Results of recent (1977) national surveys on four policies and practices in American adult corrections are compared with results of similar surveys conducted six years earlier (1971). The home furlough policy was the only one to change noticeably from the 1971 survey. Study release, ex-offender employment, and good-time policies remained relatively unchanged. Brief comments on and recommendations for expansion or modification of the four policies and practices are included.  相似文献

Officials and staff members of public agencies must become aware of social science research information if they are to make use of it in their work. Contemporary research has largely ignored the issue of awareness, however, concentrating instead on later stages of the research utilization process. In this study of executive officials and administrative staff members of state correctional agencies, respondents consider awareness of social science research to be important, but most believe that they make less use of it than they should. Persons working in both research and nonresearch areas perceive the utility of social science research as relatively low, and turn to nonscholarly sources of information before using scholarly sources. Researchers, however, tend to view social science as basic knowledge, whereas many nonresearchers view social science simply as one of several types of knowledge that may be applied to clearly defined problems. Research results must be disseminated more widely to the sources of information that correctional agency personnel encounter routinely, despite traditional academic publishing norms.  相似文献

Objectives

This paper reviews the historical changes in correctional policies and the impact these changes have had on the operations of corrections and correctional programs. Social changes and theoretical perspectives moved corrections away from a focus on rehabilitation to programs characterized by deterrence, incapacitation, and control. Similarly, theoretical criminology encouraged corrections to move away from rehabilitation towards programs designed to provide social opportunities such as employment and housing for offenders. This paper examines whether these changes in policies and programs have been effective in reducing recidivism. The question is: What works in corrections?

Methods

This paper reviews the research examining the impact of correctional policies and programs on the later criminal activities of offenders and delinquents. Research using systematic reviews, meta-analyses, and the Maryland method scores is used to draw conclusions about the effectiveness of various types of programs, management strategies, and policies.

Results

Research demonstrates programs based on deterrence, incapacitation and increased control do not reduce the future criminal activities of offenders and delinquents. Nor have programs targeting social opportunities such as employment and housing been effective in reducing recidivism. The most effective programs target individual-level change in thinking and information processing.

Conclusions

In the search for ways to sanction offenders, U.S. correctional policies and programs using control, deterrence, and incapacitation have harmed individuals and communities. Such programs have not been effective in reducing recidivism. While programs that provide social opportunities for offenders do not necessarily harm offenders neither do they decrease later criminal activities. Effective programs bring about a cognitive transformation in offenders and delinquents. Theorists have begun to develop hypotheses about how and why these transformations are effective. The current emphasis on evidence-based programs, the research evidence on what is effective and the need to reduce the cost of corrections suggest we are on the brink of another paradigm change. Where this will take us is still unclear, but the paradigm will have to address the current problems facing the U.S. correctional systems.  相似文献

This study examines the community policing movement in the United States using two concepts from organization theory—loose coupling and sensemaking—to frame the analysis and discussion. In particular, we focus on the degree of coupling between police agencies' general and specific community policing claims. Because community policing may be considered a fairly ambiguous (or broad) reform movement, police agencies must engage in interpretive processes to define, make sense of, and enact it at the local level. While we did not observe these interpretive processes, our analyses enable us to observe the products of these processes.  相似文献

This article proposes an analytical framework for exploring policy responses to common challenges of environmental governance. Observing that governance involves multiple processes, I begin by identifying a conceptual platform for studying unilateral learning and adaptation as well as international cooperation as integral and interacting components of a complex governance system. I propose the concept of co-evolution as the cornerstone of this platform and distinguish between two modes of co-evolution: diffusion and cooperation. The article draws findings and propositions from recent literature to identify the mechanisms at work and the conditions under which they foster mutually beneficial solutions. Indicating how important governance challenges differ with respect to these conditions, I build the case for a diagnostic and differential approach that matches capacity-building and policy strategies with the challenge in focus.  相似文献

Using a 2004 population-based survey of all US medical examiner and coroner offices, we examined the characteristics of offices accepting an infant death case and calculated the percentage of offices that had death scene investigation or autopsy policies for the investigation of sudden unexpected infant death (SUID). We also calculated the percentage of offices that used and did not use sudden infant death syndrome (SIDS) as a cause of death, and we compared differences in characteristics among those offices.Of medical examiner and coroner offices, 52% did not report an infant death in 2004. Of the 7957 infant deaths reported, 43% occurred in jurisdictions that experienced 1 or 2 infant deaths. Of the offices that used SIDS as a classification, 34% did not have policies for conducting death scene investigations and autopsies for SUID. At least 5% of offices that reported an infant death did not use SIDS as a cause of death classification. These findings have important implications for understanding recent trends in SIDS and SUID. Supporting the implementation of national standards for investigating and certifying infant deaths could provide guidelines for consistent practices in medical examiner and coroner offices.  相似文献

The present study undertakes a three-year follow-up time frame of approximately 10,000 inmates released from New Jersey prisons in 2012. Consistent with the methodology set forth in federal analyses, various definitions of recidivism were utilized. Recidivism rates were consistent, and in some counts below, federal findings as well. Rearrest post-release rates were 53%, reconviction rates were 40.1% and reincarceration rates were 31.3%. Offenders released to supervision had higher rates of reincarceration, while unsupervised offenders (i.e. max-outs) had higher rates of rearrest and reconviction. Males were more likely to be rearrested than females, while younger offenders were more likely to be rearrested than older offenders. Released inmates with prior arrests, convictions, and reincarcerations maintained substantially higher odds of rearrest, as did those with a higher number of prison discipline allegations. Released inmates with a violent admission offense were rearrested the least, while those serving time on a previous community supervision violation were rearrested the most. These findings are discussed within the context the criminal justice system and the existing literature.  相似文献

The present review examined the predictors of job stress in correctional officers and marked the first meta-analysis of this topic area. Twenty studies were selected for inclusion, producing 191 individual effect size estimates. Overall, the findings revealed that work attitudes (i.e., participation in decision-making, job satisfaction, commitment, and turnover intention) and specific correctional officer problems (i.e., perceived dangerousness and role difficulties) generated the strongest predictive relationships with job stress. Furthermore, both favorable (i.e., human service/rehabilitation orientation and counseling) and unfavorable (i.e., punitiveness, custody orientation, social distance, and corruption) correctional officer attitudes yielded moderate relationships with job stress, with the country of study emerging as a critical moderating variable. The weakest correlates of job stress were demographic variables and job characteristics (e.g., security level). The implications of these findings are discussed and directions for future research are provided.  相似文献

The increased pressures which have been placed upon correctional institutions in the 1980’s have made the retention of quality correctional officers imperative. Yet many of these officers find prison work to be an unsatisfying experience. This paper attempts to measure levels of alienation among correctional officers and identify factors which may be related to its occurrence. The amount of alienation experienced by 126 correctional officers at a Western state prison was measured utilizing Dean’s Alienation Scale. Alienation levels were found to be related primarily to institutional, and opposed to non-institutional, variables. The implications for correctional administration are discussed.  相似文献

This study examined agency-level factors that impact the level of violence against police. The independent variables represented both agency context (e.g., violent crime rate, population characteristics) and agency policies and practices (e.g., backup and body armor policies) and were linked to constructs within routine activities theory. Information on agency policies and practices came from an agency survey. Data for the dependent variable―agency counts of officer killings and assaults over a three-year period―came from the National Incident-Based Reporting System (NIBRS). Negative binomial regression was used to assess the impact of the independent variables on the dependent measure. Three of the independent variables—measuring body armor policies, agency accountability, and violent crime—had statistically significant relationships with violence against police.  相似文献

Online forms of harassment, stalking and bullying on social network and communication platforms are now arguably wide-spread and subject to regular media coverage. As these provision continue to attract millions of users, generating significant volumes of traffic, regulating abuse and effectively reprimanding those who are involved in it, is a difficult and sometimes impossible task. This article collates information acquired from 22 popular social network and communication platforms in order to identify current regulatory gaps. Terms of service and privacy policies are reviewed to assess existing practices of data retention to evaluate the feasibility of law enforcement officials tracking those whose actions breach the law. For each provision, account sign-up processes are evaluated and policies for retaining Internet Protocol logs and user account information are assessed along with the availability of account preservation orders. Finally, recommendations are offered for improving current approaches to regulating social network crime and online offender tracking.  相似文献

Many Americans do not experience a good death. The inadequate treatment of pain at the end of life has been associated with a lack of supportive public policies more than a lack of evidence-based clinical practices or organizational efforts. Given a widespread lack of understanding about pain policies, we examine the critical role played by state medical boards in developing pain policies and then apply event history analysis to identify the variables most critical to the formation of these policies. We develop an integrated model and evaluate the adoption of eight different types of pain policies. The analytic models incorporate fifteen years of observational data and test the impact of contextual, political, extrinsic, and institutional variables. They reveal that the presence of legal counselors on state medical boards has consistently increased the likelihood that state boards adopt policies associated with progressive pain management. Further, policy has been negatively influenced by historical activity: boards that previously adopted one pain policy have been less likely to subsequently adopt additional pain policies. This work illuminates mechanisms behind state pain-policy adoption and provides valuable information for advocates who seek to improve pain-management policy and reduce the amount of pain at the end of life.  相似文献

Prior research on women correctional officers in institutions housing men inmates in the United States has assessed the impact of the women's presence on men colleagues and inmates. Although these studies disclosed much about male orientations, they revealed little about the adaptation of women to this traditionally masculine occupation. The present study addressed the differences between men and women jail correctional officers' job-related perceptions and attitudes. A broad range of analyses detected few substantive perceptual and attitudinal gender differences. These data suggest that the institutional context may be more important than gender in shaping the perceptions and attitudes of men and women correctional officers.  相似文献
