New York State has made extensive use of social, geographic,and sectoral targeting in economic development. It has targetedboth distressed industries, particularly manufacturing, andgrowth industries. When the initial assistance provided to manufacturingin the 1960s did not stem the decline of this sector, the stateresponded by providing larger subsidies. Even though manufacturingcontinued to decline, both absolutely and relatively, supportfor its preferred status has, nevertheless, remained strong,and few of the programs initially aimed at this sector haveseen any sign cant changes in their manufacturing focus. Effortsto target distressed areas and individuals, however, were notsustained over time. The state's two most significant effortsat geographic targeting were expanded statewide over relativelyshort periods of time.  相似文献

This article examines the degree to which federal communityand economic development programs target federal assistanceto the nation's neediest communities. Grant allocations to citieswith populations of 50,000 or more were examined for six majorfederal urban programs during 1950–1986. Federal programsthat include both needs-based eligibility and allocational featureswere found to achieve the highest levels of targeting. The analysisfurther shows that while urban conditions in the nation's mostdistressed cities continued to deteriorate during the 1980sin both relative and absolute terms, grant allocations underthe major federal urban program, Community Development BlockGrants, have not responded to the changing incidence of urbanhardship.  相似文献

After deploying forces to Kuwait to forestall an incursion in July, 1961, the United Kingdom faced the daunting challenge of deterring an Iraqi invasion of Kuwait for nearly a decade. Informed by volumes of recently declassified UK documents, a review of the interplay among intelligence, contingency planning and force posture provides a useful case study of deterrence under conditions affording little to no warning. It particularly emphasizes the value of a bounded, realistic military strategy, delegation of authority to the operational commander, and the utility of a responsive intelligence collection and analysis system.  相似文献

Since 1995, the offshoring of services to India has rapidly evolved from a curiosity only studied by a few scholars to a phenomenon portending a major shift in the geography of global economic activity. The article examines the evolution of Indian global services provision quantitatively and qualitatively through the use of four case studies. The first case study examines the challenge that the Indian information technology systems integrators (ITSIs) pose to the formerly larger—but now roughly comparable in terms of employment—incumbent developed-nation ITSIs. Because IT systems have become central to nearly every enterprise, the second case study illustrates the wide variety of enterprises that now have significant Indian offshore operations. The third case study describes the rapid growth of offshore integrated circuit design in India, a nation with now commercial-scale integrated circuit production. The final case study describes the emergence of high-opportunity entrepreneurial startups in India and the increasing number of Silicon Valley startups that very early in their lives or even as part of their business model have significant operations in India. The concluding discussion situates India within the global economy and speculates upon its future evolution.  相似文献

This article assesses the internal dynamics of the cartel party model. It argues that a party's endeavour to increase its societal reach by opening membership boundaries while keeping candidate selection local (two tendencies ascribed to this model), and the general need to maintain party unity, are difficult to reconcile. Therefore a fully fledged cartel party is organisationally vulnerable, which reinforces its resort to selective benefits (i.e. political appointments, patronage) whenever in government to satisfy organisational demands, a trigger intensifying party–state relations which is usually overlooked. Further, the dominant view of the ascendancy of parties' 'public face' needs to be qualified: the Irish Fianna Fáil, with its permeable boundaries and local candidate selection, reflects the cartel party model without a cartel at the party system level. Majoritarian dynamics have forced Fianna Fáil repeatedly into opposition which reveals the following: Fianna Fáil as a cartel party can afford to neglect its infrastructure on the ground as long as it is controlling government resources. In opposition its leadership initiates reforms to reinvigorate the party's infrastructure since it is pressed to generate organisational support through other means than distributing benefits.  相似文献

Abstract

This article investigates the participation of interest groups in the EU's Constituional Convention and their contribution to the debate on participatory democracy and EU governance. I argue that the constitutional moment prompted interest groups to define their priorities beyond focused policy issues to include wider principles of governance. While the Convention process was more inclusive that any previous treaty reform procedure, its institutional set up was a constraint to improving citizen participation either directly or via interest groups. The Convention reproduced a model of closed elitist politics which did not communicate sufficiently with the citizens, while the role of interest groups was restricted by a Convention designed as a drafting phase in preparation for the real decisive phase during the IGC. Despite the impact of specific domestic contexts, the ‘no’ votes in France and the Netherlands proved that civil society and participation were rhetorical devices deployed during the Convention to gain legitimacy rather than a genuine move towards a more pluralistic EU democracy capable of deploying effective mechanisms of active citizen participation.  相似文献

The problems of coordinating the development and implementation of public policy are legion. While such problems are most commonly associated with large federal systems, they can arise with equal force and complexity in small, highly centralized, unitary states such as New Zealand. This article has four main purposes. First, it briefly surveys some of the recent literature on the nature of coordination and the mechanisms for enhancing policy coordination in government. Second, it outlines the nature and causes of the coordination difficulties that have been encountered in recent years in New Zealand. Third, it explores the various attempts which the Labour government (1984–90) and the National government (1990–present) have made to overcome these difficulties. Finally, the article considers some of the lessons which emerge from New Zealand's recent experience.  相似文献
