Although the EU President Van Rompuy expresses the belief that the EU-China strategic partnership and the people-to-people friendship will continue to flourish,more and more European intellectuals express their doubts about the strategic partnerships of EU-China relations.The reasons for the doubts are firstly European scholars place more emphasis on the differences between China and EU in ideology and political system;secondly,they believe that the establishment of the strategic partnership between China and EU was the result of EU and its Member States having implemented an "unconditional engagement" with China;thirdly,a series of differences between China and the EU on issues like trade,Africa,climate change in recent years.However the different ideas towards China EU strategic partnership have caused the partnership to face challenges as well as significant opportunities for development.  相似文献

This paper investigates the degree to which EU and United States development policies reflect partnership, meaning that aid is based on negotiations on an equal basis. It finds that, while the EU has traditionally been more focused on partnership than the United States, in recent years the gap is narrowing. The EU is increasingly providing aid based on a security rationale and has become reluctant to give budget support, while the United States is starting to work more with local actors. Changes in public support for aid, the EU’s growing role as a security provider and institutional changes can explain this trend.  相似文献

Abstract

Energy trade is an essential factor in EU–Russia relations. This essay argues that Russia and the European Union have deployed two types of power in their post-Cold War energy relationship. Russia has predominantly exerted geopolitical power through the sale of its vast energy resources and selected strategies to channel them to partners. With a large market but lacking fossil fuels, the EU attempted to achieve its aims mostly through regulatory power. However, both the Russian and the EU external energy policy strategies have recently become more nuanced. This evolution in their approaches has resulted in Russia’s gradual acceptance of the regulatory and market principles promoted by the EU.  相似文献

Drawing on New Institutional Economics (NIE) theory, the article argues that EU energy policy towards Russia damages security of supply because it neglects the specific aims and propensities of Russia and Gazprom. EU Commission initiatives are based on the promotion of interdependence through market opening, favouring a policy of competition over security of supply. The reason for this focus is found in the EU's embedded inclination towards liberal markets. Russia, by contrast, has chosen suboptimal state control of natural resources over the frontier capitalism of the 1990s. Sustainability of the current rent based system and geopolitical considerations are essential to Russia and Gazprom. In this situation a pragmatic approach that aims at security of supply and security of demand seems to be more successful. In this approach, liberalisation of the market can only be a long-term goal.  相似文献

Abstract

China has been committed to resolving its border disputes with Russia since the late 1980s and expedited this move in the wake of the Cold War in the hope of removing what has been referred to as the ‘biggest obstacle’ to the establishment of a strategic partnership with Russia. In so doing, China pursued three interconnected objectives. The first relates to China’s strategic and security environment that, in the Chinese perspective, has worsened since the United States has unilaterally engaged in a policy of China-containment. The second objective is to maintain China’s economic growth through a partnership with its resource-abundant neighbour. Chinese political leadership and academics have considered economic modernisation as their ‘paramount’ task since Deng Xiaoping launched market reform in the late 1970s. The third objective is to fulfil China’s dream of restoring its past glory by rising in the global power hierarchy and reshaping the current world order more to its liking.  相似文献

Whereas the European Union (EU) has had some effect on political and economic reforms in the Ukraine and Moldova, it almost completely failed to impress the regime and population of Belarus. Despite growing consensus at the EU level that the Union's policies for Eastern Europe cannot succeed without Belarus, few attempts have been made to account for the failure of EU governance in Belarus. Having recalled the current legal and institutional set-up of EU–Belarus relations, this article introduces the notion of the ‘values/security nexus’ to explain the limited impact of EU governance in Belarus. It argues that the highly contradictory normative objectives in the Union's current Neighbourhood Policy towards Belarus effectively undermine the EU's credibility in the country: idealist values of ‘winning the hearts and minds’ of the Belarusian population increasingly collide with traditional realist goals of protecting EU interests and the stability of the Belarusian state. By way of conclusion, the article highlights the challenges facing the EU's new Eastern Partnership, including Belarus.  相似文献

The article examines how Russian criticism of the normative power Europe (NPE) has evolved. Initially Russia insisted that NPE arguments covered realpolitik. However, two new approaches have recently emerged in Russian reporting on human rights in the EU. One is the demonstration that the EU does not qualify as a normative power. Another is the development of an alternative interpretation of human rights. Russia has, therefore, mastered all NPE critiques. This has occurred as the result of a change in how Russia views international relations. Moscow’s ultimate goal has, however, remained unchanged; it is to reaffirm its equality with key global players.  相似文献

The pragmatic interests of Kazakhstan and the European Union have profoundly influenced the relationship between them, preventing the establishment of successful cooperation in the human dimension. This article investigates these dynamics in detail, placing its spotlight on the role assigned to the relationship with the European Union in the most recent technologies of power devised by the Kazakhstani regime. Particular attention here will be devoted to the tension between the regime's search for international legitimacy and its efforts to insulate itself from EU pressures for political liberalisation.  相似文献

Abstract

In 2010, Russian authorities presented a new draft law on education, which immediately became controversial. The essay examines whether user groups (parents) and low-ranking sector employees (teachers) were active in the movement critical of the reform, and how the state responded to the anti-reform movement. The movement consisted of several networks and organisations with no central node. It included teachers, parents and activists from both non-systemic groups and systemic opposition parties. Pressure from below by networks and organisations was combined with pressure from actors situated above in the political system, that is, in the Duma. Since the movement was welfare-oriented rather than fundamentally regime-critical, the Russian authorities tolerated open criticism both from civil society and inside the Duma. Some gains for teachers were won, but the movement’s proposed amendments and demands were generally rejected or only introduced in revised form.  相似文献

Abstract

After the collapse of the Soviet Union, Kazakhstan was faced with domestic conditions that made cooperation with Russia rational. Kazakhstan inherited a large ethnic Russian population and a severe economic depression. These conditions affected other countries emerging from the Soviet Union, but only Belarus matched Kazakhstan’s level of strategic cooperation with Russia. President Nursultan Nazarbaev’s dominance of Kazakhstan’s national security agenda offers a partial explanation for the cooperation, but we still need to ask what makes him different from the leaders of other post-Soviet countries that faced the same conditions. Kazakhstan’s pattern of historical development provides the key to understanding the cooperation. The timing of the country’s contact and experiences with the Russian-led empires led to a ‘dominant ally’ image of Russia that continues to decide the two countries’ relationship to the present day.  相似文献

This paper examines the Cold War rhetoric in US–Russia relations by looking at the 2008 Russia–Georgia war as a major breaking point. We investigate the links between media, public opinion and foreign policy. In our content analysis of the coverage in two major US newspapers, we find that the framing of the conflict was anti-Russia, especially in the initial stages of the conflict. In addition, our survey results demonstrate that an increase in the media exposure of US respondents increased the likelihood of blaming Russia exclusively in the conflict. This case study helps us understand how media can be powerful in constructing a certain narrative of an international conflict, which can then affect public perceptions of other countries. We believe that the negative framing of Russia in the US media has had important implications for the already-tenuous relations between the US and Russia by reviving and perpetuating the Cold War mentality for the public as well as for foreign policymakers.  相似文献

Energy efficiency has long since been a pillar of the European internal energy policy. It now takes on increasing importance in European external energy relations. It is, for instance, key to the EU–Russian Energy Dialogue. I analyse how energy efficiency has been institutionalised in EU external energy relations, in particular towards Russia. I examine whether energy efficiency can be seen as a new paradigm for understanding external energy relations. Based on this conceptual delimitation, I describe and assess the regulatory mechanisms proposed by the EU to implement this approach in practice.  相似文献

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings.  相似文献
