This paper analyzes an operational method that regional government agencies can use to enable locally-based firms to compete effectively in their industries. This method, which emerged in southern Spain after the transition to democracy, embodies many precepts found in the contemporary public management literature. The property tax is a widely used fiscal tool in many developing countries. However, property tax evasion and underpayment are common. This fact underscores the need for governments to administer the property tax effectively if they are to maximize revenue for development. A workable system of land registration and cadastral mapping is one of the principal prerequisites for efficient administration of the property tax. This paper examines alternative methods of land registration and cadastral mapping appropriate for governments in developing countries. The registration of deeds and titles is discussed, as are the most appropriate means for their implementation. Similarly, the different types of cadastral systems, fiscal, legal and multi-purpose, and the survey methods necessary for their implementation, are reviewed.  相似文献

This paper presents a policy simulation study for the behavior of crude oil production of OPEC countries, especially oil exporting countries in the Middle East, and its influence on the world energy situation. The policy questions to be examined include: What kind of policy could avoid or postpone the occurrence of “creeping cutback” by OPEC countries, without creating an “eye for eye” type policy? What priorities exist among alternative policies? For this purpose, a policy simulation model written in DYNAMO II has been developed. Policy analyses using this simulator are presented, and the methodological limitations of this approach are discussed.  相似文献

In South Africa, municipalities are central to government's service delivery efforts to its communities. Because of inadequate revenue collection processes or impoverished communities that are unable to supply necessary operational revenues, both national and provincial government need to transfer funds to the local government to achieve delivery of priority services and economic development infrastructure. This study investigates, through a desktop study, the best financial planning practices for municipalities to implement in order to be financially viable, by reviewing and comparing the legislative and legal frameworks relating to financial planning and the financial planning practices in Australia and New Zealand, whose legislation served as an example for the drafting of current South African legislation. Corruption persists in developing countries despite the proliferation of legal, institutional, and other measures that have been put in place to fight said corruption. The cancer of corruption has therefore spread exponentially in most developing countries with devastating socioeconomic and governance consequences. This practitioner perspective draws on the author's field experience and backed up by the research literature. It identifies, outlines, and discusses some aspects of policy in 3 areas—institution strengthening, the development and implementation of national anticorruption plans/strategies, and political will and leadership—and the conclusions that can be drawn from them for policy development and implementation in the ongoing quest to fight corruption in developing countries.  相似文献

The aim of this article is to study key New Public Management (NPM) transformations undertaken at central level in the European Union public administrations of Germanic, Nordic and Southern European countries. Our study shows that there is no global tendency towards the same NPM model, although, within public administration models, there are strong similarities. Although some NPM initiatives have been taken as steps towards implementing these reforms, in other contexts they could have been adopted in order to ward off deeper reforms.  相似文献

Governments in developing countries will face serious problems in extending basic social services, public facilities and infrastructure for their rapidly growing urban populations during the next decade. The steadily increasing concentration of the poor in cities will exacerbate already severe strains on urban services. Innovative solutions will be needed to meet the growing demands for urban services. In addition to expanding national and municipal efforts, governments in developing countries must also explore alternative policies and organizational arrangements for meeting the basic needs of their urban population. Among the potential alternatives are: using market surrogates to improve service delivery; lowering the costs of service provision through changes in regulations and controls on urban development; actively supporting self-help and service upgrading schemes by the poor; promoting public-private co-operation and private sector participation in service delivery; increasing effective demand for services by promoting employment and higher incomes; and enacting and implementing policies that attempt to redistribute migration to small and intermediate-sized cities. Each alternative has advantages and limitations that planners and policy-makers must take into consideration in forging effective urban development strategies.  相似文献

What can be learned from two decades of studies on policy entrepreneurship in developing countries? Policy entrepreneurship is a rapidly evolving analytical concept. A growing number of studies exploring public policy in developing countries use policy entrepreneurship as an explanatory theoretical concept. However, a substantial part of this research relies on qualitative case study analysis, lacking a comprehensive overview of the concept of policy entrepreneurship. This paper conducts a systematic review of the literature on policy entrepreneurship in developing countries. A total of 47 papers addressing policy entrepreneurship in the developing world, published between 1993 and 2017, have been analysed. The purpose and contribution of this paper are to offer a clearer picture of policy entrepreneurship in the developing world by concentrating on two aspects. First, we describe the characteristics of the studies on policy entrepreneurship in the developing world. Second, we analyse such studies, identifying the lessons that can be drawn on the phenomenon of policy entrepreneurship in the developing world. We conclude with an agenda for future studies, examining new theoretical, methodological, and empirical opportunities to advance the understanding of policy entrepreneurship in developing countries.  相似文献

Administrative problems are a major cause of the poor performance of pastoral development projects in Africa. This study focused on two aspects of project administration: policy development and organizational structure. From the literature, 11 actions in these 2 areas were identified that were supposed to enhance project performance. These 11 propositions were tested against evidence from 3 pastoral development projects in Africa funded by the U.S. Agency for International Development. Eight of these actions were strongly associated with improved project performance. The economic and social transformation of the socialist state is a central concern of public policy planning. This article discusses three aspects of this challenge: the growth of policy interventions in the welfare state; modalities of public policies; and the organization of public policy planning. Modernization of public management in the west underscores the respective rationalities of state and market. The modern welfare state is now under financial pressure, cutbacks proceed and privatization and deregulation take hold. The author appraises these trends and their implications for countries in transition. Emphasis is placed on the need to demarcate public and private whilst at the same time building in social protection through public participation in policy planning.  相似文献

The first-generation literature on policy design has made considerable contributions over the last 30 years to our understanding of the process, politics and implications of policy design and instrument choice. This literature, however, has generally treated institutions as a black box and has not developed a coherent set of frameworks, theories and models of how institutions matter to policy design. In this paper, I unpack the black box of institutions using transaction cost and mechanism design to show how regulations can be better designed in developing countries when institutions are weak, unaccountable, corrupted or not credible. Under these conditions, I show that efficient regulatory design has to minimize transaction costs, particularly agency problems, by having incentive compatible (self-enforcing) mechanisms. I conclude with a second-generation research agenda on regulatory design with implications for environmental, food and drug safety, healthcare and financial regulation in developing countries.  相似文献

Why are some countries able to defend their currencies when there are speculative attacks, while others fail to do so and devalue their currencies? This article suggests that intragovernment factors as well as government‐legislature relations should be considered because many of the policy responses to speculative attacks do not require legislative acquiescence, so that intragovernment attributes will have more substantial effects on the policy responses than those of government‐legislature relations. This article suggests that cleavages within government and its instability have a negative effect on decisiveness. Data regarding speculative attacks in developed countries from the 1970s to the 1990s and the Heckman selection model show that governments with many veto players and with less durability have had difficulty in defending their currencies in the face of speculative attacks. The article also finds that governmental institutional effects can be constrained by central bank independence. The effects become substantially smaller and statistically insignificant when central banks are very independent. The overall results imply that policy indecisiveness induced by some political factors makes governments less able to adopt a new policy equilibrium that is necessary to respond to an exogenous shock such as speculative attack.  相似文献

Decisionmaking under uncertainty is visualized as a game against nature. The policymaker is the player and has a set of alternatives or strategies from which he desires to choose the most effective. He is confronted with a variety of possible states of nature that may evolve after his decision is made. The key states of nature are identified and their interactive relationship to the strategy options are specified. Important roles in the resulting analysis are played by the probabilities of successful project initiation and implementation. It is shown that neglect of the inherent uncertainty aspects leads to evaluations (benefit-cost ratios) of proposed reforms and projects which can be seriously upward biased.  相似文献

The impact of national economic planning in developing countries over the past three decades has been severely limited. Little evidence supports the contention that it has either directly improved investment decisions for stimulating economic growth or significantly affected development policymaking. Constraints on implementing national planning in Asia include weaknesses of political and administrative support for national plans, deficiencies in their content, difficulties of relating plan priorities to investment decisionmaking, ineffectiveness or inappropriateness of comprehensive planning methods and techniques, and inadequate administrative capacity to implement and evaluate multisectoral investment strategies. Changes in Asian development policy toward growth with equity imply the need for more decentralized methods and arrangements for planning, creation of a stronger relationship between policy planning and program implementation, and diffusion of administrative capacity among a wide variety of public and private institutions to generate, formulate and implement investment policies and projects.  相似文献

President Donald Trump initiated a tariff war claiming that the ultimate target was mercantile Chinese economic practices. Numerous countries share such concerns about China. Yet the Trump administration’s approach is wrong for at least three big reasons. First, tariffs avoid addressing the most fundamental complaints about China while they undermine the longstanding and beneficial global liberal trade order. Second, the U.S. approach has been unilateral rather than multilateral, weakening America’s bargaining position while alienating close allies. Third, the Trump administration escalates what is an economic challenge into an existential threat, ignoring numerous benefits from Chinese policies as well as ignoring multiple areas where China has been a powerful global partner. Middle powers in Asia have acted collectively and individually to bolster the global trading system and avoid the worst consequences of the Trump actions while seeking to avoid making permanent binary choices between the United States and China. Beyond the immediate problems, the Trump tariff wars are creating, they also generate damaging second order effects that are undermining domestic and regional policies conducive to enhanced American strengths and an economically less mercantilist China.  相似文献
