Sidney Verba and Norman Nie, in their 1972 workParticipation in America, advance the notion that political participation is not unidimensional, but is comprised of different modes. In recent years, the availability of panel and cross-sectional time series data has led to greater interest in the temporal dimension of political participation. Using data from nine American National Election Studies, we confirm the Verba and Nie findings with respect to voting and campaign participation and expand upon them. We examine the factor structure of indicators used in composite indices of voting and campaign participation and find that the structure of participation is stable across age groups, cohorts, and periods, confirming that composite indices of voting and campaign participation are not confounded by age, cohort, or period effects.This study was supported by grants from the Wayne State University Graduate School and the National Institute on Aging (NIA 5 AG06344-02).  相似文献

Using data from two national surveys conducted in 1990 and 1993, this article investigates seven modes of sociopolitical behavior and one form of potential political participation in the context of Norwegian local government. Results indicate that factors associated with alternative modes of activity vary; different types of people tend to choose different channels of involvement. The most pronounced difference is found between activities directed toward influencing public opinion and those intended to influence political decision making more directly. Whereas the former mode is more typically chosen by younger, well-educated single women living in urban areas, the latter is more characteristic of married, better educated men living in smaller municipalities. Findings are characterized by a high degree of stability over the period considered. Only in the case of voting is there a suggestion of some possible change. After decades in which socioeconomic status variables have been of little significance for voting in Norway (a situation explained by the mobilizing effects of organizations), an effect of education was found in the 1993 survey. Also noteworthy is the distribution of participation among the population: rather than being cumulative, different forms of political involvement are relatively widespread.  相似文献

This survey examines the background to and the campaign preceding Malta's EU accession referendum. The result of the referendum, which was held on 8 March 2003, and which was the first of the EU accession referendums of 2003, was a 53.65% vote in support of membership, on a turnout of close to 91%. Explaining both the relatively low support for EU accession and the high turnout on referendum day involves weighing up the relative impact of distinctive features of Malta's political culture and institutional framework against more immediate campaign effects. While the conclusion is that the high turnout in the Maltese EU accession referendum can be traced to Malta's political culture, the relatively low but positive vote in favour of membership can only be fully understood by focusing on a range of factors, including campaign-related factors, such as the credibility of the arguments presented by the ‘yes’ and ‘no’ camps and the balance of resources available. The most important factor explaining the result of the Maltese referendum are, however, the cues provided by the political parties prior to and over the course of the referendum campaign.  相似文献

The minimax regret model of decision making under uncertainty, which was proposed by Ferejohn and Fiorina (1974) as a model of the voting decision, is here generalized to encompass forms of political participation (such as contributing money or time to a campaign) in which the range of alternatives is continuous. A principal implication of the model is that aggregate campaign contributions may be substantially increased by limiting the amount that any one individual can contribute. The conditions under which the behavior of a minimax regret decision maker can be unambiguously distinguished from that of an expected utility maximizer are also specified.  相似文献

Academics and policy-makers have highlighted the increasing disconnection between citizens and electoral politics in Europe. Declining citizen involvement in traditional forms of politics has manifested itself in lower voter turnout and a dramatic shrinkage in the membership of political parties. Citizens have turned to alternative forms of civic and political engagement. These trends are most marked amongst young people. Whilst a number of studies have examined the nature of political participation in Europe, and the participation of young people in individual countries or specific political activities (such as voting), hardly any research has looked at patterns of engagement ‘within’ a generation of young people across different democracies. This article examines the political participation of young Europeans in national democracies in 15 European Union member states. Previous studies have shown that citizens are increasingly moving away from electoral forms of participation towards alternative forms of engagement that are (for the population as a whole) much less socially equal. Using data from the European Social Survey, this article finds that the social inequalities of participation are (with the major exception of voting) much less profound for young people. This latter finding has important implications for public efforts to promote greater youth participation in democracy.  相似文献

Numerous studies show that education has a positive effect on political participation at the individual level. However, the increase in aggregate levels of education in most Western countries over the last decades has not resulted in a corresponding increase in aggregate levels of political participation. Nie et al. (Education and democratic citizenship in America, 1996) propose the relative education model as a possible solution to this paradox. According to this model, it is not the skills promoted by education that have positive effects on political participation. Rather, education influences individuals’ social status, which in turn influences political participation. The relative education model expects that the individual-level effect of an additional year of education will decrease as the mean level of education in the environment increases. This article evaluates this theory using Swedish election surveys (1985–2006) and it thus provides the first in depth evaluation of the relative education model outside the US. On voting and political participation related to political parties, support is found for the relative education model.  相似文献

Although political participation has received wide-ranging scholarly attention, little is known for certain about the effects of social and political context on turnout. A scattered set of analyses—well-known by both political scientists and campaign consultants—suggests that ones neighborhood has a relatively minor impact on the decision to vote. These analyses, however, typically rely upon data from a single location. Drawing on official lists of registered voters from sixteen major counties across seven states (including Florida) from the 2000 presidential election, we use geographic/mapping information and hierarchical models to obtain a more accurate picture of how neighborhood characteristics affect participation, especially among partisans. Our research shows that neighborhoods influence voting by interacting with partisan affiliation to dampen turnout among voters we might otherwise expect to participate. Most notably, we find Republican partisans in enemy territory tend to vote less than expected, even after accounting for socioeconomic status. Our findings have implications for campaign strategy, and lead us to suggest that campaign targeting efforts could be improved by an integration of aggregate- and individual-level information about voters.  相似文献

Why do well‐educated citizens show high turnout in elections? Despite broad scholarly agreement that educational attainment predicts electoral participation, there is little consensus about which aspects of higher education account for this positive association. This study addresses this gap in the empirical literature by investigating the educational correlates of micro‐level turnout. To this end, the article first discuss two types of factors that prior research has suggested to connect higher education to voting: participation‐enhancing benefits; and the type of education. Using a unique, nationally representative survey of the 2012 cohort of Finnish undergraduates, the relative importance of and relationships between these competing factors in explaining the students’ intended voting in the 2014 European Parliament election are tested. It is found that turnout is positively associated with the student’s sense of political efficacy, which also mediates between an open classroom environment and turnout. Furthermore, students enrolled in the academic university track have stronger voting intentions – an effect that reflects their sense of civic duty. By contrast, no support is found for the effect of social network centrality. These results suggest that several, but not all, elements of higher education as discussed in the literature are relevant for electoral participation.  相似文献

Scholars have had limited success empirically demonstrating the importance of political participation. This study shows that political participation matters because it influences political rewards. Political participation, specifically voting, acts as a political resource for geographic groups. Voting is a resource because members of Congress seek to maximize the benefits of Federal budget allocations going to their districts. Members of Congress not only try to direct resources into their districts, but they also attempt to allocate strategically those resources to the areas that provide the best return in terms of votes. Hence, areas within congressional districts that vote at higher rates will be privileged over areas that vote at lower rates.  相似文献

This article considers the following question: given sex workers' barriers to participation, how do they engage in political life, if at all? To answer this, I draw on semi-structured open-ended interviews with forty adults who have supported themselves with sex work in the San Francisco Bay Area. While these individuals do not represent all sex workers in the United States, they exhibit a variety of capacities and methods for expressing their voices in the polity. Even as they faced multiple disadvantages and barriers to participation, they engaged in civic and political life through voting and community-based advocacy work, and they indicated that nonprofit agencies provide spaces that potentially support and encourage these activities. Although my results are from a small sample, they provide an important contribution to political science by shedding light on a population that is rarely studied in the discipline, especially regarding their formal and informal political involvement. In so doing, this article adds to broader scholarship on participation among marginalized and often under-studied groups.  相似文献

Why does community matter for political participation? In this paper, I consider how community psychology, particularly “sense of community” can be used to address questions of political behavior. Individuals’ perceptions about their significance in a given community can have meaningful effects on the way in which communities influence politics. Using a unique survey instrument designed to capture individual’s perceptions of community connectedness and political behavior across five contexts (workplace, church, associations, neighborhood, and circle of friends (i.e., an informal network) I analyze data from 822 respondents and examine how sense of community influences two types of political behavior: voting in local elections and political discussion. The empirical analyses presented demonstrate that sense of community contributes to explaining voting and discussion, even after controlling for demographic, personality, and other political factors.  相似文献

Proceeding from mass society theory and the theory of social capital, this article discusses the effect of social isolation, social trust, and membership in voluntary organizations on radical right-wing voting in Belgium, Denmark, France, Norway, and Switzerland. By using data from the first and third rounds of the European Social Survey, a number of logistic regression models are estimated. The results indicate that social isolation and social capital, measured as active membership in voluntary organizations, are of marginal value for explaining radical right-wing voting, although there is some cross-national variation. Moreover, the results show that not even members of humanitarian aid and human rights organizations are less likely to vote for the radical right, which clearly questions the universalistic ambitions of Putnam's theory of social capital and its core idea that organizational membership fosters tolerance and civic virtues.  相似文献

This article investigates electoral participation and the antecedents of anti-integrationist voting (AIV) in the Danish 2004 European parliamentary elections. First, it focuses on the effects of the campaign and assesses the importance of social demographics and political predispositions vis-à-vis mediated and interpersonal communication on turnout. Second, it investigates AIV, focusing on 'hard' utilitarian predictors and 'soft' cultural predictors. It draws on the European Election Study (EES) post-electoral voter survey and a media content analysis of the most important news media outlets. Its findings corroborate previous research on political participation and shows significant positive effects of interpersonal political discussion and exposure to news media that portrayed the European elections as a conflict-laden contest on turnout. The analysis of AIV highlights the importance of proxies (lack of trust and dissatisfaction with the incumbent government) and political ideology, but also feelings of identity. The latter provides evidence from the Danish context in support of an emerging body of literature emphasizing 'soft' explanations of euroscepticism.  相似文献

Hitherto, tactical voting has not been a topic in Norwegian electoral research, despite the fact that tactical considerations have been publically discussed both by politicians and citizens for years. The complexity of the electoral system is partly to blame. Norwegian voters experience a number of tactical situations that give rise to rather different dilemmas, and hence several tactical motives. These need to be mapped and analysed separately. A set of survey questions has been especially designed for the present study to record these motives. Special attention has also been paid to the political sophistication of voters, campaign messages encouraging tactical voting, and the restraining effects of habitual voting and negative attitudes towards tactical voting. These factors may modify the inclination to tactical electoral behaviour. The web survey designed for the present project was conducted immediately following the Norwegian parliamentary election of 2013 (N = 2,278). Of the voters in the survey, 18.3 percent reported casting a tactically motivated vote. The 4 percent threshold on the distribution of compensatory seats, the competition for the last district seats and the composition of government coalitions triggered tactical voting. Tactical voters do not stand out as more politically sophisticated than other voters. Rather than calculating the expected utility for each party, they seem to rely on campaign information from the political parties and the media when voting tactically. For the habitual voters and voters with a strong dislike of tactical voting, the propensity for tactical voting is well below average.  相似文献

This paper investigates how social media affects general voting patterns. Unlike previous studies investigating whether citizens’ use of social media affects political participation, this paper considers the connections that social media users have with political activists on social media, and how this connectedness influences general voting patterns, using data from Ghana. With contemporary theoretical perspectives and exploratory techniques, trends from past literature are presented, from a social media-based propagated survey with 420 valid responses. Structural equation modeling was used to test the conceptual model, which demonstrates that the connectedness with political and social media activists is significant and positively influences modifications in voting patterns. Online political participation and political affect also present an effect on voting patterns. The relationship between connections with social media political activists and online political participation is significant, as indicated by a strong covariance observed in the model. The results of the multigroup analysis also indicate some cultural and social issues to shape the phenomena for further investigation.

Implications from three theoretical models explaining the incidence of invalid voting are tested using data from all presidential elections in post-communist and Latin American democracies. Institutions such as the rule governing the possibility of reelection, compulsory voting, the rule for electing presidents, and the concurrence of elections, all powerfully shape the incidence of invalid voting. The article utilizes an interactive framework which implies that the effect of electoral rules is strongly conditioned by features of political competition. Although there is evidence consistent both with the voter error and protest models of invalid voting, most of the variation in invalid voting rates is explicable by the stakes associated with casting a valid as opposed to an invalid ballot.  相似文献

We empirically test the role of membership rules and voting schemes for climate change coalitions with the STAbility of COalitions model (STACO). The model comprises twelve world regions and captures long-run effects of greenhouse gas accumulation. We apply three stability concepts that capture the notion of open membership and exclusive membership with majority and unanimity voting. We show that exclusive membership leads to superior outcomes than open membership and that unanimity voting is preferable to majority voting in welfare and environmental terms. Our results suggest restricting membership in future international environmental agreements and they provide a rationale for unanimity voting as applied in many international organizations.  相似文献

The drawing of congressional district lines can significantly reduce political participation in U.S. House elections, according to recent work. But such studies have failed to explain which citizens’ voting rates are most susceptible to the dislocating effects of redistricting and whether the findings are generalizable to a variety of political contexts. Building on this nascent literature and work on black political participation, we show that redistricting's negative effects on participation—measured by voter roll‐off in U.S. House elections—are generally strongest among African Americans, but that black voters can be mobilized when they are redrawn into a black representative's congressional district. Our findings, based on data from 11 postredistricting elections in five states from 1992 through 2006, both expand the empirical scope of previous work and suggest that redistricting plays a previously hidden role in affecting black participation in congressional contests.  相似文献

Our objective is to investigate the relationship between presidential campaign activities and political mobilization in the states, with specific focus on the mobilization of core constituents. Using data on presidential campaign visits, presidential campaign media purchases, and party transfers to the states, we highlight some interesting mobilization patterns. First, voter turnout is positively influenced by presidential campaigns, though not by all campaign activities. Second, there is some evidence that campaigns have direct effects on the participation of core partisan groups. Finally, the ability of parties to mobilize their core groups has a strong effect on state electoral success that exists over and above the direct effect of campaign activity on electoral outcomes. All in all, we see the results as strong evidence that political mobilization in general and party transfers to the states in particular are an important component for understanding campaign effects in presidential elections.  相似文献

The relationship between social development and political participation has been described by Nie, Powell, and Prewitt in terms of two major contentions: (1) social development leads to increases in both the relative size of the middle class and the scope of the organizational infrastructure; (2) both factors lead in turn to higher rates of political participation, but the one - socioeconomic status - is mediated by civic attitudes, while the other - organizational involvement - is not. In trying to assess these contentions in relation to Norway, the present study arrives at several interesting, but disparate, conclusions: (a) existing findings with relevance for the problem (Martinussen's Distant Democracy ) are open to reinterpretation; (b) in a highly developed corporate-pluralist state such as Norway, organizational involvement must be distinguished as to its dependent-variable and independent-variable characteristics; (c) occupational status must be problematized as a sexist indicator; (d) class characteristics are not important determinants of participation in Norway, but sex is; (e) in relation to involvement in the electoral channel, civic attitudes do not mediate class position as much as they mediate sex; and (f) in relation to involvement in the corporate (interest-group) channel, neither sex nor class are significantly mediated by attitudes. Finally, it is pointed out that the relevance of these findings for the Nie-Powell-Prewitt position is uncertain, due to the problematic operationalization of both sex and organizational involvement in the original study*.  相似文献
