Party factions and coalition government: portfolio allocation in Italian Christian Democracy

In this paper I elaborate a recently advanced argument about government formation, and assess it by studying the factions of the Italian Christian Democratic Party (DC). I contend that the costs of making and breaking coalitions depend on political institutions and on the configuration of actors in policy space. Comparisons across parties in Italy and other countries support this argument. So also do comparisons across party factions. The Christian Democratic factions that incurred the lowest office costs to build coalitions were those at or near the left–right median in Italy's core party. When electoral rules were rewritten in the DC, internal party competition over portfolio allocation changed as well. The paper's conclusion outlines how the argument would guide further research on party factions.     

A Definition of Democracy

In a recent paper John D. May has nominated Responsive Rule for a definition of democracy. Responsive Rule prescribes necessary correspondence between governmental acts and the wishes with respect to those acts of the persons who are affected. In this paper the definition is criticized for being unclear on a vital conceptual issue and for not fully expressing the essence of democracy. On the one hand it is maintained that democracy's subject population remains undefined as the meaning of the word affected' is unclear, and three distinctions are brought forward to illustrate the problem of separating affected persons from persons not affected. On the other hand May's identification of democracy with equality in the weight of wishes is called in question, and it is maintained that wishes should meet a qualifying criterion. Three procedures for identifying qualified wishes are discussed, and it is suggested that information must be included in a conception of democracy in order to separate rational wishes from irrational wishes.

Christianity and political thought: Augusto Del Noce and the ideology of Christian Democracy in post-war Italy

This article engages with the thought of Augusto Del Noce (1910–1989), the most important Italian Catholic philosopher and political thinker of the 20th century. The focus is on how Del Noce came to elaborate a Catholic ‘modernity,’ bridging a positive encounter between Catholicism, democracy and freedom. This philosophical project had a considerable impact on modern Italian culture and politics. At the theoretical level, the argument is embedded within the larger aim of recognizing attempts within Catholic philosophy to articulate an Italian political trajectory that does not simply accept the tale of a singular path to modernity based on the Enlightenment model but instead tries to articulate an alternative vision of the modern, grounded within a transcendental perspective.
