This article provides a framework for determining, justifying, and improving financial sustainability of savings and credit programs. Credit programs have income from interest and fees. Income must pay for the cost of funds, loan write-offs, operating costs, and inflation. Reference is made to Otero and Rhyne's four levels of self-sufficiency in credit programs. The Grameen Bank is an example of Level 3 and most credit unions are level 4. Nongovernmental groups in the United Kingdom are level 1 or 2. Experience has shown that removal of subsidies did not affect the quality of services or shift benefits away from the poor. Success in serving poorer people better is attributed 1) to more money being available for lending under tighter management practices, 2) to greater openness to a variety of clients from removal of subsidy restrictions, 3) to a shift to higher interest rates that eliminate richer borrowers, and 4) to a shift to serious collection of loans which is a disincentive to more privileged borrowers. Percentages of loan loss, administration costs, cost of funds, and inflation are useful in measuring the sustainability of credit programs. Interest and fee income must also be measured. Fee repayment rates do not have a common definition of arrears, default, and write-off. A simple measure is the percentage of total costs covered by income. The World Bank recommends the Subsidy Dependence Index. Women tend to be better at repaying loans. Loan size should be related to borrowers' ability to handle the amount of the loan. Low and subsidized interest rates deter depositors and attract richer borrowers. Poorer borrowers are attracted by access to credit and not the cost of credit. Interest rates should be based on market rates. The loan payment should be no longer than necessary. Small groups of borrowers can guarantee each others loans. Group-based loan schemes work best. NGOs must project an image of being serious about loan collections and must take action immediately when a payment is missed. Good repayers should be rewarded with quick repeat loans.  相似文献

This paper explores the different urban governance models proposed by multilateral aid organizations in accessing water through informal supply systems, to assess the rationale and the guiding principles at the basis of their different ‘governance approaches’. There can be no doubt that most developing countries are now experiencing a rapid and unprecedented urban growth, which is bringing about a rising demand for urban services, especially those concerning water supply. To cope with this pressing issue, the response of multilateral aid organizations—such as the World Bank, UN-HABITAT and the European Union––has been represented by the design and implementation of different urban governance and management systems, called to support an equitable and efficient access to urban water supply services. This paper focuses on the different urban governance approaches through which multilateral donors support informal networks and small scale providers to provide water supply in cities of developing countries. It highlights how these different urban governance approaches address the overall issues of poverty reduction whilst in reality, in certain cases, they also aim to affect and regulate domestic public policies of Third World countries. In particular, it argues that the governance model proposed––and imposed––by the World Bank continues to belong to a neo-liberal policy agenda, which considers water and urban services as commodities to be managed through widespread competition and market mechanisms. On the contrary, UN-HABITAT, and the European Union to a certain extent, highlight the need for an urban governance system that promotes the ownership of development strategies by local communities and that rests on the principles of inclusiveness and equity.

This article examines activities undertaken by civil society organisations in Zambia to create gender-transformative change in customary tenure systems. It is based on primary data collected through interviews and group discussions with NGO representatives, lawyers and women’s rights advocates, chiefs, women leaders, and local community members. The findings show that organisations pursue change by leveraging global and national frameworks and discourses and working with traditional authorities, local magistrates, men and women at the village level. Promoting gender transformative change requires multi-level networking and working across hierarchies of power that extend from the household to the state.  相似文献

This article reviews the extent to which the educational system has acknowledged the importance to women of the informal sector of the economy, and the extent to which it has sought to prepare them for employment or self-employment within it. It assesses the record of both formal and non-formal education in providing women with the necessary skills to compete with men for employment, and concludes that both have generally failed to assist women to obtain skilled, well-paid, and secure jobs, leaving them in overwhelming numbers in subsistence-level activities in the informal sector. Within the non-formal approach to education, the article examines training in income-generating projects, which are a major conduit for ssistance to poor women in developing countries. Some recommendations for improved strategies of education and training provision are presented. 1  相似文献

Universal health coverage has been given a prominent place in the post-2015 global development agenda, but there are concerns over its feasibility in low- and middle-income countries. This article assesses successive Zambian governments’ efforts to achieve this agenda. We discuss the recent restructuring of health governance to support policies that re-emphasise the social determinants of health and health equity. This includes a new Ministry of Community Development and Mother and Child Health alongside the Ministry of Health. We argue that recent innovations in policy and practice need to be extended to include ministries which focus on economic development.  相似文献

This comparative analysis of the judiciaries in Tanzania and Zambia finds that neither one has developed a strong accountability function vis-à-vis the government. It goes on to address why judges in the two countries rarely have restrained the government in politically significant cases, identifying three sets of factors that may explain why the judges perform as they do: the legal culture; the institutional structure; and the social legitimacy of the courts. The study concludes that there are signs in the Tanzanian judiciary of a certain willingness to hold the government accountable in politically salient cases, but that their opportunity to do so is limited, due to institutional, social and political factors restricting the flow of constitutional cases. The Zambian courts have more political cases and opportunities for fulfilling an accountability function vis-à-vis the executive, but are reluctant to assert such authority. This is attributed to the legal culture and to political pressure.  相似文献

‘One-stop border posts’ (OSBP) are being developed on East African trade corridors to support growth in cross-border trade in the region. This article presents a household survey examining the impact of the OSBP at Busia on the Kenya–Uganda border on the livelihoods of informal traders and workers. It finds positive effects through enhanced access to cross-border trade. However, it also finds negative effects, including reduced work opportunities for unskilled manual workers. Further research is needed into the long-term effects on the price and foreign exchange differentials which currently incentivise the informal trade, before the effects can be fully assessed.  相似文献

Democracy promoters around the world cling to the hope that assistance given to civil society organizations decreases the risk of civil war and will lead to democracy in post-conflict societies. A particularly promising segment of civil society in peacebuilding is women. Inspired by Welzel and Inglehart's “human empowerment: path to democracy” this study places democracy assistance to women in a broader mechanism which forms a theoretical foundation of this study. The case of Bosnia and Herzegovina and the author's insights from the fieldwork demonstrate that in order to assess the impact of democracy assistance on women's political empowerment the comprehensive women's political empowerment mechanism should be employed. The statistical examination, however, reveals that women's political activism is largely the function of legal empowerment and a country's political and socio-economic characteristics. The study also shows the limitations of current impact evaluation methodologies, and suggests better evaluation tools.  相似文献

Microfinance--both credit and savings--has potential to improve the well-being of poor women in developing countries. This paper explores practical ways to achieve that potential. Based on lessons from informal savings mechanisms that women already use, the paper proposes two savings services designed to address the development issues that confront women. In Bangladesh, dramatic social and economic changes are transforming historical forms of patriarchy with various impacts on pathways to women's empowerment. We hypothesised contemporary resources would be more strongly associated with women's empowerment, as reflected in their influence in family decisions. In cross-sectional analysis, we found the contemporary resources of employment and membership in NGOs were most strongly and consistently associated with women's influence in family decisions. Education was only modestly associated, as were customary resources, including age and fertility. Programmatic efforts to enhance women's empowerment should consider the rapidly changing environment and the importance of women's economic participation.  相似文献

In Southern Africa, a major drought during 1992–93 threatened devastating consequences for poor rural populations in the region. The article describes the unconventional approach to disaster mitigation undertaken by Oxfam (UK and Ireland) in Zambia. This enabled people at the local level, with little prior organisational experience, to establish effective dialogue with government officials in the country; it also laid the foundations for longer-term development activities. The role of local-level lobbying, as well as campaigning on an international level, was crucial.  相似文献

The recent global financial crisis has generated substantial research interest in the relationships among savings, inequality and global imbalances. Our study examines the causes of global imbalances by analysing the relationship between income inequality and economic performance and the relationship between savings imbalances and economic instability. We identify a positive link between savings and inequality whenever savings are allocated through the financial market to investment firms for production. However, this relationship becomes negative when non-saving households borrow savers' funds for consumption. Our findings suggest that income inequality should be reduced in both China and the US to mitigate global imbalances.  相似文献

Abstract

This article, which is based on a focused synthesis of a range of historical, political, policy, regulatory and other factors, proposes a normative policy model for community radio broadcasting in Zambia. It starts with a historical analysis of the factors that have influenced the development of community radio broadcasting in the country, particularly in the period before and after 1991. It is argued that community radio broadcasting in Zambia is largely reflective of the state-centric policy-making regime. This policy-making regime is itself a legacy of British colonialism. The policy proposal put forward in this article is informed by the assumptions of the group and organised anarchy models of policy-making and seeks to promote community radio broadcasting in terms of its vision, regulatory structures, funding, training, technology, production of local content and research.  相似文献

Microcredit/finance as a tool to eradicate poverty and empower women in developing countries has been a darling of developed countries. The success stories from microcredit borrowers from Bangladesh, India, and Africa, and global endorsement of microcredit programmes have largely ignored local indigenous initiatives managed by groups of women in rural and urban areas. Evidence from fieldwork in Pakistan and Malawi suggests that although systematically recorded history of such indigenous initiatives is lacking, women in these settings would attest that there exists generational knowledge about such small-scale, group-based micro-lending which can be used to enhance livelihoods in rural households.  相似文献
