On 11 July 2000, at the XIII International AIDS Conference in Durban, yet another country--Spain--presented evidence that needle exchange programs in prisons work. We reproduce here the text of the presentation entitled "Needle Exchange Program at the Bilbao Prison, Spain: Two Years of Experience (1997-1999)."  相似文献

Abstract

Gang behaviour has been associated with serious problems in American prisons (e.g., Fong and Buentello, 1991). This study explored the possible existence of indicators of gang activity in English prisons. Surveys of problems consistent with gang activity were completed by 374 prison staff in 16 prisons that were representative of the English Prison Estate. Results showed significant differences between categories of institution. The most gang-related activity was reported in male Medium security prisons and Young Offender Institutions. The lowest reported incidence was in both male Low and High security prisons. Female establishments demonstrated levels lower only than Medium security male prisons. Discussion focuses concern on the levels of gang activity apparently present in the Medium security English Prisons and suggests directions for further research.  相似文献

This study examined the impact on reconviction of appropriate allocation to three general offending behavior programs involving adult male offenders in the English and Welsh Probation Service. Appropriate allocation was defined by level of risk for reconviction. There were three allocation groups: too low, appropriate, and too high. Using a quasi-experimental design, the reconviction rates of offenders who were allocated to and completed a program, offenders allocated to a program who failed to start, and a comparison group were compared. It was found that the appropriateness of allocation affected reconviction independently of treatment group. Furthermore, in line with the risk principle, there was an interaction between treatment group and the appropriateness of allocation.  相似文献

Purpose

In light of the mounting research on the “new punitiveness”, an important but largely unanswered question is the extent to which a country's penal policies and punitive sentiments are actually reflected in prisoners’ experiences. The aim of the current study is to examine how prisoners perceive correctional officers’ behavior in English and in Dutch prisons.

Methods

A cross-sectional design was used, in which we conducted semi-structured interviews with 25 Dutch prisoners incarcerated in England and 25 English prisoners incarcerated in the Netherlands. The interview schedule covered a number of topics addressing divergent aspects of life in prison, including staff-prisoner relationships.

Results

In English prisons, despite the ostensible efforts to improve prison life, the attitude is more confrontational, staff-prisoner relationships are more detached, and staff members seem more unresponsive and more inclined to punish. In Dutch prisons, where responsibilization and a market orientation have supposedly replaced rehabilitation, staff is perceived as more helpful and fair, and interactions with Dutch staff are more informal and less authoritarian.

Conclusions

These findings suggest that penal policy and increasingly punitive sentiments in society are not necessarily mirrored in the practice of prisons, and concomitantly, in prisoners’ perceptions of correctional officers’ behavior.  相似文献

Aiming to clarify the adult phenotype of antisocial personality disorder (ASPD), the empirical literature on its childhood background among the disruptive behaviour disorders, such as attention deficit/hyperactivity disorder (AD/HD), oppositional defiant disorder (ODD), conduct disorder (CD), or hyperkinetic conduct disorder (HKCD), was reviewed according to the Robins and Guze criteria for nosological validity. At least half of hyperactive children develop ODD and about a third CD (i.e. AD/HD + CD or HKCD) before puberty. About half of children with this combined problem constellation develop antisocial personality disorder (ASPD) in adulthood. Family and adoption/twin studies indicate that AD/HD and CD share a high heritability and that, in addition, there may be specific environmental effects for criminal behaviours. “Zones of rarity” delineating the disorders from each other, or from the normal variation, have not been identified. Neurophysiology, brain imaging, neurochemistry, neurocognition, or molecular genetics have not provided “external validity” for any of the diagnostic categories used today. Deficient mental functions, such as inattention, poor executive functions, poor verbal learning, and impaired social interaction (empathy), seem to form unspecific susceptibility factors. As none of today's proposed syndromes (e.g. AD/HD or psychopathy) seems to describe a natural category, a dimensional behavioural phenotype reflecting aggressive antisocial behaviours assessed by numbers of behaviours, the severity of their consequences and how early is their age at onset, which will be closely related to childhood hyperactivity, would bring conceptual clarity, and may form the basis for further probing into mental, cognitive, biological and treatment-related co-varying features.  相似文献

This article deals with the growing interest in the privatization of correctional institutions. It focuses on the corporate context of this trend because modern privatization is being done by corporations which have been formed specifically for this purpose or are specialized subsidiaries of large conglomerates. The article reviews the theoretial, legal, political, regulatory, economic, management, and labor issues involved in corporate privatization, taking into consideration the aspects of organizational climate and corporate deviance. Finally, the article points out that corporate involvement in the private management of correctional facilities should be analyzed carefully and taken into consideration in the privatization debate.  相似文献

Prison supply, especially at current prices, is unable to meet demand. The resultant overcrowding, combined with taxpayer reluctance to bear the costs of new construction and added operational expenses, creates a dilemma for penology. Commercial prisons, privately owned and operated under government contract, may offer at least a partial solution.  相似文献
