rules encourage the personal vote are less likely to reform.  相似文献

Most accounts of electoral system change tend to consider it as being driven by purely partisan interests. Political parties are expected to change the electoral rules as a way to maximise gains or minimise losses. However, little work has been done on the question of why electoral reforms are so scarce in spite of these potential benefits. In this study, a wide range of both factors that may foster (‘catalysts’) and ones that may hinder (‘barriers’) the change of electoral institutions are investigated. A statistical analysis is performed of 16 West European countries from 1975 to 2005, covering 23 reforms of the proportionality of their electoral systems. It is found that procedural barriers are more effective for explaining the likelihood of electoral reforms than (most of) the catalysts. Additionally, there are indications that courts may play a more active role in triggering reform than previously thought.  相似文献

Mixed-member proportional electoral systems (MMP) are widely praised because they combine the direct, personal election of MPs from single-seat constituencies with a proportional seat allocation. However, the size of the proportional tier matters for the question of whether the system's overall proportionality is preserved. Hence, a key challenge for constitution-makers and scholars is finding the right balance between district and proportional seats, so as to maximise district representation and guarantee proportional representation.This paper develops the first theoretical model that helps to locate this sweet spot for district and party seats. The novel solution builds on Taagepera's “logical models” about party sizes. The model is tested on 58 national parliamentary elections under MMP rules.  相似文献

To what extent does electoral manipulation follow ethnic lines in Russia? Using an original dataset based on raion-level data, we find that the “ethnic component” of electoral manipulation is more nuanced than previous studies have suggested. Electoral manipulation was most prevalent in majority-minority raions across ethnic and non-ethnic as well as richer and poorer regions. We argue that concentrations of ethnic minorities provide: (1) greater incentives for electoral manipulation by the central state and regional elites in order to signal political dominance and (2) greater capacity to carry out electoral manipulation through networks of local co-ethnic elites. However, multilevel analyses suggest that the extent of electoral manipulation was also strongly contingent on regional context. Electoral manipulation was significantly higher in the more politically volatile Muslim regions, while socioeconomic differences among regions, by contrast, had no discernible effect.  相似文献

A growing body of research has documented the development of pervasive anti-Muslim sentiment among White Americans. We build on this research to demonstrate that anti-Muslim attitudes and negative stereotypes of Muslim people have become an enduring and consistent component of White Americans' presidential vote choice beyond any one specific candidate or election. We argue that the racialization of Muslim Americas has increased their salience and significance in both the minds of White Americans and in national political discourse, making attitudes toward Muslims a consistent predictor of Whites’ presidential candidate evaluations in every election since at least 2004. We support this account with empirical evidence from the 2004–2020 American National Election Studies, using measures of group affect and negative stereotypes of Muslim people.  相似文献

Concerns about electoral malpractice have been raised in many democracies in recent years because of errors made in the administration of elections by local election officials (LEOs). This article argues that adopting appropriate policy instruments to manage LEOs is an under-explored method for improving election administration and reducing electoral malpractice. The article provides a case study of the use of performance benchmarking schemes in the UK 2008–2010. Semi-structured interviews were undertaken with 74 LEOs from 41 organisations subject to newly devised performance indicators. The research demonstrates that performance benchmarking can encourage learning amongst local electoral officials and strengthen central control over them.  相似文献

We perform an empirical analysis to investigate how neighborhood heterogeneity affects electoral turnout. To this end, we rely on a unique dataset on local elections in an Italian municipality, which merges information on socio-economic characteristics of about 370.000 individuals with turnout data for 434 electoral precincts in 2004 and 2009. Exploiting both across and within precincts variation, we are able to disentangle the contextual effects on precinct-level electoral turnout of two different dimensions of neighborhood heterogeneity: income inequality and ethnic composition. Our results support the idea that contextual heterogeneity negatively affects political participation.  相似文献

This article examines how the partisan turnout bias (i.e. turnout rate differences across districts that are linked to the partisan vote shares in those districts) changes over time in PR districted electoral systems. We argue that the bias after the founding election is the unintended consequence of parties and voters' strategic behaviors when they respond to the incentives provided by the electoral system. By looking at the case of Portugal, one of the countries with the largest variation in district magnitude, we find that the increasing asymmetry in turnout rates across districts makes the bias more severe as time goes by.  相似文献
