The New Situation of Re-balance in the Asian-Pacific Region and Its Prospect
The Asian-Pacific region is the center of world growth and is in the process of power "re-balancing". The return of the U. S. to East Asia is the result of power structural change within the region rather than the initial motivation. All the variables emerged from the development process in East Asia requested that the power centers within the region design a regional security framework together. China has responded positively to such request and taken it as first priority in her policy toward the Asian-Pacific region to prevent the intensification of disputes and the outbreak of large scale military conflicts. But, under the present circumstances of continuing power structure change, China is faced with tremendous challenges, the biggest of which may come from Japan, in reaching her goals.  相似文献

Saudi Arabia: the Strategic Pivot of American Middle East Policy Feng Jihua The U.S. pursued different strategies toward the Middle East in and after the Old War. During the Old War, the major strategic goals of the U.S. included ensuring stable oil supply from the Middle East and security of Israel, and containing the Soviet expansion in the region. In the post Cold War era, in addition to ensuring stable oil supply and security of Israel, its Middle East strategy also includes actively promotion of Western style democracy in the region. As the ideologies of the U.S. and Saudi Arabia are totally different and they have contrasting stances over the Palestinian-lsraeli issue, there have been some collisions between the two countries since they established diplomatic relations. Nonetheless, their relationship has been built upon the basis of practical interest, which has transcended their differences in political systems, ideology and foreign policies, and their strategic cooperation continues. In the near future, Saudi Arabia will maintain the important position as a strategic pivot for American Middle East policy.  相似文献

The Right of Collective Self-Defense: the Essential Features of the Japan-US Military Alliance

This paper, through studying the debate and wrestling on constitutional amendment and lifting the ban on the right of collective self-defense in the post war Japan, has traced the historical development of Japan, "the abnormal child" of the Cold War system, in drafting contradictory constitution, and entering conflicting peace accords and the US-Japan Security Treaty under the control of the US, and the changes of Japanese government' s explanation in regard to constitutional amendment and lifting the ban on the right of collective self- defense. The paper also pointed out the reasons and results of the Andouble administration trying to amend the constitution and lift the ban on the right of collective self-defense, and analyzed Japan' s third political right deviation as well as the goals of its third national development strategy, namely becoming a military power, while sorting out and analyzing the formation and features of the Japan-US military alliance.  相似文献

China and Africa: An Initial Analysis of the Involvement of China's State-owned Enterprises in the Construction of the Three Grand Networks in Africa

China's cooperation with Africa in constructing the three grand networks in Africa not only reflects China's economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China's external economic and trade strategy. This paper, based on the facts of China's investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese stateowned enterprises' participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.  相似文献
