Recent empirical and theoretical research suggests that egalitarian income distribution may spur economic growth. Another different strand of research suggests that property rights are important. These two results are not at odds. A model of switching between a career of rent-seeking and wealth producing shows that for redistribution to boost national income, property rights need to be secure. A more equal distribution of earned income can induce rent-seekers to switch to wealth making, but only if they can be assured that their earned income will be protected from other rent-seekers. The model suggests new directions for empirical testing.  相似文献

Most coalitions that form to increase contributions to a public good do not require full participation by all users of the public good, and therefore create incentives for free riding. If given the opportunity to opt out of a voluntary coalition, in theory, agents should try to be among the first to do so, forcing the remaining undecided agents to bear the cost of participating in the coalition. This study tests the predicted sequence of participation decisions in voluntary coalitions using real-time threshold public goods experiments. We find that subjects’ behavior is more consistent with the theoretical predictions when the difference in payoffs between coalition members and free-riding non-members is relatively large.  相似文献

In his classic study, Who Governs?, Robert Dahl interpreted the patterns of political assimilation of ‘white ethnic’ immigrants and their children during the mid-twentieth century as a hopeful sign of the potential of democratic pluralism in the USA. While acknowledging that immigrant groups faced discrimination and structural barriers that might lead them to be silent, Dahl predicted that social mobility and assimilation would eventually erase these deficits in political participation among immigrants. Building from Dahl's analysis, we investigate the extent to which pluralism in the USA can and does work the same way for immigrants who are also racial minorities. We highlight factors that can lead these groups to become silent citizens, including lack of legal status, lower levels of political mobilization by institutions, and discrimination as structural impediments to minority participation. Our findings suggest that both resources as well as structural impediments structure the political behavior of Asian Americans and Latinos, determining whether they are vocal citizens or silent citizens.  相似文献

Abstract

Gated communities—enclaves of homes surrounded by walls, often with security guards—are becoming increasingly popular in America. This article introduces and analyzes findings of a Fannie Mae Foundation—sponsored panel on gated communities held at the 1997 Association of Collegiate Schools of Planning annual conference. A key finding is that many people choose to reside in gated communities because they believe that such places reduce risk, ranging from the mundane (e.g., unwanted social exchanges) to the high stakes (e.g., declining home values).

In many ways, gated communities deliver what they promise, by providing an effective defense against daily intrusions. However, some of their benefits entail a high social cost. A sense of community within gated communities comes at the expense of a larger identity with the region outside. Gated communities manifest and reinforce an inward‐focused community culture, where the tension between the individual and society tilt toward self‐interest.  相似文献

This article takes the view that largely impossible standards have been imposed on intelligence analysis, largely for political reasons stemming from the 9/11 attacks and Iraqi WMD. The article begins by examining the supposed lessons for intelligence analysis derived from these. It turns out that many of these widely accepted lessons have little basis and are, when compared, entirely contradictory from one case to the other. The article then reviews what the office of the Director of National Intelligence has done to make changes in analytical tradecraft and assesses whether these steps are likely to have a positive effect on future intelligence analysis. Finally, the article posits some ways in which analysis should be assessed and some of the impediments that will make this difficult even though it is necessary.  相似文献

Public sector extension has come under increasing pressure to downsize and reform. Contracting out—the use of public sector funds to contract non‐governmental and private service providers—is often held up as a potential tool in reform efforts. Much has been written about the possible advantages of contracting out of agricultural extension and it is being encouraged and promoted by numerous international organizations. However, a look at field experience in Africa shows that contracting out is relatively infrequent, especially compared with the reverse—contracting in—where private sector and non‐governmental organizations finance public sector extension delivery. Case studies from Uganda and Mozambique indicate that on the ground attempts to come up with solutions to providing services to farmers are resulting in innovative contracting approaches and combined public and private institutional arrangements. Contracting in and public–private coalition approaches, in contrast to purely public sector extension (characterized by ineffectiveness and inefficiencies) and purely private for profit extension (which may ignore public goods and concerns), may help achieve extension services which are both demand led and which internalize public concerns such as environmental protection, food security and socio‐economic equity. These coalition approaches can be improved and facilitated. They deserve greater analysis and may contribute to a better understanding of extension contracting and the roles of private and public organizations. Bonilla-Silva [Skin Deep: How Race and Color Matter in the “Color-Blind” Era, IRRPP and University of Illinois Press, Chicago and Urbana-Chapaign, IL, 2004, pp. 224–239] argues that “the U.S. is developing a tri-racial system with “Whites” at the top, an intermediary group of “honorary Whites,” and a non-White group or the “collective Black” at the bottom. His thesis provides a new, provocative explanation of how race will operate in 21st Century America. Using data from the Multi-City Study of Urban Inequality, this article provides an analysis of propositions derived from three models of race as they relate to stratification outcomes: the “binary” (Black/White) model of race, Bonilla-Silva’s tripartite model of race, and a multi-ethnic model of race and ethnicity. The analysis points out that Whites and Blacks differ significantly on several stratification outcomes (e.g., education, occupational prestige, earnings, and family income), irrespective of the model of race that is used. The binary, Black/White model of race is still important in identifying baseline differences in who gets what. The results of the analysis further suggest that Bonilla-Silva’s tripartite model of race makes some apparent improvements on the binary model. In particular, the bivariate results were fully consistent with Bonilla-Silva’s tripartite model. Nevertheless, there are other stratification outcomes that do not strictly conform to the expectations of the tripartite model. The implications of these findings are examined briefly.  相似文献

The creation of the new GB Commission for Equality and Human Rights invites fresh reflection on the relationship between human rights and equality. This article suggests that an account of equality that goes beyond the negative notion of anti-discrimination towards a more positive value-driven conception of equal participation offers the best chance of fruitful coalition with a human rights approach. It also argues that human rights themselves must be rescued from the perception that they are primarily about civil liberties and relevant only to matters of state security and criminal justice. It is proposed that recent developments in equality law and in the understanding of the implications of human rights principles for public service delivery provide the foundation for shared values and for a common culture that is truly democratic, deliberative and participatory. The new Commission to that extent enjoys an historic opportunity.  相似文献

Individuals are the single largest source of campaign contributions, yet we know little about their motivations. For instance, the existing literature questions whether individual contributors sophisticatedly differentiate among candidates according to policy positions, particularly among same‐party candidates. We analyze this issue by combining data from a new survey of over 2,800 in‐ and out‐of‐state donors associated with the 2012 Senate elections, FEC data on contributors’ professions, and legislative records. Three major findings emerge. First, policy agreement between a donor's positions and a senator's roll calls significantly influences the likelihood of giving, even for same‐party contributors. Second, there is a significant effect of committee membership corresponding to a donor's occupation; this holds even for donors who claim that other motivations dominate, but it does not appear to be motivated by an expectation of access. Third, conditional upon a donation occurring, its size is determined by factors outside a legislator's control.  相似文献

This paper is a response to recent attempts by liberal theorists to reconcile universalist sentiments with forms of particularism. It seeks to explore a number of ethical issues related to nationalism, patriotism and loyalty. As the first systematic expositors of cosmopolitanism, the Stoics are called on to address the question: can patriotism be defended ethically by moral universalists? The Roman Stoic attitude to war and imperial conquest is examined because war and its attendant conflicts of interest expose the tension between particular and universal loyalties and pose the greatest challenge to cosmopolitan principles. It is concluded that the task which 'liberal nationalists' have set themselves is a daunting one because, unlike the Stoics, they cannot rely legitimately upon imperialism and the belief in a universal God in order to smooth over differences and conflicting loyalties. In effect, then, this illumination of the origins of Enlightenment universalism problematises further, rather than resolves, issues of conflicting loyalties.  相似文献

Abstract

If the assessment of ASEAN's success in the past is difficult, speculations on whether ASEAN will be a success will be close to impossibility. Yet this is what is intended in this article. However, this is done by first defining robust criteria of success of conflict prevention. Conflict prevention is successful if conflicts and battle deaths can be avoided, either by means of conflict resolution or transformation, or simply by means of conflict avoidance. By starting with this criterion the article will argue that ASEAN peacefulness cannot be explained by durable objective conditions. Instead, it is built on imagined realities. The imagined realities of the ASEAN Way are getting more difficult to sustain due to their interaction with material and normative/institutional developments. Many of the constructed foundations of the ASEAN Way are unsustainable in the new realities where communication has become easy and uncontrollable, and societies have become wealthier and more democratized. However, the article will show that evidence of existing conflict violence suggests that ASEAN has started to reformulate its approach to conflict prevention and that this has largely been successful.  相似文献
