ABSTRACT

This study examines the evolution of political party finance in Thailand, which has been crucial for party development. The nature of party finance cannot be examined separately from the country's democratization given that the military early on dominated political parties. At the same time, such financing traditionally depended upon either regional factions (for larger parties) or party leaders (for micro-parties), while state funding for parties was nonexistent. The 1998 and 2007 Organic Acts on Political Parties contained finance reforms to strengthen parties, making them more transparent and accountable. Yet these reforms have only been partly successful. Today party leaders, faction leaders, and the military continue to influence party finance. This study addresses the issue of party finance in Thailand by scrutinizing its historical evolution from the dawn of Thai parties and party laws in the 1950s to the present. The authors conclude, first, that the limited nature of party finance laws in the pre-1998 period legitimized military-backed parties while facilitating intra-party factionalism. Second, they contend that despite reforms in party finance laws in Thailand major flaws remain to be corrected.  相似文献

Studies examining opposition transition to government processes and planning usually emphasise the responsibility of oppositions as a legislative institution and the role of party leaders. However, such approaches place too much emphasis on notions of responsible opposition and party leaders. They de‐emphasise the importance of partisan considerations that shape transition planning or how party organisations have attempted to assert control over parliamentary parties. Drawing on archival materials, policy documents, and elite interviews, this study examines both public and internal transition to government strategies undertaken by the Liberal Party of Australia during their opposition years (1983–1996). The paper finds that while party leaders became more important over time, the party organisation's involvement remained significant. The Liberal Party transition planning focused primarily on cabinet processes, Australian Public Service (APS) organisation, particularly the senior bureaucratic level, and selecting political staff. In so doing, the Liberal Party anticipated many of the Hawke government's 1987 reforms to the APS. The Liberal Party was motivated by its desire to restructure the machinery and culture of government and to allocate sufficient political staff resources to government. Its aim was to better equip the party to achieve its political and ideological goals when next in government.  相似文献

Even though its leadership continues to insist that the PDS is a national party of the left, it is de facto an eastern German regional party. In the last several years, however, the PDS has found some measure of success at the local level in western Germany, where it now claims over 100 seats in local parliaments. Emboldened by this success, party leaders have suggested that the PDS-West is gradually 'putting down roots' in the old states of Germany, thus increasing the party's electoral chances there. This article, based on an empirical study carried out from September 2000 to March 2001, looks at the experiences of the PDS at the local level in western Germany. It finds that although many of the problems identified by scholars as standing in the way of PDS electoral success in the West are very much in evidence at the local level as well, the party has nevertheless made enormous strides in gaining political expertise, developing partnerships with local groups, and, in general, becoming more attractive to voters. Whether the PDS can translate these positive experiences above and beyond the local level remains open to debate. Nevertheless the opportunity is there.  相似文献

The article offers an empirical foundation through which the electoral behaviour of the new Oriental immigrants into Israel during the 1950s can be interpreted, based on the assumption that their conduct was, in fact, rational. It focuses on the egalitarian wage policy in the important public sector, which led Ben-Gurion and the leaders of Israel's first ruling party, MAPAI, to a confrontation with the European academically educated middle class, and on the political–electoral strategy of MAPAI vis-à-vis the Oriental immigrants during the 1950s electoral campaigns. The article discusses three assumptions: first, that this wage policy was part of the ruling party's attempt to address the interests of the new Oriental working class; second, that this political strategy was publicly discussed, and it addressed the Oriental immigrants’ rational socio-economic calculations for the purpose of securing their political and electoral support; third, that the leaders of nascent Israel and its ruling party presented this policy as a measure towards creating a minimal socio-economic foundation for the process of nation-building during the 1950s.  相似文献

Abstract

In recent decades, Islamic political movements, and their subsequent political parties, have been increasingly recruiting and nominating women to high-level decision-making positions despite the fact that the ideology they espouse often acts to dissuade women from assuming positions of political leadership. My ethnographic research on religious women’s activism in Iran and Turkey helps explain this unexpected trend by shedding light onto the role of Islamic party women in challenging the gender discriminatory attitudes and behaviours of their male party leaders. In particular, I highlight the role that a number of high-ranking Islamic party women with close ties to the ruling elites played in pressuring their male party leaders to address women’s political underrepresentation in formal politics. Women’s close ties to the ruling elites consisted of formal ties with key Islamic leaders that evolved thanks to women’s long-term devotion to the Islamic movement or learning at Islamic seminaries. I demonstrate that such close ties to the leaders, as well as the presence of a public discourse in favour of women’s increased access to politics, enabled influential Islamic women to leverage a form of ‘internal criticism’ as an important strategy to enhance women’s political rights and status from within the Islamic movements.  相似文献

A Russian political scientist provides a detailed examination of politics in the Sverdlovsk oblast' of the Russian Federation. Focus includes Governor Eduard Rossel's efforts to increase the power of regions vis-à-vis Moscow, and Rossel's relations with the region's political and economic elites as well as with neighboring regional leaders. Analysis covers the politics of institutional reform, economic constraints, the politics of regional identity – including organized attempts to construct a Ural identity independent of an all-Russian identity – public attitudes, social protest, opposition politics, and clientelism.  相似文献

This article examines the deterioration in relations between two Cambodian opposition parties and the “international community” from whom they sought support during the 1998 Cambodian elections. It is suggested that the manipulation, by influential political actors, of internationally promoted political concepts such as “democracy,” “sovereignty,” and “the people's will” is problematic for mutual understanding between international and local political actors. In Cambodia in 1998, liberal views of the “people's will” as an amoral and neutral construct facilitating the delegation of authority were awkwardly but influentially conflated, by the election campaigning of the two parties, with a view of the “people's will” as a moral imperative to liberate the nation from alleged “traitors.” This caused widespread adherence, among the parties' followers, to views of the 1998 elections that were non-liberal and antidemocratic in a number of respects. When sharp differences in understandings of the political situation emerged between local and international actors, following the electoral defeat of those opposition party leaders, the fragile nature of a purported “partnership” between a self-appointed “international community” and the Cambodian people was exposed.  相似文献

The Akali Dal is the best organised political party in Punjab and has ruled over Punjab for a longer period than any other political party since the creation of the Punjabi-speaking state in 1966. It articulates aspirations of Punjabi regional nationalism along with trying to protect the interests of the Sikhs as a religious minority in India and abroad. As a part of shaping Punjab's economic future, it deals with the pressures of Indian and global capitalism. This paper is an attempt to track the multi-faceted pressures of class, religion and nationalism in the way Akali Dal negotiates its politics in Indian federalism.  相似文献

This article examines the continuing salience of the territorial cleavage in Bavarian party politics. It does so through an exploration of the Christian Social Union's (CSU) mobilisation of Bavarian identity as part of its political project, which has forced other parties in Bavaria to strengthen their territorial goals and identities. Parties have articulated different constructions of ‘Bavaria’ to rival the CSU's dominant nation-building project. However, they have been unable to portray themselves as ‘standing up for Bavarian interests’ due to the constraints of the state-wide parties to which they belong. As an exclusively Bavarian party, the CSU has no such constraints. Indeed, the CSU's core aim of strengthening Bavaria's position vis-à-vis the German federation may be viewed as akin to that of the Convergència i Unió in Catalonia, Spirit in Flanders or Plaid Cymru in Wales. Like these parties, the case of the CSU in Bavaria demonstrates that sub-state territorial mobilisation has as much to do with negotiating autonomy within the state as seceding from it. To that end, the CSU provides a valuable case of how a regionalist party operating within a multi-level political system has sought to influence the regional, state and European levels to obtain a comparative territorial advantage.  相似文献

As a woman and an East German, Angela Merkel beat long political odds to become chancellor of Germany in November 2005. In addition, she overcame her party's poor electoral performance, out-manoeuvring political rivals in negotiations for a ‘grand coalition’. Merkel's rise to power can be divided into three phases. Like many other female political leaders of her generation in Germany, she was initially apolitical. She only became politically active during the dying days of the German Democratic Republic. The second phase was her apparently unremarkable political ascent as ‘Kohl's Mädchen’ (girl), when she had little independent standing of her own. The final phase began when a major finance scandal propelled her to the top of party ranks. She benefited from a gendered stereotype as a Trümmerfrau who could rebuild the conservative's moral standing out of the affair's ruins. But her continued success had much to do with successful political learning of how to turn critics' attacks against themselves.  相似文献

This article employs a comprehensive set of data on 226 regional legislative elections held in Russia in 1999–2011 in order to assess the impact of electoral authoritarianism upon women's representation in sub-national legislative bodies. The analysis of 50,520 cases of candidate nomination and 9553 cases of electoral success, supported by a cross-regional statistical study of the factors of women's nomination and success, empirically confirms an explanatory model that incorporates three working hypotheses derived from the mainstream literature on women's representation. According to this model, the 2002–2003 electoral reform, by introducing proportional representation into regional electoral systems, strongly facilitated women's representation. After the advent of electoral authoritarianism, proportional rules, in combination with the increased ‘party magnitude’ of the pro-government party, continued to exert expectedly positive effects; yet these effects were offset by the decreased competitiveness in majority districts. As a result, political regime transformation did not lead to a significant increase in the number of female deputies.  相似文献

ABSTRACT

What causes variation in the foreign policies of U.S. allies regarding their desired U.S. military role in their region and their troop commitments to U.S. military interventions? This paper addresses this question through documenting and explaining the sources of variation in Australia’s foreign policies regarding these issues over four decades. Treating the two major political parties in Australia and their respective leaders who self-select into them as endogenous, the paper argues that Australian foreign policy, whilst always supportive of the U.S. alliance, has systematically varied. This variation has correlated with the political party in power while the late Cold War and post-Cold War balances of power remained constant. While the Labor party has only been willing to send combat troops to large U.S. military interventions when the latter have a supporting United Nations Security Council Resolution, the conservative Liberal party has been willing to military intervene without this multilateral support. The Labor party, unlike the Liberal party, has also frequently proposed the formation and consolidation of multilateral regional institutions. These preferences render the U.S. to have been necessary for the Labor Party but sufficient for the Liberal party. Future Sino-U.S. armed conflict would provide a harder test of these hypotheses.  相似文献

Political opposition parties are considered crucial to the nurturing, enhancing and consolidating of democracy in every political system. Indeed, their existence is proof of political tolerance, competitive party elections, the provision of choices to the voting public and the possibility of alternation in power. However, the political opposition on the African continent is generally weak, and particularly so in Botswana, resulting in the predominance of the ruling party in political affairs. This article analyses the weaknesses of Botswana's opposition parties by tracing their historical evolution, characteristics, electoral base, and performance against the background of the political and electoral system in Botswana and the strength of the ruling party itself. It concludes that future prospects for the opposition to make greater inroads into the Botswana Democratic Party's support are small because of the fragmented nature of the opposition itself and the relative satisfaction of citizens with the current government's performance.  相似文献

How do Islamist parties mobilise support and win elections in secularist strongholds? What explains the electoral performance of the Justice and Development Party (AKP) in Turkey’s most consistently secularist region – western Anatolia? This article explores these questions with a comparative case study of two similar cities in the periphery of ?zmir where the AKP registered significantly different electoral results: Ödemi? and Salihli. It shows that deep institutional transformations of the local party organisations, including leadership turnover, reshuffling of the party cadres, and an explicit attempt by local party leaders to moderate and move to the political centre, were necessary factors for the AKP to succeed in elections where the Islamist constituency is weak.  相似文献

In August 2009, the Liberal-Democratic Party (LDP), which had been in power since 1955, lost the general elections to a recently-formed party, the Democratic Party of Japan (DPJ). The LDP's foreign policy had placed emphasis on relations with the US, and on international cooperation and relations with Asia. The LDP's foreign and defense policy lacked a long term vision; it was incremental, pragmatic and could be described as reactive or passive. An examination of the DPJ's foreign policy, three years after its coming to power, reveals that it has accepted part of the LDP's inheritance. The Japan-US Alliance was reasserted as pivotal to Japan's security. Cooperation with Asia has not given birth to a new regional structure or to new institutional mechanisms, and dialogue with China has not improved; incrementalism is still preferred in the field of defense. Nonetheless, the fact that Japan's opposition is now a catch-all party at the center of the political scene changes the framework of foreign and defense policy-making considerably. Therefore, the likelihood of interpartite cooperation over foreign and security policy is theoretically conceivable. Nonetheless, political and institutional constraints to change in the field remain.  相似文献

The influence of federalism on the organizational arrangements adopted by Australia's parties endures. This study examines the organizational structure of the State and Territory divisions of the Australian Greens through an analysis of their local party constitutions. It shows that there are important areas of difference in the organizations of state and territory Greens, despite their shared ideological commitment to inclusive internal party structures. These variations are a function of institutional and political factors, especially those induced by the Australian federal system. It is argued that differences in the organizational formats of state and territory party divisions reflect the historical circumstances in which they emerged and variations in the institutional (regional) setting in which they are located.  相似文献

Anxiety about the Asia‐Pacific region has held an evocative place in the Australian imagination, and has featured in federal elections since Federation. This article explores discussions of regional opportunity and threat in the spoken campaign language of Labor Prime Minister Paul Keating, and his Liberal opponents, in the 1993 and 1996 elections. This language forms part of an ongoing project by Australian political leaders to provide voters with a secure identity by managing regional threat: from extending “civilisation” in the first half of the twentieth century; to the image of Australia as a benevolent stabilising force in an unstable region following the Second World War; and the contested frameworks of engagement and opportunity from the 1980s onwards. While specific constructions of regional threat have changed since federation, leaders' discursive reassurances have remained remarkably consistent over 110 years.  相似文献

Political dynasties seem to flourish in Asia, whatever the political system. But this is not a relapse into traditional rule. Political dynasties are modern hybrids in which elite political aims are linked to popular norms of charismatic legitimacy. They are found in non-democratic regimes, electoral democracies and democratic movements, providing key advantages in a context of weak institutions or institutional decay. The author's detailed analysis of the situation in countries as varied as North Korea and India, Singapore and Thailand, Japan and the Philippines, shows that the descendents of charismatic leaders play a major role in politics in Asia. For they are often the key to the survival of a regime, a party or a movement.  相似文献

The Afghanistani government's discriminatory policies against its ethno-religious minorities from the late nineteenth century to the end of World War II brought widespread resentment, which resulted in many local revolts. After the war, these took on a different dimension and led to the founding of an underground political party, Seri Itehad (Secret Unity). The party was different from the other political parties of the time because its goal was to foment an uprising to overthrow the monarchy and so establish a republic. This paper explores why and how the party emerged, and how the unique characteristics of the party's two co-founders, who had little in common in terms of socio-political and cultural backgrounds, shaped the aims, approach, organization, membership and operation of the party. More women MPs than ever before were elected to the lower house of the national parliament of India in the 2009 general election. Yet, the increase in women's presence in the Lok Sabha cannot necessarily be attributed to the increased willingness of political parties to field more women candidates, despite rhetorical party political support for increasing women's participation in political institutions. This article analyses party political nomination of women as candidates in the 2009 election, and finds significant variations in levels of nomination across parties and across India's states. The article also examines in detail the nomination of female candidates by the two largest political parties, the Indian National Congress party and the Bharatiya Janata Party, both of which support proposals for introducing reserved seats for women in national and state legislatures. The findings reject the proposition that parties only nominate women in unwinnable seats, but finds support for the proposition that parties are risk averse when it comes to nominating women, and that this can restrict the number of women nominated for election. The article concludes with some further questions for future research on gender and political recruitment in India.  相似文献
