Using the English school arguments that inter-state regulation ameliorates the consequences of the power politics of international anarchy, I analyze to what extent China pursues a strategic partnership with Russia in Central Asia. I investigate if China has compatible policies with Russia on the use of force, on international legitimacy, and on institutional frameworks for security management. As China is increasingly asserting its security, economic, and institutional interests in Central Asia, similarities and differences have become apparent in relations with Russia. Increased mutual concern for continued regional stability has encouraged Beijing and Moscow to coordinate their policies across a wide range of issue areas. Stability allows them to focus attention and resources on each of their different geostrategic priorities.  相似文献

This article examines whether and to what extent China’s involvement in Central Asian countries undermines the democracy promotion efforts of the European Union and the United States. Findings confirm that China does indeed challenge Western efforts, but in an indirect way. First, Chinese provision of substantial and unconditional financial assistance makes Western politically conditioned aid appear both ungenerous and an infringement of sovereignty. Second, the Shanghai Co-operation Organisation, inclusive of China’s leadership role, creates an institutional means through which the (semi-)authoritarianism of member states is legitimized and challenges Western emphasis on democracy and human rights. Finally, by the power of its own example, China demonstrates that democracy is not a prerequisite for prosperity, the rule of law and social well-being.  相似文献

This article explores whether and to what extent new member states of the European Union (EU) seek to pursue their national foreign policy goals towards Central Asia through the EU rather than bilaterally. To do so, it focuses on Latvia and Romania. While the article finds evidence of Romanian attempts to project its interests in the region onto the EU level, Latvia appears to rely more extensively on the EU level to pursue its goals towards Central Asia. Using insights from the literature on Europeanization of national foreign policy, the article explains this finding with reference to four variables that determine whether a member state will seek to upload its national foreign policy preferences onto the EU level, namely the perceived salience of the policy goals, the extent to which member states can carve out a niche, their perceived capabilities and the level of Europeanization of their national foreign policies.  相似文献

This article contributes to current discussions on state capacity, quality of institutions, and political regimes. Our analysis demonstrates that the J-curve argument (“good institutions” in autocracies as compared to hybrid and transitional regimes) may not be generic and is not well supported by empirical evidence from the sample of post-Soviet countries. An explanatory model of the “King of the Mountain” is instead provided. Its focus is on the monopoly of political rent as a precondition for extraction of economic rent. It demonstrates an inverse correlation between the quality of institutions and the extraction of political and economic rent, and explains why an autocrat may not have an incentive to improve institutions that may make his/her monopoly vulnerable, and rather would prefer to preserve a low quality of institutions and “bad enough governance.” An analysis of a variety of external and domestic factors that may endanger this monopoly is provided. Finally, the autocrat's alternative strategic choices are analyzed. It is argued that better payoffs for the autocrat – paradoxically – may result from partial reforms and improvement of the quality of institutions. However, for various reasons, this is not occurring in post-Soviet autocracies.  相似文献

Since the early years of the twenty-first century, a number of key regional governments have consciously chosen to alter the way they talk about the region, and have now largely shifted from using the ‘Asia-Pacific’ to the ‘Indo-Pacific’ construct. But after three decades of utilising the ‘Asia-Pacific’ concept, why has this been the case and how might this shift in geographical conceptualisation alter the strategic framework of the region? This paper argues that the ‘Indo-Pacific’ is a regional reconceptualisation utilised by Japan, Australia, India and the USA to address deficiencies in Asia’s maritime security and institutional architecture, which are being simultaneously influenced by a more assertive Chinese posture and waning U.S. influence. Additionally, the Indo-Pacific concept has developed in tandem with a transformation in the regional security architecture. The utilisation of maritime minilateralism between Japan, India, Australia and the USA supplements Asia’s bilateral American alliances, with an array of trilateral security dialogues or ‘security triangles’. The Asia-Pacific to Indo-Pacific shift is really an instance of an emerging minilateral security regionalism, rather than the predominant forms of bilateral and multilateral security and economic regionalism that have dominated Asia in recent decades.  相似文献

ABSTRACT

Across Asia there has been a shift to the right in important democratic polities. This article argues that this conservative or authoritarian shift reflects the emergence of a new form of political regime that Nicos Poulantzas characterised as authoritarian statism. This article presents a theoretical framework – with illustrative case studies of Japan and Korea – to understand the emergence of a distinctive brand of Asian authoritarian statism. These new trajectories of political regimes reflect interconnected political and economic crises of conservative capitalist democracies. These crises are the result of the fracturing of modes and mechanisms of political incorporation due to the transnationalisation of capital. It is argued that the inability of current modes of state intervention or political incorporation to manage these economic and political crises or secure political legitimacy for political projects to deepen market reform has led to a “crisis of crisis management” and the further weakening of the Japanese and Korean states.  相似文献

This article engages with and contributes to a nascent debate on state-sponsored militias by way of an analysis of the formation and deployment of the Syrian regime’s National Defence Force (NDF). This militia emerged from the regime’s rich repertoire in outsourcing violence and allowing ‘heterarchical orders’ to serve regime maintenance purposes at home and abroad. During the Syrian war (2011–…), the key rationale for using such militias is primarily to address manpower shortages. For an important but limited period, the NDF served this goal well as it contributed to the regime’s military advances. The regime’s devolution of its violence to militias including the NDF brought about a sharp contraction of its ‘stateness’ but this did not constitute ‘state failure’ or its collapse. In this context, the regime’s elaborate measures to manage or counter the risks and downsides of deploying non-state militias such as the NDF underscore its general adaptability in its authoritarian governance.  相似文献

East Asia is regarded in Chile as an opportunity to achieve economic development, because economic integration would place it in East Asia’s value chains. This article suggests that the results of Chile’s economic strategy toward East Asia, based on trade agreements, have had a predominantly quantitative success. The value of exports toward East Asia has indeed increased impressively. However, the qualitative results are less impressive. These agreements are not adequate to achieve structural change, which would enable the Chilean economy to move along East Asia’s value chains. Statistical evidence confirms that Chile is still reduced to a commodity supplier and at the periphery of the chain. To change this situation, Chile has to design first a strategy of how to offer East Asia goods and services beyond commodities. This means looking beyond trade agreements.  相似文献

This article explores the cooperation after independence on four Central Asian transboundary rivers. The paper shows that, even though the Central Asian states agreed in 1992 to continue with the basic water-sharing principles, new agreements had to be made. New agreements were only made in basins with large-scale water-control infrastructure, which have transboundary significance or are transboundary themselves. The inequitable water allocation between the riparian states has continued and has not triggered new agreements.  相似文献

This article examines the formulation and implementation of American grand strategy under the Obama administration, and how the “pivot to Asia” functions within this strategic context. It argues that President Obama attempts to secure continued American hegemony through a combination of cooperative engagement and restraint. This exposes a fundamental dilemma at the heart of America’s rebalancing: increased engagement with US allies and partners in the Asia-Pacific is fueling political, economic, and military competition with China. Sequestration and questions over American strategic coherence and consistency are simultaneously undermining the credibility of the pivot, both at home and abroad. The article concludes that this dilemma makes it unlikely for the pivot to succeed in its stated aims, unless the United States re-emphasizes cooperative engagement with China.  相似文献

The article examines Russia’s New Energy Policy (NEP) and its impact on Northeast Asian security and the development of the Russian Far East. In contrast to analyses highlighting competition between China and Japan for Russian resources, to the contrary it is argued here that greater cooperation among consumer states in Northeast Asia would be beneficial for Russia. Although the NEP has resulted in changes in the composition of foreign investors in Russian energy projects, the author suggests that Moscow is interested in multinational cooperation in the energy sector because it would help diversify the regional energy market and contribute to the development of the Russian Far East and eastern Siberia.

From 2003 till 2006 he served as VSUES Vice-President for International Programs. By training he is specialized on international relations. His research interests include East Asia’s regionalism focusing on multilateral cooperation models in economics and security. At VSUES he teaches a study course on International Organizations for Economic and Security Cooperation. From August 2006 till May 2007 he was a Fulbright Professor teaching International Relations at the University of Louisville, Kentucky, USA. Abstract

Dr. Eqbal Ahmad’s intellectual stature and moral courage have become almost legendary. At a considerable personal risk he, together with his late brother, was among the first ones to denounce Yahya Khan’s brutal suppression in Bangladesh. In several ways he has emerged as a man of all nations and whatever he says and writes carries weight among concerned people. It should be realized that these Notes were written when the author was under great pressure having to face the gruelling Harrisburg trial and one would hope that had he had more time to edit them some of the statements would have been omitted. In places prone to electoral violence, what effects can constitutional changes have on elites’ incentives to organise conflict? This article develops two hypotheses to address the above question. It proposes that in places where national reforms find sub-national resonance, national and local politicians’ incentives regarding the electoral utility of conflict will align. However, in places where national-level changes fail to be locally relevant, these incentives will deviate from one another. The research illustrates these logics through a controlled comparison of two Kenyan counties: one that experienced electoral violence and the other that maintained peace around the 2013 elections.  相似文献
