While it is widely acknowledged that internal R&D is a fundamental source of the ability to absorb, select and use external knowledge, severe data limitations prevent from capturing differences across firms in this respect. Using a novel dataset supplied by the Italian Bureau of Statistics, we highlight that, when controlling for internal R&D efforts, not all firms are equally prone to gain access to external technology, and to the knowledge provided by universities in particular. We find that firms which do not only perform R&D activities but also belong to a group exhibit a higher propensity to access external knowledge by either contracting out R&D or cooperating with external parties, as compared to independent firms that are not organized into groups. This premium persists when controlling for different measures of internal R&D efforts. Furthermore, the differential in the propensity to access external knowledge is particularly high in the case of R&D performers belonging to foreign groups, i.e. Italian affiliates of foreign owned companies; and it is even higher in the case of the few Italian firms that have R&D activities abroad. The relative dis-advantage of independent firms, which represent the bulk of the Italian industry and include most small and medium sized enterprises, appears to be less of an obstacle in the case of linkages with universities, especially when R&D contracting out is considered.  相似文献

Twenty-five years ago, industrial performance of research and development (R&D) was primarily an activity undertaken by large traditional manufacturing firms. Only about 3 percent of the R&D conducted in industrial labs was done by service sector firms. By the late 1990s, however, such firms accounted for approximately 30 percent of the Nation's total industrial R&D expenditures, with a fairly large amount of the effort being directed toward the development and use of information technologies. Industry's increasing reliance on research and technology outsourcing also apparently has contributed to the service sector's substantial R&D expansion. This paper documents recent trends in US non-manufacturing R&D expenditures, highlighting their growth and focus and the difficulties in measuring these trends, as available from national R&D statistics. Broad comparisons with trends and concerns identified through other countries' surveys of service sector R&D are presented.  相似文献

We investigate the role of search strategy in shaping firms’ innovation performance. Firms use a wide range of external actors and sources to help them achieve and sustain innovation. In particular, the extension (breadth) and the relevance (depth) of such sources determine firms’ ability to extract and exploit knowledge and new ideas and, thus, to be innovative. Using a sample of firms in a regional context active in R&D, we built separate measures of breadth and depth for local (on a regional scale) and global (outside the regional context) search. This allows us to investigate whether localized or global knowledge spillovers are in place. We find that a wider set of partners increases coordination costs, while greater depth in search strategies contributes to innovation. We find that a more diversified search strategy at the local level (greater breadth of search) results in significant payoffs in terms of innovation, while diversifying the partnership with Italian partners has a smaller, although still positive, effect. In contrast, the benefits of depth of innovation are greatest at the global level. In addition, a broader set of information sources for R&D projects has a significant positive effect on innovation. Finally, firms that resort to R&D subsidies are less innovative.  相似文献

International technology- based joint ventures are proliferating despite their inherent complexity and high risk of failure. US firms continue to employ international joint ventures as a vehicle for collaborative research and development (R & D); foreign investors prefer the joint venture for investing in the emerging market economies of Eastern Europe. Tipping the balance in favor of successful joint ventures requires a strategic approach from the very advent of entering into an international R&D arrangement: an approach in which clear objectives are set and alternative ways to reach these objectives are systematically evaluated. Several frameworks are presented that clarify and facilitate the decisionmaking process during the initial phases of considering a joint venture in which project objectives are developed, alternative R&D arrangements are evaluated, and potential partners are identified and eventually selected.  相似文献

A firm can improve its innovation either by its internal research and development (R&D) efforts or by forming external collaborative R&D alliances. While previous studies on R&D collaboration and knowledge diffusion mainly focus on various external sources of R&D collaboration, little effort has been made to investigate the joint impact of competitive and non-competitive R&D collaborations on firm innovation simultaneously. By examining the data of 165 Taiwanese firms in the information and communication technology industry, we find that: (1) non-competitive R&D collaborations with universities have a positive direct impact on firm’s innovation performance; and (2) both non-competitive and competitive R&D collaborations have a positively moderating effect on the relationship between a firm’s internal R&D efforts and firm innovation and the positive moderating effect is higher for non-competitive R&D collaborations than that of competitive R&D collaborations. These findings suggest that R&D collaborations, either non-competitive or competitive, exhibit the nature of a win–win situation. We also derive implications for firms’ selection of R&D alliance partners and government policies.  相似文献

The objective of this paper is to analyse the effects of international R&D cooperation on firms?? economic performance. Our approach, based on a complete data set with information about Spanish participants in research joint ventures supported by the EU Framework Programme during the period 1995?C2005, establishes a recursive model structure to capture the relationship between R&D cooperation, knowledge generation and economic results, which are measured by labour productivity. In the analysis we take into account that the participation in this specific type of cooperative projects implies a selection process that includes both the self-selection by participants to join the consortia and the selection of projects by the European Commission to award the public aid. Empirical analysis has confirmed that: (1) R&D cooperation has a positive impact on the technological capacity of firms, captured through intangible fixed assets and (2) the technological capacity of firms is positively related to their productivity.  相似文献

This article is based on two surveys of US firms, all of them members of the Industrial Research Institute, on their interactions with university and federal laboratories. It covers mainly the federal part of the responses. Although questions remain to be answered (a followup survey is planned for mid-1991), the firms had a surprisingly high level of awareness of and interaction with the federal laboratories. Many of them plan to increase their external R&D funding. We believe the firms including such external resources in their strategic planning will achieve stronger competitive positions than those that do not. Director of the Graduate Program in Technology and Science Policy. Previously, he was principal scientist and group manager for Industrial Policy and Planning at the Solar Energy Research Institute in Golden, Colorado. He also served as policy analyst with the National Science Foundation's R&D Assessment Program and, subsequently, as acting leader of the Working Group on Innovation Processes and their Management. Roessner received degrees in electrical engineering from Brown University and Stanford University, and a master's degree and Ph.D. in Science, Technology and Public Policy at Case Western Reserve University. We study the economic value of both embodied technological change and Research and Development (R&D) investment as proxies for the inputs of innovative activities conducted by Vietnamese firms. Our main focus is on the profitability of young innovative companies (YICs), private innovative companies (PICs), and small and young companies (SYCs). In particular, we test whether YICs could prove successful in fostering economic development through their technological change activities. Results show that (a) although YICs are more R&D intensive and innovative than PICs and SYCs, in general they do not produce equivalent performance; however those specific YICs focusing on technological change potentially outperform their counterparts, and (b) PICs are more capable than the other types of firms in translating their innovative effort to higher profitability.  相似文献

This research examines the impact of research and development (R&D) consortia on the competitiveness of American companies. It also concludes that since passage of the 1984 National Collaborative Research Act, which allows companies to jointly perform research, only a few R&D consortia have been formed and they do not have much impact on companies through applications of new technology. It is suggested that R&D consortia may have more impact on firms that are catching-up technologically or for which the particular research is tangential to their core business. He holds a Ph.D. in public policy from the George Washington University (1988), and has worked for the National Science Foundation, the Congressional Office of Technology Assessment, and the National Academy of Sciences. His interests focus on technology, economic competitiveness, and government policy. He has recently published on these topics in Research Policy (August 1990), and Policy Studies Review (Spring 1991, forthcoming).  相似文献

Industrial clusters have attracted increasing attention as important locations of innovation. Therefore, several countries have started promotion policies for industrial clusters. However, there are few empirical studies on cluster policies. This paper examines the effects of the “Industrial Cluster Project” (ICP) in Japan on the R&D productivity of participants, using a unique dataset of 229 small firms, and discusses the conditions necessary for the effective organization of cluster policies. Different from former policy approaches, the ICP aims at building collaborative networks between universities and industries and supports the autonomous development of existing regional industries without direct intervention in the clustering process. Thus far, the ICP is similar to indirect support systems adopted by successful European clusters. Our estimation results suggest that participation in the cluster project alone does not affect R&D productivity. Moreover, research collaboration with a partner in the same cluster region decreases R&D productivity both in terms of the quantity and quality of patents. Therefore, in order to improve the R&D efficiency of local firms, it is also important to construct wide-range collaborative networks within and beyond the clusters, although most clusters focus on the network at a narrowly defined local level. However, cluster participants apply for more patents than others without reducing patent quality when they collaborate with national universities in the same cluster region.  相似文献

Japanese corporations are undergoing radical transition: they have begun to reassess the role, organization, and management of their internal R&D and technology commercialization activities in response to changing market, business, and technical conditions. From large consumer electronics firms such as Matsushita and Sony to the semiconductor and computing conglomerates such as Fujitsu and NEC, these organizations are under considerable pressure to both invent and innovate more rapidly and cheaply than ever before. As technologies become more complex and integrated—such as the convergence of electronics, computing, video, and broadcast television—it is no longer practical to assume that all of a firm's R&D needs can be met internally. This paper looks first at how major Japanese corporations have embraced technology transfer mechanisms such as licensing, joint collaboration, and the outsourcing of R&D to manage these changes dynamically and effectively. Secondly, this paper looks at why Japanese firms' record of managing collaboration and licensing, particularly on an international basis, has been disappointing because of a number of problems and barriers. These difficulties, which are compounded by the further externalization of research and technology and by increased licensing activity, have given rise to a need for new technology transfer services which, until recently, have not been available either within the organization or through local consulting firms in Japan. This paper concludes by outlining strategic and operational guidelines for managing licensing and collaboration arrangements between U.S. and Japanese firms which are also applicable in the general case. These insights are based on the experiences of managing licensing and collaboration programs between Japanese and U.S. organizations from the dual perspectives of two licensing firms—Innovation Partners, kk. in Japan and Competitive Technologies, Inc. of the United States.  相似文献

Research and development (R&D) partnerships are formed to share the risks and benefits of R&D. At the macro level, they result in a globe-spanning network that can be a valuable source of international knowledge spillovers. This network is the subject of a considerable body of literature. Often-made claims are that R&D collaboration is an important activity in a competitive environment, but that the importance of international partnerships has declined over time. Furthermore, it is claimed that collaborations are disproportionally concentrated within the developed economies. However, this literature fails to account for variations in the sizes of underlying firm populations between countries and over time. We argue that these population sizes create an opportunity structure of available collaboration partners for firms, and that ignoring variations in this structure potentially leads to erroneous conclusions about the structure and dynamics of the R&D network. To address this problem, we study the structure and dynamics of the global R&D network on an international and cross-industry scale using longitudinal data for 1989?C2002. We integrate data on public firms and their R&D partnerships and confront earlier findings with our data and a set of methods, which enables us to correct for the structure and dynamics in the firm population. While our study confirms previous findings concerning the worldwide trend in collaborative activity, it also shows that results on individual countries need correction. In particular, the importance of R&D collaboration for US companies is overestimated, while their openness towards foreign partners is underestimated.  相似文献

This paper explores the factors that affect firms’ propensity to engage in R&D cooperation using a CIS-3 sample of innovative firms located in seven European countries. It performs the analysis separately for the manufacturing and the service sectors in order to examine whether there are specific features that shape the service firms’ R&D cooperative behaviour in particular ways. Differences between the manufacturing and the service sectors in the cooperative behaviour of firms become much more evident once an appropriate structure of endogeneity is determined. We compare different countries because, so far, the empirical evidence produced comes from single countries or countries that are all quite homogeneous in terms of industrial structure. Instead, we consider also countries, such as transition economies, that have not been analyzed so far. We find that public subsidies positively affect firms’ propensity to engage in R&D cooperation in all countries, but they seem particularly important to enhance firms’ cooperativeness in the service sector. In this paper we use a size and industry matched sample of over 1,900 UK and US businesses for the period 2004–05 in the manufacturing and business services sectors to analyse the relative “strength” of the university–industry ecosystems in which these firms operate in the two economies. Our analysis shows that in both countries universities per se play a quantitatively smaller role as a source of knowledge for business innovation than either the business sector itself or a variety of organisations intermediating between the university and business sectors. Our analysis reveals a much more diffuse university–industry ecosystem in the UK in which a higher proportion of businesses claim links external to themselves in their pursuit of knowledge for innovation and a higher proportion report directly connecting with universities. US firms are more likely to access knowledge through a combination of business and intermediary sources and are less likely to have established formal collaborative or partnership agreements in the 3 years prior to the survey. We also find, however, that a higher proportion of US firms place a very high value on the connections they have with universities and are much more likely to commit resources to support such innovation related university interactions. A similar pattern of diffuse but weaker links characterise the supply of public sector financial assistance for innovation in our sample firms. UK firms are more likely to be in receipt of assistance, but receive far less per firm in absolute terms and relative to their R&D expenditures. It appears that the UK university–industry ecosystem is characterised by a greater width than quality of interaction.  相似文献

Decomposing the GDP growth from 1981 to 2004, this paper finds that innovation capacity has contributed significantly to the economic growth of China and India, especially in the 1990 s. Outputs of the national innovation system, measured by patents and high-tech/service exports, demonstrate the considerable progress China and India have made in innovation capacity. The enhanced innovation capacity of China and India is primarily due to their heavy investment in the inputs of innovation system, i.e., R&D expenditure and R&D personnel, in recent decades. This paper emphasizes the role that the governments have played in promoting innovation capacity and their contribution to economic development. Both governments have transformed their national innovation systems through linking the science sector with the business sector, providing incentives for innovation activities, and balancing import of technology and indigenous R&D effort. Using case studies of domestic biotech firms in China and India, this paper also offers micro-level insights on innovation capacity and economic development: (1) innovation capacity has become essential for domestic firms?? market success and (2) global institutional factors and national government policies on innovation have considerable influence on the choice of innovation at the firm level, i.e., to conduct indigenous R&D or to import foreign technology.  相似文献

Extension services and other organizations that assist small and medium-size firms can play an important role in brokering technology from federal laboratories and other R&D sources. They can help the firms identify and define their technology needs and can help interpret and apply federal-laboratory technologies to meet those needs. These are some of the conclusions of a recent Federal Laboratory Consortium project, designed and managed by INNOVATION ASSOCIATES and overseen by the National Association of Management and Technical Assistance Centers. Major recommendations resulting from the project include: a re-examination by Congress of the federal technology-transfer structure to eliminate redundancies and fill gaps; funding extension services to facilitate hiring of dedicated technology-transfer staff; and providing additional incentives and creating informal mechanisms that encourage federal laboratories to work with small firms. The author also recommends that extension services view relationships with federal laboratories as long-term development rather than short-term “fix-its,” provide proactive and continuous follow-up of small firms working with federal laboratories, and act as an advocate on behalf of small firms. The following article discusses the project and its findings. Observations, issues, and recommendations are found at the end of the article.  相似文献

This article seeks to reflect on the possibilities of cooperative R&D to constitute an opportunity for companies in developing countries to take part in the innovation concerning technological frontier. In order to show this thesis can be true, this article is based on the case study of Petrobrás, the Brazilian state-owned oil company, which has employed the resource of cooperative R&D to gain access to the new subsea boosting technology and to acquire a place in the vanguard of such technology. However, the catch-up occurs only when firms in developing countries actively take part in the innovation process and accomplish an efficient process of technological learning, which is reflected on the evolution of interactions with external partners. The experience of Petrobrás is analyzed emphasizing the technological learning process through the transformation in its agreements with external partners. We present three cases of subsea boosting technologies developed by Petrobrás together with a majority of foreign producers or institutes. The analysis of these experiences allows us to show that the learning process and the mastery of in-house processes were accompanied by a significant evolution in the agreements with external sources. Petrobrás passes on from the position of cosponsor to that of articulator of the innovation process in technological cooperation agreements. The article proposes an evolutionary sequence to analyze the company's learning process. The evolutionary trajectories are different in each case, but in all of them it was possible to prove the increasing commitment of Petrobrás to the innovation effort.  相似文献

This paper evaluates the short-run benefits of research and development (R&D) projects funded by the Automotive Lightweighting Materials (ALM) Program of the Office of FreedomCAR and Vehicle Technologies of the U.S. Department of Energy (DOE). The six ALM projects evaluated—using qualitative and quantitative evaluation methods—yielded numerous benefits in the short-run. From the qualitative assessment, all met their technical goals, increased intellectual knowledge among the research teams, and led to increased collaboration among DOE, the auto industry, its suppliers, and national laboratories. Moreover, U.S. competitiveness appeared to have increased as a result of each R&D effort. One interesting finding, however, is that most of the participants indicated their firms would not have engaged in the research efforts without DOE funding. If they had engaged in the effort, it would have been with considerably less person time and financial commitment. With respect to quantitative measures, several graduate students were supported by the projects and numerous publications and presentations resulted, although these metrics varied across the ALM R&D projects.  相似文献

Transferring and utilizing technology in developing economies is a vital issue for economic growth. Often the separation between R&D institutes and industrial concerns limits the transfer of technology. The People's Republic of China, which has conducted R&D in institutes separate from the potential user firms, has recently moved to facilitate domestic technology transfer from R&D institutes to R&D consumers. This study, based on the statistical analysis of 60 R&D institutes in the machinery sector in China, found that, while R&D intensity improves transfer of technology, funding and employee mobility hinders transfer. His special area is in science and technology policy. He had worked for the State Science and Technology Commission of China for six years before he came to the US.  相似文献

This paper aims to show how the information contained in patent documents can be used to identify basic and specific technological proximities between firms and therefore a potential research and development (R&D) partner. More generally, it looks at patents as a strategic tool that can be used for concluding cooperative R&D agreements (CRDA). The approach begins by looking at the state of the art on the role of technological proximity in CRDAs. This review clearly raises the problem of measuring technological proximity, which needs to be gauged at a two-fold level: general and specific. Then a dual method based on patent portfolios for analyzing the profiles of different potential partners is described along with an example of its application. Concretely, the exploratory study proposed here is based on an analysis of the patent portfolios of 14 French listed biotechnology companies and those of their main R&D partners. The analysis of 5,603 patents filed by the focal firms and their partners shows how the approach can be used to identify compatible partners that are more or less technologically matched.  相似文献
