Several theories compete to explain observed race‐ and ethnicity‐based environmental injustice in society. This paper focuses on analyzing the extent to which firms' siting decisions based on community privilege can explain this outcome. A unique feature of this analysis is that we include analysis of both unwanted land uses (disamenity firms) and desired land uses (amenity firms). The environmental justice analysis of amenities other than green spaces is rare, but amenities are crucial components of urban areas to which environmental justice studies must attend. We use an agent‐based model to explore community outcomes when environmental disamenities choose locations based on low community privilege, and compare this with scenarios in which disamenities only seek to minimize the cost of land. We also assess differences in environmental justice outcomes when amenities choose locations in areas with high community privilege. While disamenities' focus on locating in areas with low community privilege indeed affects environmental equity, the effect of amenity location is also important, and there are powerful interaction effects. The importance of privilege‐based location is found in these simulations regardless of which social group—majority or minority—is assumed to be the privileged group. This study suggests a limitation of EJ policies and models that focus on the politics of disamenity siting without considering the politics of amenity siting.  相似文献

What accounts for patterns of city adoption and abandonment of council‐manager government? Despite dozens of empirical studies, we lack a systematic understanding of these forces over time because previous work has relied on cross‐sectional designs or analysis of change over short periods. This article begins to fill this lacuna by constructing a historical data set spanning 75 years for the 191 largest cities with either mayor‐council or council‐manager governments in 1930. Event history analysis is applied to isolate adoption and abandonment trends and to provide new evidence revealing the forces that have shaped the trajectory of institutional change in U.S. cities. This analysis reveals that social context factors—in particular, economic conditions—generate both adoptions and abandonments.  相似文献

How individuals respond to innovative technologies depends on how motivated they are by an array of internal and external factors and the informational and cost barriers they face. To better understand technology adoption decision making we (i) assess changes in intent to purchase plug‐in vehicles in response to reductions in their price and (ii) identify motivators that incline new car buyers toward plug‐ins under status quo and reduced vehicle cost scenarios. We find that individuals already inclined toward alternative vehicles have a higher interest in plug‐ins under a reduced‐cost scenario than individuals who favor conventional vehicles. We also find that individuals who shift their vehicle preference from conventional gasoline to plug‐in vehicles are motivated by material factors and fears relating to the innovative technology, whereas those shifting preferences between less to more innovative technologies are likely to be motivated by a mix of material and nonmaterial factors.  相似文献

The absence of a clear definition of environmental justice areas has been cited as one of the U.S. Environmental Protection Agency's major deficiencies in managing federal environmental justice programs. Several states have explicitly defined potential environmental justice areas and integrated targeted efforts into the policy‐making process. At the block‐group level, this study evaluates the effects of New York State's environmental justice policy, which defines communities of concern in terms of demographic and socioeconomic characteristics as well as mandates supplemental regulatory enforcement activities for these neighborhoods, on the agency's policy implementation practices under the Clean Air Act and Clean Water Act. The empirical findings suggest that there is inconclusive evidence regarding race/ethnicity‐ and class‐based environmental inequity. Also, the state's policy intervention is not universally effective. Moreover, task environments of a given community are a consistent determinant of the agency's regulatory compliance monitoring and assurance activities. This study then derives broader implications regarding the adoption of a policy instrument that defines and screens potential environmental justice communities.  相似文献

Social media applications are slowly diffusing across all levels of government. The organizational dynamics underlying adoption and use decisions follow a process similar to that for previous waves of new information and communication technologies. The authors suggest that the organizational diffusion of these types of new information and communication technologies, initially aimed at individual use and available through markets, including social media applications, follows a three‐stage process. First, agencies experiment informally with social media outside of accepted technology use policies. Next, order evolves from the first chaotic stage as government organizations recognize the need to draft norms and regulations. Finally, organizational institutions evolve that clearly outline appropriate behavior, types of interactions, and new modes of communication that subsequently are formalized in social media strategies and policies. For each of the stages, the authors provide examples and a set of propositions to guide future research.  相似文献

In 2000, a regional rule governing maximum individual cancer risk from stationary facilities in Southern California was dramatically altered, reducing allowable risk levels by 75%. This article uses a case study approach to explore the role of a community‐based participatory research (CBPR) partnership, the Southern California Environmental Justice Collaborative, in producing research and helping spearhead policy advocacy leading to this policy change. It also highlights the role of the collaborative in helping to change the framing of the issue from individual to cumulative risk assessment, so that the regulatory agencies began to reflect this broader thinking in their policymaking. The collaborative's structure and methodology, regional focus, relationships with key decision makers, and its reputation as an important source of both credible science and “people power” were seen as contributing to its effectiveness. The role of contextual factors including a recovering and more regulation‐friendly economy also is highlighted, as are key barriers faced. Implications for other community–academic partnerships working to address regional and statewide public policy are discussed.  相似文献

New York municipalities passed more than 60 measures promoting high‐volume hydraulic fracturing (HVHF), 2008–12. These policies and resolutions signaled to state officials that municipalities desired HVHF's promised economic benefits and were anxious for an end to the state's HVHF moratorium. They also may be evidence of municipalities proactively preparing for a drilling boom. Why did some jurisdictions adopt these measures while others did not? While scholarship suggests that policy adoption is facilitated when jurisdictions and citizens possess more resources, capacity appears to have a negative or negligible impact on pro‐HVHF action. Such action appears more likely when local actors anticipate HVHF's potential gains but have not previously experienced substantial drilling, perceive that the industry could be viable locally, and can access relevant policy examples. Some lessons from conventional adoption scholarship may not apply when policies are symbolic, advocacy may be elite‐driven, and mimicry is an important diffusion mechanism.  相似文献

Do states act as laboratories for reform? Are state administrative agencies likely to adopt policy innovations? This study analyzes the adoption of environmental policy innovations by state administrative agencies in the area of hazardous waste regulation. Four explanations are developed to explain the factors that affect innovation adoption: the severity of the problem, the importance of institutional factors, the role played by interest groups, and contextual factors. Institutional factors, such as state wealth and administrative professionalism, are important determinants of innovation adoption. State agencies are also likely to adopt innovations to deal with problems created by hazardous waste contamination. In addition, state environmental managers are not directly influenced by interest groups, and the inclusion of all stakeholders is likely to lead to greater support for new policy initiatives. Implications for practitioners are drawn based on the study's findings.  相似文献
