Why do some protest movements in Latin America succeed in rolling back privatizations while others fail? This article argues that protests against privatizations have tended to succeed under two conditions. First, privatization's opponents form linkages (or “brokerage”) across multiple sectors of society. Broad coalitions are more likely to achieve their goals, while groups acting alone, such as labor unions, are more easily defeated or ignored by governments. Second, civil rights are protected but political representation is weak. In that case, opponents have the legal right to protest, but are unlikely to have opportunities for communicating their concerns through formal institutions, which prompts them to channel their demands outside of existing political institutions. Using case examples and logistic regression, this study confirms these arguments and discusses the implications for democracy in the region.  相似文献

A process of modernisation and professionalisation has been affecting the political communication culture in Germany. The emergence and rise of the so-called ‘spin doctors’ particularly symbolises this trend. But how do the numerous political communication experts in Germany bridge the differences between the diverging objectives of the political and media realms? By what means do they link political issues and images to anticipated media logics? And how successful are their efforts in agenda- and image-building? To answer these questions, first, a contextual framework is provided identifying political communication experts as dually conditioned linking pins. Second, a hermeneutic content analysis of 63 interviews with high-ranked German ‘spin doctors’ gives some empirical evidence of the practical relevance of widely discussed communicative strategies. The longitudinal perspective provides insights into an enormous and expanding set of communicative strategies. Here, the cultivation of interpersonal networks is most promising, although it is a rather shaky tool of modern political communication in Germany. Overall, the new myth of the ‘powerful spin doctor’ has to be modified since their ‘success’ is contingent on individual variables.  相似文献

Academics have paid far more attention to Islamist movements than to the political discourse of contemporary Islamist authors. This is regrettable for four main reasons. First, Islamists address issues of major importance to their societies and these societies' relations with the external world, especially the West. Understanding their discourse holds the key to a better understanding of Islamist movements. Second, Islamists form an integral component of the Arab intelligentsia. As opinion shapers they influence the attitudes, beliefs and value systems of Arab publics. Third, Islamists have been writing extensively and critically about the United States, especially since the end of the Cold War. It is of great importance to understand why they are so ‘preoccupied’ with America and why they view it the way they do. Finally, Islamists write in a distinct style that leans heavily, and in complex ways, on the sacred text (the Qur'an). It is intriguing and intellectually stimulating to analyze the substance and style of their discourse and to contextualize it historically. This article focuses on one specific and critical aspect of contemporary Islamist discourse: its treatment of the United States.  相似文献

This paper seeks to reassess the outcome of mainstream civil society promotion policies in post-Soviet Kyrgyzstan. While it agrees with critics that the distorting effects of funding relations have meant that the promised ‘grassroots citizen empowerment’ has not been achieved directly through NGOs, it does not agree that NGOs are therefore merely vehicles of the Western ideological agenda and international aid to the Kyrgyzstani population. It argues that the facilitation of international actors has opened up opportunities for individual NGO activists to pursue their own social and political development agendas. In recent years, some activists have begun to use these opportunities to develop strategies through which grassroots interests are represented to decision-makers, and citizens' abilities to represent their own interests are enhanced. The strategies adopted differ from the mainstream civil society model and have allowed some NGOs to function in a manner more relevant to the specific Kyrgyzstani context. This suggests that local Kyrgyzstani NGOs and activists should not all be written off as ‘artificial’ civil society, irrelevant to the dynamics of state–society relations.  相似文献

The failures of regionalism and regional structures for cooperation between the five CIS Central Asian states are well studied. However, explanations so far do not convincingly account for the apparent enthusiasm of these states for the macro-regional frameworks of the Eurasian Economic Community, the Collective Security Treaty Organization and the Shanghai Cooperation Organization. This article argues that, as with previous efforts at Central Asian regional self-organization, these broader organizations still largely represent a form of ‘virtual regionalism’. But for the Central Asian states they offer a new and increasingly important function, that of ‘protective integration’. This takes the form of collective political solidarity or ‘bandwagoning’ with Russia (and China in the SCO) against processes and pressures that are perceived as challenging incumbent leaders and their political entourage. A primary motivation for Central Asian leaders' engagement in the EAEC, CSTO and SCO, therefore, is the reinforcement of domestic regime security and the resistance of ‘external’ agendas of good governance or democracy promotion. These goals are concealed behind a discourse that denigrates the imposition of external ‘values’ and continues to give pride of place to national sovereignty. This offers little to overcome the underlying fractures between states in Central Asia.  相似文献

Much of the recent literature on the inclusion-moderation thesis revolves around Islamist political parties. This paper contends that the case of Parti-Islam Se-Malaysia (Pan-Malaysian Islamic Party) is instructive in this regard. I argue that political opportunity is what decides whether a party would adopt more ‘moderate’ tendencies, not its mere inclusion in the electoral system. PAS’ raison d’etre was initially based on campaigning for an Islamic State. Subsequently, when it was in a coalition with two other secular parties, it began espousing the concept of a 'Benevolent State'. When the alliance eventually failed, PAS reverted to calls for an Islamic polity. PAS’ ideological commitment to an 'Islamic state' was dependent on political opportunities. This study argues for a more nuanced understanding of the trajectories of Islamist parties.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

One of the unusual features of the recent emergence of moderate Sunni Islamist political parties onto the formal political scene in the Arab world as a result of the Arab Awakening is that they nearly always emerge as elements in political dualities. Thus the party – a political movement – is wedded to a social movement and, sometimes, to a trade union as well. In addition, the social movement usually predates its parallel political movement. Furthermore, this structural duality seems to be confined to the Sunni world and often seems to be associated with the Muslim Brotherhood. The question then is precisely why this dual structure has been generalized within the political arena now colonized by moderate Sunni political Islam; is it a consequence of formal legal constraints upon such movements or does it respond to their internal dynamics? A further question raises the issue of why these dualities are not replicated within the Shi’a context or amongst secular political movements. And, finally, have they been paralleled amongst political movements arising from different religious traditions and what are the likely outcomes?  相似文献

This article analyzes Nepali student activists’ resistance and resilience as strategies that foreground their aspirations within existing political constructs. While they may enter into party politics through student organizations, they downplay their roles as political party foot soldiers. By focusing on their creative strategies and coping mechanisms during the political movement that ousted the monarchy in 2006, I highlight the nature of hope in youth political action through a common phrase they use: “Let's see what happens.” Using the concept of “subjunctive instrumentality” and ethnographic engagement, I analyze students’ internal micro-politics alongside public protests to demonstrate how they interweave the categories of idealism and opportunism, simultaneously inhabiting both in a way that makes politics personal and the personal political. These student activists’ “not-yet” orientation, in which they mobilize political, temporal, and symbolic contingencies, provides alternative templates for the present and visions for the future.  相似文献

Abstract

In recent decades, Islamic political movements, and their subsequent political parties, have been increasingly recruiting and nominating women to high-level decision-making positions despite the fact that the ideology they espouse often acts to dissuade women from assuming positions of political leadership. My ethnographic research on religious women’s activism in Iran and Turkey helps explain this unexpected trend by shedding light onto the role of Islamic party women in challenging the gender discriminatory attitudes and behaviours of their male party leaders. In particular, I highlight the role that a number of high-ranking Islamic party women with close ties to the ruling elites played in pressuring their male party leaders to address women’s political underrepresentation in formal politics. Women’s close ties to the ruling elites consisted of formal ties with key Islamic leaders that evolved thanks to women’s long-term devotion to the Islamic movement or learning at Islamic seminaries. I demonstrate that such close ties to the leaders, as well as the presence of a public discourse in favour of women’s increased access to politics, enabled influential Islamic women to leverage a form of ‘internal criticism’ as an important strategy to enhance women’s political rights and status from within the Islamic movements.  相似文献

ABSTRACT

Research into post-independence identity shifts among Kazakhstan’s Russian-speaking minorities has outlined a number of possible pathways, such as diasporization, integrated national minority status and ethnic separatism. Drawing on semi-structured interviews with young people in Almaty and Karaganda, I examine how Russian-speaking minorities identify with the state and imagine their place in a ‘soft’ or ‘hybrid’ post-Soviet authoritarian system. What is found is that Russian-speaking minorities largely accept their status beneath the Kazakh ‘elder brother’ and do not wish to identify as a ‘national minority’. Furthermore, they affirm passive loyalty to the political status quo while remaining disinterested in political representation. Russian-speaking minorities are also ambivalent towards Kazakh language promotion and anxious about the increasing presence of Kazakh-speakers in urban spaces. This article argues that two factors are central to these stances among Kazakhstan’s Russian-speaking minorities: the persistence of Soviet legacies and the effects of state discourse and policy since 1991.  相似文献

This article reads Walter Salles's Central do Brasil (1998) through a reappraisal of the film's relationship to melodrama in order to emphasise the significance of the association of affect with ethical judgment in thinking about the complex and contradictory gender politics of the film, thereby challenging the conventional tension between pathos and logos. Using a number of filmic and psychoanalytic theories, this article argues that Central do Brasil's melodramatic search for a ‘space of innocence’ in the Sertão could offer less a nostalgic return to anachronistic forms of living than a survival strategy for living in late modernity. Finally, this article argues that Central do Brasil, while lamenting the state's withdrawal from the public sphere, calls for an ethical imperative that is associated with a ‘feminine’ responsible and generous capacity to embrace the other as a necessary form of social and political action for the redefining of citizenship in Brazilian neoliberal society.  相似文献

Did the Suez crisis mark the end of empire in Britain and France, their submission to the political domination of the United States and the beginnings of a ‘new Europe’? Or did it stimulate a rethinking and reformulation of the meaning of empire, its utility and costs? This article argues that the ‘retreat from empire’ was not so much a simple, reflexive response to demands from below but a conscious effort by those from above to find new ways of exploiting the opportunities that the world beyond Europe offered them. Decolonisation, it is argued, is best understood in terms of contemporary business thinking, i.e. a conscious design on the part of managers to ‘downsize’, ‘restructure’, and ‘re‐engineer’ the imperial project. And, as in the corporate world, what might appear to the naked eye as retreat and abandonment may, on closer examination, turn out to be something more ambitious, an attempt to divest the imperial enterprise of unprofitable ventures and to reinvigorate those that are deemed to have untapped potential. After Suez, Britain attempted to demonstrate to the Americans that maintaining their access to middle eastern oil was vital both strategically and economically. They attempted to persuade them that ‘Nasserism’ was second only to communism as a danger to the western alliance, to have them drop their ‘anticolonialist’ rhetoric and to support the Bagdad Pact. In order to combat the anticolonial movement they established a ‘colonial’ bloc at the UN. Assuming that the Suez crisis marked the end of empire has hidden the struggle between Britain and France to redefine its meaning and has concealed the extent to which ambitious designs continued to persist in the contest to determine the future shape of a ‘united’ Europe — a struggle in which neither the British nor the French regarded themselves as pawns of the Americans in the Cold War, but rather one in which they attempted to move the powerful new American piece around the chess board in the middle east, Africa and Asia.  相似文献

Why do some candidates prefer to use clientelistic strategies to mobilize voters while others do not? Building on existing explanations that highlight the importance of voters' demand for particularistic goods and parties' capacities to supply goods and monitor voters, this article focuses on candidates' political careers. It argues that how candidates begin mobilizing voters to participate in rallies and elections becomes crucial in explaining their preferences to use clientelism. Candidates who receive a salary based on their ability to mobilize voters—paid party activists—are more likely to use clientelism than candidates who are not paid for their political work, unpaid party activists.  相似文献

This article explores the politics of older women in post-Soviet Kyrgyzstan, who have emerged as informal leaders in urban neighbourhoods to ‘speak for the poor’ to the state. Their mediating role is crucial for understanding community micro-politics, women’s political agency and more broadly state–society relations in the post-Soviet context. Drawing on in-depth interviews with older female informal leaders, the paper examines their political legitimacy and modes of mediation with the state and elites. Using Bourdieu’s concepts of political capital and ‘double dealings’, the paper argues that older women are important informal mediators, whose representational practices involve communal leadership, protest activism, bargaining and vote mobilization. Their multitasking roles are necessitated by their legitimation struggles and elites’ strategies of state capture. The article challenges the dominant media representation of older women activists as ‘a mob for hire’ and offers a more nuanced account of older women’s politics, addressing a blind spot in the literature on politics in Central Asia.  相似文献

Much of the recent academic literature that assesses democracy in Israel labels it either as incomplete or flawed, yet such literature employs minimal systematic analysis of how the state is actually governed. Since the 1990s, there has been a tendency to describe the Israeli political regime as an ethnocracy. This article argues that the term ‘ethnocracy’, when applied to Israel, has certain weaknesses and instead proposes the concept of ‘multicracy’ (multiformocracy) as a more appropriate term by which to describe Israel's political organization. It will demonstrate that existing Israeli democratic institutions do not control the state's policymaking in full and that several politically important processes are controlled or at least influenced by various other politically active forces. Whilst these forces can influence, stimulate, inhibit, and otherwise change governmental decisions and actions, they can be labeled as kratiae. While the capacity of Israel's democracy to govern is weak, these other kratiae can intervene in policymaking and the state's regime acts as democracy-dominated multicracy.  相似文献

The year 2011 is a Superwahljahr in Germany, with five states (Hamburg, Saxony-Anhalt, Baden-Württemberg, Rhineland-Palatinate and Bremen) holding Land-level elections in the spring and two more (Berlin and Mecklenburg-Western Pomerania) following in the autumn. The debate on the ‘second-order’ nature of Land elections – whether they are to be understood by their own regionally specific dynamics or whether they primarily serve as a proxy for national electoral trends – provides the frame for this election report and its discussion of campaigns, election results and coalition outcomes. These elections could perhaps best be described as ‘one-and-a-half-order’ elections: in some of these elections there was evidence of national electoral trends and national political issues, and voters undoubtedly rendered something of a judgement on the federal coalition government. Nevertheless, election and coalition outcomes probably had more to do with the specific political conditions prevailing in each of these states than with any overarching national dynamic.  相似文献

This paper utilises survey data from the 1999 European Value Study to conduct a quasi-experimental analysis of the relationship between the left–right self-identification and policy preferences of Germany's electorate. Given the German division until 1990 it is plausible that citizens from East and West Germany had different ideological socialisation experiences swayed by the political discourse of their times. This paper models the influence of this diverse experience on ideological thinking, and examines the effects on the understanding of political issues. The findings suggest that differences do exist in the ideological consistency and attitude structuring of respondents. Compared to respondents in the West, East Germans are more likely to understand the term ‘left’ in socio-economic terms. On the other hand, they seem to connect the term ‘right’ rather to xenophobic issues. These results have crucial implications for political communication in representative democracies, as they question the one-level dimensionality of the left–right concept.  相似文献

The Inter-Parliamentary Union (IPU) continuously seeks to assert itself as a voice of the peoples of the world in global debates, where geopolitical interests of states, often representing political and economic elites, dominate. This article critically analyses one of the latest contributions to norm setting and idea-generation by the IPU: the concepts of ubuntu and sumak kawsay (also known as buen vivir in Spanish and living well in English) as the basis for the international response to the challenge of failed development strategies globally. This proposal from the IPU arises from the exhaustion of the dominant discourses and concepts underpinning international development. These discourses are based on the colonial model of power and are increasingly being challenged by calls from subaltern voices for ‘unthinking, rethinking and delinking’ from hegemonic illusions. Further, the article argues, the proposed ideals of ‘living well’ and ‘human solidarity’ cannot be implemented within the current colonially inspired humanist paradigm, but require a ‘decolonial’ orientation of global humanism.  相似文献
