Network building conferences in support of industry-wide innovations

Promoting industry-wide innovation is a particularly difficult problem of technology transfer because of issues of proprietary information and competition. A promising approach to this problem is network-building through mission-oriented conferences that facilitate communication among those involved in the transfer of technology. This paper defines basic concepts of networking and views mission-oriented conferences as temporary systems. It describes how one mission-oriented conference, the Footwear Technology Symposium, was designed to promote networking. The paper also provides examples of other mission-oriented conferences (including a number of what have been called “research utilization conferences”). The article concludes with a set of recommendations for planners of mission-oriented conferences.

Lessons from a successful and failed random assignment testing batterer program innovations

With increasing pressure to conduct experimental evaluations of domestic violence interventions, it is important to weigh further the most challenging aspect of experimental designs: the implementation of random assignment. This paper reviews two attempted experimental evaluations of counseling programs for domestic violence offenders, and formulates implications for conducting and interpreting program evaluations. The two case studies offer an instructive comparison of a maximally implemented experiment and a failed one at the same setting. In the first study, the random assignment was introduced within the counseling program and with implicit leverage of court sanctions for non-compliance to the assignment. In the second, random assignment was disrupted by unforeseeable events and inter-agency breakdowns in the complex referral system. Interestingly, implementation issues in both studies raised divergent interpretations from researchers and practitioners. They appear to imply a need for more disclosure of implementation problems in experimental evaluations and for more caution about over interpreting the existing experimental evaluations in the field.     

South Korea's innovations in data privacy principles: Asian comparisons

Over the last two decades, at least a dozen Asian jurisdictions have adopted significant data privacy (or ‘data protection’) laws. South Korea started to implement such laws in relation to its public sector in the 1990s, then its private sector from 2001, culminating in the comprehensive Personal Information Privacy Act of 2011. Internationally, there have been two stages in the development of data privacy principles (the common core of such laws), the first typified by the OECD's data protection Guidelines of 1981, and the second typified by the European Union data protection Directive of 1995, with a third stage currently under development.

英国为执行欧盟人体组织和细胞三个指令在立法和执法上所作的努力及其获得的成功,对于我国建立人体组织细胞法律制度,发展监管科学,有效治理“干细胞治疗”乱象,具有重要借鉴价值.在实证的基础上,分析、介绍英国人体组织法的基础、基本制度和运作方式,设想中国干细胞疗法监管科学的框架,应当包括监管的目标和长远战略、科学立法、制度文化、监管体制与执法机制、行业治理、患者维权的伦理—法律问题等.     

刑罚执行活动中的法律监督问题

刑罚执行对于刑事诉讼具有终结性、实现性的重要作用和法律意义,但对刑罚执行的监督却相对滞后,存在着监督范围不完整、内容不明确、效果不理想等问题,这既有法治理念上的原因,也有法律制度本身和实践操作层面中的问题.目前要加快刑罚执行监督的理念更新,应加强立法保障,注重刑罚执行监督的功能发挥,促进监督机制创新,构建完善有序高效的监督体系.     

A survey of public sector use of federally generated innovations

Several agencies of the U.S. Government make available technical information in hopes that it will be used by the public and/or private sector. This paper is a study of the awareness and/or use of such technical information by the managers in small city and/or county governments. Five technical sources were used in the survey. In general it was found that the managers of city, county and special districts in Central California had very limited knowledge about the five information sources.     

Double-edged sword effect of independent innovations and foreign cooperation: evidence from China

How do independent innovations impact firm performance? Based upon exploratory learning perspective, we argue that independent innovations will exhibit a double-edged sword effect on firm performance over time. Further, we view cooperation with foreign partners as complementary assets, and examine the dynamical moderating effect of such complementary assets on the relationship between independent innovations and firm performance. By analyzing a sample of Chinese firms, we find that independent innovations can enhance long term firm performance, but dampen short term firm performance. Further, our results show that cooperating with foreign partners as complementary assets will improve the relationship between independent innovations and firm short term performance.
