我国师范教育由独立型、定向型的体制向非定向型、开放型的体制转换是一种必然趋向。在师范教育体制转换的过程中,存在着综合性高等学校如何参与师资培养与培训,现行的师范院校何去何从、如何重组师范教育资源及如何推进师范教育层级提升等一系列重要问题。综合性高校参与师资培养与培训要发挥其自身优势;要有重点地加强师范院校建设,促进师范教育健康发展,要加大师范教育资源重组力度,使之合理有效地得到利用,要重点促进中等师范教育向高等师专教育提升。  相似文献

This book by N. S. Barabasheva is an integrated study of the legal status of higher educational institutions in the unitary system of public education of the Soviet state, a system that is determined by the USSR Constitution and the Principles of USSR and Union Republic Legislation on Education, the Statute on Higher Educational Institutions, and a number of other acts of positive law. The author emphasizes that the status of a higher educational institution as an institution under law is indissolubly associated with the condition, tasks, and prospects of development of higher education. The author offers an opportunity to identify the set of rights and responsibilities of higher educational institutions and the present state of legal regulation of their organization and activity, and to investigate the real opportunities for improving higher educational institutions. The study under review makes it possible to conduct an "inventory" of the provisions of law bearing on the work of higher educational institutions scattered through many legal sources and still inadequately codified, a fact that is important in terms of the drafting of the Legal Code of the USSR.  相似文献

This article explores the role of law in shaping the growth of private education, as a part of educational reforms in response to social change in the People's Republic of China (PRC) after the 1980s. This paper argues that law acts as a new social game rule, one used by the state to govern, regulate and promote new relations and interactions between state and non-state players in educational reform and to rectify irregularities generated by the players. The process of legislation reveals the tension between regulation and deregulation of the relationship between private educational institutions and government. This paper concludes by offering an understanding on the role of law as both a means and an end in shaping educational reform in the face of ongoing social changes.  相似文献

Responsible research and innovation, or RRI, is a concept that aims to bring together society and science for a better future. There are six key elements of RRI: public engagement, gender equality, science education, open access, ethics and governance. Higher Education Institutions and Responsible Research and Innovation (HEIRRI) project aimed to bring the concept of RRI into the educational system. Using state-of-the-art review of good practices, HEIRRI team developed 10 training programmes on RRI for different higher education institution educational levels, including a summer school and a massive open online course (MOOC). We conducted pilot of the trainings and evaluated participants' experiences. Satisfaction with HEIRRI training programmes on responsible research and innovation was high, both for participants and for the trainers, and trainings raised awareness of RRI. Participants' feedback was used to identify areas that need improvement and provided for recommendations for final versions of the HEIRRI training programmes. In order to equip researchers with skills to recognize and apply RRI values, RRI should be included in their education. HEIRRI training is suitable for a range of different disciplines, including forensic science, and is free to use and adjust for specific contexts (available from: https://rri-tools.eu/heirri-training-programmes).  相似文献

The history of medical education during the period of 1870 to 1926 is examined in the context of current issues confronting education in the forensic laboratory sciences. Medical education was radically altered during this period, changing from a rudimentary lecture/apprenticeship system into its modern form. Although the motivating forces had developed over some time, the actual change was quite rapid. By examining how this change occurred, we gain insight into how changes in our own profession might be initiated. Parallels between our current situation and that in medical education 117 years ago include: (1) the primary burden of professional education is borne outside the university in an apprenticeship system, (2) the apprenticeship system is overburdened by a dramatic expansion in the knowledge and skills needed for professional practice, (3) there is no standardized curriculum or accreditation process for educational programs, and (4) there is no educational program that incorporates formal clinical education. Based on this historical analysis, three major goals are proposed: (1) active entreprenurial promotion of professional educational programs by academics, (2) creation of a committee within the American Academy of Forensic Sciences to critique and rate university programs, and (3) the development of a well-defined clinical education program. A model for formalized clinical education in the forensic laboratory sciences is proposed, incorporating clinical professors, student clerkships, and university control over instruction within an operational forensic science laboratory. Benefits from this arrangement include: efficient combination of physical plants, added personnel resources in the laboratory, rapid introduction of research into the laboratory, enhanced prestige for both academics and practitioners, and relief of the laboratory's in-house training burden.  相似文献

Uzbekistan’s higher education system has undergone some dramatic changes in the past century, evolving from largely traditional religious colleges to fully state-funded communist-atheist institutions. Since the end of the communist administration and subsequent market-oriented reforms, the institutions of higher education (IHEs) in Uzbekistan have had to reinvent and reform themselves again, as the demand for different kind of education increased. This paper puts the current changes and trends in IHEs into an historical perspective and highlights some important effects of the market reforms on the educational scene.  相似文献

The technology of education for adult subjects, i.e. the scientifically-sound system of andragogic principles for the education of adults (both teachers and learners), is considered. Putting these principles into practice leads with a high degree of probability to the achievement of the sought goals of education. 市场作为促成教育资源供求在总量和结构上协调的因素,是教育资源有效配置的实现条件.在教育垄断市场下,教育产出进入经济系统具有较大的障碍,教育系统内部组织低效,整个教育系统失去了自组织的刺激机制,无法促进教育资源的有效供给.高等教育卖方市场的形成将不断促进教育系统的创新.教育系统也惟有在外界社会经济系统的作用下,不断地进行教育内容和方法的改革,才能在与社会经济系统的适应过程中获得发展的物质条件,在国际教育竞争中处于有利地位.在市场经济条件下,高等教育具有私人产品的性质,决定了其市场化配置高等教育资源的基本方向,但仍需依赖政府干预以纠正市场运行的偏差.  相似文献

Family law     
In response to the Legal Education Training Review (LETR) the professional bodies have revisited the competencies required for legal practice. The SRA has prepared a draft competency statement for day one solicitors which focuses on the “key activities required for effective performance as a solicitor”. The impact of this more comprehensive competency statement on legal education is not yet clear, but one option is that it opens up a route to qualification where competency is achieved in the workplace or other non-academic settings and assessed outside the educational establishments. This article considers how to assess competency in legal education in both educational and work based settings. It charts the development of an outcomes orthodoxy in legal education in England and Wales and in other jurisdictions and draws on research in medical education to identify key principles in the design of an assessment methodology for professional education. The article takes a broad “view from the bridge” and reviews a range of assessment methods already in use in legal education and in other professions such as accountancy, medicine and conservator restorers. It argues that a move to a complex competency orientated training system will require a different approach to both the method of assessment and its programming.  相似文献

Over the last several years, criminal justice education In the United States has increased dramatically. Much of this growth has been in response to the needs of an evolving criminal justice field. However, there is some concern among professionals that the criminal justice system needs to be impacted more directly, and that institutions of higher learning need to be impetus for this change. To complete this task, curricula in higher education programs need to become more relevant to the needs of the system, while not ignoring the student of the educational system. 基础教育,涉及到每个公民的基本素养和生活品质,关系着国家的发展和民族的命运。基础教育的盛衰,取决于教育资源配置的状况。教育资源既包括教育资金、设施等硬件部分,也包括教育政策、师资、校园文化等软件部分。一般来说,物质决定精神,硬件资源决定软件资源。而教育资源则不然,教育政策决定着资金的投向、教学设施和师资力量的配置。教育政策的不当,导致教育资源配置的不正当竞争,造成了地域之间、城乡之间教育资源配置的巨大差异。严重影响了基础教育的健康发展。要实现教育的公平,必须强化国家对基础教育投资的责任、加大投资力度、创立公平公正的教育资源配置机制、改革教育模式、规范资源配置行为、杜绝教育腐败,建立科学、和谐的基础教育资源配置新体系。  相似文献

福柯的系谱学对权力/知识的分析对人-社会科学的研究范式与书写方式产生了深刻影响。教育学实践领域也受其冲击而发生了话语的转换。如果我们从系谱学的角度来反思教育学寻求学科化的历史进程,就会扩大对学科这一概念的理解:作为权力/知识实践方式的学科制度不仅是科学化的标志,也是控制现代生活的策略与技术。因此,对作为一门学科形式存在的教育学知识的寻求未必是适当的或必要的。目前,我们似乎更应该走进学校日常生活,由此迈向具体的教育实践。这或许是教育学走出迷茫之路的一条可能的途径。  相似文献

A considerable amount has been written concerning the effect technology transfer has on openness in science, as well as whether technology transfer encourages a shift from basic to applied research. By contrast, little has been written concerning the impact technology transfer has on education. This essay addresses this gap by examining the potential that technology transfer has for affecting the curriculum as well as for impacting students directly. The essay concludes with two policy recommendations that have the potential for enhancing educational outcomes and a recommendation for a specific issue for further research. First, universities should consider investing some of the revenues from technology transfer in enhanced and expanded undergraduate education in science and engineering. Second, universities should collect data on job placements in industry. The research issue that is ripe for consideration is the role that peer effects play in graduate education and whether technology transfer alters these effects.  相似文献
