Latin America's recent integrationist proposals have been presented as part of a new commitment to increasing living standards and international competitiveness. However, the frustrating results of integration in the past three decades should caution us against placing excessive emphasis on the technical aspects of trade. The author argues that important lessons can be learned from previous attempts to promote integration in this region while neglecting the political dimensions of integration. Inadequate organizational forms, weak institutional arrangements ruled by technocratic elites, may be more helpful as ceremonial devices in the legitimation of those elites than in advancing the substance of the integration project. Verónica Montecinos is assistant professor of sociology at The Pennsylvania State University, McKeesport Campus. She has researched the consequences of economic reforms on women as well as the growing involvement of professional economists in government and party politics. Abstract

A gravity model is fitted to 17 annual cross sections, 1980–1996, of bilateral trade data (imports and exports) between CARICOM member states and selected trading partners. Specifically, the paper investigates the effects of regional integration, colonial legacies and linguistic ties on CARICOM bilateral trade flows between member states and between member states and North American and European Union countries. The empirical results indicate that history and regionalism have had significant and strong effects on CARICOM trade. Additionally, two traditional explanatory variables in gravity models, income per capita and population, have significant and positive effects on CARICOM trade while the distance between trading partners exerts the expected negative effect.  相似文献

This article considers the role the Soviet Union's western borderlands annexed during World War II played in the evolution of Soviet politics of empire. Using the Baltic Republics and Western Ukraine as case studies, it argues that Sovietization had a profound impact on these borderlands, integrating them into a larger Soviet polity. However, guerrilla warfare and Soviet policy-making indirectly led to these regions becoming perceived as more Western and nationalist than other parts of the Soviet Union. The Baltic Republics and Western Ukraine differed in their engagement with the Western capitalist world. Different experiences of World War II and late Stalinism and contacts with the West ultimately led to this region becoming Soviet, yet different from the rest of the Soviet Union. While the Soviet West was far from uniform, perceived differences between it and the rest of the Soviet Union justified claims at the end of the 1980s that the Soviet Union was an empire rather than a family of nations.  相似文献

This article examines how gender equality activists in post-socialist Latvia negotiate national and transnational frameworks in their campaigns. The case study for this analysis is the 15-year evolution of one gender equality non-governmental organization (NGO), the Resource Center for Women, Marta, in Riga. RCW Marta’s work has resulted in significant steps in policy reform and broader social awareness regarding questions of gender equality. In doing so, it bridges essentialist, patriarchal conceptions of the Latvian nation-state and a transnational European feminist narrative. The experience of RCW Marta affirms the continued relevance of the nation, though a redefined one, within transnationalism, which in turn contributes to a rethinking of post-socialism as a spatial and analytic category.  相似文献

This article examines the contrasting roles of county government in state and regional growth management programs in the United States, and focuses on the potential utility of citizen-inspired land-use regionalism in stimulating county home-rule and modernization efforts. Two types of county involvement in intergovernmental growth management programs are discussed--a subordinated implementation function in “top-down” state growth programs, and an empowered role in “bottom-up” regionalism wherein county governments are key participants and mediators in the formulation of regional growth policy. A case study of grassroots regionalism in Cape Cod, Massachusetts between 1988-1991 spotlights how growth concerns can provide a compelling need for county government modernization and restructuring of land use control. The article concludes by discussing the benefits and costs of citizen-inspired regionalism, and recommends that states should do more to encourage locally-formulated regional solutions.  相似文献

Regionalism and European integration are two forces which are modifying the nation state. They are in contradictory in some respects but complementary in others. Their combined effects raise a number of policy and institutional issues. A new triangular relationship is emerging, among the Community, states and regions. Most links between regions and the Community pass through national governments but both regions and the Commission are seeking direct links. The Community's structural funds have become an object of contention among the three levels. Both regional development and European integration have ceased to be matters regulated at elite level in a technocratic manner and become highly politicised and contentious. In the new Europe, the differing capacities of regions to project themselves within states and the Community is likely to enhance the trend to a variable geometry Europe.  相似文献

This introduction first describes the central dilemma faced by those with Jewish conditions when confronted by the rise of ethnonationalism. ABSTRACT

Since the fall of military-socialist government in 1991 in Ethiopia, the Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) has embarked on the total restructuring of the state. It has presented ‘Nations, Nationalities, and Peoples’ as an ‘organizing principle’ and it has been working towards the rebuilding of the Ethiopian state along this line. The focus of this paper is EPRDF's policies and practices of engagement of Ethiopian emigrants. The analysis is based on information and interviews with government officials in Addis Ababa and with Ethiopian migrants in Washington DC during February–May 2013. This study indicates that the EPRDF government gradually started to focus its attention on Ethiopian migrants around the world, mainly due to the growing economic significance of their transnational engagement in Ethiopia. The study also shows the circumstances in which political debates about the conditions in Ethiopia has been permeating interactions within Ethiopians emigrants.  相似文献

Because they have failed to address the fundamental economic imbalances within Europe obscured by the single currency, each effort by European leaders so far to resolve the euro crisis has only deepened it. Without a decisive move toward fiscal and political union, accompanied by policies that push productivity and competitiveness toward convergence while closing the democratic deficit, the Eurozone will disintegrate. To discuss the way forward, the Nicolas Berggruen Institute's Council on the Future of Europe met in Rome on May 28 with Italian Prime Minister Mario Monti. In Rossettiren obsesioa (Rossetti's Obsession), a short and explicitly meta-literary novel published in 2000, Ramon Saizarbitoria presents a Basque writer wrestling a formidable lover: the Spanish readership. The question that Eugenia, the woman from Madrid, constantly asks the writer, “¿Qué os pasa a los vascos?” (“What's wrong with you Basques?”), encapsulates the ambiguity of the relationship which unites these two indisputably allegorical characters. The difficult interaction between the powerful Spanish literary field and the emerging Basque literary field, doomed to coexist and moved by reciprocal feelings of fascination and irritation, becomes the novel's subject matter. Is translation – and its corollary, an access to a larger literary market – a pure and neutral instrument of liberation for the writer who expresses himself in a minority language, or could it become, in certain circumstances, a threat to his autonomy?  相似文献

The CASE (Computer-Assisted Sentencing) system has been developed to help sentencers to choose an appropriate sentence to impose on a convicted offender. Primarily, the system is aimed at Magistrates’ Courts. In England and Wales, by far the largest majority of sentencing is carried out by Magistrates, accounting for about 95 per cent of all sentences and over 80 per cent of sentences for more serious offences.  相似文献

On 4 June 2008 Australian Prime Minister Kevin Rudd announced his ‘vision for an Asia Pacific community’ (APC). Though failing to win support among Asian countries, the initiative offers a useful case study. This article does not focus on the motives and interests of the various governments responding to the proposal but rather on the different (and sometimes conflicting) understandings of regionalism that underpinned those responses. In its diplomatic advocacy of the APC, the Australian government stressed ‘practical regionalism’ – emphasizing the capacity of such a new ‘community’ to deal with security, economic, environmental and other challenges faced in recent times in the Asia-Pacific region. The Australian campaign gave little attention, however, to the influence of cognitive and emotive factors in community planning: it neglected ‘identity’ regionalism. In particular, it did not seem to take seriously the possible role of non-Western perspectives in shaping the development of post-colonial inter-state relations. Through the investigation of key Asian-language terms – relating to the English terms for ‘region’ and ‘community’ – this article seeks to demonstrate the importance of the identity dimension in both policy development and academic analysis. It argues for an analytic and diplomatic skillset that goes beyond the disciplines of international relations and economics and draws upon expertise in linguistics and regional political cultures.  相似文献

This article is the first to study the positive correlation between nationalism and democratic revolutions using Ukraine’s 2004 Orange Revolution as a case study. The Orange Revolution mobilized the largest number of participants of any democratic revolution and lasted the longest, 17 days. But, the Orange Revolution was also the most regionally divided of democratic revolutions with western and central Ukrainians dominating the protestors and eastern Ukrainians opposing the protests. The civic nationalism that underpinned the Orange Revolution is rooted in Ukraine’s path dependence that has made civil society stronger in western Ukraine where Austro-Hungarian rule permitted the emergence of a Ukrainian national identity that was stymied in eastern Ukraine by the Tsarist empire.  相似文献
