This article examines the Malaysian experience with public management reform to verify arguments about various reform models. Drawing on empirical data, it investigates reforms that have worked and those that have had limited impacts on public service improvements. It identifies critical success factors that determine reform outcomes and concludes that for reforms to succeed a combined top–down and bottom–up approach is crucial. It argues that while diagnostic and problem-oriented reforms have a better chance of being successful, the value of best-practice reforms should not be discounted. The cumulative impact of such reforms can be significant, as the Malaysian case demonstrates.  相似文献

Market-oriented agricultural intensification is a major development strategy, yet its alignment with sustainable development goals (SDGs) is unclear. We apply indicators for SDG 2 (eradicate hunger) regarding income, food production, food security and land tenure to recent intensifications in Rwanda and Laos to reveal their disaggregated impacts. We find while market-oriented intensification may generate poverty reduction, it also exacerbated marginalisation and poverty through various forms of land tenure insecurity. Ethnicity and gender were influential factors in Rwanda, and post-conflict resettlement policies in Laos. We discuss implications for development practice and selection of suitable indicators to reflect the ambition of the SDGs.  相似文献

In this study we examine the determinants of public support for foreign aid in China. We find that while political ideology and sense of national identity are the most important determinants of support for foreign aid, several demographic characteristics, such as age, gender and income, are also important. We also find that those living in the lower income western provinces and in provinces with higher poverty rates express less support for giving foreign aid. We draw policy implications from the findings for better targeting engagement strategies designed to garner support for foreign aid.  相似文献

During the 1990s the North has increasingly used a new tool, political aid, to influence its relations with the South. More commonly known as 'democracy assistance', political aid is targeted at governmental structures such as parliament, the judiciary and local government, as well as civil society organisations, with the aim of strengthening the institutions and culture of liberal democracy. However, despite its increasing deployment, the shape and extent of foreign political aid in individual countries in the South remain largely undocumented. This article shows the importance of political aid in South Africa since the pivotal elections of 1994. It then critically examines the role assigned to civil society by donors within the 'democratisation' process. Unlike most writers on the new political aid regime, who are often both its chroniclers and mandarins, this author questions the emancipatory potential of the kind of democracy being 'helped along' by democracy assistance.  相似文献

A new methodology, Tracking Underreported Financial Flows (TUFF), leverages open-source information on development finance by non-transparent, non-Western donors. If such open-source methods prove to be valid and reliable, they can enhance our understanding of the causes and consequences of development finance from non-transparent donors including, but not limited to, China. But open-source methods face charges of inaccuracy. In this study we create and field-test a replicable ‘ground-truthing’ methodology to verify, update, and improve open-source data with in-person interviews and site visits in Uganda and South Africa. Ground-truthing generally reveals close agreement between open-source data and answers to protocol questions from informants with official roles in the Chinese-funded projects. Our findings suggest that open-source data collection, while limited in knowable ways, can provide a stronger empirical foundation for research on development finance.  相似文献

What are the analytical benefits of using the security vocabulary when addressing issues of human well-being? And to what extent can a security framing of these issues be useful in the normative and political sense – that is, when making judgements about existing policies and when formulating and implementing alternative ones? This article uses the case of food security to engage with these questions. It argues for a shift away from conceptual fine-tuning of what food security should mean and towards an appreciation of how security functions as a political modality. Whilst acknowledging that this modality can work to encourage international conflict, enable governmental control and empower global capitalism, the idea that security has an inherent logic which denies progressive politics is refuted. Drawing on the idea of emancipation in critical security studies, and applying it to empirical examples from contemporary Brazil, it is shown how food security can help expedite action to address harm and vulnerability, reinforce the public sphere and widen the scope of social concern.  相似文献

ABSTRACT

Criminal gangs, while posing the most substantial threat to security in the Western hemisphere, fall outside the scope of contemporary studies in the field of mediation and negotiation. The prevailing wisdom that gangs are unmanageable due to their apolitical nature and the high political cost of dialogue has led to an approach that relies heavily on the security sector. While the security sector can and must play a role, confrontation alone has proven insufficient. The three-step theory presented in this article seeks to explain how and when to engage in dialogue as an alternative means of confronting criminal gangs. The success of this process, a reduction in violence and criminality through the transformation of gang-related conflict, hinges on sequencing and begins with state-sponsored mediation conducted in secret to establish a cease-fire between the gangs, then enters the phase of public negotiation between the state and the gangs, and finally concludes with a process of mainstreaming the reformed structures into society. This theory assumes that mediators can work with the gangs through a process of assisted articulation to develop a negotiating position, opening a zone of possible agreement between the government and the gangs. El Salvador offers a compelling example of how a society steeped in gang violence might pursue dialogue while also highlighting the threats posed to any negotiation.  相似文献

In the last decade incidents of xenophobia in South Africa have been prevalent. Are such anti-immigration attitudes related to a desire for isolationism in the country and support for a withdrawal from world affairs? Using data from the 2013 round of the nationally representative South African Social Attitudes Survey (N = 2,739), this article was able to shed light on determinants of anti-immigration attitudes using multivariate techniques. Foreign policy attitudes and cultural patriotism were found to be salient determinants of attitudes toward preferred immigration level. Support for isolationism was a better predictor than economic position. The findings suggest that discouraging isolationism would reduce xenophobia in the country.  相似文献

ABSTRACT

This article examines the arguments for globalization and analyzes Mexico’s “maquiladora experience,” which indicates that globalization alone does not bring about a higher standard of living. The primary reason that Mexico has not benefitted as much as might be expected from globalization has to do with the poor quality of its governance, referring especially to public administration. This assertion is supported by a comparison of Mexico and South Korea. In explaining South Korea’s greater success, Political Elasticity (PE) theory is introduced, suggesting that political power needs to become elastic in two meanings of this word: a “rubber band” meaning (referring to the ability of leaders to delegate power without losing or diminishing it) and “a balloon meaning” (having to do with the ability of leaders to reliably influence the behavior of the general public). Based upon studies of rural and industrial development, South Korea is shown to be more politically elastic than Mexico. This article concludes by examining the lessons that Mexico can learn from Korea’s experience.  相似文献

This article seeks to critically examine the political economy of the Northern Irish “peace process.” When the principal paramilitary organizations in the region declared cease-fires in 1994, it was widely assumed that political progress would be followed by economic prosperity. However, this “peace dividend” has never fully materialized. Those working-class communities that were at the center of the Troubles have derived little economic benefit over the last two decades. Indeed, if anything the already substantial class divisions in the six counties have become more pronounced over the course of the peace process. The article concludes by suggesting that these widening socioeconomic disparities have the potential to undermine the prevailing political settlement in Northern Ireland.  相似文献

Can electoral reform lead to a reduction in the number of terrorist incidents? Economists have shown that the introduction of constitutional institutions such as courts in the early eighteenth century had a direct effect on investment. Could there be a similar link between the introduction of proportional representation (PR) electoral systems and a reduction in the number of terrorist attacks? Previous studies using cross-sectional data have found a negative correlation between the presence of PR-electoral systems and the number of terrorist incidents. However, earlier studies were based on aggregate figures, not on time-series data. They did not provide a direction that could be used to measure the possible effect of the introduction of PR. This research note addresses this problem. Using a paired samples t-test it is possible to show that the introduction of proportional representation in Northern Ireland and Algeria led to a marked reduction in the number of terrorist attacks. The note thus adds strength to earlier studies.  相似文献

Achieving sustained improvements in health outcomes remains a challenge for sub-Saharan Africa, where diarrhoea remains a leading cause of death in children under the age of five. This paper examines the impact of foreign aid to the health sector on diarrhoea mortality in children under five in 47 sub-Saharan African countries, using panel data on the sectoral allocation of official development assistance in conjunction with country-level data on health outcomes. After controlling for fixed effects and the potential endogeneity of health aid, we find that increased health aid and increased public health expenditure are associated with lower diarrhoea mortality in children under five. In addition, health aid increases government spending on health, suggesting that the overall impact of health aid on diarrheal death rates could exceed the direct effect. Furthermore, increased access to improved sources of water and sanitation are important in reducing child mortality from diarrhoea.  相似文献

In this research note we employ the work of Wiktorowicz who suggests that persons who are knowledgeable of Islam may be more capable of critically evaluating the claims of militant recruiters and ideologues and thus be more resistant to their appeals than those who are not knowledgeable. This gives rise to an interesting research question: Does knowledge of Islam reduce support for Islamist militancy? To evaluate this research question, we employ data derived from a nationally representative survey fielded among 16,279 Pakistanis in 2011. Using several survey items, we construct a “knowledge index” to measure respondents’ basic knowledge of Islam, which is our principal independent variable. To operationalize support for militancy we use two survey items that query respondents about their support for two prominent Islamist militant groups based in and from Pakistan: the Afghan Taliban as well the sectarian group, Sipah-e-Sahaba-e-Pakistan (also known as Lashkar-e-Jhangvi and Ahle Sunnat Wal Jamaat). We use ordinary least squares regression to evaluate the impact of our independent variables upon support for these two groups, controlling for other relevant factors. We find that knowledge of Islam does predict less support for these two groups; however, other variables such as sectarian organization and ethnicity have greater predictive power.  相似文献

Many governments are devolving power to elected local councils, hoping to improve service delivery and citizen representation by bringing officials closer to the people. While these decentralisation reforms hold the promise of improved governance, they also present national and sub-national leaders with a complex array of options about how to structure newly empowered local political institutions. This article draws on cross-national experience and the latest research to identify the trade-offs inherent in structuring local political institutions. The study's specific interest is in the impact of strong, locally elected councils on governance and representation. Proceeding from an empirical basis that competitive elections are vital for the legitimacy and efficiency of local political institutions, the analysis first questions the impact of four institutional features – central versus local control, local executive versus local council authority, local council structure, and the role of parties – on service provision and fiscal solvency. The article's second section analyses the impact of decentralisation on political representation, with a particular focus on the role of institutional design in combating the threat of extremist parties. A final section summarises empirical findings and advances some policy-relevant conclusions.  相似文献

The article explores the potential contribution of better labour market participation among older people in Argentina to address old age poverty and vulnerability. The acute financial crisis in 2001 led to a steep rise in poverty and renewed concerns over the deterioration of old age support. Broadly, two main strategies took shape: to strengthen pension provision for poorer and vulnerable older people, and to improve their labour market participation. Using data from a dedicated survey of older people, the article tests the feasibility and effectiveness of the second strategy through a detailed analysis of the labour market participation and earnings of older people in Argentina.  相似文献

Exposure to open defecation has serious consequences for child mortality, health, and human capital development. South Asia has the highest rates of open defecation worldwide, and although the incidence declines as household income rises, differences across South Asian countries are not explained by differences in per capita income. The rate of open defecation in sub-national regions of Bangladesh, India and Nepal is highly correlated with the fraction of the population that identifies as Hindu, in part because certain rituals of purity and pollution discourage having latrines in close proximity to one’s home. Almost all open defecation occurs in rural areas, and this paper estimates how much the rate could be reduced if rural households in regions that have a higher fraction of Hindus, where open defecation is still common, altered their behaviour to reflect that of non-Hindu households in regions that are predominantly non-Hindu, where the rate of open defecation is much lower. Using nonparametric reweighting methods, this paper projects that rural open defecation in Bangladesh, India, and Nepal could be reduced to rates of between 6 and 8 per cent, compared to the prevailing level of 65 per cent.  相似文献

The power, vulnerability and destructiveness of financial markets are out of control in South Africa, now among the most unequal, economically volatile and protest-intensive countries worldwide. While debt made itself felt in many sites, of interest in both criticising and promoting solutions is the ‘scale jumping’ required from South Africa’s national insertion into the world financial system, entailing the Reserve Bank setting very high interest rates, in turn leading to unpayable levels of consumer debt, and at a time when microfinance is suddenly discredited as a development strategy. Macro- and micro-financial problems fused in the course of the Marikana Massacre of August 2012, reflecting the local and global powers of the Moody’s rating agency and ‘mashonisa’ loan sharks. The over-indebted Marikana mineworkers, who led a strike which catalysed many wildcat strikes elsewhere, confronted the local crisis by displacing it into the national economy. This only heightened the contradictions that Moody’s punished with its September 2012 credit-rating downgrade. Without a genuine ‘debt relief’ solution at both scales, society will continue to unravel, as financialisation reaches its limits within one of the world’s most extreme cases of uneven and combined development.  相似文献

Abstract

This paper argues that China's response to economic liberalisation, which artificially focuses on promoting particular sizes of firms, cannot improve technological capabilities in the ICT manufacturing industry. Not only have historical and economic conditions created difficulties in adopting Korean and Taiwanese style policies, but also competitive ICT firms in the global economy are increasingly moving from manufacturing to innovation activities against a backdrop of increasing economic liberalisation. Given the WTO and ITA agreements, the main path which Korea and Taiwan employed is now unavailable. The government therefore should leave the size of firms to market forces.  相似文献
