Abstract

Why are some elections manipulated more severely than others, and why do the techniques used to manipulate them vary over time and space? This article addresses these related questions by showing that patronage resources—not incumbent popularity—make manipulation appealing to frontline agents, while local political conditions can make manipulation personally risky for them. Agents can mitigate these risks by adopting more dispersed forms of manipulation like vote-buying, rather than more centralised falsification. These hypotheses are tested using forensic analysis of electoral data from more than 90,000 precincts per election across Russia’s 83 regions, from 2003 to 2012.  相似文献

Theories of multi-level and network governance have been applied to changes derived from processes of Europeanisation. These theories reflect vertical and horizontal interdependencies which may erode the power of the central state vis-à-vis supra-national and regional layers of governance. This paper suggests that through the enlargement process institutional adaptation has been uneven and led to the creation of a democratic deficit. It suggests that metaphors of asymmetry or variable geometry better reflect the reality of fluidity and dynamism in the distribution of powers at differing territorial levels in accession states.  相似文献

This article examines the transfer of the OECD corporate governance code to Hungary. It documents the process of code transmission, and assesses its impact through an examination of corporate governance in the three largest Hungarian private companies—Magyar Telekom, MOL and OTP. The article illustrates the disjuncture between formal commitment to code adoption and its effective implementation, with a case study of the abortive takeover bid by OMV for MOL in 2007–2008. The reasons for the disjuncture are related to national and corporate contextual conditions, management incentives and the channels of transmission.  相似文献

The 1989–1990 revolution that took place in Poland as well as in the rest of central and east Europe led to fundamental changes at the local level. The aim of the decentralization reforms was to establish new governing structures and governance practices and to create local self-government as a strong local actor, autonomous from central control. The administrative, fiscal, and political decentralization was to change drastically the role of the central state by providing local authorities with a new set of responsibilities, fiscal resources, and the decision-making power to implement them. Such a shift also implied major clashes over power, resources, and group interests. Why then do such tensions continue to persist? What are the processes through which the central state is returning to the local level? This paper argues that the return of the central state and its increasingly visible presence at the local level is caused by persistent conflicts surrounding the form, structure, and function of the Polish state. These conflicts are aided by a weak civil society and fragmented party system. This paper will examine the case of Poland and ways through which the central state has been (and still is to the present day) imprinting its presence on local spaces of democracy and governance during the last two decades.  相似文献

In the mid-1990s, the United States Coast Guard began planning a modernization effort known as the Deepwater program to replace an aging inventory of cutters, aircraft, and small boats. This effort involved a consortium of corporations to develop a “system of systems” to meet performance-based requirements and build the new equipment. This article examines the Deepwater program through the lens of multilayered principal–agent theory and evaluates the performance-based contracting (PBC) method used to alleviate strains linked to accountability from the principal–agent relationship. The findings help better understand the dilemmas prescribed from multilayered principal–agent theory and PBC by illustrating the accountability issues faced by smaller organizations when engaging in complex, large-scale procurement.  相似文献

Abstract

Politicians have returned frequently to the need to reform schools to achieve wider objectives of social reform and economic prosperity. Within the UK education systems, however, there have been differing experiences and approaches at both national (Scottish, English, Welsh and Northern Irish) and local levels towards school governance reform. School governance in Scotland remains distinct compared to the rest of the UK, both in terms of the pace of reform and the content. The pace of reform in Scotland has been slower and the content has been shaped to a greater extent by political and professional modes of accountability. This article argues that a new phase in school governance reform is likely to follow the election of the Scottish National Party (SNP) majority government in May 2011. A number of factors both external (international comparison of the school performance; the post 2008 politics of austerity) and internal (changes led by the SNP government to the policy-making process, namely outcomes-based policy-making) have placed debates about school autonomy and school governance on the political agenda.  相似文献

Aggregate indexes of the quality of governance, covering large samples of countries, have become popular in comparative political analysis. Few studies examine the validity or reliability of these indexes. To partially fill this gap, this study uses factor, confirmatory factor and path analysis to test both measurement and causal models of the six Worldwide Governance indicators. They purportedly measure distinct concepts of control of corruption, rule of law, government effectiveness, rule quality, political stability, and voice and accountability. Rather than distinguishing among aspects of the quality of governance, we find that they appear to be measuring the same broad concept.  相似文献

Abstract

In the post-war period teacher unions in England and Wales have experienced considerable turbulence regarding their participation in the structures of system governance. Participation in governance had traditionally been conducted through the processes of collective bargaining until the abolition of national negotiating rights in 1987. After an extended period of exclusion from governance networks this situation was reversed in 2003 following the establishment of a ‘social partnership’ between employers and education unions. This article draws on data from the Economic and Social Research Council funded project ‘Workforce remodelling, teacher trade unions and school-based industrial relations’ to assess the significance of the social partnership for system governance. It combines empirical data from England and Wales with research frameworks drawing on teacher union research in the USA to contrast social partnership with collective bargaining and to assess whether social partnership working represented a genuinely new approach to governance and, in turn, a form of ‘new unionism’.  相似文献

Abstract

This article considers how structures and processes of governance in education have changed in England, Wales, Scotland and Northern Ireland over recent years, setting this discussion within the context of debates about the nature of governance and governing in public services more generally. It is argued, firstly, that governance needs to be considered as a comprehensive concept that encompasses both the role of the state and the range of other actors and processes through which educational provision is steered; and secondly, that governance is essentially about power: its distribution and its use. The article draws on these key ideas to explore the similarities and differences between the experiences of the four constituent jurisdictions of the United Kingdom over recent years. It considers whether the approaches in the jurisdictions are converging or diverging, the reasons underlying this, and prospects for the future. It is concluded that, while national histories and cultures have served to maintain very distinctive governance identities among the jurisdictions, international trends, and the ways in which governments respond to these, are putting these identities under considerable pressure.  相似文献

In this article local governance in the Swedish context is discussed. A case study of a Swedish city is framed in its historical, national and international context. By locating the redevelopment of an old harbour within a historical context, new insights are brought into the understanding of local governance. Cities are indeed nested. Deteriorating public finances, the deregulation of the economy (nationally and globally), the changed status of the welfare state, the restructuring of industry and the neo-liberal wave all taken together form a formidable challenge. A radical questioning of the values, principles and forms of the Swedish welfare state has tangible impacts on local governance. It is concluded that Swedish municipal actors face the dual challenge of acting efficiently (being sensitive to the needs and demands of local elites), while keeping democratic legitimacy (being sensitive to the needs and demands of all citizens).  相似文献

This article examines recent EU–Moldova relations under the European Neighbourhood Policy (ENP) and the Eastern Partnership (EaP) in order to assess the EU's policies and their (limited) effectiveness over the past decade. I draw on the ‘external governance approach’ and develop the ‘partnership as cooperation perspective’ to examine which approach prevails in the theory and in the political practice of EU–Moldova relations. Whereas the external governance approach focuses on the expansion of EU rules to assess the effectiveness of the EU's external relations, the partnership perspective draws attention to effective cooperation based on mutual concessions in areas of converging preferences.  相似文献

This paper discusses how the vision of an ‘ideal village’ is used in the construction of feelings of community in a watershed development project in India. What constitutes the notion of idealness and how it emerges in a particular context is determined by a number of factors. The discussion of the working of two aspects of the project – voluntary labour and watershed-plus measures – brings out the usefulness of such a vision in community-formation, even though different actors involved in these aspects are also motivated by factors other than idealness. Further, the successful working of these aspects also indirectly re-enforces the notion of idealness, although critical engagement with it is sometimes limited by the focus on community-making.  相似文献

This article empirically examines the impact that leadership styles have on turnover. The results reveal that transformational-oriented leadership was found to lower voluntary turnover—that is, the aggregate of quits and transfers. Transactional-oriented leadership, on the other hand, was found to increase quits in agencies. The theoretical and practical implications of these findings are discussed in the article.  相似文献

Employing counterfactuals to assess individual and systemic explanations for the split between Al Qaeda and the Islamic State of Iraq and al-Sham (ISIS), this article concludes that individual leaders factor greatly into terrorist alliance outcomes. Osama bin Laden was instrumental in keeping Al Qaeda and ISIS allied as he prioritized unity and handled internal disputes more deftly than his successor, Dr. Ayman al-Zawahiri. Although a troubled alliance, strategic differences between Al Qaeda and ISIS were not sufficient to cause the split. Rather, the capabilities of Al Qaeda's leader determined the group's ability to prevent alliance ruptures.  相似文献

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.  相似文献

Little is known about how ownership affects accountability in non-governmental organisations (NGOs). This article explores differences between locally- and non-locally-owned NGOs in South Africa. Our data suggest that locally-owned NGOs more often claim to implement downward and internal accountability mechanisms, while non-local NGOs more often claim to implement upward accountability mechanisms. Bigger NGOs also perform better at downward and upward accountability mechanisms than smaller ones. The data suggest there is much these organisations can learn from each other to strengthen their accountability mechanisms. Furthermore, assuming there is a positive relationship between local ownership and development effectiveness, these findings may have important implications in furthering effective development interventions.  相似文献
