ALTERNATIVE ARRANGEMENTS FOR COST EFFECTIVE POLLUTION ABATEMENT: THE NEED FOR IMPLEMENTATION ANALYSIS

After examining policies and proposals designed to achieve cost-effective pollution abatement, the authors argue that design of economically elegant solutions to pollution control problems needs implementation analysis if the policies are to be successfully carried out. They review some institutional obstacles to implementation and conclude that these impediments should not prevent adoption.     

THE INFORMATIONAL REQUIREMENTS FOR EFFECTIVE REGULATORY REVIEW: AN ANALYSIS OF THE EPA LEAD STANDARD

The shortcomings of the EPA lead standard were largely determined by the requirements of the Clean Air Act. EPA's analysis was inadequate since the underlying risks were modelled in terms of critical thresholds irrespective of the particular probability of the adverse health outcome associated with the exposure. The informational requirements for meaningful review are compared with the actual benefit and cost data provided by EPA.
The misplaced EPA approach prevented the generation of appropriate information on which to base a policy decision and hampered the subsequent review efforts by the White House oversight group. It is doubtful whether any oversight effort can be fully effective without a major change in the Clean Air Act.     

A NEW FINANCIAL ADMINISTRATION AND AUDIT ACT FOR QUEENSLAND

Queensland's new Financial Administration and Audit Act received Royal Assent on 14th April, 1977 and replaces a law passed by Parliament some 103 years ago. Before the Act could be brought into force by Proclamation, a number of preliminary measures had to be taken. Hence, the target date for commencement of the Bill was 1st July, 1978.     

KENNEDY AND CONGRESS: THE STRUGGLE FOR THE NEW FRONTIER

Abstract The article attempts to develop an interpretation of some of the more important domestic aspects of the Kennedy administration. In particular, it focuses on Kennedy's relations with Congress and on the difficulty of reconciling his reputation as a skilful politician with his legislative disappointments. Case studies of three important bills reveal a consistent, if unsuccessful, legislative strategy. The manner in which the Kennedy administration has been evaluated is considered and the article concludes by locating the source of Kennedy's legislative difficulties in the circumstances of his nomination campaign.     

ECONOMIC MOTIVES FOR "SOCIAL" PROGRAMS: THE NEW FEDERAL DIRECTION

The Job Training Partnership Act (JTPA), passed by Congress in 1982, is significant federal employment and training legislation for a number of reasons. Most noticeably, it substantially enhanced private sector and state government roles in the administration of such programs. In order to understand both the programmatic impact of JTPA and its likely consequences on subsequent federal employment and training initiatives, it is necessary to look at the politics of the legislation-especially those interests that are strongly represented through its implementation and those that are not. By doing this, one obtains a better sense of the dimensions of conflict around future employment and training legislation. General guidelines within which Congress should act in subsequent legislative activity are laid out.     

COMMUNITY COUNCILS IN SCOTLAND: SOME LESSONS FOR NEW SOUTH WALES LOCAL GOVERNMENT

The concept of "community councils" is one which has gained increasing prominence in Scottish local government during the last few years. Their main function is simply to advise local councillors on the views of the local community. Our basic contention is that the local government system in New South Wales (and, probably, other states) could benefit from studying the Scottish experience.
