This article analyses the positive and negative effects of IMF stabilization programmes and World Bank structural adjustment programmes on the accountability of public expenditure management in Jamaica in the period 1980–1992. Particular attention is given to the negative accountability effects of IMF budget deficit reduction targets imposed on a Government uncommitted to meeting such targets. Many of the arguments presented in this article relate to expenditure accountability problems more generally and it cannot be proved that IMF conditionality was the sole cause of these problems. It is argued, however, that IMF conditionality contributed. This argument is based on a large number of semi-structured interviews conducted in 1993 with Jamaican bureaucrats, politicians, donors, academics and private sector representatives, many of whom were involved in Jamaica's budget formulation process, and on analysis of the existing literature and data. The conclusion reached is that donor-guided reform programmes have complex and often conflicting impacts on the accountability of the Government's budgetary practices. A major question that arises is the relative importance that donors such as the IMF place on budget conditionality as against accountability. The training and development of public service employees is now accepted to be a major contributor to organizational performance. In the Third World, however, much of the training effort has been directed at junior, supervisory and middle-level personnel. Top personnel were, for a long time, presumed to be ‘above training’. There is now, however, an awakening to the need for training all categories of personnel. The major constraint in most countries remains the lack of facilities and trainers able to handle senior personnel. Tanzania has recently embarked on a concerted effort to train its top public service personnel through the mobilization of all management/administrative training capabilities in a joint, concerted endeavour, under the aegis of the Ministry of Manpower Development and a body known as the National Standing Training Team on Top Executive Development (NSTT). More than 20 6-week courses have been run and a recent evaluation of the programme suggests that they are popular and have reactivated an interest in training among top executives. There is, however, no evidence to suggest that the training has resulted in improved performance in public organizations although some executives have introduced some innovations in their organizations which they derived from the training programme.  相似文献

Decentralization has been a common aim in administrative reform and this article points to common themes in the decentralization programmes of Tanzania, Zambia and Papua New Guinea. The programmes involve both developing field administrative structures on an area basis in which horizontal links between the field staff of different ministries are at least as important as the vertical lines of authority linking field staff with headquarters' departments, and also decentralizing authority over planning and implementing development programmes to local decision making bodies. The impact of these decentralization programmes has not hitherto been adequately monitored or evaluated, and experience of attempts at doing this in Tanzania emphasizes the importance of building into a decentralization programme a method of monitoring it which produces usable information. The article points to the plans for monitoring to be pursued in Zambia.  相似文献

Integrated rural development is often presented as an effective strategy against rural poverty in Indonesia. In this article the author discusses the case of the Pompengan Integrated Area Development Project (PIADP) in Luwu, South Sulawesi, Indonesia, where a programme for land reform was part of the ‘integrated’ approach. In explaining the outcome of PIADP, the author analyses two properties of intervention itself in relation to the context in which it took place: first, land reform as a donor development priority which was planned and implemented as a purely technical and administrative operation; and, second, the production-oriented character of planning, which further isolated land reform from its local context. It is concluded that PIADP was characterized by fragmentation, competition and conflict rather than ‘integratedness’. Therefore, rather than taking such policy language for granted and accepting the policy instruments it represents as ‘models for development’, we should critically analyse the sphere of policy implementation. In the case of rural development in Indonesia, the depoliticized character of land policy and its reduction to a technical-administrative routine is a major issue to be addressed before land reform and integrated rural development can make a significant contribution to the eradication of rural poverty in Indonesia.  相似文献

Drawing on the case of India, which since 1991 has been undergoing a far-reaching programme of market-oriented reform, this paper argues that the World Bank and other transnational development actors have been unable to adjust themselves ­sufficiently to indigenous ideological traditions that affect the sustainability of economic liberalization. While markets are becoming increasingly embedded at the level of institutions, they are not achieving what might be termed ‘ideological embeddedness’. The paper maps the ideological context facing market reformers in India by looking at the relationship between, on the one hand, the idea of swadeshi (an indigenous form of economic nationalism), and on the other, three competing forces in Indian politics. The paper concludes by arguing that it is the mutual antipathy among these political forces, rather than any fundamental incompatibility between swadeshi’s precepts and the embedded-market framework, that prevents organizations like the World Bank from adapting swadeshi as an indigenous basis for framing its approach to market embeddedness.  相似文献

Organizational theory has been of surprisingly limited value in illuminating the problems of public sector management in the Third World. One reason for this is the ideal-typical bias of most studies of Third World management. This has led to an emphasis on assumed optimal performance criteria to the detriment of an understanding of how Third World organizations actually perform. The case of public sector administration in Liberia is used to illustrate this theme. The major role of administrative incorporation in the stabilization of the Liberian State is established, and consideration given to the ways in which the span of administrative employment and the extent of its popular impact were maximized through the elaboration of an idiosyncratic bureaucratic ideology. Central features of the Liberian bureaucracy are discussedthe over-definition of its external boundary; the weakness of its internal boundaries; the relative insignificance of specialized expert knowledge to bureaucratic roles; and the idiosyncratic nature of the bureaucratic career. While Weberian standards did not apply in the Liberian instance, it cannot be assumed that the latter was therefore a ‘failed bureaucracy’; for the Liberian administration was arguably effective in relation to certain goals, even if these were not ones which would have applied in the ideal-typical case. These goals were essentially political and must be understood in relation to political constraints, rather thanas is often suggested in studies of Third World managementas ‘cultural’ phenomena. Attempts to improve public sector managerial performance in the Third World need to give as much attention to operational issues as to conventional targets.  相似文献

Hong Kong has been depicted as an administrative state where the civil service is insulated from political and societal forces and enjoys a stable pattern of growth in rewards and status. In these respects, it is similar to other Asian developmental states. In Asia, as in the West, traditions underlying the administrative state are being challenged. The Hong Kong civil service has recently come under serious criticism as a result of a major fiscal crisis and a series of administrative failures, while the unelected status of the chief executive is a focus of growing protest. What is the reform capacity of the Hong Kong bureaucracy in these circumstances? What is the likely trajectory of administrative reform, and can we expect Western models of the neo‐administrative state to be relevant and appropriate to Hong Kong and, by extension, to the rest of Asia?  相似文献

Since 1992, administrative reform has become a major theme on the Italian political agenda. This article examines the pressures leading to reform under the Ciampi government (April 1993‐May 1994). It focuses, first, on the directions to be taken by reform that were identified and, second, on their implementation. Also considered are the obstacles to reform found in the political and administrative systems. The limits to the reform and its legacy illustrate the more general problems of the Italian legal and constitutional order.  相似文献

Abstract: Sweeping changes in administrative review legislation and procedures have occurred in Australian Federal government very quickly and with little debate. There have been several assumptions underlying the proposals for administrative law reform, including the notions that government has expanded greatly, that it has intruded into citizens' lives, that it is scarcely restrained by parliament, and that the specialist administrative tribunals established at various times are only partly effective. While these assumptions are all correct in certain respects, they do not necessarily support the demands for administrative law reform in the manner and to the extent that has generally been proposed. Closer examination of these assumptions suggests that comprehensive administrative review might itself lead to further expansion of government; that political decisions will have to be made about degrees of intrusion by government; that political avenues for redress of grievances should not be ignored, and could possibly be developed further; and that the need to prevent administrative errors is at least as great as the need to correct them after they have occurred. There is a good case for comprehensive administration review, but it needs to be examined more closely so that future problems can be anticipated and avoided.  相似文献

This article aims to analyse, classify and explain similarities and differences in administrative reform in four separate Belgian administrations along four internationally observed trends in administrative reform: organisation, personnel, strategy, and finance. Comparatively, Flanders can be classified as an early moderniser, followed by the federal government, which had been locked longer in a trajectory of maintenance. The French-speaking governments of the Walloon Region and French Community are late modernisers, and compared to both the Flemish and federal government their reform efforts are more fragmented and incremental. The main factors explaining variations in administrative reform in Belgium are differences in institutional continuity, policy entrepreneurship and policy diffusion, all three of which combined to support administrative reform efforts at the Flemish and, slightly less so, at the federal levels, and were markedly absent in the French-speaking governments. Aggregated indicators of differences in political culture do not convincingly explain differences in public sector reform, but the degree of partisan control over the administration, as a meso dimension of politico-administrative culture, impacts on the French-speaking governments' resistance against certain types of organisational and human resources management reforms.  相似文献

Issues of local governance have dominated Caribbean policy agenda for the past two decades, prompting considerable thought and action on local government reform by scholars, local government practitioners and policy makers, alike. No reforms have been as ubiquitous as those of local government. Permitted by an international reformist agenda, local government reform policy is linked positively to efforts to redress incapacities of public management and administration. This article examines conceptual and empirical issues relating to implementation of local government reform in two Caribbean countries, Jamaica and Trinidad. It analyses how the vision for local governance is articulated through specific reform taxonomies and argues that, although local government reform is normatively a policy aimed at fundamental changes in intergovernmental relations, in Jamaica and Trinidad reform has led merely to adjustments in the internal administration of local government. Government has never been under greater stress all around the world. Fundamental change is occurring at all levels of government. The need to cope with the rapid globalisation of the economy, the so-called borderless economy, and to maintain international competitiveness drives public management reforms. Governments must perform at higher levels of quality and productivity than ever before. The Gore Report, for example, constitutes a major attack on the bureaucratic management paradigm in the United States and its values of entrepreneurial managerialism dominate administrative practices around the world for the time being. This article first identifies a new management paradigm. Then it explores some international experiences with administrative reform in a comparative perspective to suggest a new direction of administrative reform for the future in South Korea.  相似文献

Privatisation in the UK was facilitated by the interplay of ideas, institutions, actors, and economic interests. The motivations of the programme were ideational and political, but the objectives were economic and administrative. Together these paved the way for the success of the policy. Although several rationales were at play in the unfolding of privatisation, the ideological predilection of the Thatcher governments underpinned this far-reaching policy reform. This explains why the Thatcher government did not reform nationalized industries within the public sector, but instead shifted them into the private sector. Privatisation succeeded because it was championed by new right policy entrepreneurs, was supported by interest groups prepared to support, or least not impede, such dramatic policy change, and when the public enterprise status quo was deemed in need of reform. Of course, ideas only act as a catalyst for policy change when an established policy agenda having withered, been worn-out or otherwise discredited, can then be successfully challenged.  相似文献

France saw historic decentralisation reforms under the leadership of Mitterrand and Defferre, his first Minister of the Interior, in the 1980s. This article highlights the role played by ideology and elite networks in the reform process. Ideological renewal determined the broad direction of policy change towards decentralisation, and placed the decentralist cause at the heart of the legislative programme of the incoming Socialist government. Yet it was the networks that linked the political, administrative and local elites, more than ideology, that shaped and constrained the details of the actual reform outcomes.  相似文献

改革开放以来,我国行政管理体制改革一直坚持以组织结构调整为主的模式.对于这一模式的影响,尤其对地方政府的影响,一直缺少科学层面的检验和理论层面的反思.本文选取政府绩效作为标杆,利用地方政府公务员的问卷调查数据,探索政府部门间关系和部门管理制度建设影响部门绩效的路径和程度,使用结构方程模型实证检验了行政管理体制改革战略在地方层面的有效性.结果表明,部门间关系作为政府结构的核心特征对于政府绩效并没有直接的影响作用,其影响作用是通过部门制度建设和部门文化间接发挥的;部门制度建设对政府绩效的整体影响要大于部门间关系.因此,在今后的改革中应该给予管理制度层面的改革更多的重视,通过局部的、具体制度的改革为整体的、基本制度的变革创造条件.同时,还应在改革过程中维护政府组织文化的凝聚力和激励性.  相似文献

This article examines the nature of governance reform in Thailand. The argument is that Thai citizens are not especially benefiting from the public reform initiatives of Thai governments because government reformers made fourquestionable assumptions about reform which have in turn produced uncertain outcomes and provided the opportunity for government reformers to avoid responsibility for their reform choices. First, the reformers support the belief that a global reform paradigm with ready-made reform packages exists which can be easily transplanted in the Thai public sector. Second, the reformers prefer to define success largely as reform output rather than reform outcomes or long term reform consequences. Third, Thai government reformers have overemphasized the efficiency aspects of the new public management at the expense of other governance goals. Fourth, governance reform in Thailand has been portrayed as a managerial problem instead of a political one. The author supports his arguments by drawing on theoretical debates in the international literature on administrative reform, and relating these debates to the Thai case. Governance reform in Thailand is still at an early stage, but the role of unintended consequences is important to administrative reform. Furthermore, the Thai case may reflect governance reform in other countries as well.  相似文献

This article compares patterns and outcomes of administrative reform in four countries: Malaysia, Singapore, Taiwan, and Thailand. It focuses on the supply side, that is, on reform implementation. It is assumed that bureaucrats, upon whom implementation depends, have an interest in controlling the process. A distinction is made between two types of bureaucratic systems—autonomous and instrumental—according to structural features that increase the potential to block reforms. Four possible patterns of administrative reform are distinguished according to whether demand is high or low, and whether the bureaucracy can be classed as autonomous or instrumental. More broadly, it is argued that supply will be lower in autonomous bureaucratic systems. A comparative case study method is applied to test this model, and the proposition is not disconfirmed. Malaysia and Singapore, both classed as instrumental bureaucracies, demonstrate a predictable style of "continuous administrative self-improvement." The status of the bureaucracy in Thailand and Taiwan is in transition, and the model is used to analyze changes in reform patterns over time and to suggest future trajectories.  相似文献

与先前行政审批制度改革相比,党的十八大以来大力推进的"放管服"改革更加强调权力调整的动态性、整体性、系统性,其对于优化政府职责、转变监管方式、深入推进国家治理体系和能力现代化具有明显的积极意义。但此轮"放管服"改革依然沿袭了行政审批制度改革的运动化、政策化思路,并不完全符合法治政府建设的基本要求。从职权法定、监管工具的动态调整、优化公共服务的基本法则三个方面,"放管服"改革的行政法意义和合法性风险可以得到更加清晰的呈现。要提升"放管服"改革的法治品性,需要以《行政许可法》的有效实施为核心,通过设立专门的社会化的"放管服"改革委员会、激活行政许可评价制度、引入更广泛的专家和社会参与、完善试验改革的授权制度、优化规制工具分析评价制度几个方面来实现。  相似文献
