Empirical research reports conflicting conclusions about whether primary election voters strategically account for candidates’ general election prospects when casting their votes. We model the strategic calculations of office-seeking candidates facing two-stage elections beginning with a primary, and we compare candidates’ policy strategies in situations where primary voters strategically support the most viable general election candidate against candidate strategies when voters expressively support their preferred primary candidate regardless of electability. Our analyses—in which the candidates’ appeal is based on their policy positions and their campaigning skills—suggest a surprising conclusion: namely, that strategic and expressive primary voting typically support identical equilibrium configurations in candidate strategies. Our conclusions are relevant to candidates facing contested primaries, and also to political parties facing the strategic decision about whether or not to use primary elections to select their candidates—a common dilemma for Latin American (and some European) parties.  相似文献

With the growth of Latino and Asian American populations, candidates frequently must appeal to diverse electorates. Strategies for doing so include emphasizing candidates’ racial/ethnic identity and securing endorsements from racial/ethnic groups. While many scholars focus on candidates’ racial/ethnic attributes, ethnic group endorsements are understudied. Whether such endorsements induce voters to choose ideologically similar candidates (spatial voting), or choose based on race/ethnicity (racial voting) is unclear. We address this question by examining elections in multiethnic local settings. Using original surveys and exit polls, we create comparable measures of candidate and voter ideology, and examine how race/ethnicity and ideology affect voters’ choices. We also embed experiments that manipulate ethnic group endorsements. We find that ideology influences voters’ choices, but that ethnic group endorsements weaken spatial voting. The latter effect among whites is driven by racial/ethnic stereotypes. These reactions explain why some candidates seek such endorsements and why others might prefer to avoid them.  相似文献

We develop a model of intraparty candidate selection under partisan electoral competition and voter uncertainty. Candidates for office belong to parties, which are factions of ideologically similar candidates. Each party’s candidate for a general election can be selected either by a “centralized” mechanism that effectively randomizes over possible candidates or by voters in a primary election. The electorate cares about ideology and valence, and both primary and general elections may reveal candidate valences. Our main theoretical result is that while primaries raise the expected quality of a party’s candidates, they may hurt the ex ante preferred party in a competitive electorate by increasing the chances of revealing the opposing party’s candidates as superior. Thus, primaries are adopted in relatively extreme districts where a clear favorite party exists. An empirical analysis of the adoption of direct primaries and the competitiveness of primary elections across U.S. states supports these predictions.  相似文献

In spatial voting theory, voters choose the candidate whose policy preferences are most like their own. This requires that (a) voters and candidates have policy preferences that can be meaningfully summarized in terms of low-dimensional “ideal points” on a left-right scale; (b) voters are able to discern, either directly or through relevant cues, the ideal points of the candidates who are running for office; and (c) voters incorporate this information into the choices they make at the ballot box. Perhaps more than in any other elections, it is not clear that any of these requirements are met in non-partisan municipal elections: policy preferences may not be ideologically structured, information may be inadequate, and voters may choose candidates for reasons other than ideology. This makes non-partisan municipal elections an especially hard test for spatial voting theory. Using novel data from both municipal candidates and eligible voters in a major non-partisan municipal election in Canada, we show that municipal policy attitudes are ideologically structured and that these municipal policy ideal points are strongly related to mayoral and council vote choice. Thus, despite the institutional and informational obstacles, spatial voting can play an important role in non-partisan municipal elections.  相似文献

This article critically examines the concept of ‘accountability’ as it is understood in two‐party systems and majoritarian democracy – namely the ability of voters to remove governments that violate their mandates or otherwise perform poorly. Voters’ capacity to ‘throw the rascals out’ is one of the main normative appeals of two‐partism and the single‐member plurality (SMP) electoral system. However, this article uses a spatial model to show that in at least two types of situation voters are left in a bind when confronted with a mandate‐breaking governing party: (1) when both major parties undertake unexpected non‐centrist shifts in opposing directions after an election, leaving centrist voters with an unappealing choice; and (2) when a governing party that had won an election on a non‐centrist platform undertakes a post‐election shift to the centre, leaving its more radical supporters dissatisfied. In each case, voters have four imperfect options: punish the governing party by throwing the rascals out, but in doing so vote for a party that is ideologically more distant; abstain, and withdraw from the democratic process; vote for a minor party that has no hope of influencing government formation, but which might detach enough votes to allow the ideologically more distant major opposition party to win; and forgive the governing party its mandate‐breaking. All of these options represent accountability failures. The problems are illustrated with two case studies from two‐party systems: the United Kingdom in the mid‐1980s and New Zealand in the period 1984–1993. In both instances, many voters found it difficult to ‘throw the rascals out’ without harming their own interests in the process. The article concludes that accountability may sometimes be better achieved if voters can force a party to share power in coalition with another party in order to ‘keep it honest’ instead of removing it from government completely, as can happen in multi‐party systems based on proportional representation. Thus, although two‐partism based on plurality voting is normally regarded as superior to multi‐partism and proportional representation on the criterion of accountability, in some instances, the reverse can be true. The article therefore undermines a core normative argument advanced by supporters of majoritarian democracy and SMP.  相似文献

Since the UK's vote to leave the European Union, there has been considerable debate about whether voters (particularly Leave voters) were well-informed prior to making their decisions. We gave a 15-item EU knowledge quiz to a large, nationally representative sample of the British population via an online survey. Our quiz included nine ‘ideologically neutral’ items, as well as six items that we deemed more ‘ideologically convenient’ for one side or the other. Overall, there was no average difference between Leave voters and Remain voters (either before or after controlling for covariates), despite the fact that Remain voters scored slightly higher on a short test of probability reasoning. In addition, both Leave and Remain voters were more likely to answer correctly on items that were ‘ideologically convenient’ for them. Consistent with the previous literature, older age, male gender, higher education, and stronger political interest were all significant predictors of EU knowledge. Interestingly however, these variables only predicted knowledge on the nine ‘ideologically neutral’ items; their associations with knowledge on the six ‘ideologically convenient’ items were generally weak and non-significant.  相似文献

This study seeks to determine whether subjects in two dynamic process tracing experiments react differently to information related to a candidate’s competence when that candidate is a woman, vs. when he is a man. I find that subjects evaluate a candidate whose competence is in doubt less favorably, and are less likely to vote for the candidate, when she is a woman. In general, evaluations of women seem to be influenced much more by information related to their competence than are evaluations of men. I also find that competence as portrayed by the composition of a candidate’s facial features does not alter this relationship. My findings suggest that gender-based stereotypes may have an indirect effect on candidate evaluations and vote choice by influencing how voters react to information about them.  相似文献

Parties often tailor their campaign message differently to different groups of voters with the goal of appealing to a broader electorate with diverse preferences and thereby winning their votes. I argue that the strategy helps a party win votes if it can convince diverse groups of voters that the party is ideologically closer to their preferred positions. Using election data from nine Western European democracies, I first show that parties gain votes when they appeal broadly. Analysis of individual‐level survey data suggests that voters perceive broadly appealing parties as ideologically closer to their own positions, a finding that identifies a plausible mechanism behind the aggregate positive effect of this strategy on party election performance. These findings not only help explain the behavior of some European parties, but they may also offer a potential recipe for electoral success in multiparty democracies.  相似文献

Recent scholarship in comparative political behavior has begun to address how voters in coalitional systems manage the complexity of those environments. We contribute to this emerging literature by asking how voters update their perceptions of the policy positions of political parties that participate in coalition cabinets. In contrast to previous work on the sources of voter perceptions of party ideology in parliamentary systems, which has asked how voters respond to changes in party manifestos (i.e., promises), we argue that in updating their perceptions, voters will give more weight to observable actions than to promises. Further, coalition participation is an easily observed party action that voters use as a heuristic to infer the direction of policy change in the absence of detailed information about parties’ legislative records. Specifically, we propose that all voters should perceive parties in coalition cabinets as more ideologically similar, but that this tendency will be muted for more politically interested voters (who have greater access to countervailing messages from parties). Using an individual‐level data set constructed from 54 electoral surveys in 18 European countries, we find robust support for these propositions.  相似文献

The consensus that American politicians are more ideologically extreme than voters has been challenged by the observation that issue delegates – who adopt voters’ majority position on each issue – can be more extreme than the median voter. We show that this difference is conditional. Issue delegates are much more extreme than the median voter in left- and right-leaning constituencies, but not in evenly divided or ideologically pure constituencies. This means that these preference aggregation assumptions have a large effect on ideological comparisons between legislators and their party constituents, but little effect on comparisons between legislators and their general election constituents. We demonstrate this finding’s implications by replicating and extending two prominent studies. Although issue delegates representing full states are not much more extreme than the median voter, party issue delegates have moved to the extremes at nearly twice the rate of party median voters and are just as extreme as legislators.  相似文献

Issue ownership has been an important concept in the analysis of party competition for several decades. Traditionally, issue ownership has been regarded as a stable phenomenon where parties are advantaged by different political issues. However, several recent studies have reported change in voters’ perceptions of parties’ issue ownership. To investigate the changeability of issue ownership and how it can be altered, this article investigates the impact of parties’ communication attempts through a web-based survey in Sweden. Two major political issues are in focus: employment and healthcare. The results show that parties can indeed improve their ownership by communicating on an issue. Indications were also found that the effects decrease as other parties simultaneously communicate on the same issue, and when those who receive the messages are ideologically distant from the party. However, in several cases results are weak. Many important conditionalities therefore remain to be explored in future studies.  相似文献

Models of voting behavior typically specify that all voters employ identical criteria to evaluate candidates. We argue that moderate voters weigh candidates’ policy/ideological positions far less than non-moderate voters, and we report analyses of survey data from the 2010 Cooperative Congressional Election Study that substantiate these arguments. Across a wide range of models and measurement strategies, we find consistent evidence that liberal and conservative voters are substantially more responsive to candidate ideology than more centrist voters. Simply put, moderate voters appear qualitatively different from liberals and conservatives, a finding that has important implications for candidate strategies and for political representation.  相似文献

Criticisms of the system by which the American political parties select their candidates focus on issues of representativeness—how choices are dominated by relatively small numbers of ideologically extreme primary voters, or how residents of small states voting early in the process have disproportionate influence. This paper adds a different concern, albeit one that still addresses representativeness. How well do primary and caucus voters represent their own values and interests with their vote choices? Lau and Redlawsk’s notion of “correct voting” is applied to the 2008 U.S. nominating contests. Four reasons to expect levels of correct voting to be lower in caucus and primary elections than in general election campaigns are discussed. Results suggest that voters in U.S. nominating contests do much worse than voters in general election campaigns, often barely doing better than chance in selecting the candidate who best represents their own values and priorities. Discussion focuses on institutional reforms that should improve citizens’ ability to make correct voting choices in caucuses and primaries.  相似文献

This article contributes to the literature on representation by examining how the ideological polarisation of the electorate affects parties’ programmatic positions in multiparty systems. The main argument is that parties face incentives to adopt more extreme positions when the electorate becomes more ideologically polarised and the share of non-moderate voters is higher. The reason is that by adopting moderate positions parties will prompt their non-moderate core constituents to sit out the election. This risk is conditioned by voters’ propensity to abstain. A higher (lower) propensity to abstain means that parties alienate a larger (smaller) share of their core constituents when adopting a moderate position. Parties therefore respond to greater voter polarisation by adopting more extreme positions, but the effect declines as voters’ propensity to abstain decreases. An empirical analysis of parties’ programmatic positions in 11 Western European countries between 1977 and 2016 strongly supports this expectation.  相似文献

Between the 1999 and 2009 elections the proportion of national female legislators in Indonesia, the world's largest Muslim majority democracy, more than doubled. While this substantial increase may partly be explained by the recent imposition of a gender quota and placement mandate that have forced parties to increase the number of female candidates, quotas cannot fully explain the strong performance of women in the 2009 elections. First, many parties placed women higher on their lists than the laws required; second, voters appeared to over vote for women in some districts. Although incumbency's typical effect is to inhibit female electoral success by advantaging traditional (male) competitors, I argue that women benefited largely from an alternative effect: female incumbency can improve female candidate placement and electability by demonstrating female capacity and capability. Female newcomers benefited strongly from the presence of female incumbents in their own and bordering districts, thus suggesting a positive diffusion effect of female incumbency.  相似文献

This study makes use of the concept of ideology to answerimportant questions of political competition. Previous research on leader effects has focused exclusively on the impact of voters’ evaluations of leaders on vote choice, disregarding possible effects on the prior step of deciding whether or not to turn out to vote. In line with the personalisation of politics thesis, leaders have a higher impact among dealigned voters. Previous studies have demonstrated that leader effects are stronger among voters who voice their dealignment – namely party switchers. However, the potential impact of leaders among those who exited (i.e., who have abstained) is still unstudied. Could leaders have a mobilisation effect and therefore trigger turnout decisions? What characteristics of party leaders are more relevant in this regard? This article is the first comparative study to examine how the evaluation of party leaders’ traits influences voter turnout in general elections. The work incorporates data from election studies across seven countries with different social contexts (Portugal, Spain, Ireland, Germany, United Kingdom, Italy and Hungary). Characteristics of leaders were grouped into two dimensions – competence and warmth – in accordance with the stereotype content model and relevant studies on leaders’ traits evaluation. Multiple binary logistic regression models were performed to analyse the predictive power of competence and warmth on turnout, controlling for sociodemographic, political ideology variables and voters’ past political behaviour. Results reinforce the personalisation of politics theory, showing the utmost relevance of warmth personality traits of leaders in voter turnout decisions. Competence personality traits were found to be relevant only in some situations. Interaction effects were also demonstrated between warmth evaluations and identifying with a right-wing party as well as past political behaviour with both warmth and competence.  相似文献

This paper analyzes prenomination presidential candidate preferences, using data from the Center for Political Studies' 1984 Continuous Monitoring Survey. Among Democratic identifiers, affective evaluations of the candidates were the strongest influence on candidate preference, but judgments concerning the candidates' nomination prospects and electability also influenced candidate preference, as did strength of party identification. The outcomes of particular primaries strongly influenced voters' opinions regarding the candidates' nomination prospects and, indirectly, their electability. Walter Mondale's decisive victory in the New York primary on April 3 apparently led to a bandwagon effect among Democratic voters across the nation; that is, the perception that Mondale was very likely to win the nomination produced a dramatic shift in candidate preference toward Mondale and away from Gary Hart.  相似文献

The extent to which the electorate uses issue information to update their candidate evaluations over the course of political campaigns has often raised questions about citizen competence. Using a ten-week panel experiment designed to capture the low-information context of most congressional races this study contributes to our understanding of when and by what processes issue information produces enduring effects. Findings reveal that when voters need to assess an ideologically moderate candidate, they rely less on partisan cues but instead of storing issue information in long-term memory – either via a memory-based or on-line process – considerations in short-term memory remained one of the most powerful predictors of candidate evaluation, particularly when new issue information deviated from partisan norms.  相似文献

The number of Internet news media outlets has skyrocketed in recent years. We analyze the effects of media proliferation on electoral outcomes assuming voters may choose news that is too partisan, from an informational perspective, i.e., engage in partisan selective exposure. We find that if voters who prefer highly partisan news—either because they are truly ideologically extreme, or due to a tendency towards excessive selective exposure—are politically “important,” then proliferation is socially beneficial, as it makes these voters more likely to obtain informative news. Otherwise, proliferation still protects against very poor electoral outcomes that can occur when the number of outlets is small and the only media options are highly partisan. Our model’s overall implication is thus that, surprisingly, proliferation is socially beneficial regardless of the degree of selective exposure.  相似文献
