Although Justin Rosenberg's academic writings have from the very beginning attempted to provide an alternative to neorealism in the form of Trotsky's theory of uneven and combined development (U&CD), his attempts at actually replacing it with a general theory of his own have been relatively recent. His initial attempts raised much interest and several responses. In his latest paper, ‘Basic problems in the theory of uneven and combined development, part II: unevenness and political multiplicity’ (Cambridge Review of International Affairs, 23:1, 2010, 165–189), Rosenberg acknowledges that in actual fact, despite his attempts to provide an alternative to neorealism, his own theory presupposed political multiplicity, and therefore in his latest article he has sought to rectify this by providing an account of the emergence of ‘politically fragmented space’ which is explicitly grounded in historical materialism (Pozo-Martin, Cambridge Review of International Affairs, 20:4, 2007, 554). As such, it is to be welcomed. However, this article argues that if we are to accept Rosenberg's theory of the emergence of multiplicity then it must provide a better explanation than other competing accounts. By using an alternative explanation of the rise of the international, this article demonstrates that Rosenberg's paper has failed to do this, and instead argues for the existence of a transhistorical anarchic environment arising from social rather than political multiplicity. However, U&CD is then used to explain both the intra- and inter-societal stratifications (the latter in terms of distributional structure) that arise. Associated with these stratifications is the inextricable intertwining of the modes of production and modes of inter-state competition. From this combination emerges the general tendencies of societal development, which then need to be applied to the concrete circumstances of history. In so doing, we need to account for the different analytical registers of genesis, structure, epoch and conjuncture and the unique concatenation of factors that pertain for each of these (Callinicos, International Politics, 6:3, 2005, 362).  相似文献

This article responds to the debate provoked by the author's ‘Does capitalism need the state system?’ (Cambridge Review of International Affairs, 20:4 2007, 533–549) and his exchanges with Justin Rosenberg (Cambridge Review of International Affairs, 21:1 2008, 77–112). It is divided into three parts. The first restates the issues, situating them in the context of a growing Marxist preoccupation with the international in recent years, and contrasts the ‘high road’—Rosenberg's attempt to use Trotsky's concept of uneven and combined development to provide a transhistorical perspective on intersocietal relations—with Callinicos's own preferred ‘low road’ of more focused analysis centred on the prevailing mode(s) of production. The second addresses the fundamental criticisms addressed to him by Hannes Lacher, Benno Teschke and John M Hobson, all of whom deny that there is a necessary relation between capitalism and the interstate system. The third considers the more specific comments offered by Neil Davidson, Gonso Pozo-Martin, and Jamie Allinson and Alex Anievas, before concluding with an appeal for a move off the terrain of abstract theory to more empirical studies that can test the relative value of rival conceptual constructions.  相似文献

Where does ‘the international’ come from? What accounts for its existence as a dimension of the human world? This article attempts an answer, in three steps, using the idea of ‘uneven and combined development’ (U&CD). First, a depth model is constructed, comparing different ways of linking uneven development with international relations. Thus far, it turns out, these ways have all presupposed the fact of political multiplicity, rather than explaining it. In search of explanation, the article turns, secondly, to the compelling historical sociological argument of Barry Buzan and Richard Little. This locates the origins of geopolitics in the late prehistoric shift from hunter-gatherer to settled agricultural existence, together with associated processes of social differentiation and proto-state formation. Buzan and Little's explanation appears at first to pre-empt the need for the concept of U&CD. Yet closer inspection reveals that unevenness and combination play a key role in their empirical account without, however, being theorized. The third step of the argument therefore seeks to show how these are necessary parts of the process of social change which Buzan and Little describe. And in this way it emerges that the origins of ‘the international’ do indeed lie in the uneven and combined character of historical development.  相似文献

What is the status of Trotsky's notion of uneven and combined development within Marxist theory and how might it be fruitfully employed by Marxists in international relations? Is uneven and combined development a transhistoric general abstraction or does it need rooting in the relations, processes, tendencies and counter-tendencies of a particular mode of production? This article rejects Justin Rosenberg's recently drawn conclusion that uneven and combined development is usefully understood as a transhistoric general abstraction that potentially offers the basis of a transhistoric theory of the international. Instead it questions the value of transhistoric categories for Marxist theory and pursues the argument that uneven and combined development is best understood within the relations, processes and tendencies of the capitalist mode of production, arguing that capitalist social relations and political forms are historically unique in their capacity to generate both combination and unevenness.  相似文献

Alex Callinicos and Justin Rosenberg have both drawn on the concept of uneven and combined development to resolve what they see as deficiencies in international relations theory: in the case of the former, the absence of a non-realist explanation for the persistence of the states system; in the case of the latter, the absence of a sociological dimension to geopolitics. However, Callinicos omits any consideration of the ‘combined’ aspect of uneven and combined development, while Rosenberg ascribes characteristics of transhistoricity and internationality to uneven and combined development which it does not possess. Against attempts to either restrict or over-extend use of the concept, I will argue that its theoretical usefulness depends on understanding the limits of its spatial and chronological reach. An alternative, if still partial, explanation for the continued existence of the states system will emphasize the continuing indispensability of nationalism as a means of both containing class conflict within capitalist states and mobilizing support for ‘national capitals’ engaged in geoeconomic and geopolitical competition.  相似文献

The uneven and combined development (U&CD) approach in International Relations (IR) claims to offer a solution to the question of “the international” with a single, coherent theory capable of uniting both sociological and geopolitical factors in the explanation of social change. The approach thus claims to provide what IR theorists have long been searching for: a social theory of the international. While acknowledging the importance of this research programme to the field of IR scholarship, this article argues that the U&CD approach takes for granted what needs to be theorised, failing to provide the theoretical solution to the “domestic analogy” problem it so powerfully identifies.  相似文献

One of the more interesting and potentially powerful developments within Marxist approaches to the field of international relations has been the recent revival of Trotsky’s concept of uneven and combined development (UCD). However, it appears that there have been very few attempts within this literature to specify in concrete terms what is meant by mechanisms of ‘combination’. Failing this, UCD runs the risk of falling into triviality. To this end, this article suggests that migration has historically functioned as a crucial element of combined development, contributing to the uneven incorporation of non-capitalist societies into the remit of a developing world capitalist market. As illustration, I take settler-colonial development and the Great Atlantic Migrations as my focal point, drawing out a comparative study of Argentine and Canadian wheat production in the late nineteenth century. In positing these migrations as mechanisms of combined development I suggest that such were the means by which both European capitalism developed extensively and intensively and New World societies were subjected to the ‘pressures of backwardness’, compelled to transform their own social relations of production.  相似文献

This article examines how Japanese postwar cinematic texts manifest and comment upon contemporary political and economic events, and considers the usefulness of cinema for a more complete historical understanding of the period. In particular, it argues for the significance of fūzoku eiga, or ‘films of customs and manners’ by analyzing a representative text of that genre, Kawashima Yūzō's 1956 film Suzaki Paradise Red Light. Although Kawashima's film has been treated as an apolitical melodrama, a close textual analysis reveals it to be a counter-narrative to the success story of postwar economic recovery and growth that the Japanese state sought to promote. Key to this analysis is an examination of the urban space of the Suzaki neighborhood in Tokyo, as depicted in the film. Kawashima's tour of Suzaki addresses the issues of the economic stagnation within the metropolis, uneven development, and the liminal space of muen, or ‘no ties,’ which offers a brief refuge from an increasingly disciplined everyday life.  相似文献

This article reassesses what is at stake in the historical turn in international relations (IR) and the attendant debate between the Second Wave of neo-Weberian historical sociology (WHS) and Political Marxism (PM). Firstly, it endeavours to recast what is at stake in the ‘historical turn’ in IR: the critique of reification and chronocentrism. Secondly, it examines WHS's argument against reductionism in the light of Weber's own work. We show how the Weberian dualism between the politics and the economics inhibits its capacity to complete its project of historicizing IR. Finally, it explains why recent Weberian's defence of multicausalism creates even more obstacles on the road towards an ontologically consistent historical turn.  相似文献

Yumeno Kyūsaku (1889–1936) has been labeled a writer of henkaku detective fiction since submitting his debut story, ‘Ayakashi no tsuzumi’ (‘The demonic hand drum’), to Shinseinen magazine for a competition in 1926. The term henkaku is rooted in the historical context of the 1920s and 1930s as a modifier of a subgenre of mystery fiction that eschewed puzzle-solving in favor of gothic atmospheres and strange happenings. This article considers the relationship between henkaku and gendered, early twentieth-century discourses of hentai (abnormality). Transitioning from an early emphasis on ‘abnormal sexology’ to ‘abnormal psychology’, Kyūsaku used the affective potential of visceral henkaku narratives to not only entertain readers, but to shock them into an examination of their own psyches and the limits of modern, rational thought. Kyūsaku's skepticism toward the ‘isms’ of his day resonated with a new audience, bringing the spirit of henkaku into the post-Second World War period when his works were rediscovered in the context of 1960s sub- and counter-culture.  相似文献

This article addresses three recent developments in historical sociology: (1) neo-Weberian historical sociology within International Relations; (2) the ‘civilizational analysis’ approach utilized by scholars of ‘multiple modernities’; and (3) the ‘third wave’ cultural turn in US historical sociology. These developments are responses to problems identified within earlier forms of historical sociology, but it is suggested each fails to resolve them precisely because each remains contained within the methodological framework of historical sociology as initially conceived. It is argued that their common problem lies in the utilization of ‘ideal types’ as the basis for sociohistorical analysis. This necessarily has the effect of abstracting a set of particular relations from their wider connections and has the further effect of suggesting sui generis endogenous processes as integral to these relations. In this way, each of the three developments continues the Eurocentrism typical of earlier approaches. The article concludes with a call for ‘connected histories’ to provide a more adequate methodological and substantive basis for an historical sociology appropriate to calls for a properly global historical sociology.  相似文献

Abstract

This article explores the relationship between certain South African media corporations, growing post-apartheid Zulu media platforms, the size and diversity of Zulu-speaking media consumers, and the historical socio-cultural construction of ‘Zuluness’. This relationship, this author observes, manifests largely through media corporations’ increasing recognition of Zulu people's pride in Zulu (i.e. the language) and ‘Zuluness’ – all of which are historical products of various forms of socialisation. Coopting this pride, profit-driven media corporations are commodifying Zulu and ‘Zuluness’. This commodification via the establishment of Zulu media outlets is paradoxical: 1) it is a transformation of a public and open Zulu cultural sense of ‘being’ into institutionally determined commodities exchangeable for revenue, for the ultimate benefit of media owners other than the masses of Zulus themselves; 2) it is a form of commoditisation that gives Zulu a linguistic profile that has historically been accorded only to English and Afrikaans. This article's argument is further briefly articulated through various intellectual frames: Graham Murdoch and Peter Golding's conceptualisation of critical political economy of communications and culture (2005); John and Jean Comaroff's anthropological analysis of commercialisation of ethnicity (2009); and, for South African specificity and precedent, through Herman Wasserman's reading of Afrikaans media corporations’ commercialisation of Afrikaans language and identity. In early 1938, the newly formed Cabinet Information Division (Naikaku jōhōbu) held a closed-door Thought-War Symposium (Shisōsen kōshūkai) in Tokyo with over 100 bureaucrats, military officers, media executives and academics in attendance. While the ostensible purpose of the symposium was to discuss propaganda following Japan's full-scale invasion of China in July of 1937, the presentations had very little to do with the practical coordination of information. Rather, the symposium participants brought their specific areas of expertise to bear on elaborating the curious term ‘thought war’ (shisōsen), a term that had only recently been used with any regularity but which had become invested with critical urgency following the invasion of China.

In the conventional literature, the term ‘thought war’ is understood as marking a new modality of state propaganda as Japan moved towards a total war system. However, this reading overlooks the ideological investments in thought war discourse, as well as how ‘thought war’ inherited a multivalent sense of crisis that had crystallized around thought and culture earlier in the 1930s. In this article, I explore how the 1938 symposium reveals a combined sense of historical crisis and an urgent call for the total overhaul of Japanese state and society, a combination which, I argue, underwrote the development of fascism in Japan. I trace how three earlier discourses of crisis – the ‘Manchurian Problem’, the ‘thought problem’ and the ‘movement to clarify the kokutai’ – converged within thought war discourse, thus investing it with fascist urgency.  相似文献

Motherhood in any culture comes with a set of ideologies that restrains women's own desires and needs. In Japan, women with young children have recently coined the term, Mama-tomo, or ‘Mum-friends’, and formed loosely connected communities through their daily parenting routines. Kirino Natsuo's novel Happiness, originally published in instalments between July 2010 and October 2012 in women's magazine Very, depicts the social machinations of a particular mama-tomo group in Tokyo's aspirational waterfront suburb. While the novel addresses contemporary women's issues and motherhood in particular, it also explores the map of Tokyo that engenders imaginary class distinctions. In this article, I follow the trail that the novel leaves on this map and identify the implications of that trail. In doing so, I draw on the concept of ‘smooth’ and ‘striated’ spaces, as theorised by Deleuze and Guattari (1987) in their critique of capitalism and modern living. Writing sympathetically to the women protagonists – and hence to the readers of the magazine – Kirino is nonetheless critical of the women's belief in the imaginary values of an elite class and their willingness to submit to the imposed ideology of motherhood. In this sense, the novel repudiates the consumerist lifestyle models constructed for sale through Very and the popular media at large. It is my contention that the beliefs critiqued in Kirino's novel have their source partly in the spatial imagination of the Edo period (1603–1868), during which the ruling samurai class facilitated a systematic social segregation. It is ironic, however, that the segregation in turn underscored the demarcation of the Other space, a liberated dynamic space outside the strictly regulated habitat of the ruling group. Endorsing this Other space, Kirino redraws a map of Tokyo through this novel to show the young generation of mothers a way of exiting the captivity of imposed ideologies of motherhood, class, and consumerism.  相似文献

Kōno Taeko is notorious for her literary masochism, which critics tend to read solely through the narrow lens of psychoanalysis. This article contends that we gain new insights into Kōno's literary life and corpus when historical contexts are also brought to bear. In reading closely ‘Bishojo’ (Beautiful Girl, 1962), a story that appeared at the same time as Kōno's most famous award-winning stories in the early 1960s, I contend that Kōno's fictional world can best be grasped with attention to two key factors: the impact of Kōno's wartime girlhood on her fiction; and, in ‘Bishōjo’ in particular, the Occupation Period (1945–1952) context, which serves as more than mere background to the story's revenge plot. Girls, or shōjo, form the core of the story and expose the disavowed shōjo at the core of protagonist Shōko's psyche. To survive, Shōko must cloak her masculine strengths in a masochistic masquerade indistinguishable from femininity itself. She threads her masochistic masquerade between two abusive men whose efforts to humiliate her cannot be separated from the national Occupation context and postwar masculinity. Finally, this essay demonstrates that Kōno's masochism functions as a literary technique for constructing subjects differently by gender in historical contexts, thereby exposing the psychic distortions that only fiction, as a light into the darkened interior world of human beings, can illuminate.  相似文献

Can general mechanisms governing social life (necessity) and the possibility of multiple outcomes in socio-historical processes (contingency) be incorporated into a single theoretical framework? In recent years, the critical realist philosophy of science has emerged as an intellectual strand within international relations (IR) that makes theoretical claims about necessary social processes while recognizing the irreducible role of contingency. However, critical realist scholars treat contingency as an ‘externality’, thereby declining to theorize social processes that result in contingent outcomes. Here, it is argued that contingency emerges out of the combination of events and processes as theorized by the law of uneven and combined development. This provides a general conceptualization that treats differentiated historical outcomes, and their contingencies, as inherent to human development. Out of these assumptions a workable approach to historical sociology in IR can be developed—one predicated upon uncovering the form of historical ‘combination’, the contingent fusion of elements, in international systems.  相似文献

Abstract

While the degree of cross shareholding among corporations, or between banks and companies (referred to as ‘insiders’ in this article) has been declining since the 1990s, the percentage of shareholding by institutional investors (‘outsiders’), or financial intermediaries, has been increasing in Japan. Studies show that both companies and investors are becoming more short-term oriented and are showing herd behaviour. With such a collective mentality, company–investor relations in Japan have experienced a vicious cycle and have thus lowered the market's rate of return. Meanwhile, conventional ‘insiders’ tend to hold shares in the longer-term, but lack engagement in investee companies’ corporate governance. Japan's Stewardship Code requests fund managers ‘engage’ more than ever in the governance of investees so that investor-company relations become longer-term and the risk of investors’ ‘exit’ decreases. However, the Code only covers the behaviours of ‘outsiders’ but not those of ‘insiders’, who still play certain roles among all shareholders. Due to its imperfect coverage, the expected effect of Japan's Stewardship Code in achieving stronger ‘engagement’ by investors should be limited. To cope with this issue, this article outlines a suggestion that a comprehensive rule covering all types of shareholders should be implemented in Japan.  相似文献

Abstract

This article provides an exploration of the role of the SABC's Afrikaans language programmes in contemporary South African constructions of national identity. It examines the programmes’ engagement with the construction of (a) national identity by addressing the SABC's mandated obligation towards nation building, and exploring how the broadcaster's Afrikaans programmes are positioned in this regard. The article suggests that the SABC's task to ‘narrate the nation’ is complicated not only by the theoretical dilemmas faced by the terms ‘nation’ and ‘nation building’, but also by the broadcaster's historical ties to the apartheid government. This matter is further complicated for the Afrikaans-language programmes on SABC, given the language's binary position as both ‘unifier’ and ‘oppressor’.  相似文献

This paper is set up as a critique of Alex Callinicos's Callinicos, Alex. 2007. Does capitalism need the state system?. Cambridge Review of International Affairs, 20(4): 533549. [Taylor & Francis Online] [Google Scholar] contribution, ‘Does capitalism need the state system?’ It challenges his understanding of the relationship between capitalism and the state system and the theory of imperialism, before presenting an alternative view that conceives the connection between capitalism and the state system as embodied in the formation of a transnational capitalist class holding power in an English-speaking, liberal Atlantic core or ‘heartland’, facing a series of ‘contender states’, which developed under state auspices. This constellation has to be analysed in its own right by applying the method of historical materialism to it, rather than confining that method to the analysis of capital and then bringing in state-centric International Relations. Today, the rise of China as the new contender illustrates how the combined process has evolved. The response to China comes from the larger constellation of the West and not just from the United States: the capitalist class acts to ensure the sovereignty of capital in the process.  相似文献
