The emergence of mixed-member electoral systems across the globe has been an attempt to balance local representation through single-member districts (SMD) with programmatic representation through proportional representation lists (PR). However, there are several competing theoretical interpretations for the consequences of mixed systems on legislative bodies. Through a study of the Mexican Chamber of Deputies, I test several empirical implications of these competing theories by examining the impact of the electoral system on party discipline, participation, and legislative organization. I find little convincing evidence of differences between legislators elected through PR and those elected through SMD in their levels of party discipline, but I do find that PR legislators participate in a manner theoretically consistent with their mode of election. I also find that PR legislators have disproportionate control over key leadership positions. I suggest the primary reasons for these findings is due to differing methods of candidate selection and restricted use of dual candidacy.  相似文献

Studies of representational roles usually examine elected representatives rather than election candidates and make little attempt to link roles with either behavior or the popular vote that candidates attract. In this paper, we use 1990 Australian data to examine all major party election candidates, and show that candidates identify with three types of representational roles:locals, who focus on articulating local concerns and interests;partisans, who see their role in party political terms; andlegislators, who emphasize the parliamentary role of an elected representative. Incumbents, especially party leaders, focus on the partisan role. Candidates in each of these three types have different views of the qualities that a candidate should possess and emphasize different forms of campaign activity. In turn, these roles have a modest impact on the popular vote that candidates attract, net of other factors. In Australia, incumbents rely on national partisan forces for reelection, while challengers rely much more on their own efforts.  相似文献

The friends-and-neighbors effect, which refers to voters' tendency to support politicians near hometown areas, has not yet been tested systematically for party leaders. Linking a built-for-purpose dataset on 266 leaders to a sample of 380,208 voters from 50 country elections in 19 parliamentary democracies drawn from the Comparative Study of Electoral Systems (CSES) project, this article examines the effect of party leaders' local proximity on voters' leader evaluations and voting intentions. I hypothesize that leaders receive more positive evaluations and electoral support from voters in the district where they run for election. The results show that shared district increases voters' sympathy for leaders and their inclination to vote for the party of ‘near’ leaders. While the location of party leaders affects voters in all electoral systems, I find that the friends-and-neighbors effect on leader evaluations and party vote choice is stronger in systems with personalized, preferential and combined ballots.  相似文献

Electoral campaigning is studied almost without exception at the national level. This article has chosen another road, claiming that electoral campaigning can also be studied at the local election level. Campaigning before the Danish local elections of 21 November 1989 is studied. The design permits comparisons between the two levels (national/local) as well as between different units at the local level. It furthermore provides an opportunity for studying the influence of local party systems as well as local mass media on election campaigning. A substantial part of the article discusses the institutional frameworks surrounding electoral campaigning in the municipalities studied and in general. It is maintained that the electoral system, the mass media structure, and the (local) party system are important contextual factors or frameworks. Given this, it is argued that organization, past performance, and campaign focus as a mix of policy proposals and leader image are paramount in affecting the local election vote. The main conclusions are: local election campaigning differs from national election campaigning; local election campaigning matters, i.e. it has a direct effect on the vote; and the functions of local party organizations in connection with local elections and local performance make them less vulnerable to organizational decline, which most mass membership political parties are experiencing at the national level.  相似文献

Might there be a downside to citizen engagement with elections? The tendency for citizens who supported a winning candidate or party to be more supportive of the democratic system and more trusting of government than supporters of the losers has been well documented. I test the extent to which individual-level investment in a presidential election campaign amplifies effects of winning or losing using the online component of the 2008 NAES to track the same individuals' from pre-election to post-election. The analysis provides strong evidence of amplifying effects of investment on the relationship between winning or losing and perceptions of electoral legitimacy. Certain types of investment—policy agreement and participation—appear to hold significant implications only for losers and not winners.  相似文献

This article looks at the regulation of third parties in UK election law. During the 2019 general election campaign, media reports noted an increase in non-party organisations spending money on electoral advertisements on social media. Such advertisements raised a number of ethical questions, related to spending, transparency, and the content of the messages. Despite such recent concerns, third party electoral activity in the UK is not new, and the existing legal framework regulates campaign spending. That framework has its roots in Victorian-era election law and has been periodically updated. This article will look at the challenges in designing laws to regulate third party electoral activity, as a difficult line has to be drawn to ensure the laws are effective, while at the same time not imposing too many burdens on independent political activity. Moreover, the move to digital campaigning poses some further challenges, such as monitoring compliance by third party campaigners. While there are no simple solutions to some of the issues raised by third party electoral activity, this article will note some of the measures that could at least improve the transparency of such campaigning.  相似文献

The 2015 general election in Britain saw a major attempt by a relatively new party - the UK Independence Party (UKIP)- to secure elected representation. While UKIP received nearly four million votes, the party left the 2015 general election with just one Member of Parliament. Our evidence, drawn from analysis of British Election survey data and in-depth qualitative interviews with activists, suggests that UKIP's campaign was a major factor in its inability to translate widespread support into elected representation. While the party pursued a targeted campaign, this had only a modest impact on its own vote. UKIP's lack of resources, inexperience and inability to operationalize highly effective, targeted local campaigns severely hamstrung the party and prevented it from converting support into MPs at Westminster.  相似文献

This article argues that the increasing international interest in elections as exemplified by the rise of international election monitoring induces temporal shifts in the use of violent intimidation by political actors. The presence of international electoral missions lowers the potential for election-day violence relative to the pre-election period because domestic actors likely refrain from intimidating opposition candidates or voters before the eyes of international observers, but creates incentives for political actors to engage in violent manipulation in parts of the electoral process receiving considerably less international attention, such as the pre-election period. The article expects that international election observation increases the incidence of violent manipulation during electoral campaigns. An empirical analysis of election-related violence for African elections in the 1990–2009 period shows that the presence of election observers increases the incidence of pre-election violence, but has no effect on election-day violence.  相似文献

Previous research has argued that representatives in mixed-member electoral systems adjust their behavior to the mode of their election, the so-called mandate divide. MPs elected in single-member districts focus on their district, whereas those elected through closed party lists focus on their party. Yet this ignores that candidates in mixed-member systems can run in a district and on their party's list concurrently. This paper presents a model of how the prospects of re-election in the district and through the party list affect the relationship between voters, candidates, and parties. It is shown that the dual candidacy option results in candidates focusing on their party in most instances. The model is applied to a novel data set on the allocation of federal road construction projects in Germany.  相似文献

Abstract. Duverger's propositions concerning the psychological and mechanical consequences of electoral rules have previously been examined mainly through the lens of district magnitude, comparing the properties of single–member district plurality elections with those of multimember proportional representation elections. The empirical consequences of multimember plurality (MMP) rules, on the other hand, have received scant attention. Theory suggests that the effect of district magnitude on the number and concentration of parties will differ with regard to whether the allocation rules are plurality–based or proportional. I test this theory by drawing on a uniquely large–sample dataset where district magnitude and electoral formula vary but the basic universe of political parties is held constant, applying regression analysis to data from several thousand Hungarian local bodies elected in 1994 consisting of municipal councils, county councils, and mayors. The results indicate that omitting the variable of electoral formula has the potential to cause significant bias in estimates of Duvergerian consequences of district magnitude. In addition, the analysis of multi–member plurality elections from the local election dataset reveals counter–intuitively that candidate and party entry may increase with district magnitude under MMP, suggesting important directions for future investigation of MMP rules.  相似文献

Scholars have studied the influence that constituents exert on elected representatives’ action in national parliaments at length. Still, academic pundits have usually confined local representation to distributive policies and casework, and limited local legislators’ focus to a territorial perspective. In this study, I try and propose a more nuanced theory of local representation, and I use automated text analysis to capture elected representatives’ propensity to serve functional as well as territorial interests. In an effort to provide empirical backing to my theoretical argumentation, I present an analysis of Italian legislators’ behavior which shows that deputies are willing to divert public spending to their district but also to favor the interests of specific economic sectors. Scholars have already acknowledged the multidimensional character of political representation at the national level, my analysis offers theoretical justification and empirical evidence to support doing so at the local level as well.  相似文献

The 2004 Greek election provides an interesting case study for examining the impact of party leaders on the vote. A change in governing party leadership a few months before polling day had two important implications. First, it generated a highly favourable context for the emergence of decisive leadership effects. Second, it made it feasible to grasp empirically how voters form their evaluations of new leaders. Regarding the first question, the findings indicate that even in the most favourable environment the impact of leadership evaluations on the overall electoral outcome is only slight. Regarding the second, it seems that the change of leader at the start of an election campaign can be a mixed blessing. Whereas it can help a party to divert media and public focus from other less favourable issues, the party pays a corresponding price when its new leader has to learn the job in the full glare of an election campaign.  相似文献

This paper sets out a simple dynamic probabilistic voting model in which a government allocates a fixed budget across electoral districts that differ in their loyalties to the ruling party. The model predicts that the geographic pattern of spending depends on the way the government balances long-run ??machine politics?? considerations and the more immediate concern to win over swing voters. Empirical results obtained from a panel of electoral districts in Québec provide robust evidence that districts which display loyalty to the incumbent government receive disproportionately more spending, especially close to an election, at odds with the standard ??swing voter?? view.  相似文献

Formal work on the electoral model often suggests that parties should locate at the electoral mean. Recent research has found no evidence of such convergence. In order to explain non-convergence, the stochastic electoral model is extended by including a competence and sociodemographic valance in a country where regional and national parties compete in the election. That is, the model allows voters to face different sets of parties in different regions. We introduce the notion of a convergence coefficient, c for regional and national parties and show that when c is high there is a significant centrifugal tendency acting on parties. An electoral survey of the 2004 election in Canada is used to construct a stochastic electoral model of the election with two regions: Québec and the rest of Canada. The survey allows us to estimate voter positions in the policy space. The variable choice set logit model is used to built a relationship between party position and vote share. We find that in the local Nash equilibrium for the election the two main parties with high competence valence, the Liberals and Conservatives, locate at the national electoral mean and the Bloc Québécois, with the highest competence valence, locates at the Québec electoral mean. The New Democratic Party has a low competence valence but remains at the national mean. The Greens, with lowest competence valence, locate away from the national mean to increase its vote share.  相似文献

Existing research has begun to tackle the electoral consequences of affective polarization through the lens of negative partisanship. However, not equal attention has been paid to voters’ polarized opinions toward political leaders and their impact on electoral behavior. This paper offers a comparative, longitudinal assessment of the relationship between negativity towards party leaders and vote choice in multi-party systems. We develop our negative personalization hypothesis and test it empirically on an original pooled dataset featuring 109 national election surveys from 14 Western European parliamentary democracies collected over the last six decades. Our findings confirm the existence of a robust relationship between negative party-leader evaluations and vote choice. Furthermore, the results demonstrate a sizable growth in the incidence of negative personalization across time, now of a magnitude that compares to that exerted by in-party-leader evaluations. This finding constitutes a central innovation adding to the personalization of politics literature.  相似文献

A typical assumption of electoral models of party competition is that parties adopt policy positions so as to maximize expected vote share. Here we use Euro-barometer survey data and European elite-study data from 1979 for the Netherlands and Germany to construct a stochastic model of voter response, based on multinomial probit estimation. For each of these countries, we estimate a pure spatial electoral voting model and a joint spatial model. The latter model also includes individual voter and demographic characteristics. The pure spatial models for the two countries quite accurately described the electoral response as a stochastic function of party positions. We use these models to perform a thought experiment so as to estimate the expected vote maximizing party positions. We go on to propose a model of internal party decision-making based both on pre-election electoral estimation and post-election coalition bargaining. This model suggests why the various parties in the period in question did not adopt vote maximizing positions. We argue that maximizing expected vote will not, in general, be a rational party strategy in multiparty political systems which are based on proportional representation.  相似文献

We introduce a Downsian model in which policy‐relevant information is revealed to the elected politician after the election. The electorate benefits from giving the elected politician discretion to adapt policies to his information. But limits on discretion are desirable when politicians do not share the electorate's policy preferences. Optimal political representation generally consists of a mixture of the delegate (no discretion) and trustee (full discretion) models. Ambiguous electoral platforms are essential for achieving beneficial representation. Nevertheless, electoral competition does not ensure optimal representation: The winning candidate's platform is generally overly ambiguous. While our theory rationalizes a positive correlation between ambiguity and electoral success, it shows that the relationship need not be causal.  相似文献

This paper explores the feasibility of using social surveys to detect electoral manipulation in authoritarian regimes. It compares official results from the July 2013 elections in Zimbabwe with findings from a nationally representative pre-election survey. The comparison confirms that the dominant incumbent party won the elections but by far smaller margins than officially reported. This discrepancy provides analytic leverage to identify the possible presence of coercive mobilization and vote suppression and to pinpoint their geographic location. The election results are re-estimated using a set of voting simulations based on novel proxy indicators and an original list experiment designed to reveal the political preferences of fearful voters. The paper concludes by discussing why autocrats manipulate elections and whether or not they succeed in their objectives.  相似文献
