This paper analyses the motivation determining the European Union’s (EU) aid allocation to Vietnam. Existing literature and EU official documents are used to build upon four models with respect to new aid allocation: donor interest, recipient interest, recipient capacity and potential donor influence. The paper concludes that the EU’s aid policy in Vietnam has a long-term objective in conformity with Vietnam’s development strategy—poverty alleviation. Moreover, the EU’s political and economic interests, a successful economic reform and development strategy, a high level of ownership (good governance) and potential donor influence are identified as contributions to make Vietnam an ‘aid darling’.  相似文献

This article argues that the European Union’s capacity to use an operational instrument for the purpose of an articulated objective constitutes an important, but conceptually neglected and empirically underexplored, element of its actorness. In order to fill this gap, the article introduces the concept of strategic capacity and develops an analytical framework for systematic empirical assessments thereof. Drawing on 22 qualitative expert interviews, the framework is applied to the EU’s maritime operation against human smugglers in the Central Mediterranean (EUNAVFOR MED Operation Sophia). The article finds that the EU so far has displayed a fairly low degree of strategic capacity in its fight against human smugglers. The article argues that this fairly low degree of strategic capacity is not to be ascribed to an institutional apparatus that is unfit for strategic action, but a decision on the part of political decision-makers to give weight to symbolic, as opposed to strategic, action. As a result, the operation has contributed little to the formal objective of disrupting and dismantling human smuggling networks in the Central Mediterranean. In some areas, it has even had an adverse effect on this objective.  相似文献

Asia is Europe’s largest trading partner and EU-Asia trade relations have undergone a rapid change since the global financial crisis. On a global scale, the new multilateral trade agreements such as the now stalled Trans-Pacific Partnership (TPP) involving European Unions’ (EU) major trading partners such as Japan, Singapore and Vietnam also have the potential to change the trade equations. In this paper, we evaluate the new EU trade policy which has been designed to ensure that the EU benefits from the changing global trade scenario and also look at the steps which have been taken by the EU to promote trade relations with its major trading partners in Asia in the predicted ‘Asian century’. We look into the Free Trade Agreements, which are being negotiated with its Asian partners and seek to understand the reasons which have resulted in delays in their signing and negotiations. We evaluate new policies pushed forward by its Asian partners such as the One Belt One Road policy by China and Japan’s policy of securing a large number of trading agreements in the America. Moving ahead, we also shed light on the indirect factors that may influence the success of EU trade negotiations in Asia such as the EU policy on granting China market economy status and the commencement of the ‘Brexit’ process. Lastly, we try to present a list of immediate priorities for EU in Asia, which will ensure that it secures a toehold in trade with the region. All in all, it is shown that the EU has not one and the same approach for all Asian countries but it negotiates flexibly and individually country by country. Because of this “country by country approach” the EU is also not ready to enter into general EU-ASEAN trade negotiations again.  相似文献

The European Union (EU) and Australia have embarked officially on a free trade agreement (FTA) negotiation process, a procedure expected to last no less than 5 years. Public pronouncements from both sides which announced the beginning of the process of negotiating an FTA marked a significant departure from the well-known tensions and difficulties which date back to the late 1950s. British entry into the then European Economic Community in 1973 meant that it had to align its trade policies with the much contested European Common Agricultural Policy (CAP). This had been implemented in the late 1960s and provided limitless reasons for antagonism between Australia and the EU. Yet, over time, the trade agenda changed for both sides with new actors and new agreements, and some of the previous machinery no longer providing the liberalisation of trade as intended. Both the EU and Australia have moved on—some of this change due to new political actors and new economic realities. Despite the tortured history between them, and mindful that some might be sceptical about this change of heart, real politik often imposes its own political will and the new needs may well be in sharp contrast to the past relationships. The prospect of an FTA shows how the trappings of history might be side stepped by a stronger, almost opportunistic, sense of economic benefits however small they might appear.  相似文献

The rule of law and security sector reform have become central to peacebuilding initiatives in the past decade and a half, accompanying a surge in international interventions in the periphery. Considered of critical importance to the re-establishment of order and the promotion of peace and development, these two areas of reform have gained importance and, today, feature as priorities in the European Union’s external action beyond its immediate neighbourhood. Such policies, however, have often failed to achieve their stated goals. After reviewing the theoretical relationship between peacebuilding, rule of law reform and security sector reform, this article draws on the Union’s practice to argue that a narrow, formalistic approach to rule of law and security sector reform, one that prioritises the transplantation of a western liberal legal framework, has undermined the aims of curbing instability and fostering development.  相似文献

In 2003, the European Union declared the threat of weapons of mass destruction ‘potentially the greatest threat to our security’ and increasingly called for the issue of nuclear proliferation to be managed within its preferred multilateral security governance frameworks. In spite of this, and the increased securitisation of proliferation, the EU has fundamentally continued its historical record of failing to engage with India and Pakistan’s nuclear rivalry, and has not been able to move significantly beyond a relationship with South Asia based on trade and aid. This is deeply problematic given the regional instability posed by the Indo-Pakistani enduring rivalry, and the fact that Pakistan is not only an unstable nuclear weapons state, but has been known to harbour international terrorists and nuclear proliferators. Given these conditions, as the EU acknowledges, the stakes of failing to engage could not be higher. A deeper analysis of EU engagement, however, demonstrates that EU security governance is limited, ineffectual, inconsistent and largely perceived as neo-colonial in what is the world’s most likely nuclear flashpoint. If the EU is to be considered a global actor in security governance, a key objective of the Treaty of Lisbon, then this needs to be redressed.  相似文献

This article critically examines a poorly understood aspect of the European security landscape: early warning systems (EWSs). EWSs are socio-technical systems designed to detect, analyse, and disseminate knowledge on potential security issues in a wide variety of sectors. We first present an empirical overview of more than 80 EWS in the European Union. We then draw on debates in Critical Security Studies to help us make sense of the role of such systems, tapping into conceptual debates on the construction of security issues as either “threat” or “risk” related. Finally, we study one EWS – the Early Warning and Response System for infectious diseases – to understand how it works and how it reconciles risk – versus threat-based security logics. Contrary to assumptions of a clear distinction between risk- and threat-based logics of security, we show that EWSs may serve as a “transmission belt” for the movement of issues from risk into threats.  相似文献

In the early 1990s, the European Union (EU) initiated two strategies, one deepening integration, the other widening it, to combat the increasingly important soft security agenda. This article seeks to assess the effectiveness of the EU’s response to the new security environment and speculates as to whether the completion of one process makes the achievement of the other more difficult, if not impossible. One focus will be on the development of border management on the EU’s periphery. Are the applicant states sufficiently prepared for the task of acting as the EU’s external frontier guard? The reactions of existing member states is also put under the spotlight. Arguably, their failure to promote a more equitable burden sharing arrangement, coupled with the decision to maintain internal frontier controls with applicant states for a transitional period after accession, has made the task of securing a strong external frontier more difficult. The European Police Office (Europol) forms the centerpiece of analysis in relation to the deepening of integration. Its efficacy as a means of information exchange is examined, and the impact of enlargement is considered.  相似文献

This Practical Note examines the nascent micro-insurance sector in West Bengal, paying particular attention to the corporate–NGO partnership model for micro-insurance distribution, which has been enabled by India's unique regulatory framework. We challenge the popular construction of this model as a ‘win–win’ for all parties by analysing conflicting understandings of micro-insurance schemes and their purposes by insurance companies, NGOs, and poor villagers. Abstract

Negotiations on the Transatlantic Trade and Investment Partnership (TTIP) commenced in 2013, and soon became the most controversial bilateral trade agreement negotiations ever attempted by the European Union (EU). When trying to understand the escalating debate over the proposed agreement, most analyses have highlighted opposition to the deal, especially from civil society organizations. However, a full understanding of the debate surrounding TTIP requires analysis of supporters’ responses, as these changed in response to strategies used by opponents of the agreement. This article uses a novel approach in trade policy scholarship—rhetorical analysis—to focus on the European Commission Trade Directorate’s response to contestation over TTIP. Drawing on work on the ‘rhetoric of reaction’, this article identifies the rhetorical strategies used by EU trade commissioners from 2013 to 2016. It outlines the evolution of the rhetoric and accompanying changes in process and policy, providing insights on the impact of TTIP politicization on the guiding principles of the EU’s trade policy.  相似文献

This article focuses on the evolving nature of the foreign policy of the European Union (EU) towards Brazil, which gained momentum and became more dynamic and denser after the establishment of a formal strategic partnership (SP) in 2007. It provides a historical overview of the institutional relations between Brussels and Brasília, before proceeding with an analysis of the main drivers behind this novel development. The study goes on to offer a critical examination of the implementation of the EU–Brazil SP by casting light on both its major achievements and the challenges it has faced. It concludes that the establishment of a formal strategic partnership with Brazil has contributed to the strengthening of the EU’s globally oriented partnership policy and ultimately to the incremental empowerment of the EU necessary to the assertion of its values, objectives and interests on the international stage.  相似文献

While China is fast becoming an important outward direct investor, its companies are showing an increasing interest to locate in Europe and the European Union (EU). It has been suggested that this can partly be explained by the more lenient attitude of the European countries compared to the US, where some acquisitions were abandoned when they ran into political opposition based on security concerns. Yet, also in Europe, the media follow rather closely each new Chinese entry, and certain politicians have started to criticise the take-over of technology-oriented companies, especially by Chinese state-owned firms. Against the background of a very open foreign direct investment (FDI) policy as measured by OECD FDI Restrictiveness Index for the EU and the individual countries, an overview is given of the pre- and post-establishment obstacles to direct foreign investment. Also, the EU policy measures that directly or indirectly deal with incoming direct investment are discussed. Within the context of the EU competition policy and the merger regulation, the EU Commission has cleared five cases of take-over by Chinese state-owned enterprises. Although the Lisbon Treaty authorises the EU Commission to take charge of investment policy as part of the EU commercial policy, it will take time to realise this. If the announced negotiations about an investment treaty between China and the EU could work out the necessary balance, it would be an important step in achieving more reciprocity between their respective investment regimes.  相似文献

Narrative analysis has been widely employed in the social sciences. Yet there has been no systematic application of narrative theory to the study of how the word “democracy” is given meaning by political actors. Using the empirical example of the Burmese democracy movement in the lead up to the historic 2015 election victory of the National League for Democracy, this article argues that narrative analysis can contribute in unique ways to the interpretive task of “elucidating” the concept of democracy. Tracing plot and character construction within activist and aid worker stories about democracy in Myanmar, this study reveals three prominent and diverging narratives of democracy within and around the movement; a liberal narrative, centring on liberal democratic institutions and values, a benevolence narrative, focussing on the value of moral leadership and selflessness, and an equality narrative, highlighting the importance of cultural reform towards greater relational equality. Attention to these narratives has implications for donor “democracy promotion” strategies raising new questions about the role of formal institutions of democracy, the perceived source of “solutions”, and the impact on internal struggles within democracy movements.  相似文献

This paper offers insights into an innovative and currently flagship approach of the European Union (EU) to the mitigation of chemical, biological, radiological, and nuclear (CBRN) risks. Building on its long-time experience in the CBRN field, the EU has incorporated methods familiar to the students of international security governance: it is establishing regional networks of experts and expertise. CBRN Centers of Excellence, as they are officially called, aim to contribute to the security and safety culture in different parts of Africa, the Middle East, South East Asia, and South East Europe, in the broadly construed CBRN area. These regional networks represent a modern form of security cooperation, which can be conceptualized as an epistemic policy networks approach. It offers flexibility to the participating states, which have different incentives to get involved. At the same, however, the paper identifies potential limitations and challenges of epistemic policy networks in this form.  相似文献

Relations between the European Union (EU) and regional subgroups in Latin America (Mercosur, the Andean Community and Central America) are clear examples of ‘pure interregionalism’ and provide evidence of the EU's active promotion of regional integration. Within the context of these cases, this article explores what type of international power the EU wields, how interregionalism is embedded in that power, and how it is deployed. Combining strands of literature on EU–Latin American relations, interregionalism, EU external policy and power provides a framework within which interregionalism can be understood as an important normative and practical tool for the EU's external power projection. Drawing on official documentation and interviews with key individuals, the paper highlights the EU's articulation of power in interregional relations and reflects upon its mixed success. It concludes that, while imperial qualities and aspirations can be observed in the EU's penchant for interregionalism, the transformative power of the EU remains limited.  相似文献

This article examines the little explored issue of non-state actor (NSA) participation in the European Union’s (EU) Common Security and Defence Policy (CSDP). Despite the fact that NGOs and civil society are shielded from formal access to CSDP, EU staff in both Brussels and the missions engage with them informally. Drawing on interviews with policy-makers and NSA representatives, the article analyses the practices of the EU in its engagement with NSAs, focusing on civilian missions in Georgia and Palestine. It shows that such engagement is more intense during implementation at the level of CSDP missions rather than during policy-making in Brussels. It argues that a combination of rational choice-based (functional needs of policy-makers and intensity of NSA advocacy) and constructivist (organisational and individual cultures) explanations helps us better understand why CSDP structures open up to NSAs. The article contributes to the nascent academic and policy debate on EU–civil society cooperation in CSDP and, more broadly, to the studies of informal governance in the EU and NSA participation in international organisations.  相似文献
